4. Travel to Wake Island

See Attachments for all travel documents necessary.

The rotator to Wake Island Originates out of Joint Base Pearl Harbor-Hickam, Hawaii.

Rotators normally leave every other Thursday and Return the day after. Rule of thumb for WI travel is if you cannot return the next day, you should plan to be there for two weeks. OportuneOpportune air is sometimes available, however cannot be planned on. Contractors must be cleared by the WI doctor, have a signed LOA to travel on Mil-Air, and must have a TAC in order to ship freight via Mil-Air.

See WI travel Checklist. Contractors who propose to transport material via airlift may travel the same aircraft with prior coordination through Det-1 and the PRSC program management office. All personnel must be vetted through PRSC security before travel is authorized.

5. How to determine costs and ways for shipping equipment and supplies?

ContractorsYou will need to look into options and ways of getting your items to island. This will not be provided by the government.

6. Per Diem Rates for lodging and meals.

Rreference the Joint Travel Regulations or you can check the rates here:

https://www.defensetravel.dod.mil/site/perdiemCalc.cfm (You will need to select Country/State - Alaska; Scroll down to Wake Island.) Contractor will be responsible for paying the entire per-diem amount to the Bos-Contractor. These costs must be included in your travel estimates. See Wake Island Travel Checklist.

7. In the SOW, Requirement 2.2.1.1. directs Contractors to "Remove loose paint/chips and glass beads to permit proper adherence", while Requirement 2.2.2.1. states that "Painted markings shall not build up beyond the stated standards as seen in ETL04-2 Section 5.3." What is the intent of this project? Is it to remove the loose/chipping paint to promote adhesion of the new paint, or is it to remove the existing paint that is built on beyond the maximum allowable thickness? How is the owner going to test the paint to verify what is too thick to paint over and what is acceptable to paint over?

The intent of this project is to remove rubber that meets SOW specifications 2.1 and section 2.2.1.1 Remove loose paint/chips and glasses beads to permit proper adherence of the paint to the airfield surface. The owner will not have a means of testing what is too thick to paint over and what is acceptable to paint over. Most of the airfield markings are faded because of the sun beating down on the airfield at Wake Island, so long as the surface was prepped for proper adherence of new paint.

The contractor will need to follow the guidance in UFC 3-260-04 5-2.5 and Figure 5-1 and where the paint needs to be adjusted and changed the contractor will need to remove all of the paint.

Additionally the contractor will provide a warranty based off the requirement under section 4.1

8.What is the Government preferred method of paint removal if removal is required? Water blasting with ultra-high pressure water and/or micro grinding?

The Government does not have a preferred method of paint removal so long as all loose paint and glass beads have been removed for adequate adherence of the new paint and all waste is disposed of properly.

9. Is clean potable water available on the island for Contractor use? In what quantity is it available and at what cost? Where is it located on the island? Will Contractor have to provide BFP for obtaining water from hydrant or is water available directly from overhead tank? Will contractor have to supply its own water for construction use?

Water is available on island at no additional cost. Currently, water is provided by hose. There is a water distribution project ongoing at WI and hydrants are being installed around the Oct 2018 timeframe. It is recommended that contractors bring their own hydrant hook-up to be prepared for both. There is no overhead tank.

10. Are diesel fuel and 87 octane gasoline available on the island for Contractor use? In what quantity is it available and at what price? Where is it located on the island? Will Contractor have to bring its own fuel and what are the regulations on bringing fuel to the island?

https://www.defensetravel.dod.mil/site/perdiemCalc.cfm

DS2 and JP5 is available for purchase from the island contractor. You will need to estimate what you will need and set up an agreement with them via Third Party Support contract with Chugach. No other fuel is available on island. If necessary, you will need to bring other types with you. Cost will be IAW the FY18 Standard Fuel price (SFP) change beginning April 1, 2018. JP5 is 2.79 per gallon and DS2 is

2.67 per gallon. See WI travel Checklist.See WI travel Checklist.

11. What is the cost per Round Trip per person for flights from Pearl Harbor to Wake Island and what is the Luggage Limit per passenger as well as cost for additional luggage/weight?

See AMC FY18 Tariff Rates from Hawaii to Wake Island. See WI travel Checklist.

12. Is there a forklift available at the Wake Island Port for Contractor use or will we have to supply our own? Is the Wake Island Port capable of off loadingoff-loading the barge and what are the limitations? Are there other contractors performing work on the island currently or during this contract that the military would like to share in the price of barging?

You will need to set up a third party agreement with contractor on island. If cargo is delivered by air, the BOS contractor will download and move to the designated staging area as this service is included in the aircraft landing fee. If barge is used, a Third Party Support Contract with Chugach will be needed. See WI travel Checklist.

13. Where is the Contractor being directed to dispose of the waste generated from the paint removal/prep and sweeping? What are the limits/thresholds that dictate where the waste must be taken? Is this waste to be treated as hazardous waste or non-Hazardous waste? Are we permitted to ship non-hazardous waste to Guam or Hawaii for disposal? If considered hazardous, where must the waste be taken for disposal?

Waste will need to be transported back with you for disposal upon leaving the island. Contractors are expected to know whether waste they produce are hazardous or non-hazardous and how to properly dispose of this waste. The Government will not dispose of this waste.

14. What equipment is required to be on site during construction for FOD control? Must a vacuum sweeper be on site during construction for FOD control?

The Government does not require a vacuum sweeper during construction activities. The Contractor will adhere to section 2.1.1 and section 2.2.1.2.

15. Where will the lay down area be located for Contractor use for material, equipment, and waste?

Lay down area will be no more than 1 mile from the airfield. Exact location will be provided once the Government knows how big of an area is needed.

16. General bullet 1.5. States "All work will be accomplished during airfield non-operational periods and cannot prevent daily airfield operations, unless expressly permitted by the Airfield Manager in writing." What are the operational and non-operational hours? How many operations are expected per day and night and how often? What are the working hours?

The airfield is open 0800-1600L Tuesday - Saturday (Except Holidays).

The contractor (individuals that run the airfield) is required to provide services 0700-1700L Tuesday – Saturday. The only expected traffic at Wake is the rotator which is every other Friday leaving on Saturday. TRANSPAC fighters do come through semi frequently; however contractors can plan for one arrival and one departure per day during normal airfield hours. Known flights can be provided by the airfield manager duingduring the timeframe on island.

17. Is the contractor mandated to supply lighted "X's" for the runway closure during construction or will the government provide them during construction? If required to be provided by the contractor how many will be mandated to be used and will the government require a backup on site? If provided by the government, will the government be required to place, remove, and maintain them throughout the project, or will it be the responsibility of the contractor?

There is no need for lighted X's. A NOTAM will suffice, unless the runway will be closed for more than 5 days in which case they will need to mark X's on the runway, however you are expected to work IAW the SOW 1.5.

18. Will light towers be mandated to be used during night work activities even if the trucks have sufficient light to perform their work?

The Government does not mandate lighting towers be used. Contractor will provide adequate lighting to accomplish the work safely.

19. Is the runway asphalt or concrete?

The runway is Asphalt.

20. What Fuel is available? Gas, diesel, propane? At what costs?

DS2 fuel and JP5 is available for purchase from the island contractor. Cost will be IAW the FY18 Standard Fuel price (SFP) change beginning April 1, 2018. JP5 is 2.79 per gallon and DS2 is 2.67 per gallon. See WI travel Checklist.

21. What is the water availability and at what charge?

Water will be provided via hoses. This is the current set up ,up, however there is a water project in the works to switch to hydrants sometime in October 2018, so it is recommended being prepared for both by bringing your own hydrant hookup. There is no overhead spout.

22. Is there Mil-spec paint available?

No

23. Will this require friction testing?

No

24. When was the last time rubber removal and painting was completed?

To the best of our knowledge, rubber removal has not been done since 2006. Exact dates are unknown.

25. Is there a radio frequency available for contractor use during performance in case of emergency landings?

Yes, radio frequency will be available. They need to maintain radio communication with Airfield Operations at all times when working on the Airfield. Contractor needs to coordinate daily with the Wake Island Airfield Operations Manager. Notification when work begins and ends each day must occur.

26. How/what preparation are you wanting for them in handling any type of emergency landings during closed time?

Designated rendezvous locations for vehicles, equipment and personnel in case of emergency landing requirements. The plan should also include an estimated runway clear time for all vehicles, equipment and personnel.

27. Are there any weather conditions you do not want them performing under or during?

Operations should attempt to be conducted during adequate temperatures and humidity levels in accordance with manufacturer specifications for painting and rubber removal.

However due to location and environment, best judgement should be used to provide a final painted airfield that falls within standards.
