(b) Diverse Information Sources In alignment with FAR Part 12 commercial acquisition objectives, the Government will evaluate past performance across a broad spectrum of public and private-sector sources:

1. Government Experience: Offerors may submit references for Federal, State, or Local government contracts. Offerors are highly encouraged to attach available Contractor Performance Assessment Reporting System (CPARS) evaluations for each government reference.

2. Commercial Market Experience: For commercial products and services—particularly emerging technologies—the Government strongly encourages and will fully evaluate commercial market experience. Offerors may submit references from commercial clients, private-sector partnerships, or venture-backed commercial deployments.

3. Subcontractor Experience: Offerors may submit references for key subcontractors slated to execute critical elements of the Statement of Work (SOW) or Performance Work Statement (PWS). The associated narrative must explicitly define the subcontractor's specific role and responsibilities under the resulting contract.

(c) Reference Content Requirements For each past performance reference, the Offeror shall provide the following structured data:

· Customer Entity & Points of Contact: Organization name, along with the POC's name, title, email, and phone number.

· Contract Identifiers: Contract Number and/or Purchase Order Number (where applicable).

· Financial Metrics: Total Contract Value (including base and all option periods).

· Execution Timeline: Active Period of Performance (PoP).

· Relevancy Narrative: A concise description of the work performed, explicitly mapping past activities to the specific technical requirements of this solicitation to demonstrate direct relevancy.

· Performance Metrics: Quantifiable data validating successful execution (e.g., system uptime, user adoption rates, accelerated delivery timelines, or SLA compliance).

(d) Absence of Past Performance Pursuant to FAR 15.305(a)(2)(iv), if an Offeror possesses no relevant active or historical past performance (government or commercial), the Offeror shall submit a clear, affirmative statement to that effect within this volume.

Addendum to FAR 52.212-2, Evaluation - Commercial Products and Commercial Services

The following is inserted as new paragraph (d) of the provision:

(c) Basis for Contract Award: This is a competitive subjective tradeoff (STO) best value award conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) Parts 12 and 13. By submission of its quote IAW the instructions provided in clause FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, the quoter accedes to all solicitation requirements, including terms and conditions and representations and certification. Failure to meet a requirement may result in a quote being determined unacceptable. Initially, each quoter’s technical quote will be evaluated for acceptability/unacceptability. All quotes that receive an Acceptable for the Technical factor will be evaluated for both the Price and Past Performance factors, with the Past Performance factor being evaluated approximately equal to the Price factor. The Government reserves the right to award a contract to other than the lowest Total Evaluated Price (TEP). The evaluation process will include the following:

(1) Price: The Government will rank all quotes by TEP for Contract Line Item Number (CLIN) 0001. The price evaluation will document the fairness and reasonableness of the TEP. The Government reserves the right to perform price realism analysis. If the Government elects to perform a price realism analysis, the Government reserves discretion over the method within which it performs its price realism analysis. If the Government elects to perform a price realism analysis and finds a proposal unrealistic, the Government may withhold award to that quoter.
