About this file
This is a Statement of Objectives (SOO) for the modernization of the 5th Air Force Tactical Enterprise Operations Coordination Center (TEOCC) at Yokota Air Base, Japan. The 5th Air Force seeks to procure and install a comprehensive video display wall system with associated audio/visual equipment, IT infrastructure, and operator consoles to support the Regional Air Defense Commander's mission during joint military operations. The primary objectives include: a 6600 1.2mm LED video display wall (or equal) sized to serve as the central visual focal point for 14 operator consoles, capable of projecting real-time video feeds, executive briefings, and Common Operating Pictures simultaneously while supporting secure routing across NIPR, SIPR, and CENTRIX-J networks; a secure VTC suite with ceiling-mounted microphone arrays, PTZ cameras, and a dedicated technician control console that maintains physical and electronic isolation between classified and unclassified pathways with dynamic security level display updates; 14 specialized operator desks/consoles featuring integrated cable management, TEMPEST-compliant design, multi-network connectivity, and secure KVM switching capabilities; and a custom conference room table requiring 4-6 months lead time. The contractor must possess a minimum SECRET security clearance, demonstrate proven experience in PACAF and Japan operations, and maintain capability for immediate mobilization in the Japan area of responsibility.
The installation must be completed within 6 months of contract award with equipment delivery required within 4 months. The work location is 5th Air Force Building 714, Yokota Air Base, Fussa-Shi, Tokyo 197-00001, with primary point of contact MSgt Ryan Riley (DSN 315-225-1418) and alternate POC Capt Ryan Hunter (DSN 315-225-1418). The solicitation (FA520926Q037A) is issued as a Request for Quote for commercial products under FAR Part 12 with evaluation based on trade-off methodology. Offerors must submit technical approaches and past performance information (no more than 5 recent relevant contracts) and demonstrate capability to execute work entirely within Japan. This is not a set-aside for small business, and offers should be submitted to SrA Tyrie Tanaka (tyrie.tanaka@us.af.mil) and TSgt McGrath (nicholas.mcgrath@us.af.mil).

Statement of Objectives (SOO)
5 AF Tactical Enterprise Operations Coordination Center (TEOCC) Modernization 12 July 2026
1.0 Purpose
The 5AF needs to procure a video display wall in order to establish a fully modernized 24-hour Air Command & Control (C2) Center supporting the Regional Air Defense Commander (RADC). This system is vital to facilitate unilateral crisis or contingency responses, executive briefings, and bilateral Japan-wide air operations planning and execution. It upgrades the TEOCC in Bldg 714, Yokota AB, with specialized Audio/Visual (AV) equipment, IT infrastructure, and consoles that seamlessly project video feeds, executive briefings, and Common Operating Pictures (COPs) required to direct fighter aircraft and air defense artillery, ensuring 5 AF meets critical PACAF Operational Plan (OPLAN) objectives and maintains seamless interoperability with Japanese partners.
2.0 Background
The 5 AF TEOCC requires an immediate capabilities upgrade to support the Regional Air Defense Commander (RADC) mission during joint military operations. The RADC relies on high-fidelity, secure, multi-domain command and control (C2) systems for the surveillance, identification, and engagement of airborne threats. Existing infrastructure lacks the integrated data wall, secure VTC, and TEMPEST-compliant AV capabilities required to effectively direct fighter aircraft and air defense artillery.
3.0 Objectives
3.1 Video Wall Objectives
3.1.1 Wall needs to do what?
· 3.1.1.1 Visualization & Control: Project and display real-time video feeds, executive briefings, and Common Operating Pictures (COPs) simultaneously. It must be seamlessly controlled from various operator workstation consoles.
· 3.1.1.2 Multi-Domain Integration: Support secure routing and switching across multiple networks including NIPR, SIPR, and CENTRIX-J (CX-J) classifications.
· 3.1.1.3 Dynamic Feed Routing: Allow operators to pull and manipulate feeds quickly onto the display canvas during active operations.
3.1.2 Wall needs to be how big?
· 3.1.2.1 Sizing Configuration: The primary video wall assembly will consist of a specialized 6600 1.2mm LED configuration (or equal) optimized for high-fidelity multi-domain visualization.
· 3.1.2.2 Space Optimization: The display system must be sized appropriately to serve as the central visual focal point of the renovated TEOCC command floor, facilitating clear visibility for all 14 operator consoles and executive decision-makers.
3.1.3 Who will install it?
· 3.1.3.1 Primary Integrator: A vetted, cleared contractor/integrator with proven experience operating within PACAF and Japan.
· 3.1.3.2 Vetting Requirements: The installation team must possess active facility and personnel security clearances, demonstrate deep technical capabilities in secure C4ISR/AV environments, and be capable of immediate mobilization and execution in the Japan AOR without requiring additional on-site training.
3.2 VTC Suite Objectives
3.2.1 VTC needs to do what?
· 3.2.1.1 Secure Teleconferencing: Facilitate room-based, unclassified and classified (SIPR and CENTRIX) video teleconferencing sessions.
· 3.2.1.2 Technician Management: Allow a dedicated technician operating from a control console desk to monitor, route, and administer VTC sessions and project slides/content to key screens.
· 3.2.1.3 Dynamic Security Updates: Provide an automated classification display that dynamically and actively updates to reflect the security level of the VTC in active use.
3.2.2 VTC components and configuration?
· 3.2.2.1 Core AV Integration: The system must integrate ceiling-mounted microphone arrays for high-clarity voice capture and PTZ (Pan-Tilt-Zoom) camera feeds to capture all parts of the operations room.
· 3.2.2.2 Isolation Standards: Routing and distribution systems must maintain physical and electronic isolation of unclassified and classified pathways.
3.3 Operator Desk & Console Objectives
3.3.1 Desks need to do what?
· 3.3.1.1 Cable & Pathway Management: Feature integrated, secure cable management capable of supporting multi-classification workloads while maintaining physical separation of communication pathways beneath the raised flooring to mitigate TEMPEST emanation risks.
· 3.3.1.2 Operational Ergonomics: Provide heavy-duty, modern console workspaces built for continuous 24-hour command environments.
3.3.2 Workloads and network support?
· 3.3.2.1 Quantity and Delivery: The delivery of 14 specialized operator desks/consoles.
· 3.3.2.2 Multi-Network Connectivity: Each desk must support concurrent workloads and physical connectivity for NIPR, SIPR, and CENTRIX-J (CX-J) networks.
· 3.3.2.3 Secure KVM Switching: Each desk must feature secure Keyboard-Video-Mouse (KVM) switching capabilities to allow operators to transition seamlessly and securely between networks.
3.4 Conference Furniture Objectives
3.4.1 Furniture requirements?
· 3.4.1.1 Custom Conference Table: Procurement and delivery of a custom conference room table designed for high-capacity executive briefing rooms.
· 3.4.1.2 Critical Timeline Constraint: Note: The custom conference table is a critical long-lead item requiring 4-6 months for delivery, which must be strictly managed to meet the overall 6-month required installation completion window. The delivery schedule requires equipment delivery to the site within 4 months of contract award, and full installation completion within 6 months of contract award.
