About this file
This is a Questions and Answers (Q&A) amendment document for federal contract opportunity FA520926Q037A, addressing contractor inquiries regarding a audiovisual and technology infrastructure project at Yokota Air Base.
The project involves installing a fully operational AV system in Building 714's TEOCC (Tactical Equipment Operations Command Center), including displays, racks, cabling, KVM equipment, and a custom conference table with a 4-6 month lead time. Payment terms require invoicing only upon successful delivery, installation, and final acceptance of the complete operational system; no partial or progressive billing is permitted. Pre-proposal site visits are authorized for July 27-31 or August 3-7 with an Air Force escort to verify physical spaces and cable pathways. "Or equal" substitutions are explicitly allowed per SOO Sections 3.1.2.1 and 4.0. Contractor responsibilities include all hardware installation, physical KVM setup, and cabling, while Air Force network administrators handle logical configuration and IP routing. Phased delivery is permitted, allowing Phase 1 installation of displays, racks, and core infrastructure with Phase 2 integration of the custom table upon arrival. Foreign national technicians may participate with prior notice for area sanitization. Direct shipping to Yokota Air Base is authorized; deliveries must use the Commercial East Gate during restricted hours (0800-1500, Monday-Friday) and require valid driver IDs and base sponsorship. Hardware items costing $5,000 or more require Unique Item Identification (UID) marking under DFARS 252.211-7003. Contractor personnel require temporary base badges (arranged with prior notice) and designated escorts at all times within the facility. The Government will provide standard RED/BLACK physical separation requirements, room diagrams, and unclassified room drawings and floor plans. De-installation of existing AV equipment is the contractor's responsibility; removal and disposal will be handled by the Government's property custodian.

Amendment 2: Q&A FA520926Q037A
Will the Government accept partial invoicing for long-lead items upon delivery?
No. Progressive payments or partial billing will not be authorized. The contractor must plan to invoice only upon successful delivery, installation, and final acceptance of the fully operational system.
Will the Government allow a pre-proposal site visit to Bldg 714?
Yes. To verify physical spaces and cable pathways
If so, could you please advise the date, time, and access requirements?
27-31 July or 3-7 August. A technician will be available to escort
Will foreign national technicians be permitted to participate in the site visit and installation activities inside the TEOCC?
Yes. Foreign national technicians can be escorted into the TEOCC area with prior notice to sanitize the area for classified information
Are “or equal” substitutions acceptable for any items listed in the Bill of Materials, or must all listed part numbers be provided exactly as specified?
Yes. Section 3.1.2.1 and Section 4.0 of the SOO explicitly state "or equal" substitutions are allowed
Will the contractor be responsible only for physical installation, or also for network configuration (NIPR, SIPR, CENTRIX-J), KVM setup, and system programming?
The contractors will be responsible for all hardware installation, physical KVM setup, and cabling. Air Force network admins will handle the logical configuration and IP routing on the active switches
Will the Government provide TEMPEST routing diagrams or specific separation requirements for multi-classification cabling?
Air Force will provide the standard RED/BLACK physical separation requirements and room diagrams
Is the contractor responsible for removal and disposal of existing AV equipment in the
TEOCC?
De-installation only. Carefully unmount the old equipment and set aside for our property custodian to DRMO or throw away if necessary
Can the Government provide room drawings, floor plans, ceiling height, wall structure, and any existing conduit or cable pathway information?
Yes. These will be provided as unclassified attachments with any diagrams available
May equipment be shipped directly to Yokota AB, or must deliveries be routed through a designated freight forwarder?
Yes, direct shipping is indicated. Section 5.0 of the SOO provides a direct shipping and installation address at Yokota Air Base, indicating that direct delivery to the installation site is the standard method
Are there any restricted delivery hours, loading dock limitations, or special base logistics procedures we should plan for?
Yes. Deliveries must use the Commercial East Gate for security inspection. Delivery hours are usually restricted to 0800–1500, Monday through Friday. Drivers need valid IDs and base sponsorship
The SOO notes that the custom conference table has a 4–6 month lead time. Will the Government allow phased delivery and installation to accommodate this?
Yes. The contractor can install the displays, racks, and core AV infrastructure in Phase 1, and integrate the custom table in Phase 2 once it arrives
Under DFARS 252.211-7003, which specific items in the BOM will require Unique Item Identification (UID) marking?
Any individual hardware item with an acquisition cost of $5,000 or more (like main LED controllers or high-end servers) will require UID tags
Are there any additional security training or badging requirements for contractor personnel beyond standard AF antiterrorism training?
Yes. Contractor personnel will need to temporary badges to enter Bldg 714. This can be accomplished with prior notice of arrival. They will also need a designated escort at all times within the facility
