About this file

This is a Question and Answer document for federal solicitation FA520926Q0004, addressing clarifications on the Operation and Maintenance (O&M) of Defense Information Systems Network (DISN) Power Plants and Station Battery Systems across five U.S. military locations in Japan: Owada Communications Station, U.S. Fleet Activities Sasebo, Tokorozawa Transmitter Site, Camp Zama, and Yokota Air Base.

The Q&A clarifies maintenance requirements and equipment scope across twelve inquiries. Key clarifications include: battery voltage checks required at all sites except Sasebo (which conducts monthly full inspections); fuel level checks apply only to generator tanks at Owada, with boiler fuel managed by Government; generator readiness testing consists of weekly or bi-weekly no-load tests depending on location and monthly on-load tests with automatic start capability, with no remote operation required; HVAC semi-annual maintenance includes Building 714 at Yokota and the Owada FC shelter; GS Yuasa switchgear at Owada was removed from the equipment list; manufacturer-recommended inspection frequencies serve as the baseline but the contractor may implement more frequent inspections as needed for schedule management; equipment other than generators and storage batteries may be maintained under service support plans without mandatory annual inspections at vendor discretion; and Surface Preparation, Anti-Rust Treatment, and grounding resistance measurements for fuel tanks are Government responsibilities, not contractor responsibilities. The document references Appendix A (Equipment List) and the Performance Work Statement (PWS) as governing documents for specific maintenance frequencies and equipment specifications.

Power Plants
PWS. 1.2.1.2.
When we visited the site at Tokorozawa, we were explained verbally from COR that the voltage check shall be done for all battery (100%) cells per 3 months. As for weekly maintenance, we were also explained that the sampling check by for selected cells is acceptable. May we consider that this requirement applies to other batteries installed at Owada, Zama, Sasebo, and Yokota?

For Sasebo site only conducts monthly inspections, so every inspection is a full inspection.

All other sites required the voltage check for all battery (100%) cells per 3 months same as Tokorozawa.

Fuel Requirements
PWS 1.2.1.4. e)
There is a description to check fuel level for boiler at the Owada site weekly. But when we checked at the site, the subject fuel tank seems like separated inside for the boiler fuel (750 GAL) and for the generator fuel (1,880 GAL). Should we check both fuel levels for boiler and generator?

The boiler side will be managed by the Government. (not included in this contract)

3
Readiness test
PWS. 1.2.4.1.1
May we consider that the generator readiness test consists of a monthly operation test including automatic start and remote operational exercise by non-load, and annual maintenance work with actual load test?

Are there any target generators using load bank devices that require dummy load tests to avoid power outage?

Weekly no load test: Owada and Tokorozawa site.

Bi-weekly no load test: MAN shelters.

Monthly on load test (with Auto start ): Owada, Tokorozawa, Sasebo and MAN shelters.

No remote operation.

PWS. Table A-1, APPENDIX A
When we visited the site we could not find the GS Yuasa made SWITCHGEAR listed in the PWS. Please update the list for clarification. In addition to above, when we asked the maintenance frequency on the target UPS system including control panel and input/output panel, UPS manufacturers (Fuji Electric) said that they recommend 2-time detailed inspection work, Annual inspection and Semi-annual inspection per year. As per Section 1.1 of the PWS, we will perform simple inspections of batteries and other components weekly. However, the detailed inspection of the UPS system, would it be acceptable to conduct annual and semi-annual inspections using OEM check sheet following the manufacturer's recommended standards? Please let us know if GOV have any other special requirements.

Removed Owada GS Yuasa switch gear from the PWS.

Manufacture recommended inspections are the baseline however, to enable equality inspection of all equipment and schedule management, Some manufacturer recommendations have been omitted. In practice, this is being done based on the advice of the O&M contractor.

PWS. Table A-1, APPENDIX A
As for the maintenance frequency on the target FC, it acceptable to follow the recommended frequency by the Toshiba, manufacturer of FC unit? Please let us know if GOV have any other special requirements.

Regarding the Owada FC, there are no issues with the manufacturer's recommended inspection.

PWS Para.1.1 & GOV answer #5 in Amendment #0001
As described in Para 1.1 PWS, KTR PMIS shall be done in accordance with existing (IAW) manufacturer’s instructions and commercial standards/practices, any updates, revisions, or changes made to them, or any new or emerging standards that are established. However, GOV said "Manufacturer recommended inspections are the baseline however, to enable equality inspection of all equipment and schedule management, Some manufacturer recommendations have been omitted. In practice, this is being done based on the advice of the O&M contractor".

We suppose that PWS description and the GOV response are contradictory. Does this mean that maintenance plans can be implemented with inspection frequencies lower than the manufacturer's recommended frequency based on the KTR's own judgment, rather than adhering to manufacturer-recommended standards or other applicable applicable codes and standards, i.e. JIS, NEC, NFPA, OSHA, UFC etc?

The reason we stated “manufacturer-recommended inspection methods” is because they serve as the baseline.

but as explained in the site visit, we perform more frequent inspections than the manufacturer recommends in certain areas so the subject to changed.

If we inspected all equipment strictly according to manufacturer’s recommendations, the monthly schedule would become even more difficult to manage.

APPENDIX A & GOV answer #5 in Amendment #0001

Accompanying with the above question, even if the equipment is listed in APPENDIX A, can we execute the PMIS plan with no annual inspections. and only provides emergency service support as KTR's own responsibility?

Equipment other than generators and storage batteries may be maintained under a service support plan without annual inspections, at the vendor's discretion.

APPENDIX A
There are some fuel tanks to be maintained at Owada, Sasebo, Tokorozawa. KTR should include the Surface Preparation, Anti-Rust Treatment, and grounding resistance measurement as PM work?

The Surface Preparation, Anti-Rust Treatment, grounding resistance measurement will be performed by the Government when deemed necessary, therefore, contractors has no responsibility for these tasks.
