About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a commercial products and services procurement in Japan. The amendment (Number 0001) extends the proposal due date from 18 Sep 2025 to 26 Sep 2025 at 0900 AM Japan Standard Time and makes several key modifications, including updating the acquisition to "Brand Name or equal", revising Government Minimum Item Information (GMCII), and incorporating updated instructions and evaluation factors.

The solicitation requires offerors to be qualified local vendors registered to perform business in Japan, with a CAGE/NCAGE code starting with J. Critical submission requirements include providing a complete price quotation, product information demonstrating capability of meeting government requirements, current business permits and licenses, and documentation proving geographical qualification. Evaluation factors will comparatively assess price (with intent to award to the lowest-priced offer meeting specifications), geographical qualifications, product information, and business permits. Vendors must submit electronic quotations via email or DoD SAFE, with strict formatting and submission guidelines that, if not followed, may result in disqualification from award consideration.
