About this file

This document is a Sole Source (Including Brand Name) Justification for the 374th Contracting Squadron at Yokota Air Base, seeking to procure two Bauer breathing compressors (one stationary and one mobile) for fire and emergency services. The procurement is justified by the need to comply with Fire and Emergency Services Activity Management Plan and the current Mutual Aid Agreement between Tokyo Fire Department and 374th Airlift Wing Fire Department, which both utilize Bauer equipment.

The compressors must meet specific technical requirements, including NFPA 1989 and 1901 standards, with features such as CGA Grade E breathing air certification, integrated CO2 and moisture monitoring, 25.2 SCFM charging rate, and a maximum working pressure of 6000 PSI. The stationary compressor will be installed at buildings 530 and 1247, while the mobile compressor requires a telescoping light mast, auxiliary generator, and hydraulic surge brakes. The justification is based on 10 U.S.C. 3204(a)(1), noting that Bauer is the only responsible source that can meet the agency's unique requirements, and market research included quotes from multiple sources and a special notice on SAM.gov.

CONTROLLED UNCLASSIFIED INFORMATION

Yokota requires new Bauer compressors for compliance with Fire and Emergency Services Activity Management Plan and the current Mutual Aid Agreement between Tokyo Fire Department and 374th Airlift Wing Fire Department. Both Airlift Wing Fire Department and Tokyo Fire Department utilize Bauer for fire and emergency response operations. The purchase of Bauer will ensure standardization of existing compressor on Yokota and standardization in Japan for the current Mutual Aid Agreement between Tokyo Fire Department and 374th Airlift Wing Fire Department.

Additionally, the compressors must be certified to produce CGA Grade E breathing air as required by National Fire Protection Association (NFPA) 1989 standards and must be an All-in-One enclosed package to include four (4) ASME code stamped air cylinders installed in an integral rack designed to hold four (4) cylinders and sound attenuated cabinet with minimum noise levels during operation. Moreover, the compressor must have an integrated CO2 monitoring and moister monitoring capability with immediate shutdown upon detection of CO2 for re-servicing both Self Contain Breathing Apparatus system and the previous generation SCBA system as presently being used by Yokota Air Base Fire Department. If compressor is not able to sense or display air quality, an immediate fault showdown must be triggered.

For safety, compliance, and mobility, the compressor must be tested and certified to NFPA 1989 and 1901 standards.

More critical features essential for the stationary compressor requirements include but not limited to the list below:

- General requirements - 25.2 SCFM (714 l/min) charging rate, making it suitable to refill breathing air cylinders quickly with a maximum working pressure 6000 PSI (414 BAR).

- Programmable Logic Controller (PLC) for automated operation and monitoring with a minimum 7-inch color touch screen interface.

- Automatic condensates drain system with non-corrosive condensate reservoir to include automatic shutdown capability and notification to the operator when reservoir is full.

- Inlet filter maintenance indicator that identify when filters changes is required.

- Any manual override feature supplied for the compressor is not acceptable.

- Technical support/worldwide service network must be available 24-hours a day, 7-days a week, and 365 days a year.

Some critical features essential for the mobile compressor requirements include but not limited to the list below:

- Formed structural steel frame designed and built by Bauer.

- Telescoping light mast with four (4) 500-watts fixtures, snorkel tube for compressor air inlet integrated with light mast and 7500-watt auxiliary generator.

- Four (4) bank dual function cascade controls with air direction valve.

- Hydraulic surge brakes with breakaway actuator

- OEM mobile trailer package with diesel drive, >13 or >25 SCFM

- 24 hours, 7 days a week technical support and worldwide service network.

The installation of stationary compressor includes but not limited to the list below:

- Delivery of compressor to Japan

- Removal of existing stationary compressors

- Disposal of old compressors and industrial waste outside the base in compliance with local environmental laws.

- Installation of new compressors at building 530 and building 1247.

- The Contractor will be required to deliver Mobile Air Compressor to Yokota and perform operational testing and product orientation of new Mobile Air Compressor at Building 530 on Yokota Air Base.

This brand name or equal justification for the procurement of Bauer breathing compressors is based on 10 U.S.C.

3204(a)(1), only one responsible source and no other supplies or services will satisfy the agency requirements. The existing compressor used at Yokota Air Base is Bauer.

Multiple sources were contacted with three responses providing quotes due to the brand name equipment. This acquisition is not considered to be a sole source due to resellers or vendors being able to secure quotes for the Bauer equipment.

Multiple forms of market research were utilized through GSA, SAM.gov, and vendors quotes reaching out to other bases for the same requirement meeting all standards outlined in NFPA 1989 and NFPA 1901.

Also, the Government issued a special notice on SAM.gov to communicate the Government intent to contract without full and open competition utilizing the required authority while providing offerors an opportunity to share company product information for the Government consideration. If a company's product is capable of meeting the Government essential features in support of Fire and Emergency response may be considered.
