About this file
This is a Sole Source (Including Brand Name) Justification document for the acquisition of air compressors for the Yokota Air Base Fire Department. The procurement involves two stationary Bauer air compressors for Buildings 530 and 12471, plus one mobile air compressor, to support the MSA G1 and previous generation MSA M7 Firehawk Self-Contained Breathing Apparatus (SCBA) systems. The total estimated cost is redacted, and the contract will be a new firm fixed-price contract per FAR 12.207.
The air compressors are required to provide on-scene air cylinder refilling capabilities during large-scale emergencies, in compliance with NFPA 1500 Chapter 7.10.5. Specific requirements include a 25.2 SCFM charging rate, 200-220V AC electrical specifications, and dimensions of 101" x 38" x 78". The justification emphasizes that Yokota Fire Department technicians are specifically trained on Bauer systems, and local maintenance companies are familiar with the brand. Multiple market research methods were used, with 5 vendors contacted and 2 providing quotes, though the manufacturers were ultimately the same across sources.

Notes - The Contractor will be required to delivery Air Compressor to Yokota and perform the required removal of existing Air Compressor and install new Air Compressor at Building 530 and 1247 on Yokota Air Base.
This air trailer will give Yokota fire department the capability to refill our SCBA (Self Contain Breathing Apparatus) bottles with safe breathable air on-scene during large scale emergencies. NFPA 1500 Chapter 7.10.5 states "A reserve air supply shall be provided by use of reserve cylinders or by an on-scene refill capability, or both". Without this capability we may have a delay or interruption in mitigation of an emergency due to waiting for bottles to be refilled at one of the fire stations.

FAR 8.405-6 requires an ordering activity to justify its actions when restricting consideration of schedule contractors to fewer than required in FAR 8.405-1 or 8.405-2.
FAR 8.405-6(b)(1), The item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer. (Brand name specifications should not be used unless the particular brand name, product or feature is essential to the Government's requirements. Therefore, explain why the particular brand item is essential to the Government's requirements, and why other companies' similar items, or products lacking the particular feature, do not meet, or cannot meet, or cannot be modified to meet, the agency's need. The user/customer typically provides this supporting information. General statements are not acceptable.
SCBA technicians at Yokota Fire Department have been specially trained to operate Bauer specific air compressor systems. Bauer is also a system familiar to servicing maintenance companies in the local area.
A/OPC, KO: For FAR 8.405-1 orders the best value determination needs to be based upon the supply or service offered under MAS contracts by surveying at least three schedule contractors through the GSA Advantage, on-line shopping service, or by reviewing the catalogs or price lists of at least three schedule contractors. In addition to price, when determining best value, the ordering activity may consider, among other factors, past performance, special features of the supply or service required for effective program performance, trade-in considerations, probable life of the item selected as compared with that of a comparable item, warranty considerations, maintenance availability, environmental and energy efficiency considerations, and delivery terms.
When an order contains brand name specifications, the Contracting Officer shall post the Request for Quote (RFQ) along with the basis of the justification as required by FAR 8.405-6(b)(3).

Multiple sources were contacted, only 2 were available to provide quotes due to the manufacturer being the same from all sources. It is not being identified as a sole source due to vendors being able to secure 2 quotes.
Multiple forms of market research were utilized through GSA, Google search, Vendors sources, and reaching out to other bases for ideas on other platforms that could be used for the same requirement meeting all standards outlined in NFPA 1901. Ultimately, 5 vendors were contacted, only 2 were able to provide actual quotes outlined in the Vendor Information below.
