Notional Order Flow (To be finalized during mobilization)
<< Flow >>
① A shipping Transportation Officer’s representative (Ordering Officer) places an order with the CULT contractors by phone or email, with confirmation of funds availability if possible.
② A driver picks up cargo at a loading point.
③ At the loading point, the Ordering Officer hands DD Form 1384, Transportation Control and Movement or a cargo manifest (“manifest”) to the driver. Funds confirmed in the remarks section.
④ At the unloading point, the driver hands the manifest to the Receiving Transportation Officer’s representative (Receiving Officer). The Receiving Officer signs the manifest to certify receipt of cargoes, makes a copy of it for the Receiving Officer’s records, and hands the signed original to the driver. Such manifests signed by the Receiving Officers serve as evidence of delivered cargo.
⑤ The driver goes back to his/her company and forwards the signed original manifest to the Contract Manager. The Contract Manager then forwards it to the Ordering Officer. (Note: The Contractor has options to hand-carry it or send it by postal mail or courier service.)
⑥ In exchange for the signed original manifest, the Ordering Officer issues an original Bill of Lading (B/L, USFJ 334EJ) to the Contractor within 15 calendar days after the the Contractor submits the said original manifest. B/Ls must be signed by the Transportation Officer or Transportation Officer’s Agents (military or US civilians). In the event the Contractor requests sending B/Ls through postal mail or courier services to them, then it is the Contractor’s responsibility to provide paid return envelopes to the Ordering Officers.
⑦ The Contract Manager receives original B/Ls. The Contract Manager generates invoice based on information.
⑨ Payment made by Syncada or DFAS Japan.
⑩ In the event the original B/L is lost, rendered unusable, or destroyed after issued, a Certificate in Lieu of Lost Bill of Lading (USFJ Form 376EJ) shall be used to document the shipment. Bill for Accessorial Services (BAS, USFJ Form 416EJ) will be issued for Accessorial Services charges.
