| SF 1449 | Offerors may notify the government of their intent to provide an oral presentation as soon as they are able, but not later than thirty (30) days after the release of the solicitation. | 30 days puts it over the deadline for proposal submission and we assume that the presentations should be accomplished before the submission deadline. |
1. Is there a deadline for scheduling an oral presentation?
2. Is an oral presentation the only option for PART III, now?
3. With an understanding that no financial discussion will occur, if we have multiple proposals, i.e. differing CLIN structures, would it be appropriate to explain each of them during the presenation without discussing price? 1. 2. No. Offeror may furnish a technical proposal confirming the content requirements of Part III.
3. Yes.

| PWS | Does not include Juneteenth | Will this list include the new Juneteenth holiday? | The link to the federal holiday website will include Juneteenth |
| PWS | Notice of at least one (1) working day preceding the day service is required is necessary for General, Sensitive, and Dangerous Freight, excluding: |
- transport to and from Hokkaido
- intra-prefectural transport under the jurisdiction of one Prefectural Public Safety Commission To confirm the understanding of this we have reworded it as follows:
Notice of at least one (1) business day preceding the day service is required is necessary for intra-prefectural transport of General, Sensitive, and Dangerous Freight under the jurisdiction of ONE Prefectural Public Safety Commision, excluding:
| - transport to and from Hokkaido | Confirmed. | |
| PWS | Notice of at least three (3) business days preceding the day service is required is necessary for: |
- Hazardous Freight, excluding freight to or from Hokkaido
- Intra-prefectural shipment under jurisdiction of one Prefectural Public Safety Commission To confirm the understanding of this we have rewarded it as follows:
Notice of at least three (3) business days preceding the day service is required is necessary for Intraprefectural transport of Hazardous Freight under the jurisdiction of ONE Prefectural Public Safety Commision, excluding:
| - Hazardous freight to and from Hokkaido | Confirmed | |
| PWS | Notice of at least four (4) business days preceding the day service is required is necessary for: |
- Inter-prefectural transport under jurisdiction of more than one Prefectural Public Safety Commission:
- General and Sensitive freight to and from Hokkaido To confirm the understanding of this we have rewarded it as follows:
Notice of at least four (4) business days preceding the day service is required is necessary for inter-prefectural transport of all types of freight under the jurisdiction of MORE THAN ONE Prefectural Public Safety Commision, excluding:
| - Hazardous freight, dangerous freight, and sensitive freight with explosives to and from Hokkaido. | Confirmed | ||
| PWS | In the case when the truck is held after the expiration of the free time, the Contractor shall not be paid the demurrage charge in addition to the cancellation charge. | To reword this: |
In the case when the truck is held after the expiration of the free time and then cancelled, the Contractor shall not be paid the demurrage charge in addition to the cancellation charge.
| We understand this to mean that, eventhough under normal circumstances where the order is completed and a demurrage charge is issued, in the case when the order is cancelled after the free time has expired there is no demurrage charge issued. Is this correct? | PWS will be updated to allow for both demurrage and cancellation. | |
| PWS | 1. If an order was made by phone call, but no confirming documents, such as an SF 1449 or other official documents have been sent and the day of performance has arrived, is a cancellation charge issued? In this case, we would have taken the order by phone, which constitutes an official order according to the contract, and allocated resources to accomplish the order but no official documents were received before sending out our truck. | |
| 2. Is there a deadline for issuing the documentation, afterwhich we can automatically consider the order canceled if it is not received without incurring a penalty or negative feedback? | 1. The Government's obligation for oral orders are contingent upon the availability of appropriated funds from which payment for contract purposes can be made. Oral orders should be confirmed by in writing by the ordering officer on a bill of lading document, SF 1449 task order, or other written documents. |
2. As of now, there is not.
PWS If stuffing or unstuffing cannot be completed within the allowable time, at the discretion of the ordering officer, the container may be off-loaded from the truck and left at the Government installation, and the truck will be released. In this case, stuffing and unstuffing shall normally be completed within two (2) calendar days of the date of transport (including date of the delivery). This wording is a little ambiguous.
The container being off-loaded from the truck would mean that it is removed from the chassis and the truck and chassis are both released? Or, should the wording be that the chassis will be off-loaded from the truck and the truck will be released with up to 2 days of unstuffing time? If the second wording is not the correct meaning, then what is the reason for the information about stuffing and unstuffing? Also, if the chassis is going to be delayed, should there not be compensation?
| Looking at PWS 4.12, there is possibly some additional information to help with the understanding of section 3.3.2.1.1. If a chassis is delivered and a full container picked up, we may need to wait at the destination for the container to be unstuffed before bringing the empty container back to the source location. The opposite may also be required. Do we wait at the destination for 2 days for the container to be unstuffed before bringing it back? | This is a situtation that will be reserved for the post award conference for all awardees. | |||
| PWS | Concerned about getting installion passes for drivers/vehicles in time for the start of performance. | Is it possible for us to change drivers in the middle of performance? For example, after loading and exiting a base we switch drivers to someone who doesn't have a gate pass yet and they drive to the destination and again switch with a local driver who has a gate pass. This is one way we would be able to work around getting passes in time for performance. | Yes. | |
| PWS | Transition Planning | What do you expect in terms of transition planning? For this contract, each order is a separate contract and new contractors won't be transferred work control from the previous contractor. Are we to assume that this is referencing that you would like to know how we intend to hit the ground running at the start of this contract? | Transition planning refers to all activities associated with mobilization prior to performance of the contract. | |
| CLIN STRUCTURE | Hario Ordinance Facility to JGSDF Aibano Training Area (Master List Row 54) was not properly placed and does not have a CLIN that incorporates it as it is around 2500 km. |
| MCAS Iwakuni to JGSDF Aibano Training Area (Master List Row 58) was not properly placed and does not have a CLIN that incorporates it as it is around 2300 km. | The distances for these routes were not entered properly into the Master Route List. They are well over 2000 km which doesn't fall into any CLIN in the current CLIN structure that we can see. We assume that, due to distance, routes like these would be over $10,000 and therefore possibly be put up for bidding. | CLIN association has been removed from the route listing. Due to the rare usage of these routes, they will be reserved for post award competition with awardees after contract performance begins. | ||
| CLIN STRUCTURE | CLIN 0002AE and 0003 both include 700 km. | Where does JGSDF Aibano Training Area to JASDF Ashiya (Master List Row 65), which is 700km, fall in? | CLIN 0003. See updated amendment | |
| CLIN STRUCTURE | There are many routes in the list that have incorrect distances entered into the table. We tried looking through the provided document, Attachment 2 - USARJ Table of Distances, but could not find all of them. This document is very difficult to search because it is a scanned copy. | Will this list be updated to include any routes that are not currently included in it? How do we confirm routes that are not included in this document? | Route Listing has been updated. Awardees will have the opportunity to make further updates to minor inconsistencies after award. | |
| CLIN STRUCTURE | CLIN 0034 and 0035 had incorrect distances entered. The actual distances are drastically different. | These were different by nearly 1000 km. Just want to confirm these routes are correct. | See updated amendment. | |
| Standard Form 1449 | 1. What exactly should be the order and pricing for Unlisted routes within the appendix? | |||
| 2. What exactly do Quantity and Unit mean? | 1. Unlisted routes conforming to weight and distance requirements of each CLIN are permitted to be ordered the subject CLIN. |

Contractor is permitted to submit an alternative proposal. |
| Standard Form 1449 | In Japan, truck rates are reported to the Ministry of Land, Infrastructure, Transport and Tourism by truck size and unit distance (e.g., every 10, 20, 50, 100 km), and it is not possible to present rates based on these rough CLINs. | This is a non-US Governmental requirement. |
| PWS | Is it possible to set up cancellation rules according to the transportation distance and items? For example, in the case of long-distance transportation, if a truck needs to be forwarded the day before the designated loading date, a cancellation on the day of transportation will result in truck forwarding costs. | Offerors are permitted to submit an alternative proposal and may set up cancellation rates as they wish in the alternative proposals. |
| PWS | Can you please clarify the definition of one-way and round-trip rates for ISO containers? | One-way trip goes from point A to point B. Round-trip goes from point A to point B to point A. |
| Standard Form 1449 & PWS | Transport orders clearly specify loading and unloading points and truck sizes. What is the basis for the association with CLINs? I would like to know how to apply the rates since CLINs are so sketchy. | Loading and unloading points are given in the exhibit listing. Offerors will not be evaluated differently if they do not conduct an oral presentation and choose instead to submit slides. | |
| SF 1449 Ammendment 0001 | Could you provide us the registeration documents regarding SYNCADA? We would like to know the transaction fee etc. | Training for registeration and using SYNCADA will be provided after award to each awardee. | |
| Standard Form 1449 | JFRC license can not be obtained before proposal due date. Please provide us with instructions. | JFRC permit should be attained before start of service. | |

However, the number must be equal to or higher than the minimum daily trucking capacity listed in the solicitation. These numbers will be utilized to create upper and lower limiits to the contract however, the informaiton that will be most heavily relied upon is the weekly capacity reports as required by thte PWS. | ||
