FA500420B0003, Eielson AFB AVB Fence Questions
1. We are concerned that with possible award delays, known lead times, possible weather delays, possible delays associated with the Coronavirus, etc that the 120 day POP, or the 9/30/2020 completion date may not be sufficient to complete the project. We see that the 360 day POP will also not be allowed. Is it possible, however, that the requirement allow for the new fence to be completed within that time frame, and allow the demo of the existing fence to extend past that. It is possible, depending on the temperatures, that the demo work would/could be possible into October. With consideration of the requirement for seeding after the fence is complete, (and the new fence demolished), successful planting seems unlikely that late in the fall. Please consider and advise the bidders if any concessions can be made on this.
The period of performance shall not be extended.
2. The specs state that for line posts the only acceptable grade is "2.0" OD pipe weighing
3.65 pounds per linear foot". I believe that this is misstated. There is no readily available 2" OD fencing pipe that meets that weight. I believe that it should either be 2.375" weighing 3.65 lbs per foot, which would be Sch40 pipe, or it should be 2.375" pipe weight 3.12lbs per foot‐‐This would be SS40 pipe. The specs allow corner posts, pull posts, and gates post to be SS40 pipe, and seems that this grade should be allowed for line posts as well. SS40 pipe is lighter, stronger, less expensive, and more readily sourced from US suppliers than Sch40 pipe. SS40 has become the standard for fencing pipe. Please advise.
This was addressed in the revised specs. Use SS40 (industry standard for fencing). Both are acceptable, however.
3. The specs are calling for 2.0 oz/ft of galvanizing. The standard material, unless being used in highly corrosive environments, is 1.2oz of galvanize per sq.ft. Is the stated requirement correct? or should it be 1.2 oz/sq.ft?
Use 1.2 oz/sq ft.
4. Does the awardee need to be a registered Alaskan entity? If not, can the awardee provide a non‐Alaskan resident to perform as the Project Manager/Site Supervisor?
The awardee does not need to be a registered Alaskan entity, however they shall utilize Alaskan labor. A non‐Alaskan resident may act as the project manager/site supervisor, as they are considered management.
