Other pertinent industry standards: Ensure new construction will meet applicable Alaska Department of Environmental Conservation and EPA requirements.
1.02. BACKGROUND: The perimeter fence along the Richardson Highway at Eielson AFB, Alaska is a multi-mile fence that separates Air Force functions from traffic along the highway. The section of fence to be replaced in this project runs from the South Gate to the Hursey Gate and shall be attached to existing perimeter fencing at those locations as follows: For the South Gate, the new fence will attach to the existing perimeter fence on the north side of the access road to the gate. For Hursey Gate, the new fence will attach to the west side of the existing AVB fence running from the remote vehicle control gates. The attachment points are shown on the plan view.
1.03. SCOPE OF PROJECT: The work required includes all materials and to accomplish the work described below. Work included is expected to include the following items: The complete removal of the existing fence and installation of new AVB fence in compliance with UFC 4-022-03, UFGS 32-31-13, and UFGS 32-31-13.53 standards:
A. The existing fence must remain in place until such time as the new fence construction is capable of providing perimeter protection as a complete replacement fence system. The contractor shall construct the new fence system on the Richardson Highway (west) side of the existing fence and install it at closely as possible to the existing fence. The existing fence can only be removed once the new fence system is in place and is complete. The new AVB fence must have a minimum fence fabric height of 7 feet (2.13m), excluding the top guard. Fence height including outriggers must be a minimum of 8 feet (2.44m). All fence posts and deadman anchors shall be set in concrete per referenced UFC and UFGS standards.
B. At the Hursey Gate, the new fence shall terminate twenty (20) feet short of the existing termination.
Boulders, such as those around the Communcations Building and the buildings along Central Avenue towards Bldg 2258, shall be placed in the same manner and spacing. This will allow for future road work in this area.
C. At the South Gate (Commercial vehicle entrance, the new fence shall terminate at the north side of the existing anti-vehicle barrier swing gate. It shall replace the existing fence to this point and connect with the existing fence running towards the interior of the base.
D. The existing gate closest to the Hursey Gate shall be replaced with one conforming to UFC 4-022-02, UFC 4-022-03, UFGS 32-31-13, and UFGS 32-31-13.53. In the event of a conflict, the most stringent specification shall apply. Any other gates along the existing fence shall be removed and replaced with new AVB fence only (do not replace existing gates).
SECTION 1
1. Contaminated soil analysis shall be required for the construction derived waste. The contractor is required to perform all screening, testing, abatement, transportation and disposal of hazardous materials.
2. For any excavation of soils required to accomplish the scope of work the contractor shall incorporate the requirement to screen / test soil for contaminants following Eielson AFB’s Environmental Protection, Hazmat and Permitting Requirements as well as ADEC and EPA requirements. The contract documents shall require the Contractor submit a site specific Sample and Analysis Plan for Eielson AFB, ADEC and EPA approval prior to excavation.
E. The investigation shall include a soil contamination analysis.
1. Excavated soil shall be tested for soil contamination. The contractor shall produce and coordinate with Eielson AFB, ADEC and EPA a site specific sample and analysis plan for disposal of soil if it found to be contaminated. Contaminated soil shall be stored on site in properly labeled drums until their disposition is determined. Contractor shall properly dispose of any contaminated soil at an approved facility.
C. Removal of trees and/or other vegetation to include:
1. Clearing of trees near the South Gate is required to allow installation of new fence.
2. Remove any trees or vegetation to provide vehicle access along the new fence to permit security vehicles to patrol the fence. This access will be provided inside the fence line on the Eielson AFB (east) side of the fence.
3. All removed vegetation shall be disposed of off base in accordance with local, state and federal regulations.
D. Re-seeding and re-establishment of grass on excavated areas after construction and demolition of the old fence is complete.
E. All old fence material shall be disposed of off base in accordance with local, state, and federal regulations.
Soil from excavation for new AVB fence shall be used to fill post holes of removed fence. Grade areas smooth to conform to existing countour.
F. HAZARDOUS MATERIALS: The following guidance shall be used for dealing with hazardous materials:
1. Contaminated soils, and other hazardous materials may be present along the existing fence. The contractor shall anticipate the potential presence of hazardous materials in the project and perform testing for hazardous materials and prepare project documents for their remediation. Technical provisions shall be developed such that all requirements for handling, worker protection, and environmental protection at the work site are referenced to OSHA, EPA, and ADEC regulations as well as Eielson AFB requirements.
2. When construction requires demolition procedures to protect personnel from exposure to excessive levels of hazardous materials, these requirements shall be specified and coordinated with the Eielson AFB project engineer and the Eielson AFB Environmental Element of the Asset Management Flight.
3. The following items shall be included in the project documents when dealing with hazardous material remediation. Construction drawings shall denote the location of hazardous materials and provide sufficiently detailed information for their remediation, to include accurate quantities.
4. Project documentation shall provide weight tickets that note the location of approved, permitted, off-base disposal areas if available for use during project construction. The most direct haul route is from the construction site directly to the Richardson Highway, and no hazardous materials to be disposed of shall be taken east from the construction site. Construction contractor notification and permitting requirements shall be specified.
G. The contractor shall ensure the requirements of the attached AF IMT 813 are incorporated into the construction documents.
H. Post Construction: All disturbed unpaved areas shall be hydro-seeded upon completion of the new fence and cable system. The area required for patrol by base security vehicles along the fence shall be hydro-seeded but will not be deemed a failure in the area where such vehicles may have been driven.
I. Final Project Documentation: The contractor is expected to include drawings and photographs with the body of each submittal as necessary to adequately describe the work involved. Drawings associated with each submittal shall be of a sufficient size so that details and notes are easily readable. Drawings 11"x17" or smaller shall be bound with the final project documents. GPS coordinates for the end points of the fence and the southern-most and northern-most ends of the new fence along the Richardson Highway shall be provided as part of the final documentation.
1. Final (100%) Documents: The contractor shall provide 100% completion documents and “as-built” project drawings.

The project drawings shall be delivered as AutoCAD files and in PDF format. AutoCAD drawings shall be developed to be plotted at desired scale on ANSI D (22”x34”) paper when scale of “1:1” is selected during the plotting function. If specific plot assignment files or fonts were used in the creation of the AutoCAD drawings these files shall be included on the CDs.
NOTE: Provide all plot style files, font files and x-refs utilized with the drawing files. All x-refs shall be bound to the appropriate drawing files.
