Work is expected to include the following items: the complete removal of the existing fence and installation of new AVB fence in compliance with UFC 4-022-03, UFGS 02 41 00, UFGS 03 30 00, UFGS 32-31-13 and UFGS 32-31-13.53 standards:
a. The existing fence shall remain in place until such time as the new fence construction is capable of providing perimeter protection as a complete replacement fence system. The contractor shall construct the new fence system on
Current as of 06 Mar 2020 FTQW 18-2416 Page 3 of 7 the Richardson Highway (west) side of the existing fence and install it two (2) feet offset from the existing fence. The existing fence shall only be removed once the Air Force inspector signs off on the new, complete fence system. The contractor is responsible for avoiding AT&T lines and other communications lines recently buried between existing perimeter fence and Richardson Highway. A dig permit
(AF Form 103) shall be sent to the contractor and the contractor shall be responsible for all required signatures.
b. The new AVB fence shall have a minimum fence fabric height of seven (7) feet
(2.13m), excluding the top guard. Fence height including barbed wire outriggers shall be a minimum of eight (8) feet (2.44m). All fence posts and deadman anchors shall be set in concrete with a minimum 28 day compressive strength of 3,000 psi (20 MPa) in accordance with the attached UFC and UFGS standards.
i. Cold Weather Application of Concrete (UFGS 03 30 00 Section 3.7.3)
Cold weather concrete must meet the requirements of ACI 306.1 unless otherwise specified. Do not allow concrete temperature to decrease below 50 degrees F. Obtain approval prior to placing concrete when the ambient temperature is below 40 degrees F or when concrete is likely to be subjected to freezing temperatures within 24 hours. Cover concrete and provide sufficient heat to maintain 50 degrees F minimum adjacent to both the formwork and the structure while curing. Limit the rate of cooling to 37 degrees F in any 1 hour and 50 degrees F per 24 hours after heat application.
c. The AVB fence shall run approximately 19,500 linear feet from Hursey Gate to South Gate. Zinc-coated, 2-inch diamond fence mesh shall be seven (7) feet tall and be stretched and tied to each post. Each post shall be no more than ten (10) feet apart on centerline of the posts and shall be plumb throughout the length of the fence. Top and bottom tension wires shall be used throughout the length of the fence. Bollards shall be used in locations per UFC and UFGS specifications. Top rails, bottom rails and middle rails shall not be used. Two (2), ¾-inch cables shall be woven through the fence mesh at the specified heights above ground and tied to each post as specified. Deadman anchors shall be used every 200 feet of fence and sized and buried according to the specifications. Outriggers angled toward the exterior of the fence with 3-strands of barbed wire shall be on the top of the fence and extend a minimum of 12-inches above the top of the fence. All dimensions and requirements shall be in accordance with the attached specifications.
d. At the Hursey Gate, the new fence shall terminate twenty (20) feet short of the existing termination. Boulders (minimum three (3) feet in diameter), such as those around the Communications Building and the buildings along Central Avenue towards Bldg 2258, shall be placed in the same manner and spacing and in accordance with the specifications and drawings.
e. A gate of similar size and style to the existing Old Hursey Gate shall be installed in the same location, but offset two (2) feet west of existing fence, to utilize the existing paved access point. The new gate will be built and reinforced with cables and anchors in accordance with the attached specifications.
Current as of 06 Mar 2020 FTQW 18-2416 Page 4 of 7
f. Any and all signs attached to existing perimeter fence (i.e. – Government property, trespassing warnings, no photography, etc) shall be removed from the old fence and attached in the same way to the new fence prior to demolition provided they are in acceptable working condition.
g. The existing fence is to be demolished in its entirety and all debris and materials associated with demolition will be disposed of off-site. All debris shall be monitored and cleaned up daily to mitigate risks of any loose debris on or within 1000’ of the center of the runway in accordance with UFGS 02 41 00 and Eielson
AFB Free Zone Waiver requirements.
h. With the new AVB fence to be built on the Richardson (west) side of the existing fence the contractor is responsible for planning for and securing a lay down yard on the west side of the existing fence for material storage if desired. Eielson AFB is not responsible for the security of the contractor’s construction materials throughout the fence construction and storage inside the fence is not authorized due to airfield FOD requirements. Coordination with 354 SFS and ADOT shall be required by the contractor to not inhibit vehicular travel along the Richardson Highway.
4. SOILS & VEGETATION:
a. Contaminated soil analysis shall not be required since this area has no historical contamination. Per AFCEC guidance, excavated soil shall be used as backfill throughout the project site.
b. Per AF Form 813 for this project, there are no impacts to areas with known historical contamination.
c. Removal of trees and/or other vegetation to include:
i. Clearing of trees near the South Gate is required to allow installation of new fence.
ii. Remove any trees or vegetation to provide all season vehicle access along the new fence to permit security vehicles to patrol the fence. This access shall be provided inside the fence line on the Eielson AFB (east) side of the fence. Roadway and clearing dimensions are in accordance with UFGS 32
31 13 Section 3.1.1 Clearing and Grading.
iii. All removed vegetation shall be disposed of off base in accordance with local, state and federal regulations.
d. Soil from excavation for new AVB fence shall be used to fill holes of removed fence and grade areas. Grade areas smooth to conform to existing contour.
Excavated soil from the new fence may be stockpiled for later use or left at each post hole at the contractor’s discretion while still maintaining a clean worksite and preventing soil from spreading onto Richardson Highway.
e. All disturbed unpaved areas shall be hydro-seeded upon completion of the new fence and demolition of the old fence. Re-seeding and re-establishment of grass on
Current as of 06 Mar 2020 FTQW 18-2416 Page 5 of 7 excavated areas after construction and demolition of the old fence is complete shall be required in accordance with the specifications.
5. HAZARDOUS MATERIALS: The following guidance shall be used for dealing with hazardous materials:
a. There are no anticipated hazardous materials throughout the project site. If any concerning materials are discovered during construction or demolition, the contractor will notify the Contracting Officer within two hours. All procedures in the event of contaminant discovery will be in accordance with the attached Generic
Sample & Analysis Plan (SAP).
6. PROJECT CLOSEOUT:
a. Final Project Documentation: The contractor is expected to include drawings and photographs with the body of each submittal as necessary to adequately describe the work involved. Drawings associated with each submittal shall be of a sufficient size so that details and notes are easily readable. Excel format. The project drawings shall be delivered as AutoCAD (.dwg) files and in PDF format. CAD drawings shall be developed to be plotted at desired scale on ANSI D (22”x34”) paper when scale of “1:1” is selected during the plotting function. If specific plot assignment files or fonts were used in the creation of the CAD drawings these files shall be included on the CDs.
NOTE: Provide all plot style files, font files and x-refs utilized with the drawing files. All x-refs shall be bound to the appropriate drawing files.
