This document contains a solicitation for an anti-vehicle barrier fence installation project at Eielson Air Force Base in Alaska. The project involves replacing approximately 19,500 linear feet of perimeter fence along the Richardson Highway with an anti-vehicle barrier fence. The new fence will attach to existing fencing at the South Gate and Hursey Gate locations. Questions were due by February 21, 2020 and bids are due by March 9, 2020. The estimated contract value is between $1,000,000 and $5,000,000. The contractor will be responsible for removing the existing fence entirely and installing new fence posts, fabric, cables, and deadman anchors according to specifications. The work must be completed by September 30, 2020.

AVB Fence Amendment 02 Questions

1. The new scope of work calls for the new fence to be installed 2' offset from the existing fence. The deadmen are 3' across and are supposed to be installed behind the line of the fence. This does not account for space required for equipment to excavate for the deadmen. Please clarify how the offset requirement is to be met without removing any portion of the existing fence.

Extend 2’ offset to 5’ offset to accommodate for deadman anchors.

2. There are two different details for the construction of the external corners. Detail C4 on UFC-711 shows 4 bollards and the deadmen being adjacent to each other, and the cables turning 1 post back from the corner. The corner plan on STD 872-90-15 shows 7 bollards and the cables turning 2 posts back from the corner. Which is correct?

Follow UFC guidelines over STD guidelines.

3. The deadman detail on STD 872-90-15 shows 1-1/4" deadman anchors with turnbuckles with 12" take up. Detail A1 on UFC-711 shows turnbuckles with 18" take up. Which is correct?

Follow UFC guidance. Use 18” turnbuckles.

4. The SOW specifies that the fence will run 19,500 from the Hursey gate to the South gate. It appears that the distance is actually further than that in a straight line. With the corners/offsets in the fence line, the actual fence dimension is further still. Is the requirement to provide 19,500' of fence? Or is the requirement to provide fence, following the existing fence line from the Hursey gate to the south gate?

SOW stated “approximately 19,500’ of fence”. Fence will follow existing fence line from the Hursey Gate to the South Gate.

5. The SOW calls for the cables to be "woven through the fence mesh....” How is this supposed to happen? Detail A1 on UFC-711 notes that for new construction the cable shall be installed on the attack side of the post, between the post and fabric. Which is the correct requirement?

Cables are to be installed per UFC.

6. The SOW states "Deadman anchors shall be used every 200 feet of fence...” Is the requirement for the cables to not exceed 200 ft.? Or is each deadman/anchor assembly (consisting of 3 ea 4" post with welded braces, and 2 deadmen) supposed to be centered every 200'?

The requirement is to not have cables exceed 200 ft.

19 March 2020

7. Are the posts, on the existing fence, set in concrete or driven?

They are set in concrete.

8. If they are set in concrete, is it acceptable to abandon the concrete anchors in place?

No abandon in place is authorized. Remove all of existing fence per SOW.

9. Considering that an existing fence intersects with the new barrier fence, is the requirement, for the fence fabric, supposed to be 9 gauge? Or 6 gauge?

Per Specification 32 31 13, Section 2.2.1, “Provide fabric consisting of No. 9-gage wires…”

10. 2 foot offset from existing fence does not allow for deadman placement without removing sections of existing fence – what to do?

Extend 2’ offset to 5’ to accommodate deadman anchors.

11. Are there any utilities in conflict with post or deadman placement? There is nothing shown on drawings yet potential is referenced in Add 2.

AT&T communication line and Fiber Optic line run between existing fence and Richardson Highway. Cables are currently being buried and as-builts do not exist yet. Per SOW, marking and avoiding utilities is responsibility of the contractor.

12. Add 2 SOW calls for ¾” cables to be “Woven in the fence fabric.” Confirm this is a misprint or explain how that is possible.

Method is explained in UFC. Follow UFC guidance for attaching cables between posts and fabric.

13. Clarify the following in regards to deadman placement as it is shown differently dependent on sheet or spec.

1. Are the deadmen 3’ x 3’ 1.5’ or 3’ x 3’ x 2’? (Incline only)

3’x3’x1.5’

2. Is the 200’ maximum callout for deadman placement referencing the actual distance between corresponding cable deadmen or the distance between associated pull posts?

200’ is the maximum length of each cable section.

3. Confirm depth of bury over deadman – it is called out at 3’ on plan and 4’ in UFC Spec.

Per UFC 4-022-03 (Figure 2-6 and UFC-711), deadman is 3’ below surface (4.5’ to bottom of deadman).

4. Can the opposing “A” and “B” cables overlap behind (1) U Bolt at anchor and pull posts or does each cable (4) need to have its own U Bolt capturing only (1) cable? It is shown both ways dependent on drawing.

Per UFC 4-022-03 (UFC-713), each cable requires its own U-bolt for securing to each post.

5. Are steel backer plates required between U bolt nuts and anchor pull/posts? It is shown with or without dependent on drawing.

Per UFC 4-022-03 (UFC-713), 3/8” thick and 1.5” wide bar used between post and nut on U-bolts.

6. What is required approximate distance from C/L anchor posts to C/L Deadman? It is shown as +- 10’ and AS +- 7’-6” dependent on drawing.

Per UFC 4-022-03 (UFC-711), straight line distance between pull post and center of deadman anchor is 7’6” +-

7. Are 1-1/4” turnbuckle bodies required to be 12” or 18”? It is called out both ways dependent on plan or spec.

Per UFC 4-022-03 (UFC-710 and UFC-711), minimum 18” turnbuckles are required.

14. Confirm style and width of replacement gate at old Hursey Road. It is called as similar to existing (double cantilever) in SOW, yet details show double swing and single cantilever and UFC calls for making as small an opening as possible.

1. Is a grounding jumper required for old Hursey Gate as called out in UFC? This would require trenching across road and pavement patch.

Replace with similar size, double swing gate. Apologies for confusion on gate style.

Follow UFC for double swing gate and use same size opening as currently present at Old Hursey Gate. Grounding jumper wire not required across span of gate opening.

15. Confirm required posts as grade A (Full weight SCH 40) or lighter, stronger grade B Fence pipe (wt 40) it is called out as both and intertwined with each other in SOW/SPEC.

Line posts called as grade A only, yet other posts seem to give option of either A or B. A is double the cost.

1. Confirm line post OD as 1-7/8” or 2-3/8” (per manufacturers recommendation for 7” tall fence)

Either grade is acceptable when listed as options in specifications. When only one grade is listed use only that grade. Use 2-3/8” OD posts for line posts.

16. Is fence fabric salvage to be twist/twist or twist/knuckle? It is called both ways dependent on page.

Per 32 31 13 Section 2.2.1.1, “if over 60 inches high, provide twisted and barbed top selvage and knuckled bottom selvage.”

17. Can an area between the existing fence and the highway be used as laydown area? SOW says no materials can be stored inside perimeter.

Lay down area is up to contractor as long as materials are not stored inside existing perimeter fence. EAFB is not responsible for security of materials throughout construction.

18. Can purchased project materials be paid for by owner as stored materials if stored off site?

No.

19. What is the purpose of specifications in add 2 relating to buildings and hazardous materials management when there are no buildings or known hazardous materials associated with project?

HazMat management included in the event of materials discovered. Disregard specifications deemed not relevant to fence project.

20. Confirm all fence demolition is required to be disposed “Off base” per SOW. Spec references all demolition being removed to “Designated Area” These designated areas have always been “On base” in the past.

Demolished fence is to be disposed of off base per SOW.

21. The solicitation states that work must be completed within 120 days after NOA. This timeframe is very short considering there are some long lead-time items needed for the construction of the new fence. It will take a minimum of 2 months before some of the essential materials can be delivered leaving only about 2 months of construction time.

Due to the fact that proposals must be valid and acceptable until June 29th, 2020, this could put construction well into the winter months. The casting of the deadman alone will take a few months. With the requirement of the new fence being completely installed and accepted before the existing fence can be removed, this timeframe does not seem reasonable. Can the time of completion/period of performance be increased to 360 days? This will provide a full summer to construct the fence and take into account the winter shutdown that will inevitably come into play. \

PoP will not be extended to 360. However, PoP is changed from NOA to 30 Sep 2020.

22. The construction of the new fence is required to be within 2’ of the existing fence with the existing fence required to remain in place until the new fence is constructed. This will create a conflict between the new and existing fence when installing the deadman and leave minimal access/clearance for crews to construct the new fence. A. Can the 2’ offset from the existing fence be extended? AND/OR B. Can existing fence be removed as areas of new fence are completed?

Extend 2’ offset to 5 feet to accommodate for deadman anchors and post foundations.

Existing fence is not to be removed as new fence is built.

23. Can areas of temporary fence be installed that meets the height and type of the current fence during the construction of the new AVB fence so existing fence can be removed prior to the completion of the AVB fence?

Existing fence is not to be removed until new fence is constructed.

24. SOW 3.B. States that the concrete for the project is to be 3000 PSI meeting UFC and UFGS Standards. The concrete spec. for this project appears to require ASR mitigated concrete. This will add substantial cost and time. Not only for the materials, but for the testing and submittal process. Can the concrete spec. be revised to the 2017 Alaska DOT Standard 4,000 psi. Class A requirements? That mix design/concrete is already available locally and has been used for multiple recent Eielson projects.

Use 2017 Alaska DOT Standard Class A requirements.

25. SOW 3.C. States that the cable is to be “woven” through the fence fabric. This conflicts with what is shown on the plans and is not something that can be done. The other AVB fences that have been constructed have the cable attached to the fence posts with the fabric installed outside the cable. Please clarify as to whether or not the cable will be required to be “woven” through the chain link fabric.

Cable is to be attached between fence posts and fabric. Apologies on the bad choice of word used.

26. There are two sizes of deadman reference in the Plans & Specs. Please clarify if the concrete deadman are to be 3’x3’x1’6” OR 3’x3’x2’.

3’x3’x1.5’

27. There is no rebar indicated in the deadman design. Please confirm no rebar will be required in the deadman.

UFC does not call for rebar in deadman anchors.

28. There are numerous sizes of pipe included in the Plans & Specs. Please confirm that the chart on UFC 4-022-03 Page 28 will be the sizes required for this project.

Refer to UFC 4-022-03 Pg 28 for acceptable sizes to use.

29. Some of the pipe sizes indicated on the chart on UFC 4-022-03 Page 28 appear to be inside diameter (nominal) and others are outside diameter (O.D.). The 1-⅝”, 4”, 6-⅝”, & 8-⅝” are common O.D. sizes and widely used in the fence industry. Please confirm that the 1-⅝” is O.D. - Is the 2-½” nominal (2-⅞” O.D.) or O.D. (2-⅜” O.D.) - Is the 4” Nominal (4-½” O.D.) or 4” O.D.?

The 2-1/2” is nominal. Use 2-3/8” OD. Also use 4” OD to maintain industry standard.

30. 4-022-03 Page 22 2-9 indicates that the barbed wire outriggers are to be welded to the posts. This is not a common practice that we have seen with this type of fence. Please confirm that the Barb Wire Outriggers are to be permanently affixed to the posts.

Follow UFC guidance for permanently affixing outriggers by screws or spot-welding.

31. Please verify that all fence and cable materials are to be domestic.

Yes.

32. Please verify that the listed 19,500 LF is correct. After some quick take offs it looks like the footage could be as much as 21,400 LF.

SOW stated approximately 19,500 LF. Build fence by following existing fence line.

33. Drawing UFC-710, reinforcing note #1 specifies 6 x 19 wire rope. Many suppliers are saying that rope is no longer produced. Would 6 x 26 IWRC EIPS Drawn Galvanized Domestic be an acceptable alternative?

Provided wire rope has equal to or greater tensile strength than specified 6x19 rope it is acceptable.

34. Would precast deadmen be acceptable?

Precast is acceptable provided it meets specifications strength requirement.

35. In the SOW Section 1, 3, c it states the ¾” cables shall be woven through the fence mesh.

Please verify the cables are to be attached to the posts with U bolts not weaving the cables through the mesh.

Cable is to be attached between fence posts and fabric with U-bolts. Apologies on the bad choice of word used.

36. Please verify that ASTM F1043 Group 1c for posts and framework is acceptable.

Per 32 31 13, ASTM F1043 is acceptable.

37. Can work hours be modified to 6-12 hour days?

Standard work hours apply per solicitation.

38. Is the contractor supposed to replace existing signs that are not in “acceptable working condition?”

No.

39. Will the AVB at the abandoned gates be left in place or should the contractor remove?

Remove all existing materials. Some may require communication with 354 SFS.

40. Is the stated coating of 1.94 the sum of each interior and exterior coating .97 x 2 or external coating only?

If in reference to galvanization of pipes (32 31 13 Sec. 2.3.1), it is to be 0.97 oz per sq ft on interior wall of pipe and 0.97 oz per sq ft on exterior wall of pipe for a total of 1.94 oz per sq ft total.

41. The specs state that for line posts the only acceptable grade is "2.0" OD pipe weighting

3.65 pounds per linear foot". I believe that this is misstated. There is no readily available 2" OD fencing pipe that meets that weight. I believe that it should either be 2.375" weighing 3.65 lbs per foot, which would be Sch40 pipe, or it should be 2.375" pipe weight 3.12lbs per foot--This would be SS40 pipe. The specs allow corner posts, pull posts, and gates post to be SS40 pipe, and seems that this grade should be allowed for line posts as well. SS40 pipe is lighter, stronger, less expensive, and more readily sourced from US suppliers than Sch40 pipe. SS40 has become the standard for fencing pipe. Please advise.

Use 2-3/8” SS40 Pipe. See Revised Specs.

42. The specs are calling for 2.0 oz/ft of galvanizing. The standard material, unless being used in highly corrosive environments, is 1.2oz of galvanize per sq.ft. Is the stated requirement correct? Or should it be 1.2 oz/sq.ft?

See Revised Specs.
