About this file
This document is a Performance Work Statement (PWS) for the installation of 24 strands of fiber optic cabling from the communication room in Hangar 3 (Bldg. 10571) to MCLIPS shelters at Joint Base Elmendorf-Richardson (JBER). The contractor is required to engineer, furnish, install, and test the fiber optic cable, including providing and terminating approximately 300 feet of cable into fiber patch panels in the hangar communication room and the MCLIPS shelter. The exterior fiber must be installed in rigid metal conduit and affixed to the hangar and shelter exteriors. The work must be completed within 1 month of contract award and comply with JBER telecom standards and criteria. Weekly progress reports and test results are required deliverables.
The related federal contract opportunity, Solicitation Number FA5000Q240051, is for the same fiber optic installation project at Hangar 3. The Department of the Air Force Pacific Air Forces is the procuring agency. The solicitation describes the scope of work in detail, including the requirement to engineer, furnish, install, and test the 24-strand fiber optic cable from the hangar communication room to the MCLIPS shelters.

PERFORMANCE WORK STATEMENT (PWS)
Project: Hangar 3 Fiber Optic Cable Install
1.0 Purpose: Install Fiber Optic cabling from Hangar 3 (Bldg. 10571) Communication Room to MCLIPS shelters.
2.0 Scope or Mission: This effort is to install 24 strands of fiber optic cabling from the first floor comm room (Room 102B) to the interior of the MCLIPS Shelters.
3.0 Period and Place of Performance: 15 Days After Receipt of Order - JBER
4.0 Background: This is needed to provide connectivity to MCLIPS shelters
5.0 Performance Objectives: Engineer, Furnish, Install, and Test (EFI&T) 24 strand single mode fiber optic communication cable from first floor comm room (Room 102b) to MCLIPS shelters on north side of Hangar 3. Contractor must provide and terminate approximately 300 ft of fiber into a 24-port small form factor fiber patch panel in hangar 3 comm room 102b. The distant end of the fiber will be terminated in a 24-port small form factor patch panel in the MCLIPS shelter. All Connectors will be LC format. Materials, installation, and testing will comply with industry standards outlined in OSP JBER Telecom Standards and JBER Telecom Criteria (attached). Exterior fiber needs to be installed within a rigid metal conduit approximately 250ft and must be firmly affixed to the exterior of Hangar 3 and the exterior of the MCLIP shelter. Affixing to the MCLIP shelter cannot involve any drilling, welding or penetrations to the MCLIP shelter itself. Affixing to the MCLIP shelter can be accomplished with clamps or torsion devices that make no penetrations to the MCLIP shelter outer skin. The MCLIP shelter has built-in lifting points ideal for clamping the conduit for a secure end-point.
6.0 Deliverables / Schedule: Contractor will provide 24 strands of single mode fiber optic communications cable and associated parts/equipment to provide a usable communications link from comm room 102B in Hangar 3 to the exterior of the Hangar to the MCLIPS Shelters. Contractor will provide informal weekly progress reports to the 673 CS project manager. This project must be completed and turned over to the government within 1 months of award date.
Key Deliverables Item No. Deliverable Objective Due 1 Fiber cabling Fully usable communication link Within 1 month of contract award
