About this file

This is a Performance Work Statement (PWS) for Youth Sports Officials and Scorekeepers services at Joint Base Elmendorf-Richardson (JBER), version dated 18 May 2026. The contract is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with all quantities and dates serving as estimates; firm requirements will be established through individual Task Orders. The contractor must provide certified officials and scorekeepers to officiate youth sports activities across six sports: baseball, softball, outdoor soccer, indoor soccer, basketball, volleyball, and flag football. Estimated annual game volumes range from 40 to 200 games per sport, with games played at three JBER facilities: Kennecott Youth Center, Two Rivers Youth Center, and Hangar 5.

The contractor is responsible for recruiting and scheduling qualified officials holding current professional certifications from organizations such as NYSCA, United States Officials Association, or NASO, and all officials must obtain cleared National Intelligence Agency background checks and infant/child/adult CPR/First Aid certification. Key contractor obligations include submitting employee rosters no later than 10 days prior to each season start, verifying schedule coverage within two business days of receiving schedules, providing 48 hours advance notice if unable to staff games, and ensuring officials arrive 15 minutes before scheduled game times in proper uniform. Officials must officiate according to current high school or FIFA rules as amended by JBER sport-specific bylaws, comply with the NYSCA Code of Conduct, and prohibitions against substance use. The government retains the right to remove contractor employees for gross unprofessionalism, misconduct, or safety threats, with games rescheduled at no cost to the government in such instances. Contractor compensation is performance-based, limited to games actually officiated, unless otherwise specified. The contractor must submit a Quality Control Plan within five days of award and provide written responses to protests, ejections, or customer complaints within two business days. The government provides facilities, equipment, and supplies; prepares game schedules at least 10 days in advance; and provides rule modifications via bylaws. Compensation terms require wages equal to or greater than fair market value for commensurate sports official duties in the local area, and the contractor must provide its own equipment such as whistles, uniforms, and penalty cards.
