The contractor must provide qualified, certified personnel to officiate and keep score for basketball, baseball/softball, volleyball, flag football, and indoor and outdoor soccer across multiple age divisions (Pee Wee, Bantams, Minors, Majors, and Juniors).

The contractor is responsible for recruiting and scheduling officials with current professional certifications from organizations such as the National Youth Sports Coaches Association (NYSCA), United States Officials Association, or National Association of Sports Officials (NASO). All officials must complete background checks and obtain CPR/First Aid certification prior to assignment. Officials and scorekeepers must arrive 15 minutes before game time. The contractor must conduct pre-season clinics covering current bylaws and rules for each sport. Specific staffing requirements vary by sport and division; for example, basketball Pee Wee and Bantams require one official per game, while Minor, Major, and Junior games require two officials and two scorekeepers. Baseball and softball Minors, Majors, and Juniors require two umpires and one scorer per field. The contractor must provide detailed, itemized monthly invoices broken down by sport and division. Game cancellations notified before 1400 hours the day of the game do not incur penalties, but later cancellations entitle the contractor to penalty payment of one game charge per scheduled division per night. The contractor must provide 24 hours advance notice if unable to staff games; failure to do so may result in contract termination.
