Questions & Answers

25. The Price Schedule tab for the Seed project has 257 bid items over a 7 year period? What are the actual bid items over what period of time? This is also necessary for the required bid bond. Is the Government requiring a separate bid bond for Roadway and Airfield scope of work?

0. The seed project is for a single year and attachment J-9 has been amended to reflect this (7 years is erroneous and has been removed). The contractor is responsible for filing out the bid items in this tab that they believe are necessary to complete the seed project. Bid bonds will be required for each individual project. At this time, only the seed project would require a bond.

26. If the seed project is to be priced with the proposal, please confirm how it is to be submitted and evaluated as part of the proposal? Also, please provide a spread sheet with the accurate quantities and duration of the unit pricing (CY 2021 – CY 2026).

a. The seed project shall be submitted in accordance with Section L. The seed project will not be considered as part of the IDIQ bid. However, the government intends to award the seed project upon award of the IDIQ. A spread sheet with the estimated quantity for the next 7 years has been provided (Attachment J-9 Exhibit A Price Schedule). Offerors are required to fill out pricing for all 7 years for all pay items. For the seed project, offerors need to fill out the quantities (Tab 3) in accordance with their bid. A previous version of Attachment J-9 included 7 years for the seed project and has been corrected with Amendment 2.

27. The specifications have items for both Common Excavation and Unclassified Excavation that seem to cover the same general types of materials. Would the government consider replacing these items with a "Usable Excavation" and a "Unusable Excavation" bid item(s). This would allow the contractors to offer the most advantages pricing for this type of work.

a. The government wants to keep the items as they are.

28. The quantities for Concrete Removal items, 202(14) and (15), are very large at an average of 6,000 cy and 8,000 cy per year, this seems to be inconsistent with the amount of new concrete in the bid schedule. Please review and confirm that these are the quantities that you would like the contractors to bid.

a. The estimated quantities listed were not developed based on specific projects. They are based on past work and anticipated future development on the airfield and across the base.

29. The Bid Items for CSS-1 Asphalt for Base Course, 308(2) & 308(4), have an excessively large estimated quantity given the estimated quantities for Crushed Asphalt Base Course, 308(1) & 308(3). Please review and confirm the estimated quantities.

a. Change quantity of Item 308(2), CSS-1 Asphalt for Base Course to 525 Tons.

b. Change quantity of Item 308(4), CSS-1 Asphalt for Base Course on Airfields to 2,800 Tons.

30. In the Line Item Price Schedule for Airfields, there is no bid item for Section 302, Aggregate and/or Graded-Crushed Aggregate Base Course for Airfields. Typically this is the material used extensively during Airfield construction, is this omission intentional?

a. An old version of the specifications and price schedule was advertised. See the new specifications and price schedule.

31. If electrical conduit (Section 664) is to be concrete encased, for example under paved roadways or under airfield pavement, how is the concrete to be paid for? Is it the intention to use the bid Item 501(3) Class W Concrete for work such as this?

a. Yes.

32. In the price schedule under item No. 686(1) fuel price adjustment, what is the basis of adjustment?

a. 686(1) fuel price adjustment is not applicable to this contract. This has been removed via amendment no. 2. An old version of the specifications and price schedule was advertised. See the new specifications and price schedule.

33. In the price schedule under item No. 684(2) Remediate Contaminated Soil, what type of contaminate soil?

a. Typical contaminates include PFAS/PFOA, and petroleum. A hardcopy of the Environmental Restoration Program Atlas for JBER can be made available for offerors to review if needed.

34. In the asphalt binder section of the specifications for roadway and airfields only unmodified PG52-28 is specified. In the past, modified oils (such as PG58-34) has been used on the airfield and for much of the roadway paving. Is this intentional?

a. An old version of the specifications and price schedule was advertised. See the new specifications for asphalt binder for use on the airfield.

35. There are not Excavation or Borrow Item(s) in the Line Item Price Schedule for Airfield Items. Is it the intention to use the Roadway Items Price Schedule for these (and other) Items as is needed?

a. Correct. See paragraph #3 in the “Note to Users” at the beginning of the Airfield Specifications.

36. Except for rock fills, embankment is to be constructed in lifts not to exceed 8” (section 203), is there an additional maximum aggregate size limit for Borrow (A, B, or C)?

a. As a general rule, the maximum aggregate size should not exceed 75% of the lift thickness in the subbase.

37. As the projects will be located throughout JBER, it is difficult to estimate the true cost of hauling materials to the projects. Would the Government consider adding a bid Item for Haulage from the On-JBER gravel source to the project? (Ton-Miles of haul)

a. The cost to deliver material to the site is to be included in the unit cost of said material.

38. Both sets of specifications and standard drawings have a “draft” watermark, are these the most current versions?

a. An old version of the specifications was advertised. See the new specifications and drawings added via amendment no. 2.

39. Within the Standard Specifications - Road it appears to have minimal language on the CQC or SSHO requirements. Will these positions be required full time on site? Can the CQC and SSHO be covered by one individual or can a superintendent if qualified take the role of all?

a. The contractor is responsible with providing the quality control and safety plan necessary to meet the requirements of the specifications. The individual performing these tasks must be qualified through experience, training, and certification when required by the specifications or the FAR. The superintendent may provide the services if qualified.

40. Within the Standard Specifications – Airfield I see the requirements for testing that will need to take place but again, will these positions be required full time on site? Can the CQC and SSHO be covered by one individual or can a superintendent if qualified take the role of all?

a. The contractor is responsible with providing the quality control and safety plan necessary to meet the requirements of the specifications. The individual performing these tasks must be qualified through experience, training, and certification when required by the specifications or the FAR. The superintendent may provide the services if qualified.

41. For Item 635(1) Insulation Board, which is paid by the square foot, what thickness of insulation or total "R-Value" should we assume for this item? Standard drawings indicate either "thickness as specified" (DRW. 20-7) or a 4" thickness (DRW. 20-9).

a. Base the bid on a 2” thickness per insulation board.

42. For the 603 Items, what gauge of steel is required for the Corrugated Steel and Aluminum Pipe?

a. The minimum thickness for all diameters of the Corrugated Steel Pipe items is 0.052 inches.

b. The minimum gauge for all diameters of the Corrugated Aluminum Pipe items is 14.

43. Item 308(1) Crushed Asphalt Base Course and 308(3) Crushed Asphalt Base Course for Airfields are specified to be in place processing of existing pavements. The method of measurement is by the ton, should this be by the square yard?

a. We cannot use SY because of the possibility of varying thicknesses between task orders. The government will change the unit of measurement to Cubic Yards. See updated specification and price schedule.

44. Please provide a construction detail for Item 625(1) Pipe Hand Rail.

a. An old version of the standard drawings was advertised. See the new standard drawings. See detail 70-34 for the hand rail.

45. Can you provide clarification on the type of contaminates and laboratory analytical tests required for line items Test Contaminated Soil 684(1) and 684(2) Remediate Contaminated Soil?

a. Typical contaminates include PFAS/PFOA, and petroleum. A hardcopy of the Environmental Restoration Program Atlas for JBER can be made available for proposers to review if needed. Test procedure must be in accordance with EPA and ADEC requirements.

46. Please provide a construction detail for Item 616(1) ¾ inch Diameter Thaw Pipe.

a. See new standard drawings sheet 55-20.

47. Please provide a construction detail for Item 627(1) and 627(2). What is the assumed distance from the main to the new hydrant? Are live taps to be expected? What is the typical Fire Hydrants Adjustment height (inches) that should be used for estimating purposes?

a. See the attached CES Hydrant Detail. Each task order may have different relocation and installation requirements. It is anticipated that there will be limited vertical and horizontal adjustments needed. Work areas will be isolated.

48. Section 202(13) Saw Cut Existing Concrete. Can a bid item be added for Sidewalk Sawcuts and for Curb and Gutter Sawcuts?

a. We understand there are multiple types of concrete saw-cutting that may occur during this contract. To try to account for that, we based the pay unit on the length and thickness to avoid a pay item for every scenario.

49. Section 602(2) Tie Down Grounding Anchor in Existing Concrete. Could a detail be provided so that an accurate estimate can be made?

a. Requirements for tie downs and grounding vary by location and aircraft. See UFC 3-260-0, Appendix B, Section 11 for typical scenarios.

50. Per the contract documents the contractors independent quality control is incidental. Would the government consider adding a pay item for this cost?

a. The contractor is responsible with providing the quality control necessary to meet the requirements of the specifications. The cost to provide quality control is to be included in the unit costs.

51. Specification Section 309-1.01 says to construct a drainage layer under the pavements, as indicated on drawings. There doesn’t appear to be a drawing for this in the Standard Drawings for Road and Airfield Construction?

a. When a drainage layer is required, it will be shown in the typical section of the task order. For more information on drainage layers see UFC 3-260-02 Figures 1-1 thru 1-4.

52. The Pricing Proposal (Attachment 9) appears to have some issues with the yearly dates. Roadway and Seed includes two CY 2024 and Airport starts at CY 2020?

a. The additional CY 2024 columns and CY 2020 were errors and have been corrected with amendment no. 2. Both Roadway and Airfield tabs have been corrected to start at CY 2021 and end at CY 2027.

53. The wage determination is from 2019, will this be updated prior to the proposal due date?

a. The most current wage determination at the time of award will be applicable to the contract (CY21 wage determination has replaced CY19 via amendment no. 2). As wage determinations are released throughout the life of the contract, a modification will be issued incorporating the current year’s wage determination into the contract.

54. Available pit. Section 107-2.01 states, “the Government makes no guarantee as to the quality or quantity of materials in available Sources.” Contractors that have recently worked the material sources know what material products can be made on JBER and what material products must be imported from offsite locations. Will the contracting officer create material line items for onsite products and offsite products? Ultimately a pricing schedule that reflects the source offers the best value to the Air Force while minimizing unneeded risk to the contractor.

a. Historically the current mining area has produced material suitable for subbase, base course, and asphalt with an approximately 60% rejection rate for asphalt aggregate. The current developed area is nearing the end of its useful life and we anticipate the pit will need to be expanded in the future. No geotechnical data is available. Neither the government or the incumbent know of the quality of material in the undeveloped areas of the permitted gravel area.

b. Sand and mineral filler type material has historically been imported to the base.

55. Specification Section 308 and the pricing schedules 308(1) Road and 308(3) Airfield lists the pay unit as Ton. Since this is ‘in place’ construction, should the pay unit be an area measurement?

a. We cannot use SY because of the possibility of varying thicknesses between task orders. The government will change the unit of measurement to Cubic Yards. See updated specification and price schedule.

56. The pricing schedule shows quantities for 308(2) Road and 308(4) Airfield seem excessive and would result in extremely high extended prices.

a. Change quantity of Item 308(2), CSS-1 Asphalt for Base Course to 525 Tons.

b. Change quantity of Item 308(4), CSS-1 Asphalt for Base Course on Airfields to 2,800 Tons.

57. Specification Section 408 (Roads) allows the use of a joint heater. Will joint heaters be allowed for Specification Section 409 (Airfield) paving?

a. If joint densities can be met, then infrared joint heaters may be used in airfield pavement.

58. We understand that the JBER extraction sites may be available for use (107-2.01 JBER Extraction Sites). The incumbent has had access to these sites for several years which offers superior information to the incumbent (or sister subsidiary under common ownership). These sites, and intimate knowledge of the quantity and quality of material, presents a competitive advantage and threatens fair competition. Will the Government either provide a determination of quality and quantity or provide representative geotechnical sample results?

59. What grade of Asphalt Binder is required for Specification 401?

a. See Table 401-1 of the new specifications.

60. Specification Section 202-3.04 second paragraph says that repair work for break through during planing is ‘Subsidiary to HMA Pay Items’. Shouldn’t this be ‘Paid under HMA Items’?

a. Yes, the Specification has been updated.

61. Please confirm that for Specification Section 409-3.05, RAP is an option but not a requirement for shoulder surface course mixes and for any intermediate courses.

a. The use of Recycled Asphalt Pavement is not mandatory.

62. Specifications Section 618. The mulch & fertilizer applications rates should be per 1000 sqft, not per acre. An earlier version of the specifications was advertised. See the new specifications from Addendum 1.
