Q n A #6 Goverrnment response is "There aren't any facilities that require constant attendance at the moment."
BUT in current DRAFT PWS Dated 7 Aug 20 Para 1.6.4.5.1 Minimum Boiler Attendance Table 3.1 that states we must have folks and that conflicts with this answer.
Will the Government revise the answer or revise Table 3.1 to eliminate the confliction between the two?

Q n A #72 Historically, how long does the contractor have to provide a temporary heating system? The contractor will need to provide heat in a timeframe consistent with the urgency of the task (i.e. 1A, 3A/B, etc.)

Questions for Solicitation No. FA500020R0019
14 PWS 1.6.1.2 Scheduled Enhancement – Priority 4 A/B Task/Facility Projects. This section outlines tasks that include replacing carpet, upgrading lighting etc.
Since the majority of barracks and offices are in need of new glue down carpet, new paint jobs and emergency light replacement, will the Government consider an annual dollar limit in this section?
IAW the PWS, Priority 4 work < $5K is accounted for in Appendix 2 under the workload data. Priority 4 work that is > $5K is to be negotiated/definitized under CLIN X005 IAW Section H. If materials and/or labor hours are expended in excess of agreed upon amounts then an REA may be contemplated or CLIN X005 can be used.
There are many flexible formats to ensure pricing is appropriate and accurate while protecting both the Government and the contractor.
16 PWS
1.6.1.2 and 1.6.2.3
Can the difference between 4 A/B and 1.6.2.3 work task less than or = to $5k be further defined? When would one be used over the other?
Priority 4 type work is explained further in the PWS Appendix 6. The difference is defined there. PWS 1.6.2.3 is a compilation of the workload data that is explained in Appendix 2. The contractor should be prepared to perform the Priority of work as explained in PWS
1.6.2.3. and Table 1.6.1 Column 2.
17 PWS
1.6.2.3 Section 1.6.2.3 up to $5K included in FFP.
Will task be allowed to be split in order to remain under the $5K. For instance, three overhead doors in one structure are damaged and require total replacement. Together the door repairs/replacement are well over the threshold, would they be allowed to be split into separate task orders?
Requirements as they arrise, will not be split.
18 PWS
1.6.2.4 1.6.2.4 Work Task (>) $5K.
In order to submit the most favorable price in the section, would the government consider identifying the number of task to be accomplished annually and/or dollars to be spent on materials?
CLIN X004 is priced by the Government at $200,000. This is a FFP NTE CLIN and will be utilized IAW PWS 1.6.2.4 for materials > $5K. Pricing will not be accomplished from the contractor toward this CLIN.
19 PWS
1.6.4.1.4
Section 1.6.4.1.4 Roof Systems ‐ …shall ensure all roof systems including gutters, fall protection, roofing is repaired and maintained IAW UFC 3‐110‐03 and 04. The present status of the majority of the built‐up roofs are beyond repair or maintenance. They also do not have fall protection installed.
What is the expectation on roofs that may already have been identified as needing roof replacement and fall protection installed?
The contractor should do everything in their power to maintain roofs in accordance with. UFC 3‐110‐03 and 04.
If the built‐up roofs are beyond repair or maintenance, they will need to be identified in BUILDER and NexGen to have projects generated to repair or replace the problem areas. If the work to be done qualifies under Column 2 of Table 1.6.1 then it will be accomplished in that method. If the work materials push the effort to Column 3 then it will be accomplished IAW PWS 1.6.2.4 and if it requires an O&A, then it will be IAW Section H and PWS 1.6.2.5. Flexibility has been considered for this effort in order to accomplish tasks.
General
Does the Government intend to allow the contractor to dispose of potential biohazardous/ hazardous waste sludge (approx. 10K gal of water and sludge) from Bldg. 726’s (Commercial Laundry Facility) solids interceptor at the installation hazwaste accumulation point?
Yes, in accordance with all local, state and federal laws
21 RFP
Section E
FAR Clauses 52.246‐2 and 52.246‐16 are applicable when the contractor will be providing to the Government, i.e., doors, refrigerator, etc. This procurement is for services with supplies being used in the performance of the supplies.
Please delete these two FAR Clauses. FAR 52.246‐2 is prescribed and included IAW FAR 46.302 and (because supplies may be furnished during the course of this effort) it is included. FAR 52.246‐16 is included for the same reason. It should not affect the contractor in any way other than to ensure compliance if supplies are ever furnished during this effort.
22 RFP
Section H FAR Clauses 52.211‐11 and 52.211‐12 are incorporated by reference. These clauses require a fill in amount for the liquidated damages that will be assessed if required.
Please provide the amount for these liquidated damages clauses. LDs are to be assessed during an O&A process, if warranted, and will be disclosed at that time.
23 RFP
Section I FAR Clause 52.216‐4 permits the price to be adjusted for materials and labor.
Please identify what method will be used to determine how the price will be adjusted, i.e., price index, catelog pricing, etc.
This clause has been removed.
24 RFP
Section I DFAR Clause 252.215‐7002 is required when certified cost and pricing data is indicated.
Please verify whether certified cost and pricing will be required. If not, please delete the clause
No, competition is anticipated and therefore it is not required.
25 PWS 1.6.4.6.2.2 Will the Government clarify if barcode readers integrate with NexGen IT? They do not integrate at this time
26 PWS
1.6.4.6.2.2 Will the Government provide barcode readers to the contractor?
Any reader would have to be provided by the contractor and compliant with any/all Government policies for such equipment
27 PWS
1.6.4.6.2.2 Will the Government supply computers and CAC Card readers for access to BUILDER and NexGen IT?
Currently the Government will only supply one computer, with CAC access, for this ability. It is believed that BUILDER and NexGen IT will be accessible with CAC access via a different terminal (contractor's computer).
28 PWS 1.6.4.1.4.3 and Appendix 4 inspect all roofs at least once annually in accordance with the inspection guidelines outlined in the BUILDER Condition Assessment Manual.
Should be BUILDER Condition Assessment Manual be included in Appendix 4? At this time the Government does not have a manual, or the ability to get a manual, to add into Appendix 4. If this changes then the Government will share the information.
29 PWS 1.6.2.3, Table 1.6.1 Each individual Work Task up to or equal to $5K is included in the Firm Fixed Price (FFP) of the contract. What is the expected total annual amount of tasks up to $5K for which the contractor should price labor and materials?
Appendix 2 states the average labor hour(s) associated with work tasks with materials > $5K is 139 hours. The material pricing is already included in the contract from the Government ($200,000) in CLIN X004. The contractor is to base their labor hours on the data provided and if, during the course of the contract, more hours are required then an REA would be contemplated. CLIN X005 allows some flexibility in process for the Government and the contractor for work that is associated with materials > $5K.
30 PWS 1.6.3 The primary focus of RCM shall be boilers and HVAC systems. The purpose of the program is to preserve system/asset function through sound maintenance practices, identify failure modes (Failures are any errors or defects, especially ones that affect the customer, and can be potential or actual), address failure modes by importance, and recommend RCM changes to the Government.
Please confirm that the Government requires a Board Certified Boiler & Pressure Vessel Inspectors.

Is the contractor to assume the Trimble GPS unit on loan will be available for use for the duration of the contract? Is entry into the manhole pits required for inspection?
The Trimble GPS unit will be on temporary loan as scheduled in the performance of the requirements in this
PWS.

Pricing – the requirement for the Certified Cost and Pricing. Please Clarify that requirement given that this is a competitive procurement. Additionally, the reference to Table 15‐1 appears to be in error. That table reflects the Solicitation Sections required and does not seem to relate to pricing. Please clarify.
