PRE-PROPOSAL CONFERENCE
SITE VISIT
SAFETY:
In case of Emergency and evacuation is necessary, exit conference room through the doors you entered and out the front door. Gather in parking lot in front of building, away from the building.
REST ROOMS:
Go straight down the hall after exiting the doors into the conference room.
Go past the entry where you came in and take the first left. Bathrooms are to your left.

THE GOVERNMENT INTENDS TO AWARD A FIRM FIXED PRICE CONTRACT FOR SABER
IDIQ – JOINT BASE ELEMENDORF-RICHARDSON
• OBJECTIVE
THE GOVERNMENT WILL AWARD PROJECTS THROUGH ISSUANCE OF TASK ORDERS
(TO’s) AGAINST THE SABER CONTRACT ON AN AS-NEEDED BASIS. THE DO’s WILL BE
ISSUED TO ACCOMPLISH “NON-COMPLEX” MAINTENANCE, REPAIR, AND MINOR
CONSTRUCTION PROJECTS. PROJECTS WILL INCLUDE TASKS IN A VARIETY OF
TRADES INCLUDING, BUT NOT LIMITED TO, FURNISHING ALL MATERIALS, LABOR,
PLANT, TOOLS,, EQUIPMENT, TRANSPORTATION, SUPERVISION, MANAGEMENT, AND
OTHER SERVICES (INCLUDING ENGINEERING/TECHNICAL SUPPORT), ITEMS, AND
INCIDENTALS NECESSARY FOR THE SUCCESSFUL COMPLETION OF EACH ISSUED
DELIVERY ORDER.

• Signed Copy of SF 1442 including acknowledgement of all amendments.
• Fax Proposals will not be accepted
• Section A – Contractor’s responsibility to check Fed Biz Ops web site for any amendments to the solicitation. (www.fbo.gov)

Section H – Performance Bonds
H-001 PERFORMANCE AND PAYMENT BOND REQUIREMENTS
(IAW FAR 28.101-2 and FAR 28.102-3) The contractor shall submit a Proposal Bond (Standard Form 24) with good and sufficient surety and sureties acceptable to the Government. Proposal Bond, in the amount $4,000,000.00 is based upon 20% of the anticipated yearly average of $20,000,000.00.
Proposal Bond penalty shall be expressed in terms of dollars and cents.
The contractor shall submit a Performance Bond (Standard Form 25) and a Payment Bond (Standard Form 25-A) with good and sufficient surety and sureties to the Government within 15 days of award.
The penal sum of such bonds will be as follows:
a. PERFORMANCE BOND: The penal sum of the performance bonds shall equal either a blanket bond amount of $20 million or a minimum $4 million which will be adjusted upward as necessary to equal 100% of the total active task orders.
b. PAYMENT BOND: The penal sum of the payment bonds shall equal either a blanket bond amount of $20 million or a minimum $4 million which will be adjusted upward as necessary to equal 100% of the total active task orders.
NOTE: An offer guarantee is required

• Make sure you carefully read this section o Part I – Price Proposal o Part II – Technical Proposal o Part III – Past Performance o Part I – Pay careful attention to what costs are included in the Coefficient o Part II - Ensure that you address each sub factor in its entirety o Part III – Submit the listing, send the PPQ to references to return to 673 CONS

BASIS FOR CONTRACT AWARD: This is a competitive best value source selection in which competing offerors' past performance history will be evaluated on a basis approximately equal to price considerations.
o TECHNICAL ACCEPTABILITY Acceptable – (meets the minimum requirements of the solicitation) Unacceptable – (does not meet minimum requirements of the solicitation) o SUB-FACTOR 1: Offeror’s Plan for Responding to Numerous Concurrent Request for Proposals o SUB- FACTOR 2: Proposed On-Site Staffing Plan

o PRICE EVALUATION FACTOR
Ranked according to Total Evaluated Price (Attachment #7) Will be evaluated for reasonableness and completeness o PERFORMANCE CONFIDENCE ASSESSMENT FACTOR Recent – Contracts completed in the last 5 years or at least 6 months of
IDIQ performance.
Relevant – Multi-discipline, similar in scope, magnitude and complexity to the effort described in the solicitation.
PRE-PROPOSAL CONFERENCE
QUESTIONS:
• Must be submitted in writing not later than 26 August 2014. We must have time to answer them and post them on www.fbo.gov.
• REMEMBER – IF A QUESTION IS NOT IN
WRITING…IT DID NOT HAPPEN!!!

ACKNOWLEDGE AMENDMENTS
It is your responsibility to read any and all Amendments and Acknowledge them in Block 19 of the SF Form 1442. If they are not acknowledged your proposal could be considered NON-RESPONSIVE.
