SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

A. THE REQUIRED RESPONSE DATE/TIME HAS CHANGED FROM 26-AUG-2009 04:30 PM TO 28-AUG-2009 02:30 PM.

B. THE FOLLOWING CHANGES/CLARIFICATIONS ARE INCORPORATED IN THE SOLICITATION AND ANY RESULTING CONTRACT.

1. Question: On framing plan sheet SF101, exterior section detail on the ends of the building (SF503-2) and main body of the building (SF503-1) do not define a roof truss blocking design. There is a detail (SF503-6) that defines 3/16" bent metal blocking between trusses 'along grids A & M'. However, this detail is not pointed to from the roof framing plan on SF101. If this is a truss blocking requirement, I would expect to see detail SF503-6 somewhere on framing sheet SF101. What is the structural engineer's truss blocking intent along grids '1 & 7'?

Answer:

Specification Section 05425, 1.1, A.: Change the term “bracing” to “construction bracing and permanent bracing”.

Specification Section 05425, 1.2, K.: Change the term “bracing” to “construction bracing and permanent bracing”.

Specification Section 05425, 1.2, K.: Truss blocking shall be added to the list of items to be designed by the cold-formed steel truss manufacturer.

Drawing SF101: Add a Section cut for Detail 6/SF503 to the North, South, East and West walls.

Drawing SF503, Detail 6: Add Grid Lines 1 and 7 to the detail. Add a note to the detail that reads “Detail applies between all trusses along Grids A and M. Detail applies to every fourth truss (16’-0” cts.) along Grids 1 and 7.”

2. Question: I wanted to get a clarification on the one-line (Drawing E-501) showing a fixed mounted main device for Panel MDP, and the specifications Section 16425 2.3D call out a Air Circuit Breaker that is a Drawout design (note Panel MDP-1 indicates a fixed mount in the diagram and specifications). Please confirm which one to quote: Molded Case Breaker Group mounted OR Power Circuit Breaker Drawout.

Answer: Provide Molded Case Fixed Mount Circuit Breaker.

3. Question: Is a public works license required?

Answer: A Public Works License is not required for contractors performing work at MHAFB.

4. Question: What is the wage rate for landscaping on this project?

Answer: See FAR Clause 52.222.6. Classifications not included in the wage determination will be processed in accordance with FAR 52.222-6 Davis-Bacon Act (See Paragraph C for specifics).

5. Question: There is no NORTH elevation for the remodeled structure. It seems apparent that there is no CMU veneer on the north side. However several of the X-section drawings do show EIFS (like the front and sides of the building). Is there any EIFS on the North side of the building other than the fascia and soffit? Please advise.

Answer: Refer to Amendment 0003, Question 27 for location of scope of work at north elevation. The EIFS wall panel and CMU veneer are NOT being applied at the north elevation. The work there is primarily refinishing, restoration and replacement of existing materials and finishes.

Question: Specification section 04340 regarding masonry products, Page 2, 2.1 A specifies ASTM C-90, Grade N, Type 1 …… Current ASTM (2007) no longer references Type 1 block with 30% moisture as a means to control shrinkage and subsequent cracking. ASTM removed the Type 1 block type in 2000 and enacted ASTM C-426 which measures linear shrinkage in block (can’t exceed .065%) to determine that a block is fully cured.

Answer: Delete reference to “Grade N, Type 1” and comply with the most recent edition of ASTM C-90.

7. Question: Specification section 16120-3 Part 3.1 Installation item D. refers to using a common neutral leg for 2 or 3 branch circuits as permitted by code. The 2008 NEC code requires the circuit breakers to be tied together or a neutral for each circuit. Is this project to be built to a prior code or does the customer have a preference on how the multi wire circuits are installed?

Answer: The project was designed per IBC 2006 following the NEC 2005. The requirements of the NEC 2008 code do not apply to this project.

8. Question: Schedule on M 601 shows 2 ea Ductless splits, but they do not show on the floor plan MH – 101. Can you address?

Answer: The ductless splits (DS-1 & DS-2) are indicated at drawings MP401 (ref. at MP101) and MP102 located at Communications Rooms 160 and 157.

9. Question: In Specification 15995 “Commissioning of HVAC Systems” Under Para 1.5 Quality Assurance…

A. Commissioning Firm - The specification requests that the firm be a member of ACG or certified by NEBB or TABB. Is a certification by LEED, BCA, ASHRAE and ASHE acceptable?

B. Commissioning Specialist – The Cx specialist shall be an ACG Certified Cx agent, NEBB qualified Cx administrator or a TABB certified Cx supervisor. Is a certification by LEED, BCA, ASHRAE and ASHE acceptable?

Answer: Contractor shall comply with requirements as stated in specifications.

10. Question: Regarding the roof construction, the specifications call out for ice/water shield on the roof deck but the plans and details make no reference to a vapor barrier of any type. This type of building detail normally calls out 6 mil visquene as a vapor barrier between the b-deck and the insulation. Ice/water shield is generally not applied to b-deck as it will tear where unsupported over the flutes and applying it over the 6" polyiso insulation has no way of mechanically attaching it. It also is calling out a snow retention system but the roof plan has none on it.

Answer: Delete the following from Specification, Section 07605:

Section 2.3.G, Ice Shield

Section 3.4, Ice Shield

Clamp-type snow guards are specified for the building but are not indicated on the roofing plans. Please refer to attached Drawing A-113 (Rev. 1) showing the location of the snow guards.

11. Question: How involved is the Commissioning Agent (CxA) to be in the contractor’s QA?

1) Will it be required for the CxA to be present for the preparatory meetings? Answer: No

2) Will the CxA be performing the initial and follow-up inspections? Answer: No

3) Will the CxA be performing general MEP & Life Safety construction QA? Answer: No

12. Question: Is a 24-gauge VS-216 standing seam roof system; 16" on-center 2: vertical seam acceptable?

Answer: Contractor shall comply with requirements as stated in specifications and drawings.

13. Question: The countertop at C/A206 is keyed 22- Wood Casework. Please clarify that the countertop is to be wood.

Answer: At elevations C & D/A-206, key note 22 pointing to countertops should be changed to key note 23, solid surface countertop/ backsplash.

14. Question: Elevation E/A206 is listed as Counter 137,140. The floor plan does not indicate anything resembling the elevated casework. Please clarify.

Answer: Casework shall be freestanding, located in the “interior” of Rooms 137 & 140. Final location to be determined later by the Contracting Officer.

15. Question: General note 5 on the finish schedule A603 notes that all interior window sills are to be SLDS. The window type page A604 details the interior windows to be synthetic stone and the exterior windows to be solid surface. Please clarify if there is a difference between synthetic stone and solid surface. Is the synthetic stone to be provided by the solid surface supplier? What are the specifications for the product?

Answer: Solid Surface materials are specified in Section 12366. Window Sills are to be solid surface material per specification Section 2.4.A. The reference to “Synthetic Stone” on Sheet A-604 should be “solid surface material”.

16. Question: There appears to be a partial wall build out at each of the stairs exiting the stage (B/A309). These are indicated to be covered with plam on all sides. It is not clear what material is to be used to cap this wall, however is it plastic laminate as the sides, wood as the platform trim, or solid surface per 4/A309?

Answer: Provide a wood (Red Oak) cap to be similar to and match the platform (stage) front edge trim, ref. detail 2/A-309.

17. Clarification: Any references in the specifications stating the Government shall provide required testing, such as Section 03001, 1.2.D and Section 05120, 1.2.D change to the Contractor to provide testing. In all cases for this project, the Contractor shall provide all required testing.

18. Add the following: Specification Section 09110, 2.1B.1.a, “Refer to drawings for specific requirements for required stud framing dimensions and gauge.”

19. Clarification: Currently the specifications for hardwood casework and cabinets, millwork and wood door veneer call for wood species to be selected by Contracting Officer. The hardwood species for all of the above shall be Red Oak. The finish color shall be selected by the Contracting Officer. Note at details E & D/ A-309 this trim material shown shall be Red Oak, minimum of ¾” thickness. At detail D, provide a minimum of 5 ½” wide trim at the back (left side) of the detail.

20. Clarification: Drawing S-001, Cold Formed Metal Truss Note #2: The Flat Roof Snow Load (Pf) value of 27 psf should be used for the roof top chord live load, NOT the minimum roof live load value of 20 psf. This will yield a Sloped Roof Snow Load (Ps) design value of 25.65 psf when multiplied by the sloped roof factor, Cs.

21. Reference Door Schedule, Sheet A-601; All wood doors shall be installed in hollow metal frames. As called for in the individual specification sections, all doors and frames shall have a factory finish. Note door #119 refers to head detail 3/A-506. Use a 4” head door frame (2” at jambs) to provide standard CMU course opening height.

22. At the Light Fixture Schedule at sheets E-603 & E-604, the following manufacturers shall be considered as equivalent for the specified light fixtures. It is the responsibility of the contractor to furnish all components and meet the performance of the specified fixture shown in the contract documents:

23. Clarification: Prospective offerors may use Past Performance Questionnaires recently submitted on similar projects; however, questionnaire must be clearly identified with solicitation number and title FA4897-09-R-0015, Repair Facility 2610. Ensure any submitted questionnaires are identical to questionnaire in solicitation FA4897-09-R-0015.

24. Question: The specified stair suppliers have submitted bids which conform to their standard product and not to the products specified in the project documents. Section 5502 (2.1-A-7) declares "Other manufacturers desiring approval comply with Section 00440". While 00440 is referenced in several other sections, it does not itself appear in the specifications document. We are requesting either 1) approval of stairs and rail as proposed by Sharon Stair or American Stair or 2) approval of Outland Steel, Inc. as a stair supplier.

Answer: The stairs are to be as specified in the specifications. See Amendment 0003 Item 28. There is no pre-approval of products. Any reference to Section 00440 should read Section 01340.
