SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
A. PROPOSAL DUE DATE IS EXTENDED FROM 17 AUGUST 2009 TO 20 AUGUST 2009.
B. THE FOLLOWING CHANGES/CLARIFICATIONS ARE A RESULT OF THE 28 AUGUST 2009 SITE VISIT. ALL CHANGES ARE INCORPORATING IN THE SOLICITATION AND ANY RESULTING CONTRACT.
1. Question: At the pre-bid I observed various wall conditions where the ceiling was removed or where it was open to structure. Are there as-built drawings that identify walls that terminate just past the ceiling and those that go to structure?
Answer: Yes, the information is available on as-built drawings; however due to multiple renovations/modifications to the building the government cannot verify the accuracy. As-Built drawings are not electronically available. Drawings may be viewed at 366 CES, 1030 Liberator St., Bldg 1300, Mountain Home AFB, ID 83648. Contact Les Mitchell, (208)828-2734 to make arrangements.
2. Question: Are there as-built drawings that identify structural conditions such as slab and concrete panel thicknesses? If not, what are the thicknesses?
Answer: The slab on grade thickness generally ranges from 4” to 6”, depending on the location. The possibility exists in some locations where the original slab was recessed and later filled in with a concrete topping. The precast concrete wall panels range from 10” to 11 ½” in thickness, depending on the location on the panel. The panels also include 1½” urethane foam insulation inside the panels.
3. Question: Davis Bacon Wage Determination, Idaho Wage Determination ID080010, Construction type: Building. Please clarify which workers rate I should use for this project.
Included with plans but it does not show workers in the Dry side HVAC industry. (Sheet metal and refrigeration workers) HVAC is a regulated trade in the State of Idaho and our wages usually parallel electrical and plumbing wages
Wet side work will be subbed out and done by plumbers at plumbing wages
Answer: Classifications not included in the wage determination will be processed in accordance with FAR 52.222-6 Davis-Bacon Act (See Paragraph C for specifics).
4. Question: Does this project require a Mechanical Permit? If yes who is the issuing agency? State of Idaho does not inspect on government property.
Answer: No, a Mechanical Permit is not required for work performed at MHAFB.
5. Question: In the specification section 02940-2 page 180 and on sheet CS104 steel edging is called out to separate the lawn and flow bed areas. Can we substitute a plastic or wood edging instead of the steel?
Answer: No, provide steel edging per specifications.
6. Question: In the specification section 02940-2 page 180 and on sheet CS104 “Perma Bark” is called out in the bed areas against the building. Can we substitute Dura Rock or another brand instead of “Perma Bark”?
Answer: If it is an “or equal” to “Perma Bark”, subject to approval during the submittal process.
7. Question: Clarification: In the specification section 02940-2 page 179 “SEED”, will hydro seeding be allowed to apply the required seeding per the specifications?
Answer: Hydro seed is an acceptable application for grass seed.
8. Question: In the specification section 02940-2 page 180 – 181 and on sheet CS104 the benches and trash receptacles list manufacturers but not a product type or model. Is there any way to narrow down the selection by listing a model number? Color? Is there any way to provide us with the product data on the existing benches and trash receptacles so we can match those items?
Answer: The trash receptacles are to be deleted, no longer included in scope of project.
Provide following bench seat as manufactured by Landscape Forms, Inc.: Gretchen series, 8’ long, steel legs, frame and armrests, with PolySite (synthetic) back and seat, or equal. Color to be selected at a later date during submittal process. See specifications for manufacturer’s contact information.
9. Question: Is a Bid Guarantee required on this project?
Answer: No, see SF 1442, Block 13
10. Question: Are Price and Technical volumes to be in separate binders/folders?
Answer: No
11. Question: What is required in the price proposal other than the Price Schedule?
Answer: Signed SF 1442, Proposal Schedule, clauses in the solicitation that require a response from the contractor.
12. Question: Can you please provide a sample Small Disadvantaged Business Participation Plan?
Answer: There is no specific format or sample of a plan. Refer to FAR Clauses 52.219-24 and 52.219-25 for guidance concerning content of the plan.
13. Question: Is it possible to protect JUST the mail boxes at the post office and rebuild the exact same facility in the event we deem it too difficult to work around or protect while removing the roof structures above?
Answer: Assume, as currently indicated in the plans and specifications, the Post Office shall remain and be protected during demolition and new construction.
14. Question: Will GF Fixtures, Storage Shelves and Furnishings now present be removed by the government, or will the demolition unit be required to remove and salvage or discard the same?
Answer: All of the fixtures, shelving and furnishings observed during the pre-bid site visit shall be removed prior to award of contract with the following exceptions (these items shall become the property of the Contractor): SEE ATTACHED LIST
15. Question: Are there any historical floor cores or do any existing “as built” plans tell us the average floor thickness (existing slab-on-grade)?
Answer: The slab on grade thickness generally ranges from 4” to 6”, depending on the location on the plan. The possibility exists in some locations where the original slab was recessed and later filled in with a concrete topping.
16. Question: What has caused the structural failure of the roof structure?
Answer: The structural characteristics of the existing structural wood roof framing were reduced because it had been treated with fire retardant when constructed and exposed to moisture over time.
17. Question: Can you provide drawings and details of the existing shoring system in place including location, number & type of towers, etc.?
Answer: Refer to attached report Emergency Roof Shoring, Facility 2610, 10 October 2007.
18. Question: Is the roof structure of the areas not currently shored structurally safe enough to work off of for demolition?
Answer: Refer to attached report Emergency Roof Shoring, Facility 2610, 10 October 2007. Refer to Drawing AD101, general note #6. The contractor shall solely be responsible for evaluation of safety conditions.
19. Question: Can you provide demolition drawings with Grid lines, so we can line up demolition drawings with structural demolition drawings?
Answer: No, that information is not available at this time.
20. Question: Does the mezzanine structure adjacent to the cold storage room to remain stay or get demolished? What about the metal mezzanine on the northwest wall near there?
Answer: Yes, the above items are included in the scope of the demolition.
21. Question: Sheet ED101 Note 6 and Sheet ED104 Note 6 states that the Base shall have first right salvage on equipment. How much will be removed by the base prior to the contractor starting the demolition work?
Answer: None is anticipated, but the Base reserves the right to claim prior to actual demolition.
22. Question: Sheet E504 Picture #4, 5, and 6 shows cables and jacks on TV & phone “NOT IN CONTRACT” what is required for this work?
Answer: Items at Sheet E-504, Details 4, 5 & 6, that are identified as N.I.C. are to be supplied and installed by the Base, which is also responsible for the termination, testing and labeling. Please refer to Sheet ET103, General Note #11 for scope definition.
23. Question: Fire Alarm Specification Section 13850-5-1.4.5.a. on page 408 calls for submittals to be supplied at bid time, this is not normal procedure for the fire alarm at bid time. 13850-5-1.6.a. also calls for a work schedule and this is also not normal procedure. Can these be done during the normal submittal process after the project is awarded?
Answer: The requirements for Section 13850, paragraph 1.4.A.5, are not required with the bid, but shall be submitted after contract award as part of the normal submittal process. The requirements of Section13850, paragraph 1.4.A.6 shall not be required, and are deleted.
24. Question: Will there be any other special permits, licenses, or other authorizations required to work onsite on the AFB on this project? If so, please list all requirements.
Answer: Reference FAR 52.236-7, Permits and Responsibilities, in the Solicitation. The following list is not all inclusive, but a sampling of what is required: reference Specification Section 01061, Environmental Guide Specification and a burn permit is required from the Fire Department for any burning, torch cutting or welding.
25. Question: Once the bid is won, will there be any bonds required up-front … and if so, please list the types and total amounts of the required bonds.
Answer: See SF 1442, Blocks 12A and 12B; FAR Clause 52.228-15; and Page 8, Section H, Bonds.
26. Question: Are there any other requirements, government, state, local or otherwise, required to bid or work on this project?
Answer: (Reference answer to question #24) and comply with all requirements of the Plans and Specifications and all state and federal laws and regulations.
27. Question: On the drawings there seems to be no North Elevation. Is there any way that I may be able to get that section?
Answer: The north elevation is not available. Sheet AD101, A-103 and A-104, General Note references Sheet A-514, which depicts work required at the north elevation. The site drawings, roof plan, etc. also reference work at this area.
28. Clarification: To any reference, in the specification and drawings, for a brand name product or specific Manufacturer and part number add the words “or equal”.
29. Clarification: Specification, Section 15970, paragraph 1.6, delete section 1.6.C. The requirements for Specification, Sections 15970, paragraphs 1.5 and 1.6 shall not be required prior to bid, but shall be included during the submittal process after award of contract.
30. Clarification: Specification, Section 15970, paragraph 2.1.A.1, add the following sentence: BackNet protocol bus shall meet ASHRAE 135-2004 standard.
31. Clarification: Specification, Section 15970, paragraph 2.1.A.2, add the following:
b. Optional:
1) Andover or equal
2) Invensys or equal
3) Siemens or equal
32. Clarification: Drawings, Sheet A-309, Details E & D, the jamb and trim shall be identified as follows: Hardwood (species as selected by Contracting Officer).
33. Clarification: Specification, Section 08700, page 9, Hardware Group HW-13:
· Exit Devices with Local Alarms to be installed at Doors 65 and 66. Alarm will not be required at Door 68.
· Fire Gaskets will be installed at interior Doors 55, 62, 66, 82 and 90.
· Weather stripping to be installed at exterior Doors 65, 68 and 113.
34. Clarification: Specification, Section 03001, paragraph 2.3.B, all max. W/C ratios shall be 0.45.
