STRAP Govt Responses
| AFCENT A6 - STRAP Support - FA4890-22-R-0004 - Question/Comment Matrix | |||||
| Q# | Doc | Pg # | Par. # | Comment/Question/Recommendation | Government Response |
| 1 | Attachment 1 - Performance Work Statement (PWS) | 15-16 | 4.3 | 4.3 GOVERNMENT FURNISHED SERVICES |
Recommendation: Industry recommends the following addition:
| “4.3.1.5 The Government will designate a COMSEC support activity. The designated COMSEC support activity will provide routine and urgent COMSEC support, to include COMSEC equipment provisioning and repairs, as well as other required cryptographic materials for the duration of the contract.” | We have taken this under advisement and are researching the appropriate action. No changes will be made to the current FA4890-22-R-0004 requirements. | |||||
| 2 | Attachment 3 – Section L – Instruction to Offerors | 1 | 2nd on page | SPECIAL NOTICES TO OFFERORS states: |
"The Offeror shall submit documentation of an active FCL with proposal."
| Question: Please clarify if this documentation is to be submitted within Volume 1 Factor 1 – Technical, and if so, will it be excluded from the 15-page limitation and can be submitted as an appendix? | Yes, submit FCL within Volume I - Technical. FCL will be excluded from the Volume I page count. | |||||
| 3 | Attachment 3-Section L- Instructions to Offerors | 1 | 5th on page | Use of Non-Government Advisors states: |
"Non-government personnel will be used on the source selection evaluation team. The non-government advisor may have access to all aspects of the offeror’s proposal except for past performance information. The non-government advisor will not be allowed to determine strengths and weaknesses, establish initial or final assessments of risks, or actually rate or rank offerors’ proposals. The non- government advisor will not take part in discussions, should the Government choose to open discussions."
Additionally...
The RFP indicates that the non-government advisor company non-disclosure agreement (NDA) is included in the solicitation. The paragraph goes on to state "If offerors object to the company listed as participating on the Source Selection Team, the offeror must send their objection to the contracting office point of contact immediately. Otherwise, the offeror should sign and submit the completed NDA along with the proposal. Failure to submit the completed NDA(s) along with the proposal may result in the offeror being ineligible for award." The reference NDA does not appear to be included in the subject RFP.
Questions:
Q1. Will the Government provide a Point of Contact within that company (Kapsuun Group, LLC) to negotiate the execution of the NDA to be completed prior to the submission?
Q2. How does the Government intend for offerors to submit the Fully Executed NDA with the company? Will instructions be provided?
Q3. Is Fully Executed NDA included as part of the proposal? Would the NDA be attached as an exhibit as part of the proposal submission? The non-government advisor company Non-Disclosure Agreement (NDA) is included in Amendment 1 to the RFP. Offerors will provide a fully executed NDA on proposal submission as an exhibit.
4 Attachment 3-Section L- Instructions to Offerors 2 4 1.0 GENERAL INSTRUCTIONS; Section 1.4 states:
"Offerors shall acknowledge awareness of all amendments to the solicitation by signing and dating Page 1 of each Standard Form 30, Amendment of Solicitation/Modification of Contract, and including it in proposal Volume III - Price".
| Question: Will the Government confirm that the signed SF30 pages will be excluded from the 15-page Volume III Price Narrative restriction? | The signed SF30 pages will be excluded from the 15-page Volume III Price Narrative restrictions. | |||||
| 5 | Attachment 3-Section L- Instructions to Offerors | 4 | 3.1 | 3.0 SUBMISSION OF PROPOSALS; Section 3.1 states: |
"Submit electronic copies of each proposal volume via DoD Secure Access File Exchange (SAFE) (https://safe.apps.mil/) using Microsoft Word 2013 or later and/or searchable Adobe PDF Version XI or later for the Volumes, except for the Excel Pricing Template in Volume 3 – Price Proposal, which shall be submitted in MS Excel format only. Offerors shall NOT submit any documents in PDF that cannot be electronically searched. Files shall be named in an unambiguous manner, using plain language text, which facilitates the evaluator’s ease of accessing the files for evaluation. Include the file name in the header of each document. DoD SAFE submission notifications shall be sent to desmond.awadzi@us.af.mil and lisa.cauldwell@us.af.mil. Offerors must submit a point of contact name and corporate email (not gmail, .yahoo, etc.) to the PCO and CM’s identified in L-2.1 to receive the DoD Safe Link in order to submit a proposal, no later than (NLT) 5 calendar days from the proposal due date. Use https://safe.apps.mil/about.php, if you need full instructions on how to use DoD SAFE."
| Questions: If the SAFE method of transmission fails, will the Government be willing to accept an alternative form of delivery? For example submission via email using encrypted and password protected files? | DoD SAFE is the required mode of transmittal of proposals. Offerors should email the POCs referenced in the Section L, para 3.1, if there are any difficulties in transmitting the proposal. | |||||
| 6 | Attachment 3 – Section L – Instruction to Offerors | 5 | 4.2 and 4.3 | Section 4.2 Proposal Volumes states: |
"Proposals shall be prepared in three separate and distinct volumes:
Volume I (Factor 1) – Technical Volume II (Factor 2) – Past Performance Volume III (Factor 3) – Price/Cost"
Additionally, Section 4.3 Proposal Format, Pages Not Included in Page Count states:
The executive summary, organizational chart, list of abbreviations and acronyms, and cross-reference matrix will not be included in the page count.
Questions: Will the Government clarify what volume (I, II, or III) should the Executive Summary be submitted in?
Or is the Executive Summary to be submitted as a stand alone document? Submit executive summary as a stand alone document.
Organizational chart and cross-reference matrix shall be included in Volume I.
Abbreviations and acronyms shall be provided in each volume containing abbreviations an acronyms.
7 Attachment 3 Section L 10 7.1.2 7.0 INSTRUCTIONS FOR VOLUME III (FACTOR 3) – PRICE/COST; Section 7.1.2 states:
"Labor pricing shall reflect, by PWS task, the proposed labor categories and skill levels, number of full time equivalents, productive hours, and direct and fully burdened rates (by category and skill level. Estimated overtime (hours worked in excess of a standard 40-hour workweek) per labor category/skill level for services performed within the Continental United States (CONUS) shall be included in the FFP line item."
Recommendation:
| Industry recommendation is to include OCONUS location as well to this section (as follows). "Section L 7.1.2 Labor pricing shall reflect, by PWS task, the proposed labor categories and skill levels, number of full time equivalents, productive hours, and direct and fully burdened rates (by category and skill level. Estimated overtime (hours worked in excess of a standard 40-hour workweek) per labor category/skill level for services performed within the Continental United States (CONUS) and (OCONUS) shall be included in the FFP line item." | Section L 7.1.2 contains an error. It should read " Estimated overtime (hours worked in excess of a standard 40 hour workweek) per labor category/skill level for services performed within Continental United States (CONUS) shall be included in the CR line item." This has been corrected in Amendment 1 to the RFP. | |||||
| 8 | Attachment 3-Section L- Instructions to Offerors | 11 | 7.2 | Section 7.2 Representations and Certifications states: |
Complete the required Representations and Certifications or indicate if information is contained in the System for Award Management (SAM) located at https://www.sam.gov.
Comment:
| Offeror assumes statement can be made in cover letter on the confirmation that the necessary Reps and Certs are in SAM and updated accordingly, rather than completing section K - Representation, Certification, and other Statement of Offerors within Attachment 8. Please confirm. | The offeror has an option to either complete the required Representations and Certifications or indicate if information is contained in the System for Award Management (SAM) located at https://www.sam.gov. | ||||
| 9 | Attachment 2- Pricing Template | ~ | Comment: The current pricing template provided in the RFP contains circular reference errors, does not provide a tab for CLIN 0004, and indicates offerors must provide indirect rates and other information buildup costs which are not typical for a competitive FFP submission. |
Question: Will the Government revise the spreadsheet to correct the error references and to reflect a competitive FFP submission pricing model? Please confirm the initial pricing spreadsheet and narrative are not subject to FAR clause 15.403-4. Circular reference errors have been corrected.
Costs and buildup for overtime (CLIN 0004) are located on the "Labor" tab; the tab has been modified to calculate both CLIN 0001 (straight labor) and CLIN 0004 (overtime labor). This change allows visibility into the cost and buildup for overtime; however, for overall pricing, the Overtime CLIN will remain a NTE Plug value. Follow all pricing instructions and evaluations requirements in Section L: para 7.1.4 and Section M: para 3.3.2 to ensure the Government can determine reasonableness, realism and balance IAW 3.3.1 of Section M. Per Section L, para 7.1.4 other than certified cost or pricing is requested at proposal submission. When required, the Government may request certified cost or pricing data.
Indirect rates and other buildup costs shall be provided as requested.
An updated Pricing Template is included with Amendment 1 to the RFP.
10 Attachment 8_Solicitation - FA489022R0004_SF 33_Signed 115 ~ Notices to Offerors includes DFARS Clause 252.215-7009 Proposal Adequacy Checklist.2014-01 included which indicates bidder is to complete the checklist as part of the submission. Clause states the following "The offeror shall complete the following checklist, providing location of requested information, or an explanation of why the requested information is not provided. In preparation of the offeror's checklist, offerors may elect to have their prospective subcontractors use the same or similar checklist as appropriate."
Comment: This part of the RFP requests that offerors complete the proposal adequacy checklist, offeror assumes that the populated checklist would be included as an addendum to the Pricing Narrative, with no impact to page count. Please confirm. Proposal adequacy checklist, is excluded from pricing narrative page count and can be included as an addendum.
