About this file
This pricing template workbook and accompanying performance work statement provide details for the Surveillance Tracking and Radar Processor contract opportunity with the United States Air Force Air Combat Command. Key requirements include engineering, technical, and logistics support services to maintain surveillance and tracking radar processors and associated infrastructure. Support is needed to route radar data to air traffic control and command and control facilities supporting the US Central Command area of responsibility in Southwest Asia and bordering regions. Pricing templates include labor rates, material costs, travel expenses, and indirect rates for the base year and up to four option years. Contract type will be a mix of firm fixed price and cost reimbursement.

LABOR_RATES WORKSHEET INSTRUCTIONS
This worksheet lists PWS task/functions and contractor proposed labor categories and associated direct and fully burdened labor rates by performance period.
Notes: Complete the "Labor Indirect (Wrap Rate) Multipliers" table in the "Indirect_Rates" worksheet before editing this worksheet. Fully burdened labor rates are calculated based on the values in that worksheet. Each row must have a unique LCAT ID number.
General:
Enter annual labor escalation rates for option years in the corresponding cells at the top of the table, if applicable.
Do NOT edit values in the LCAT_ID, PWS, PWS_LCAT, Site columns, if Government provided.
Enter contractor's proposed labor categories in the Contractor_LCAT column, mapped to the corresponding equivalent PWS Task Description.
Unused levels may be left blank, but do not delete the rows.
Note: The PWS_LCAT entries refer to PWS functional requirement/task titles.
Select "Yes" in the Key Personnel column if the labor category is a proposed key position; otherwise, leave blank.
Select the burden pool for each labor category.
Enter direct (unburdened) labor rate for each Contractor_LCAT in the DirectLabor0 column. By default, option period direct labor rates (DirectLabor1, DirectLabor2, DirectLabor3 and DirectLabor4 ) will calculate based on their corresponding escalation rate. Validate/update entries as required.
By default, fully burdened labor rates (the Burdened0, Burdened1, Burdened2, Burdened3, Burdened4 values) will calculate based on the labor wrap rate multiplier for the burden pool selected. Validate/update entries as required.
Enter remarks in the Notes column.
Default formulas: (Modify and/or correct formulas as required.)
• DirectLabor0 = Manual entry (Enter proposed Direct Labor Rates for each labor category in this column.)
• Burdened0 = DirectLabor0 * Wrap Rate Multiplier for the selected burden pool
• DirectLabor1 = DirectLabor0 * Escalation Rate
• Burdened1 = DirectLabor1 * Wrap Rate Multiplier for the selected burden pool
• DirectLabor2 = DirectLabor1 * Escalation Rate
• Burdened2 = Direct Labor2 * Wrap Rate Multiplier for the selected burden pool
• DirectLabor3 = DirectLabor2 * Escalation Rate
• Burdened3 = DirectLabor3 * Wrap Rate Multiplier for the selected burden pool
• DirectLabor4 = DirectLabor3 * Escalation Rate
• Burdened4 = DirectLabor4 * Wrap Rate Multiplier for the selected burden pool
(Note: OT_Burdened0, OT_Burdened1, OT_Burdened2, OT_Burdened3 and OT_Burdened4 columns are cleared of any values and hidden. These columns are not applicable based on this task order's solication instructions and/or CLIN structure.

Labor Wrap Rate Example (For illustrative purposes only.)
Fully burdened labor wrap rate: Allocation base + Fringe Cost + Overhead Cost + G&A Cost + Profit Example Formula Build-up:
• Labor Cost (allocation base) = Direct Labor, or = 1 (...or 100%)
• Fringe Cost = Direct Labor Cost * Fringe Rate, or = (1 * Fringe Rate)
• Overhead Cost = (Direct Labor Cost + Fringe Cost) * Overhead Rate , or = ((1 + (1 * Fringe Rate)) * Overhead Rate)
• G&A Cost = (Direct Labor Cost + Fringe Cost + Overhead Cost) * G&A Rate , or = ((1 + (1 * Fringe Rate)+((1 + (1 * Fringe Rate)) * Overhead Rate)) * G&A Rate)
• Profit = (Direct Labor Cost + Fringe Cost + Overhead Cost + G&A Cost) * Profit Rate, or = ((1 + (1 * Fringe Rate) + ((1 + (1 * Fringe Rate))*Overhead Rate) + ((1 + (1 * Fringe Rate)+((1 + (1 * Fringe Rate)) * Overhead Rate)) * G&A Rate)) * Profit Rate) Default Labor Pool1 Wrap Rate Formula Text (Cell C35):
=ROUND(100% + (100%*C6) + ((100% +(100% *C6))*C11)+ ((100% +(100% *C6)+((100% +(100% *C6))*C11))*C$21) + ((100% +(100% *C6)+((100% +(100% *C6))*C11)+((100% +( 100% *C6)+(( 100% +( 100% *C6))*C11))*C$21))*C$22),4) In the example formula above, 100% represents labor allocation base. Labor_Summary Worksheet
This worksheet summarizes the offeror's proposed labor (FTEs, hours, and Price) by the PWS task(s) and performance period.
PWS task numbers are Government provided. Do NOT modify.
Ensure the Labor_CONUS, Labor_OCONUS worksheets are complete. Values are automatically calculated based on data in those worksheets.
Manual input on this worksheet should not be required.
Note: Base and Option period amounts in the Totals table should be equal to the corresponding totals on the Overall_Summary worksheet. If these totals do not match, ensure the correct PWS references are selected for each entry on the Labor worksheet.
