Attachment 3 – Section L – Instruction to Offerors
This solicitation will not permit foreign Contractor participation. This requirement involves direct support to Ninth Air Force (9AF) Air Forces Central Command (AFCENT) Surveillance and Tracking Radar Processors (STRAP). The procurement will require the disclosure of classified military information and controlled unclassified information in which Foreign Contractors are considered non-qualified suppliers and thus are prohibited from submitting proposals.
SPECIAL NOTICES TO OFFERORS
This solicitation is to provide AFCENT STRAP Support Services in several locations in the United States Central Command (USCENTCOM) Area of Responsibility (AOR).
At proposal submission, the Offeror shall possess a “SECRET” facility clearance (FCL) to assume contract tasks and responsibilities. If an Offeror does not have this level of clearance at the time of proposal submission, the proposal will NOT be evaluated and is not eligible for award. The Offeror shall submit documentation of an active FCL with proposal. The Government will NOT sponsor Offerors for a FCL.
At proposal submission, the Offeror shall possess a DCSA-cleared facility and CSA-approved safeguarding capability up to the Secret level that meets NSA/CSS criteria. A contractor COMSEC account is required to store accountable COMSEC material at their cleared facility in the performance of this contract. If an offeror does not have this type of facility and COMSEC account and provide documentation with their proposal the proposal will NOT be evaluated and is not eligible for award. For Joint Venture arrangements: when all individual members possess the aforementioned security requirement and the joint venture does not, such proposals will be deemed acceptable.
The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs incurred in the development of the proposal. This solicitation will not permit foreign contractor participation. Foreign contractors will not be permitted as the prime contractor due to the required security classifications.
Use of Non-Government Advisors. Non-government personnel will be used on the source selection evaluation team. The non-government advisor may have access to all aspects of the offeror’s proposal except for past performance information. The non-government advisor will not be allowed to determine strengths and weaknesses, establish initial or final assessments of risks, or actually rate or rank offerors’ proposals. The non- government advisor will not take part in discussions, should the Government choose to open discussions. The non-government advisor is from the following company:

2.5 Award without Discussions. The Government reserves the right to award without discussions. Therefore, the offeror’s initial proposal should contain the offeror’s best approach/terms for technical and price; however, despite this intent, the Government reserves the right to conduct discussions if the Source Selection Authority (SSA) determines they are necessary. If the SSA determines that discussions are necessary, a competitive range will be established. 3.2 Offerors are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete proposal. Failure to furnish a complete proposal at the time of proposal submission may result in the proposal being considered non-compliant to the Government and eliminated from consideration for award. Late proposals will be processed in accordance with FAR 52.212-1(f) “Late submission, modifications, revisions, and withdrawals of offers.” The Government will retain the unopened proposal; however, the proposal will not be evaluated or considered for award.

• Name, title, and signature of person authorized to sign the proposal. Proposals signed by an agent shall be accompanied by evidence of that agent’s authority, even if that evidence has been previously furnished to the issuing office.
3.4 Disposition of Proposals. In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful proposals.
4.0 PROPOSAL PREPARATION INSTRUCTIONS
4.1 The following instructions prescribe the format for proposals, and describe the approach to be used for the development and presentation of the proposal data. The proposal shall include all information requested in the specific instructions. Failure to include all information requested may adversely affect the evaluation. A proposal that merely reiterates or promises to accomplish the requirements of the PWS will be considered unacceptable. A proposal that is orderly and sufficiently documented will enable the Government to easily understand the proposal and perform a thorough and fair evaluation of it. The Government may incorporate into the contract by reference or full text portions of the successful Offeror’s proposal as revised and supplemented through the final proposal revision that is submitted in response to the solicitation.
4.2 Proposal Volumes. Proposals shall be prepared in three separate and distinct volumes:
Volume I (Factor 1) – Technical Volume II (Factor 2) – Past Performance Volume III (Factor 3) – Price/Cost
4.3 Proposal Format. The proposal shall be submitted in electronic format only, per L-4.4; text type size shall not be smaller than Microsoft Word Times New Roman or Arial Narrow, 11 point font, single column, normal proportional spacing and one inch (1”) margins (top, bottom, left and right). The text for charts, tables, graphs, and figures shall be no smaller than Microsoft Word, Times New Roman or Arial Narrow, 8 point font. Text lines and table lines of text shall be single-spaced. Information submitted shall not exceed the page limits stated below for each volume.
What Counts as a Page. Page layout paper size shall be 8 ½” x 11” and portrait. Pages formatted in landscape, as a fold-out, shall not exceed 11” x 17” and shall count as two (2) pages. Fold-outs shall be kept at a minimum, and shall be used only where a table or other graphic cannot be accommodated by a single 8-1/2” x 11” page. All material shall be contained within the page limit identified for each volume, and all appendices, charts, graphs, diagrams, tables, photographs, drawings, etc., are included in the page count, with exception of items stated in the next paragraph.
Pages Not Included in Page Count. The executive summary, organizational chart, list of abbreviations and acronyms, and cross-reference matrix will not be included in the page count.
Covers for volumes, tables of contents, indices, title pages, and section dividers/tables will not be included in the page count if they are inserted solely to provide ease to the reader in locating parts/sections of the proposal. They will be counted if they contain any other information, e.g., diagrams, extraneous data, etc. Pages marked “This page intentionally left blank” and without any additional information will not be counted.
4.4 Copies and Page Limits. Evaluators will only read up to the maximum number of pages specified. If the page limit is exceeded, the excess pages will be removed from the proposal and returned unread to the Offeror. Copy requirements and page limitations are as follows:
Document Title Page Limit Executive Summary n/a Volume I – Technical
Technical Proposal 15 pages Cross-Reference Matrix n/a Abbreviations and Acronyms n/a
Volume II – Past Performance Past Performance Contract Reference Sheets 10 pages for each reference Subcontractor/Teaming Partner Consent Form Letter 1 page for each subcontractor Organizational Change History, if applicable n/a Abbreviations and Acronyms n/a
Volume III – Price/Cost Pricing Worksheet in Excel n/a Price Narrative 15 pages Abbreviations and Acronyms n/a
4.5 Cross-Referencing. Offerors shall not cross reference between Volumes I, II, and III. Each Volume shall be written on a stand-alone basis so that its contents may be evaluated without cross-referencing to other Volumes of the proposal. Information required for proposal evaluation, which is not found in its designated Volume, will be assumed to have been omitted from the proposal.
4.6 Exceptions. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications and technical requirements, in addition to those identified as evaluation factors or sub factors. Failure to meet a requirement may result in an offer being ineligible for award. If the Offeror finds it necessary to take exception to any of the requirements specified in this solicitation, the Offeror shall clearly identify the applicable Volume and exception(s) with a complete explanation of why the exception was taken, what benefit accrues to the Government (if any), and its impact, if any, on the performance, schedule, price and specific requirements of the solicitation. Exceptions, if any, shall be provided within the Executive Summary. Offerors are cautioned that taking an exception may render the offer ineligible for award. If the Offeror takes no exception to any of the stated requirements in the solicitation, a statement to this effect is required within the Executive Summary.
5.0 INSTRUCTIONS FOR VOLUME I (FACTOR 1) – TECHNICAL
5.1 To facilitate the evaluation, the Technical Volume should be specific, detailed, and complete to clearly and fully demonstrate that the Offeror has a thorough understanding of the requirements to accomplish the effort. This volume of the proposal shall consist of the Offeror’s technical approach, addressing risk management or mitigation strategies, if applicable. The Offeror shall provide a clear and concise description of how the Offeror plans to meet or exceed the requirements of the RFP, specifically identifying any innovations or efficiencies that would result in cost reductions, cost avoidance, or qualitative improvements resulting in a benefit to the Government in relation to the PWS and the technical evaluation sub factors. The Government is the sole arbiter of whether or not qualitative improvements represent a benefit to the Government. Statements that the Offeror understands, can, or will comply with the PWS (including Air Force (AF) publications, technical requirements, etc.); statements paraphrasing the PWS or parts thereof (including applicable AF publications, technical data requirements, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used” etc., will be considered unacceptable. Offerors should note that data submitted prior to the proposal submission, including data submitted for current contracts and other solicitations, will not be considered in the Government’s evaluation. Therefore, such data should not be relied upon, nor incorporated in, the Technical Volume by reference. Offerors shall address the requirements noted in this section by imperative verbs regardless of whether such requirements are preceded by “the Offeror shall”. The Offeror’s proposal shall, at a minimum, be prepared in a form consistent with the Technical Criteria set forth in Section M, Evaluation Criteria, of this solicitation. All information that the Offeror deems appropriate to address for this factor and sub factors must be included in the proposal in an orderly format. The Technical Volume shall address all the technical sub factors. This volume shall not contain any pricing data.

5.2.5 Cross Reference Matrix (Section L: Attachment 1). The Offeror shall complete the cross reference matrix with proposal reference as it relates to the PWS, Services Summary, Section L and Section M.
6.0 INSTRUCTIONS FOR VOLUME II (FACTOR 2) – PAST PERFORMANCE
6.1 Past Performance Contract References. Offerors shall provide Past Performance Contract References (Attachment 2). Offerors are limited to submitting a maximum five and a minimum of two past performance contract references; at least two past performance references shall be from the Prime. References shall be on contracts with a completed Contractor Performance Assessment Report (CPAR). If submitting a reference that is exempt from submitting a CPAR, provide valid contact information for the cognizant Government point of contact (POC). Provide a past performance contract reference for any teaming partner, joint venture, and/or significant subcontractors that will perform more than 20% of this effort. If the past performance contract reference is an overarching Indefinite Delivery/Indefinite Quantity (ID/IQ) or Blanket Purchase Agreement (BPA), the Government will only assess performance at the ID/IQ level and not performance on each individual underlying task/delivery order. If offerors would like an assessment of an individual task/call/delivery/purchase order, the Offeror shall submit that as a separate past performance contract reference.
6.2 Past Performance Recency. Recency is defined as past or present (on-going) contract with a minimum 12 consecutive months of performance, performed within 3 years of the date of this solicitation. References for contracts with less than 12 months of performance will not be considered.
6.3 Past Performance Relevancy. Offerors shall submit PPI references on contracts relevant to this solicitation. Relevant (or similar scope) work is defined as:
a. Functional and technical experience in RADAR sensor data format, both standard (i.e. CD- 1, CD-2, ASTERIX, and ASR-9) and non-standard; and
b. Experienced with the following ancillary RADAR equipment: TDX-2000, BDX-2000, Position Plan Indicators, C-Scopes, G-Scopes, New Technology RADAR Display, and various mosaic RADAR displays (i.e. Microprocessor En Route Automated Terminal System, Tactical Display Framework, Multi Source Correlator Tracker (MSCT)); and
c. Experience configuring and optimizing systems to support airfield operations and any command and control (C2) correlator tracker requirements; and
d. Experience integrating various ATC and C2 long-range RADAR sensors and networking components with ATC Systems, C2 Centers (i.e., BC3-Ts) and RADAR displays; and
e. Ability to capture required RADAR sensor data, analyze the sensor data, perform serial to internet protocol (IP) conversion and re-configure the sensor format, without modifying the payload data to provide the required information to be displayed at remote locations; and
f. Provided network engineering to design, optimize and route information through various networks, both secured and unsecured; and
g. Have remote monitoring capability of integrated organic and non-organic networks; and
h. Experience integrating and troubleshooting Identification Friend or Foe (IFF) Modes
(including Mode 5) to support ATF and C2 requirements; and
i. Experience in RADAR network engineering and integration; and
j. Mobilizing to, and performing temporary duty within, the USCENTCOM AOR.
6.4 Quality of Products or Services. The past performance evaluation conducted in support of a current source selection does not establish, create, or change the existing record and history of the offeror’s past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the offeror performed those past contracts. The Past Performance Evaluation Team will review all past performance information collected and determine the quality of the offeror’s performance, general trends, and usefulness of the information and incorporate these into the performance confidence assessment. A separate quality assessment rating is not assessed, rather, the past performance confidence assessment rating is based on the offeror’s overall record of recency, relevancy, and quality of performance.
6.5 Subcontractor Consent. Past performance information concerning subcontractors and teaming partners cannot be disclosed to a private party without the subcontractor's or teaming partner's consent. Since past performance information is proprietary source selection information, the prime contractor must submit, with their proposal, subcontractor's/teaming partner’s consent for the Government to disclose its past performance information to the prime during exchanges and debriefs. Reference Attachment 3 for a sample Subcontractor/Teaming Partner Consent Form Letter.
6.6 Organization Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a chart or schedule describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance assessment. Since the Government intends to consider present and past performance information provided by other sources as well as information provided by the Offeror(s), your chart or schedule should be specifically applicable to the efforts you identify and general enough to apply to efforts for which the Government receives information from other sources.
6.7 Past Performance Information from Other Sources. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; the Defense Contract Management Agency (DCMA); and interviews with Program Managers, and Contracting Officers.
6.8 Responsibility Determination. Even though the assessment of past performance is separate and distinct from the Determination of Responsibility required by FAR Part 9.1, PPI references contained herein may be used to support the Determination of Responsibility for the successful Offeror.
7.0 INSTRUCTIONS FOR VOLUME III (FACTOR 3) – PRICE/COST
7.1 Offeror’s shall use the STRAP Excel Pricing Template provided by the Government (Attachment 4) and provide a separate Pricing Narrative (backup pricing data/basis of estimate).
Submit price proposal on a Firm Fixed Price (FFP) and Cost Reimbursable (CR) basis. The price proposal submission shall be clear, concise, and provide sufficient detail so the Government can ensure that the proposed price reflects the work to be performed. The proposal shall contain complete pricing for all PWS requirements. Aspects of the Offeror’s Price Proposal may become part of the winning Offeror’s contract, when awarded, and thereby will become part of the terms and conditions, for the life of the contract.
7.1.1 The attached STRAP Excel Pricing Template shall be utilized. The burden of ensuring the information contained and submitted is complete, mathematically accurate and free of errors, rests exclusively with the Offeror. Pricing errors that materially affect the pricing may be grounds for exclusion from the evaluation.
7.1.2 Labor pricing shall reflect, by PWS task, the proposed labor categories and skill levels, number of full time equivalents, productive hours, and direct and fully burdened rates (by category and skill level. Estimated overtime (hours worked in excess of a standard 40-hour workweek) per labor category/skill level for services performed within the Continental United States (CONUS) shall be included in the FFP line item.
7.1.3 Pricing for Transition/Phase-In, if proposed, shall be on a FFP basis. Pricing for Labor shall be proposed on a FFP basis. The Government will provide plug-in numbers for all Cost Reimbursable (CR) CLINs.
7.1.4 The price narrative shall clearly explain the Offeror’s pricing methodology. When required, the Government may request certified cost or pricing data in accordance with FAR 15.403-4; however, supporting data/other than cost or pricing data is requested. Supporting data shall include, at a minimum, a breakdown of fully burdened rates (i.e., Fringe, Overhead, G&A and other indirect rates or pools; overtime rates; profit or fee; and other factors) and breakout of Other Direct Costs. The Government reserves the right to request additional pricing information after receipt and evaluation of proposals through interchanges.
7.1.5 Do not submit technical proposal information with this volume.
7.2 Representations and Certifications. Complete the required Representations and Certifications or indicate if information is contained in the System for Award Management (SAM) located at https://www.sam.gov.
