QUESTIONS RECEIVED AFTER PRE-PROPOSAL CONFERENCE
Question 82 In light of the multiple modifications to the RFP and PWS resulting from the questions to contracting reviewed in yesterday’s pre-proposal conference, will the Government consider an extension to the proposal submission deadline, in order to allow time for bidders to incorporate the upcoming modifications into their proposals?
Answer: No
Question 83 Section 5.3, Proposal Format, page 155 The proposal text shall be printed single-sided. Type size for text shall not be smaller than Microsoft Word Times New Roman 12 point font, single column, normal proportional spacing and one inch (1”) margins (top, bottom, left and right). The text for charts, tables, graphs, and figures shall be no smaller than Microsoft Word, Times New Roman or Arial Narrow, 8 point font. Text lines and table lines of text shall be single-spaced. Page color for each page of the proposal submission shall be white or ivory stock only. Information submitted shall not exceed the page limits stated below for each volume.
Due to the number of employee labor categories, CLINs, differing labor distribution to both individual labor categories and individual employees, and the detail of labor manning information necessary to present the government with a complete Manning plan, the Offeror requests permission to provide an accompanying MS Excel workbook as an acceptable file format “attachment” for the Volume I Technical, not included in the proposal page count.
Answer: The Government has already determined the 80-page limit to the Technical Volume is sufficient.
Question 84 Reference: PWS para. 1.3.3. and 6.2. Subfactor A Aspect 1 and 2 in the RFP). The issue is that the 1.3.3.
PWS ask seems to includes Aspect 1 from the PFP even though the TWMP is entirely in Aspect 2. So currently I might be putting much of this info into 1.1. as a Manning Workload Analysis (noted below in purple) and then either repeating myself / expanding a little for 1.2. TWMP (in red). Your thoughts on how this would be easiest for you to read most gratefully received?
PWS:
1.3.3. Training Workload Management Plan (TWMP). The contractor shall develop and submit a plan concurrently to the CO with their proposal. The Contractor shall provide updated versions to the Government within 15 calendar days of implementation by the Contractor. This plan shall outline the management approaches, methods, innovations and policies for ensuring all required work will be accomplished, in accordance with this PWS. This plan shall include:
(1) Workload analysis and long range planning, as well as proposed scheduling procedures.
(2) Manning workload table that clearly identifies all proposed manning, manning mix, full and part-time employees for both CAT, CWD, and support requirements at each site.
(3) CWD development chart that clearly outlines the estimated development time in hours/hour of courseware for all types of courseware required by this PWS and identifies the percentage breakdown of work for each skill category on the CWD team and ISME support.
(4) Table that details how an employees work year is broken down to include scheduled leave, holidays, ancillary training, and direct work that make up a "2080 hour" standard work year.
RFP:
Aspect 1 – Manning Workload Analysis
a) Demonstrates a detailed CAT manning workload analysis that clearly explains all proposed manning, manning mix, full and part-time employees (if used), for CAT instruction and management at each site.
Your CAT man year calculations will include all direct, indirect and ancillary time; scheduled leave, holidays, and any other workload capability. The analysis should show how offeror arrived at proposed manpower ensuring all PWS requirements are met.
b) Presents a detailed courseware manning workload analysis for all courseware requirements. Explain the proposed development time in hours for each lesson instructional hour, providing a percentage breakdown of each proposed courseware skill for each type of courseware, and clearly identified proposed manpower for each skill to meet all PWS requirements.
c) Demonstrates a clear understanding of formal training unit support position workload and proposed manning meets PWS requirements.
Aspect 2 – Training Workload Management Plan
a) Training Workload Management Plan approach clearly demonstrates methods, innovations and policies which ensure all required work is accomplished IAW the PWS.
b) Provides detailed breakdown of each CAT/CWD manning position and the number of personnel required for each position.
c) Demonstrates effective processes for daily and long range scheduling that mitigate risk associated with workload fluctuations or other factors to ensure all PWS work is accomplished.
Answer: The Manning Workload Analysis Aspect of the Technical evaluation requires the contractor to fully explain, in detail, how they arrived at the number of employees per skill as identified in the PWS. Aspect 1 requires an analysis of each type of work (sub-aspect a, b, and c) to be fully analyzed. Aspect II, the TWMP requires the contractor's management plan on how to meet all requirements in the PWS to include: approach, methods, innovation and policies, long range planning and the detailed breakdown of your proposed manning. Sub aspect b of Aspect 2 does require some overlap. The Government’s intent is for the data from Aspect 1 to feed into Aspect 2b. Therefore, this aspect (2) does not require the complete analysis in the aspect, just the overall number of your proposed manning to meet the PWS.
Question 85 Reference: Section 6A, Specific Instructions to Offeror, Section 6.2, Subfactor B, Aspect 3 - Transition Plan. Is it the Government's intent that offerors provide a fully autonomous Transition Plan under this section of the proposal, or should this section of the offeror's response highlight the most relevant content of the Transition Plan that will be executed upon award? Does the Government expect the Transition Plan provided with the proposal to be a fully functioning document that will be taken directly from the proposal and implemented "as written" upon contract award?
Answer: The intent of the transition plan is for the contractor to provide all the actions they will take to be ready to perform all PWS requirements on 1 Oct. The government expects the contractor to have interaction to include but not limited to the program office and the sites. Yes, the approved Transition plan is expected to be implemented as written and accepted by the Govt.
Question 86 Reference: Q&A_20Feb.pdf, Question #1 Per question 1 in the Q&A, the government responded, “SQP will apply for the appropriate skill level”. Will the government provide the number of instructors currently being paid SQP and what type of SQP? If not, will the government allow a REA post award for any SQP that was not bid, but the employees currently earn, due to government not releasing this information?
Answer: No, the current contractor’s manning mix is considered proprietary. The Government will not allow an REA postaward for SQPs.
Question 87 Reference: Pricing How does the government plan on evaluating price reasonableness and realism when number of instructors receiving SQP has not been disclosed? This poses an unfair advantage to incumbent contractor. Will the government consider making SQP cost reimbursable post award?
Answer: The mix of personnel per the PWS para 1.3.3 is up to the contractor. All offerors are provided the same information and does not pose an unfair advantage to any offeror. The Government will not allow cost reimbursable on SQP post award.
Question 88 Reference: Q&A_20Feb.pdf, Question #61 In regards to question 61, will bidders price be deemed unacceptable if it is found that L/R SQP was not priced for every instructor at Creech? How will the government evaluate bidders to ensure this SQP was included at Creech?
Answer: No, however the offeror’s proposed mix of personnel must meet the PWS workload requirements and comply with the CBA. The government will evaluate bidders IAW RFP Section 6A, paragraph 8.4.
