Questions & Answers

27 March 2017

No

REFERENCE

(PWS, RFP, etc.)

COMMENT/QUESTION GOVERNMENT RESPONSE

PWS page 5, paragraph 2.1, 11th bullet

This bullet states: "Notify the CO of direction received from USG personnel, to include direction that the Contractor considers outside the scope of PWS requirements prior to performing the work." Is the contractor to notify the CO every time a task is received from the Government and if so, how soon after the task assignment is the notification to take place and in what format?

Notify the Contracting Officer if direction is provided to the Contractor if the contractor considers the direction outside the scope of PWS requirements prior to performing the work.

PWS page 6, paragraph 2.2

This paragraph states: "The contractor shall assign a contractor lead if the program management capability is not located at the principle place of performance described in paragraph 2.0." However, there is no place of performance described in paragraph 2.0 of the SOW.

Paragraph 2.0 is the incorrect reference, the correct reference is paragraph:

3.6 Duty Location. Performance under this effort is required both within

CONUS and OCONUS, with the vast majority of work occurring

CONUS. The principal place of performance is within 10 miles from

Building 664, 129 Andrews St. (Suite 110), Joint Base Langley-Eustis

(JBLE), VA 23665-2788.

PWS page 8, paragraph 2.3.1

This paragraph states: "Additionally, duties and responsibilities described in

PWS paragraphs 2.2.1 – 2.2.12 shall apply." Is this intended to require the

Civil Engineering Assistant to have the expertise and capability to perform all of the Acquisition Management Pre- and Post-Award activities in addition to the Civil Engineering activities?

Yes, the Civil Engineering Assistant is required to have the expertise and capability to perform all of the Acquisition Management Pre- and Post-

Award activities in addition to the Civil Engineering activities

PWS page 12, paragraph 2.6.2, 13th bullet

Please clarify the acronym "UDM" The acronym UDM is Unit Deployment Manager

PWS page 13, paragraph 2.7.2

This paragraph requires the contractor to "provide construction subject matter experts". However, the education/experience requirements for the Quality

Assurance positions, paragraph 2.7, does not require any construction-related education or experience. Are the personnel required for the construction delivery inspection different than those required for the quality assurance positions?

For PWS paragraph 2.7.2 Construction Delivery Inspection, the positions identified in PWS paragraph 2.3 and 2.8 (if exercised) will be used to perform construction inspections

PWS page 22, paragraph 5.7.2, 3rd bullet

This bullet requires the contractor to provide the database identified in PWS paragraph 2.5.2. It appears that the current database is maintained by the current contractor. Will the data from the current database be provided to the new contractor to populate the new database?

Yes, all information/data will be transferred to the new contractor

PWS page 22, paragraph 5.8, 1st bullet

This bullet requires the contractor to identify and secure venues for UNCLAS and SECRET events. Can the Government identify where these events will occur (e.g. NCR, Langley area, etc.)

No, there is not a list of locations where the events will occur. Past events have occurred at Langley AFB, Newport News VA, Tampa FL, and Doral

FL to name a few; however, future events could take place at any location in CONUS or OCONUS

PWS page 22, paragraph 5.8, 3rd and 4th bullets

Are the materials the contractor is to create and distribute, CD's, exhibit materials, posters/place cards, etc. provided by the Government or is the contractor to furnish them and if the contractor is to furnish are the costs for the materials reimbursable?

Yes, the contractor may be required to create and distribute, CD's, exhibit materials, posters/place cards, etc. and the materials are cost reimbursable

(CLIN 0004)

PWS page 23, paragraph 5.11.5

Can the Government define what is considered "billable Equipment"?

Any equipment the government directs the contractor to purchase.

REFERENCE

(PWS, RFP, etc.)

COMMENT/QUESTION GOVERNMENT RESPONSE

PWS page 33, paragraph 10.5.2 Can the Government clarify their meaning of the term "cross-teaming"?

The term cross-teaming is defined as any teaming agreement to include agreements with subcontractors

RFP, Section B, pages 6 & 7

CLIN X015 and X016 series reference PWS paragraph 2.12 for Contract

Administration Support (2 FTEs) and Contract Administration Support (1

FTE). We assume the Government meant to reference PWS paragraph 2.11

Contract Administration Support?

The correct reference is 2.11. See Amendment 0001.

PWS 10.5, pages

31&32

Do the deliverables listed in paragraph 10.5 have an associated CDRL number assigned?

No, there are no associated CDRLs or Data Item Descriptions (DIDs)

RFP, Section B, pages 3-7

CLINS 0005-0016 are labeled “Option”, but they appear to be in the base period. Please clarify if these CLINS represent activities in the base period or option periods.

CLINS 0005-0016 are optional CLINS in the base period.

RFP, Section B, pages 3-7

CLINS 0005-0016 are labeled “Option”, but they appear to be in the base period. Please clarify if these CLINS represent activities that are unfunded.

CLINS 0005-0016 are optional CLINS in the base period.

15 RFP, Pg. 41

The Government referenced the DD Form 254 in the solicitation but it is not included in the attachments. Can the Government provide the required DD

Form 254 to offerors?

Draft DD254 is included in Amendment 0001.

16 RFP, Pg. 41

Section B base period CLINs lists a quantity of 10 months and the phase in period is listed at 14 days in the PWS. These quantities would appear to leave a gap in coverage for the Government. Given this is a FFP LoE contract, and the awardee will only be paid on hours work, we suggest the base period

CLINS be change to 12 months to provide adequate ceiling and consistency in offerors cost models. If the Government is unwilling to change the 10 months quantity, will the Government advise offerors how to address the perceived gap in coverage in their pricing model?

There is no gap in performance. The POP is as follows:

Phase In: 12-MAY-2017 TO 26-MAY-2017

Base: 27-MAY-2017 TO 22-MAR-2018

OY1: 23-MAR-2018 TO 22-MAR-2019

OY2: 23-MAR-2019 TO 22-MAR-2020

17 PWS, Section 3.2

Section 3.2 of the PWS lists a standard work week as 40 hours, but additional language indicates a significant amount of extended workweek (EWW) hours will be required. Given that this position is listed as its own CLIN, and offerors have been instructed to use a 1920 hours productive man year, there is an execution risk concerning available hours. Will the Government please clarify if hours should be adjusted in the offerors bid accordingly?

The PWS has been updated to remove the 1920. The Level of Effort is the

# of FTEs. See revised PWS in Amendment 0001.

18 Section B

CLINs 0004, 1004, 2004 only reference cost “IAW PWS paras 4.0, 5.7, and

5.8. These references indicate cost associated with the Department of State uplifts are a not covered in the only Cost CLIN listed but question 10 in the latest round of Q&A stated all OCONUS uplifts are CR. Will the Government please clarify which specific CLINs cost reimbursable (CR) uplifts are covered under?

When travel is required and the DSSR is applicable, the costs will be on a

CR basis (CLIN X004).

19 PWS, Page 15

Since the minimum of 5 years’ experience required for 2.9.2 HQ AF CD/CN

Support is specific to DoD Counter narcotics and aligns to the CN&GT scope of work, will the Government consider personnel that meet the education requirement OR minimum of 5 years’ experience in DoD Counter narcotics?

No, a baccalaureate degree in Business, Public Policy or an associated field and 5 years’ experience in the DoD Counternarcotics are the minimum requirements.

REFERENCE

(PWS, RFP, etc.)

COMMENT/QUESTION GOVERNMENT RESPONSE

20 PWS, Page 14

Since past experience in Central Asia and DoD Title 10 Section 1004 infrastructure projects for 2.8 Regional Quality Assurance Engineer best aligns to the CN&GT scope of work, will the Government consider personnel that meet the education requirement OR minimum of 10 years’ experience with past experience in Central Asia and DoD Title 10 Section 1004 infrastructure projects required?

No. The requirements identified in paragraph 2.8.1 and subparagraphs are the minimum requirements.

21 PWS, Page 16

PWS 2.10 Consolidated Financial Execution System (CFES) is a specific

CN&GT system and software that is not commonly used across other DoD organizations. Will the Government accept personnel that have experience with similar financial data management systems that interface to other DoD and ERP systems?

No, two-year’s of experience working with the CFES systems and software is the minimum requirement.

22 PWS, Page 18

PWS 2.11 Contract Administration Support requires a minimum of three (3) years prior/demonstrated experience with using the DoD Standard

Procurement System Procurement Desktop-Defense program. Since this system has gone through many releases and ultimately is to be replaced, will the Government accept experience using other DoD procurement and acquisition systems used for processing acquisition actions such as Federal

Procurement Data System –Next Generation (FPDS -NG)?

PWS paragraph 2.11 has been updated to include “or equivalent”. See revised PWS in Amendment 0001.

23 PWS, Page 31

The Table 2 – Deliverables specifies Management/Staffing Plan and

Organizational Conflict of Interest (OCI) Plan to be submitted as part of the proposal. The OCI Plan appears to align to the requirements for Vol. I, Technical Subfactor 2. Does the Management/Staffing Plan align to Vol. I, Technical Subfactor 1: Technical/Staffing/Management Approach? If so, is a separate Management/Staffing Plan not required?

The Management/Staffing Plan does not have a maximum page count and shall be included as a separate attachment. The Management/Staffing

Plan is not part of the technical evaluation. The Management/Staffing Plan is not an addendum to the Offerors technical proposal.

PWS, Page 31 &

Table 2 – Deliverables specifies that the Management/Staffing Plan be submitted as part of the proposal. Can the Government please clarify the page limit and in where in the respective volume this plan should be included?

The Management/Staffing Plan does not have a maximum page count and shall be included as a separate attachment.

25 PWS, Page 32

10.5.1 Management/Staffing Plan specifies the requirement of a “Listing of all personnel involved in contract execution…”. Since not all CLINs will be executed at contract award, can the Government please clarify the personnel details that are required for this plan for the proposal submission?

The positions that are under an Optional CLINs do not have to be represented in the Management/Staffing Plan. However, the Offeror’s technical proposal shall address all positions.

26 Section L-5.3.1 Can we use another clear, readable font of equal size other than Times New

Roman, for example, Calibri or Arial ?

Times New Roman is the required font.

Section L-7.3.1

Subfactor 1, bullet

The requirement states, “Describe how candidates meet the minimum KSA’s required in the PWS. In this section of the Technical Volume, there is no mention of resumes, so can the government please clarify what they are looking for here? What would be a description or demonstration of KSA’s? Do we list all positions and then the names our recruited candidates for each position, and list the KSA’s of each candidate, as opposed to a resume? Please clarify.

A resume is not required. A list of positions and associated qualifications

(KSAs) for the employee filling that position is sufficient.

COMMENT/QUESTION GOVERNMENT RESPONSE

28 Section B

Given the FFP-LOE nature of the effort we have two questions:

1. Should the appropriate unit of measure be hours vice months?

Will the government be including within the contract the total LOE hours to be delivered for each CLIN?

The level of effort is the # of FTEs vs. hours. This is not a labor hour contract, therefore the unit of issue is months.

Section B, Attachment 3, PWS 2.1

Section B of the RFP indicates that PWS Section 2.1 should be priced under

CLIN 0001 in the base period (CLINs 1001 and 2001 in the Option Periods), however this PWS element is not included in the X001 Price detail shown in the “CLIN Summary” tab in Attachment 3. Please confirm that, if the

Offeror’s accounting system treats program management as a direct cost rather than an indirect cost, Offeror’s can revise Attachment 3 to include the price for

PWS 2.1 in the price for CLIN X001.

The Offeror can propose program management as you deem necessary.

The CLIN Summary tab shall not be changed.

Section F, CLIN

The Phase In POP for CLIN 0017 is shown as 12-MAY-2017 to 26-MAY-

2018 which appears to be a typo. Please confirm that the correct POP is 12-

MAY-2017 to 26-MAY-2017.

The correct POP for Phase in is: 12-MAY-2017 TO 26-MAY-2017. See

Amendment 0001.

Section I, 252.215-7009

(Proposal

Adequacy

Checklist) (page

29 of 71)

Please confirm that a completed Proposal Adequacy Checklist is not required with the March 31 proposal submission.

Proposal Adequacy Checklist is not required to be submitted with the

Offeror’s proposal, however if the Government requires Certified Cost and

Pricing Data the checklist will be required.

Section L, Attachment 3

Pricing Template, & PWS 2.8

Regional Quality

Assurance

Engineer

Tashkent, Uzbekistan

The OCONUS positions may be eligible for pay differentials, COLA, and other allowances or uplifts. Pay differentials are treated as wages subject to payroll taxes.

a) Are the OCONUS uplift costs included in the plug numbers provided in the CR CLINS or should they be proposed as part of the labor cost?

b) If an offeror includes these costs as part of labor in their accounting practices, will the government state which Foreign Service premiums should be included?

c) If one Offeror proposes these costs as labor and another Offeror assumes they will be part of the government-provided ODC plug number, how will the government evaluate each Offeror’s TEP to ensure consistency under the LPTA evaluation criteria?

OCOUNS uplifts are included the plug numbers. Besides Government directed travel, the only requirement that may be eligible for pay differentials is PWS paragraph 2.8.

Section L

Attachment 3, Pricing Table

On the Labor tab, the multiplier for the Base Period is shown as 1920, however the POP for the base year is only 10 months (27-MAY-2017 through 22-MAR-

2018). Since this is a FFP-LOE effort, should Offeror’s use 1600 hours for the base period (1920 hours per year divided by 12 months times 10 months)? If not, please provide the expected number hours per FTE for the base period to ensure consistency among Offerors.

1920 is there for an example. Offerors shall use the hours that make up a

FTE based on the Company’s accounting practices.

Section L-3.1

Are there any file size or other restrictions that Offerors should be aware of when sending proposals via e-mail?

Files over 5GB cause issues sometimes. It is the Offerors responsibility to follow-up to ensure the proposal was received by the Government.

REFERENCE

(PWS, RFP, etc.)

COMMENT/QUESTION GOVERNMENT RESPONSE

35 Section L-3.4.2 Describe/list what the Customer considers appropriate evidence of the agent’s authority to sign the proposal?

A statement from your company that states the agent has the authority to sign the proposal.

Section L, L-9.1 and Attachment 3, Pricing Table

Section L-9.1 states (emphasis added) that “A Not to Exceed (NTE) amount of

$300K per year has been pre-established for Travel, Miscellaneous

Equipment/Supplies/Materials and Event Coordination and Support Cost

Reimbursable CLINs. This NTE amount is to be included in the offerors proposal with the application of indirect rates added to the pre-established amounts. Offerors shall not change the pre-established NTE amount for the CLINs.

Offerors shall provide the following per RFP Section B and Pricing Table (the table is provided as the template/format for submission; the burden of providing mathematically accurate and complete pricing proposals (total overall evaluated price) using the format provided in Attachment 3, Pricing

Table, rests with each Offeror)”

In Attachment 3, the amount for Travel is provided in the Subtotal with the applicable indirect rates included in the Total Travel Cost. However, for the

Miscellaneous & Event tab, the plug amount is entered in the Total Cost

AFTER the application of indirect rates and profit. We have 2 questions:

1. Should Offerors move the plug number to the subtotal column G and apply indirect rates/profit to the Total Price reflected in Column J? This would ensure that the burdens have been applied correctly.

If Offeror’s burden Direct Materials differently than ODCs may we allocate a portion of the government plug number to Direct Materials vs ODCs and if so, can the government provide an approximation of the split between Materials and ODCs?

1. The Pricing Table has been updated. Please see Amendment 0001.

2. A split cannot be provided. Offerors shall apply applicable indirect rates to the plug number. Please note: This CLIN is for Government directed/approved Travel, Equipment, Supplies, Materials, and Event

Coordination and Support.

37 Section L, L-9.3.7

1. Will the government provide additional guidance and specify the applicable Host Nation Laws and designated operational area performance considerations the Offerors/Contractors are required to follow?

2. Is there an active SOFA Agreement which can be provided?

Are additional DFAR 225.3 Clauses to be incorporated into this solicitation and/or contract award?

1. No. The CN&GT program and associated task orders operates in a multitude of countries and the locations vary by year and COCOM directives. To date we have performed work or been required to travel to

6 of the 7 continents (less Antarctica).

2. No. There is not an active SOFA agreement that can be provided.

DFARS 252.225-7040 was added to the RFP. Additionally, 252.225-

7980, 252.225-7995, and 252.225-7987 were also added.

Section L, 52.215-

20 (Requirements for Certified Cost or Pricing Data or

Information Other

Than Certified

Cost or Pricing

Data) (page 64 of

71)

1. Please explain the requirement to provide certified cost or pricing data or information other than certified cost or pricing data. We assume there would be at least the expectation of adequate competition, especially since

52.215-1 (Instructions to Offerors—Competitive Acquisition) is included in the solicitation. The inclusion of 252.215-7008 (Only One Offer) in

RFP Section I provides that, after initial submission of offers, the Offeror agrees to submit additional data, as requested.

We respectfully request that 52.215-20 be removed from the solicitation due to the competitive nature of the solicitation.

Offerors are required to submit Other than Certified Cost or Pricing Data to support the proposed price. If no exceptions apply and if necessary, the

Government will request Certified Cost And Pricing Data. See L-9.2.

COMMENT/QUESTION GOVERNMENT RESPONSE

39 PWS 3.6 & 5.10

Are costs associated with contractor site (such as rent costs, office supplies/computers, chairs desks, and equipment, etc.) part of the miscellaneous CLIN NTE amount of $50,000?

The CR CLIN is for Government directed/approved Travel, Equipment, Supplies, Materials, and Event Coordination and Support. Items such as such as rent costs, office supplies/computers, chairs desks, and equipment, etc. would be considered part of the Offeror’s overhead.

RFP Section B, Attachment L.3 –

Pricing Sheet

Section B provides 10 months for the base period, while attachment L.3 pricing sheet provides 12 months for the base period (Cells E26 and F26 on

“Labor”; C12:D12 on “Total_Contract_Summary” ). Attachment L.3 sheet

“CLIN Summary” has a comment in cell G3 that says, “Use only if transition/mobilization period is outside the Base Period of Performance.

Otherwise leave blank.” Would the government clarify the discrepancy?

The base period is 10 months

The transition period shall be no greater that 14 days prior to base period of performance.

Q&A, Question

No. 25

Are DBA, passports, visas, etc. considered a miscellaneous expense or a travel expense for the Regional Quality Assurance Engineer (PWS 2.8).

All travel related expenses (i.e. DBA, passports, visas) shall be invoiced against the travel CLIN

Attachment L.3 –

Pricing Sheet

Attachment L.3, “CLIN Summary” shows that CLIN X004 incorporates PWS sections 4.0, 5.7, and 5.8 for all contractor furnished equipment. Will this extend to include PWS sections 5.9 (Information Systems) and 5.10

(Contractor Facilities)?

The CR CLIN is for Government directed/approved Travel, Equipment, Supplies, Materials, and Event Coordination and Support. Items such as such as rent costs, office supplies/computers, chairs desks, and equipment, etc. would be considered part of the Offeror’s overhead.

Attachment L.3 –

Pricing Sheet

Will the government clarify the equations on Attachment L.3 on the “Labor” sheet in cells: N7:Q7; N33:Q33; N59:Q59; N85:Q85) The Pricing Table has been updated. See Amendment 0001.

PFP Section M

3.3

Will the government incorporate FAR 15.305 (a)(2)(iv) into this LPTA evaluation? Resulting in the following added to Section M of the RFP: “In case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR

15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the contest of acceptability/unacceptability, “unknown” shall be considered “acceptable”.

The language has been added to the RFP.

45 Q&A

The Q&A was released on January 31, 2017. In this Q&A, questions 1-4 reference previous Q&A questions that took place prior to January 31, 2017.

Will the government re-release the first round of Q&A in addition to the Q&A released on January 31, 2017?

All the Q&As are posted on FBO.

RFP Section B &

Pricing Template

The pricing template indicates 1920 hours and a 12 month Period of

Performance in the base year.

Section B indicates 10 months in the base year. Which document should overrule the other (RFP Section B vs. Template).

The base period is 10 months, RFP Section B is correct. The Pricing

Table has been updated. See Amendment 0001.

47 PWS, 2.5.2, 5.7.2

The Government mentions a complex, cloud structured government database used to house counter narcotics metrics information and store USG owned data.

Given this PWS requirement is listed as a contractor maintained and programmed database, would the Government please provide the name and description of the database?

The database resides on the AWS GovCloud which can be accessed via any computer connected to the internet and the user having the appropriate credentials. This position must be familiar with maintaining databases in the AWS GovCloud environment and familiarity with ASP.NET is required

(PWS, RFP, etc.)

COMMENT/QUESTION GOVERNMENT RESPONSE

48 PWS

Please clarify the Government’s intent in the removal of PWS 8.2 and making it reserved - Does the contractor not have to provide all support previously identified in PWS para 8.2?

The requirement under PWS Para 2.8 for (1) Optional FTE for Regional

Quality Assurance Engineer is not removed. This optional position has been updated and resides at the contractor facility principal place of performance within 10 miles of Building 664 (with frequent travel to

CENTCOM countries). The GFE/support previously outlined under Para

8.2 has been removed as it is no longer applicable.

RFP, Section L attachment 3

Currently Section B CLIN 0019 is identified as transition/phase in period, however that CLIN is not listed/identified in the updated Section L attachment

3 pricing table. Will the Government provide a revised pricing table including

CLIN 0019?

Within Section L - Atch 3, Pricing Table (Excel); All CLIN 0019 costs shall be proposed in the Phase-in portion of the Labor tab. Offerors shall then provide those costs in cells H4:H23 of the CLIN Summary Tab.

RFP, Section L attachment 3

The updated Section L attachment 3 pricing table identifies CLINs x005, x006, x007 has being in the base for support and CLIN x008 as being an optional

CLIN. However Section B of the RFP shows those CLINs as options and the language in the revised PWS SECTION 2.2 (10 FTEs including options) does not identify how many of the 10 “Program Support; Acquisition Management

Pre- and Post-Award Activities” FTEs are now base or Options. Will the

Government provide clarification on which CLINs and which FTEs are options?

CLINs X005, X006, X007 & X008 are all Optional CLINs, however, see note in Pricing Table CLIN Summary tab. A revised PWS, and Atch 3

Pricing Table are provided to correct these discrepancies.

Amend 1

Section L, Attach

3 Pricing Table and PWS Page 6, ¶2.2

Amendment 1 PWS ¶2.2 indicates 10 FTE (including Options); Section L

Attach 3 Pricing Table shows 9 Required FTE and 1 Option FTE.

Original RFP PWS ¶2.2 indicates 10 FTE Options; Section L Attach 3 Pricing

Table has 10 FTE but does not indicate if Required or Option.

Please clarify for PWS ¶2.2 the number of Required FTE and number of

Option FTE. Update as necessary Section L Attach 3 - Pricing Table.

See Question #50. CLINs X005, X006, X007 & X008 are all Optional

CLINs. A revised PWS, and Atch 3 Pricing Table are provided to correct these discrepancies.

52 RFP

Due to the little time left remaining for the current due date and the remaining questions that needed to be answered, will the Government please grant a 2 week extension for proposal submissions?

See revised RFP – A0003: A three calendar day extension has been granted, proposals are now due 1100 EDT, 03 Apr 17.

53 PWS

With the removal of PWS para 8.2, then the language for the Regional QA

Where the RFP states the QA Engineer must perform work at “home base,” does that mean at the AMIC building or at the contractor’s specified location for this location?

CLINs X017 and X018 are Optional. A revised PWS is provided to correct these discrepancies.
