Industry Questions (Q) and Responses (R) 3 Feb 17
1. Q. PWS Paragraph 2.1.1 requires offerors to establish a "Program Management Office" with staff and equipment. Paragraph 2.5.1 indicates potential key positions of Program Manager, Deputy Program Manager, Aircraft Maintenance Manager, Aircrew Manager, Quality Manager, Training Manager, Logistics Support Manager, and Deployment Coordinator among others.
Will the government consider establishing a Program Management Task Order or IDIQ level CLIN to segregate and identify the cost of Program Management apart from operational Task Order pricing?
R. The Government will not establish a separate Program Management Task Order or IDIQ‐level CLIN.
2. Q. Will Aircraft Structural Integrity Program (ASIP) maintenance be required on this contract?
R. Yes, ASIP is an O‐level requirement.
3. Q. What level of back‐shop support is currently handled by the Navy and AF, at Sigonella and Guam, will transition to this contract, i.e., tire change, batteries, sheet metal, etc.?
R. The contractor will be responsible for changing RQ‐4 aircraft tires. Full wheel and tire assemblies are provided through normal supply channels. There is no RQ‐4 backshop battery requirement. AGE, Structural Maintenance, and Metals Technology will be Government provided services.
4. Q. Will Global Hawk Non‐Destructive Inspection (NDI) be included on this contract?
R. RQ‐4 NDI will be a Government provided service.
5. Q. Are you still planning on having site visits?
R. Yes, the Government is planning on site visits with dates TBD.
