APPENDIX A

DEFINITIONS, ABBREVIATIONS & ACRONYMS

GENERAL DEFINITIONS

AUTOMATED CIVIL ENGINEERING SYSTEM (ACES): ACES is a web-based database that tracks USAF civil engineering projects. The system tracks projection completion dates, progression, milestones, and costs. It is a tool for major command leadership to plan for future budget requirements.

AUTOMATED DATA PROCESSING EQUIPMENT (ADPE): Any equipment or interconnected system or subsystems of equipment that is used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception, of data or information by a Federal agency, or under a contract with a Federal agency which requires the use of such equipment, or requires the performance of a service or the furnishing of a product which is performed or produced making significant use of such equipment.

BEYOND LINE OF SIGHT (BLOS): A radio frequency zone where telecommunications transmitters and receivers are too far away to communicate with each other due to the curvature of the earth or a natural or manmade obstruction.

CONTRACT DATA REQUIREMENTS LIST (CDRL): A list of the data requirements that are authorized to be acquired for a specific acquisition, which are made part of the contract. This list is prepared on DD Form 1423 and includes all forms of data (e.g. reports, lists, computer software, etc.).

EQUIPMENT AUTHORIZATION INVENTORY DATA/DOCUMENT (EAID): A document that lists authorized equipment account thresholds and on-hand equipment stores for a given governmental organization.

GOVERNMENT FURNISHED EQUIPMENT (GFE): Equipment Authorization Inventory Data/Document (EAID), non-EAID, and government leased equipment in the possession of, or acquired by, the government and subsequently delivered or otherwise made available to the contractor. GFE examples include items such as Test, Measurement, Diagnostic Equipment (TMDE), telephones, copy machines, and personal computers.

GOVERNMENT FURNISHED MATERIAL (GFM): All tangible property of the Government furnished to the contractor, including both property acquired by the Government and delivered to the contractor, and property acquired by the contractor for the account of the Government. Also called Government Furnished Property (GFP).

HIGH FREQUENCY GLOBAL COMMUNICATIONS SYSTEM (HFGCS): A series of High- Frequency band communications systems located at 13 locations around the world that enable ship and airborne vessels to communicate via the HF frequency spectrum. HFGCS stations each consist of a high-power transmitter site and a receiver site at least 10 nautical miles away.

MAINTENANCE & REPAIR (M&R): To keep in existence or continuance; preserve, retain;

to restore to a sound condition after damage, i.e., to mend.

MINOR CONSTRUCTION (MC): Building a new facility or infrastructure or modifying, adding to or otherwise altering an existing facility or infrastructure

NATIONAL STOCK NUMBER (NSN): A 13-digit number that the federal government assigns, for purposes of identification and inventory control, to every piece of supply, equipment and material that it uses and buys.

NETWORK CONTROL STATION (NCS): The central command and control facility for the HFGCS series of stations around the world. The NCS is located at Andrews AFB, MD (designated ANCS) and it is a 24-hour facility manned by USAF personnel. An alternate network control station is located at Grand Forks AFB, ND (designated GFNCS).

PART NUMBER (P/N): A number, up to 21 positions, other than a NSN, used to identify an item of production, either by itself or in conjunction with other reference numbers, to identify an item of supply. This is also referred to as a reference number.

PRECISION MEASUREMENT EQUIPMENT LABORATORY (PMEL): A laboratory having adequate facilities to perform qualification testing. PMEL is also called TMDE. Testing laboratories are classified as follows:

a. Government or official laboratory - A laboratory operated by or under contract to a National Government;

b. Other than Government or official laboratory - A laboratory operated by the manufacturer or subcontractor.

PUERTO RICO STATION (PRS): One of the 13 HFGCS stations (consisting of transmit, receive, and control sites) around the world responsible for overlap coverage of the Eastern United States that reaches into South America. The transmit site is located at Isabela, PR and the receive/control site is located at Salinas, PR.

REAL PROPERTY (RP): A facility provided by the federal government for purposes of storage, administrative functions, and HFGCS operations. RP is not transportable.

REAL PROPERTY ACCOUNTABLE OFFICER (RPAO): A federal government representative responsible for tracking government RP.

REAL PROPERTY INSTALLED EQUIPMENT (RPIE): Equipment that has been installed for purposes of maintaining back-up power generation support, environmental conditions, and any new construction to existing facilities.

REAL PROPERTY SIMILAR EQUIPMENT (RPSE): Items found in kitchens, i.e., ice machines, freezers, microwaves. These items can be installed in the facility, but would not be considered part of the building structure.

ROUTINE MAINTENANCE: A work order performed on HFGCS equipment when the system is currently operational and the work order performed brings the system back to 100% capability status. Routine maintenance is usually performed during Equipment Code Green or Amber conditions.

SYSTEM CAPABLE OF PLANNED EXPANSION (SCOPE) COMMAND: The name of the equipment that supports the HFGCS global mission. The official equipment designator of the SCOPE Command equipment is AN/GRC-244.

SYSTEM PROGRAM OFFICE (SPO): The organization responsible for long-term sustainment, operations and maintenance policy of the HFGCS global network. A SPO is responsible for programming, budgeting, and planning for long-term sustainment of an operational weapon and/or support system. A SPO is most often times comprised of a conglomeration of various career fields to field an assortment of issues.

URGENT MAINTENANCE: A work order performed on HFGCS equipment when the system is currently not operational or is partially operational and the work order performed brings the system back to 100% capability status. Routine maintenance is usually performed during Equipment Code Red conditions.
