• USAF and DoD's world-wide high powered, high frequency Command and Control (C2) network
• Beyond Line Of Sight (BLOS) interoperable voice and data communications for strategic and tactical forces
• Provides Mystic Star, Executive C2 and NC3 support
• Primary Customers
• President (On board Air Force One), SECDEF
• MAJCOMs: ACC, AMC, AFSPC, PACAF, USAFE
• Coast Guard

HFGCS Mission
HFGCS Network
• Consists of 3 CONUS and 11 OCONUS remote stations connected to the Network Control Stations (NCS) at Andrews AFB, MD and Grand Forks AFB, ND
• 24/7 operations controlled remotely by radio operators at the NCSs
• Remote stations consist of HF transmitters, receivers, control sites and antenna farms
• Equipment maintenance at stations
• Local unit personnel (military, civilian or contractors)
• Puerto Rico, Ascension, West Coast (Transmitter) contracted
HFGCS Management
• Lead Command – AFSPC CYSS/CYO Scott AFB, IL
• Performs as AF HF Global System Manager
• Provides operational procedures and policy
• HFGCS SPO – AFMC AFLCMC/HBDHA Tinker AFB, OK
• Responsible for sustainment, logistics and modernization efforts
• SCOPE Command contractor is Rockwell Collins
• MAJCOMs/Operating Commands

• Navy wanted to cease HFGCS-PRS operations in FY05
• AF/IL, ACC/CV, AMC/CV determined sites mission essential
• ACC/A6N & AMC/A6N worked with Navy to exercise contract options to cover FY06 and FY07
• AMIC awarded FA4890-08-C-0011 to GLS-Cambridge JV on 21 Aug 08

Current HFGCS-PRS Contract
• Scope of Work
• On-site HFGCS system, antenna, generator, grounds, and facilities maintenance
• Includes the Isabela transmitter site and Salinas receiver/control site
• Utilities are not included in the current contract
• Early renovation/construction efforts in current contract not included in the recompetition
Recompete Contract Scope
• Contractor will be responsible for providing a high level of organizational maintenance support for the HFGCS-PRS sites at Salinas and Isabela, Puerto Rico to include operations and maintenance of all System Capable Of Planned Expansion (SCOPE) Command equipment, associated communications systems and antennas in accordance with (IAW) applicable Air Force Technical Orders (AFTO) and commercial manuals, all facility maintenance and management, and supply support.

• Program Management - Offeror’s personnel qualifications are sufficient to accomplish maintenance of HFGCS systems (transmitters, receivers, voice and digital data interface, and antenna maintenance in accordance with T.O. 31R2- 2GRC244) and management oversight per PWS Paragraphs
2.0 & 3.0
• O&M - Offeror demonstrates ability to meet requirements through its proposed approach per PWS paragraphs 3.1-3.3, 3.6-3.8 and Section B, Service Summary
• Technical proposal shall identify the Management Structure which includes their Quality Control Plan, the Transition Plan, Technical Capability (appropriate manning and skill mix) to fully meet all taskings under the resulting contract, and procedures for ensuring efficient property control of government furnished equipment to include at a minimum inventory, safeguarding, and management of all assigned government property to include disposition if applicable.
• Factor 2 – Past Performance
• Assesses offeror’s probability of meeting the minimum past performance solicitation requirements
• References must be RECENT
• Minimum of 12 months performance within 3 years of RFP release date
• References must be RELEVANT
• Relevancy Criteria – Provide O&M services or other multi-dimensional services similar to the size, scope and complexity of HFGCS program
• Managed operations and maintenance of high frequency antennas and equipment
• Similar in magnitude and scope of current requirement
• Quality of performance will be used when determining Past Performance evaluation
• Factor 3: Price
• Fair and Reasonable (price analysis) IAW FAR 15.404
• Adequate price competition is expected
• Comparison of the proposed prices
• Comparison with historical pricing
• May require field pricing support if adequate price competition not obtained
• Prices will be determined to be reasonable, realistic, and balanced through price analysis

• Award will be made on the basis of the lowest evaluated price of proposals meeting technical and past performance acceptability standards
