24-Jun-16 | Reference your response to Advance Conference Question #16 concerning the FTE Security position at Langley. Govt Response: The security manager positon at Langley historically was the central security position for the overall contract. He was the liaison with all the other security managers at other sites as well as the security personnel at ACC HQ as such it has been viewed by previous contractors as an FTE position. If in your proposal development you can provide support that this could be considered an additional duty we will entertain your recommendation. | In the PWS, paragraph 4.1.5.6. SECURITY states. The contractor will designate an individual who will process security clearance paperwork for their contract employees to include filing and following-up on clearance requests in the absence of a site FSO. For Langley AFB, VA, F-22A MTC, security is a dedicated position with duties IAW Appendix 5. a. Please clarify if Langley requires a full time dedicated Security position. | a. The Security position at the Langley F-22 MTC is indeed a Full Time Position. Please Note: The response to Advance Conference Question #16 has been changed.
27-Jun-16 | PWS 1.2.3.6 TMS/LMS. | a. There was some concern during the pre-proposal that the TMS/LMS software/data/etc. to be turned over by the incumbent contract may not be complete to permit seemless transition. Recommend the Government verify (with the incumbent contractor) there are no files in the current system that will be withheld at transition, claiming proprietary, which will cause delay in TMS/LMS stand-up. | a. The current TMS/LMS system database is stored as “.dbf” files in an Oracle 11g database. The current contractor will provide the database, data and files at the termination of the contract. The current contractor has stated that there is no proprietary data on the system. Report files are formatted as “.rptdesign” files and are held within a .zip file. These files will be delivered on a CD or DVD. There currently are 31 report files and they can be accessed using B.I.R.T. report designer or Plateau Reports Designer software packages.
27-Jun-16 | PWS 1.2.3.6 TMS/LMS. | There was discussion concerning the number of different bidding teams that would be contacting SAP (SuccessFactors) to obtain license and setup information. My own experience, it took more than a week for SAP to return my calls and at that point I was not talking to a representative that could answer my technical questions. To simplify this process and still meet the proposal submission timelines, we recommend the following course of action by the Government POC: a. Obtain a price quote for SuccessFactors as implemented in the current baseline (e.g. 500 user license, recurring maintenance, etc.). b. Obtain technical specifications for the preferred server setup (e.g. Memory, processor speed, storage, etc.) to run the current baseline software and database. c. Ask how long will SAP support the current (non-cloud based) version of SuccessFactors out into the future (used to determine future migration pat of TMS/CMS after award). d. Provide bidders a cost reimburseable software/hardware ODC CLIN to be use during transition to set up the TMS/LMS (bidders would still bid the staffing required to transition and maintain the TMS/LMS). | a. Amendment 0004 to the Solicitation is forthcoming on/or about 7 Jul 16 clarifying PWS Attachment 14 - TMS/LMS (Success Factors) requirements.
27-Jun-16 | PWS 1.2.3.6 TMS/LMS. | a. Recommend the Government take the approach of migrating the TMS/LMS, as is, at time of transition to the new contractor. Then, after award, negotiate with the new contractor they direction forward for TMS/LMS capabilities that will fully meet FTU requirements. At this time, there is not sufficient time to fully evaluate and propose a solution that is in the best interest of the Air Force which could be sticking with SuccessFactors or migrating to a different platform/capability. We believe the PWS already contains language that will support the scope of this recommendation. Similar to the Government adding new training platforms (F-35) or sites (F-22A); the Government can work with the winning bidder after award to determine the best value path forward, which would include negotiated staffing and pricing requirements depending on the Governments final detailed requirements. | a. Amendment 0004 to the Solicitation is forthcoming on/or about 7 Jul 16 clarifying PWS Attachment 14 - TMS/LMS (Success Factors) requirements.
27-Jun-16 | PWS Attachment 14 | a. Please identify which functional requirements listed in Attachment 14, will not be in the current baseline at time of conversion. | a. Amendment 0004 to the Solicitation is forthcoming on/or about 7 Jul 16 clarifying PWS Attachment 14 - TMS/LMS (Success Factors) requirements.
27-Jun-16 | CBAs | a. There are wage increases in the Seymour Johnson and Hill CBAs effective 10/1/17. The Langley and Nellis CBAs also expire during the base year. Since the base year ends 31 Jan 18, should we include increases in wages effective 10/1/17? Will there be an equitable adjustment from the bid rates for the Seymour Johnson and Hill CBAs should rates increase after proposal submission? | a. For proposal preparation, all offerors should bid at the current FY16 rates. After contract award, the successful offeror shall be entitled to an adjustment based on increases in the CBAs.
28-Jun-16 | CBAs | Please confirm an equitable adjustment in the base year for wage rate increases take effect during the base year? | a. Yes. If the rates increase prior to award, the successful offeror will be entitled to an adjustment for the base year.
