Solicitation FA4890-16-R-0007
Question NumberDateSolicitation Reference #Offeror's QuestionAnswer
17-Jun-16The Langley CBA references the use of sick leave credits on page 24, Letter of Understanding #2. There is not a discussion of sick leave credit accrual or schedule in the CBA as published to us.a. Please define the existing CBA sick leave credit accrual process, the accrual rate and maximums per year. Are there are any sick leave credits remaining in the bank?a. The union employees at Langley do not accrue sick leave under this agreement. However, the prior CBA did allow for accrual of sick leave. Since there were employees who had a “bank” of sick leave credits they had previously earned, LOU #2 was added to the current agreement to cover the use of any prior sick leave employees may have accrued previously, and had not used. There's 4 F-22 Instructors with some sick leave.

IP1 – 16 hours current IP2 – 30 hours current IP3 – 240.6 hours current IP4 – 341.3 hours current, 16 hours unused.

There's no difference between used and unused. They can use it all.

2 7-Jun-16 RFP Section 7.5., G., 1. states: Submit one (1) sheet for each contract reference to include a summary of the work performed, what capacity they served under the reference (i.e. prime contractor, subcontractor, partner, etc.), offeror’s assessment of how the contract reference is relevant to the Relevancy Criteria in Section 7 of the RFP, and any additional significant details. a. Will the KO consider authorizing 3 pages vice 1 page (sheet) for each contract reference to allow more in-depth treatment of relevancy? a. Please note that we don't see the need to increase the page count. If the team requires further documentation/justification to assess relevancy on a particular contract effort we will search/retrieve such information via internal means and/or via discussions.

39-Jun-16In regards to the Seymour-Johnson Collective Bargaining Agreement (CBA), Article 17: The accrued PTO credits at Seymour-Johnson (up to 160 hours per FTE), are binding on a succesor contractor.a. Please provide an estimated dollar amount or number of PTO credits expected to be existing at contract turnover.a. The estimate is approximately 1,700 hours/$90,000 is expected to be existing at contract turnover in regards to the PTO credits at Seymour-Johnson.
49-Jun-16Reference: RFP Section 7.5 PPI contents, para E and F. The Past Performance volume has a requirement for section E and F however it is our understanding that E and F will be used to populate para C’s table of past performance contract references.a. Is the information in para E and F required for para C’s table of past performance contract reference only? If so, does the summary of the work performed need to be listed within the past performance reference table as well or just in Section G?a. Section 7.5 (A) is requesting a table of contents listing all PPI references within the Past Performance volume. Section 7.5 (C) is a continuation of 7.5 (A).
59-Jun-16Reference: RFP Section 7.5 PPI contents, para G. states: "Submit one (1) sheet for each contract reference…"a. Will the government consider increasing the number of sheet (pages) for each contract reference to 3?a. Please note that we don't see the need to increase the page count. If the team requires further documentation/justification to assess relevancy on a particular contract effort we will search/retrieve such information via internal means and/or via discussions.
69-Jun-16The Shaw CBA Article 15 shows Rates of Pay only, current through October 2016. The RFP indicates award to begin service in Dec 2016 causing a two month gap in the CBA.a. Is there a revision underway at this time, or does the government prefer we use the published 2015 rates?a. IAW section 4(c) of the SCA and FAR 52.222-43, the existing CBA remains in effect as a wage determination until superseded at an appropriate time. For the purposes of this solicitation, all offerors are to use the CBAs that were posted with the solicitation in preparing their proposals.
713-Jun-16TMS/LMSa. Is there classified material in Success Factors?a. No, there is no classified material in the Success Factors system. All classified material is located on a government owned 4th Training Squadron internal server system.
817-Jun-16PWS 1.2.3.6.1With TRSS Detachment 15 and 4TS guidance, the contractor will utilize the off-the-shelf (COTS) Success Factors software currently in use at Seymour Johnson AFB for the management of the FTU TMS/LMS.a. During the Pre-proposal conference, request the Government provide information on the Success Factors components that will need to be licensed and a through explanation on what non-proprietary software, configurations and data will be made available to the contract upon award.a. The government will provide general information on the Success Factors system. Since it is 3rd party software it will also be up to the contractor to contact Success Factors reguarding any other requirements the system may need.
917-Jun-16PWS 1.2.3.6.5, TMS/LMS database(s), data, reports, source code, and files developed for/under this contract are the property of the Government. During the term of this contract, the Government shall have and may request access to all completed/accepted TMS/LMS materials prior to completion/termination of this contract. In addition, all data will be transferred to a compatible computer/server(s) at Government direction prior to contract termination.a. Request the Government verify and clarify, during the pre-proposal conference, what will be made available to the follow-on contractor concerning the TMS/LMS.a. The current database, data and files will be transferred at the beginning of the phase in period of the contract using external hard drives. Since this will be delivered prior to the end of the contract Any data provided before the last training event completed on the last day of the current contract will, naturally, be current only as of the day the data is pulled from the database. Report files will be formatted as “.rptdesign” files and are held within a .zip file. These files will be delivered on a CD or DVD. There currently are 31 report files. These files can be opened with B.I.R.T. report designer or Plateau Reports Designer software packages.
1017-Jun-16PWS 3.1.2. (3). Government-Furnished IT Equipment and software.a. Request the Government list any peculiar (outside the normal Standard Desktop) software that will be provided to the contractor. For example, does the Government own and will provide for use any specialized software used to manipulate photos/graphics/videos and/or develop/maintain ICW/CBT/BRI modules?a. The government currently does not own or provide any specialized software outside of the USAF Standard Desktop Configutation. The current contractor may have specialzed software which can manipulate graphics. It will be necessary for the bidders to determine any additional software requirments they think maybe necessary.
1117-Jun-16PWS 3.3 The contractor shall identify all equipment (i.e., computers, software, printers, servers, copiers, CD/DVD Burner, etc.) to be purchased in performance of this requirement. A list of this equipment shall be submitted concurrently with the contractor’s proposal to provide the Government with an indication of resources and capabilities available to the contractor.a. Is this requirement only for Contractor Furnished property that will be used at the Government site, installed on Government provided equipment and networks?a. This refers to any contractor provided equipment or software that is required to produce courseware at the site. The contractor is required to provide their own software for courseware which require special requirements or graphics support.
1217-Jun-16PWS 4.3.5 The contractor shall support the Air Force Designated Approval Authority (DAA) with the Certification and Accreditation (C&A) process for the F-15 Weapons Programs. The required system is intended to operate at Certification Level (CL-X). The contractor shall complete the C&A Phase I: Pre-Certification Tasks (1 through 7) and Task 8 of Phase II of the AFSSI 5024, The C & A. package shall be available for review from the Data Accession List.
a. Request the Government clarify this requirement. Specifically, what "systems" will the contractor be responsible for conducting C&A services?a. The C&A process would only be required in the event that the contractor is required to provide the TMS/LMS system or other system or network which would be be connected to or thorugh the USAF LAN system. In order to be connected to the USAF requires accreditation.
1317-Jun-164.7.5. Computer Supply and Maintenance. The contractor shall utilize Government supplied computers and specialized software in order to produce courseware that will operate on a computer system with the specifications identified in paragraphs 4.7a. Reference states the Government will supply "specialized software in order to produce courseware that will operate on a computer system.." Request the Government provide a list of the specialized software the contract can expect to receive upon performance.a. Currenlty the computers in use at the F-15E FTU are GFE and provided by the government. If any specialized software is required by the contractor to produce courseware that is not currenlty available then the contractor will be required to provide it IAW PWS requirements.
1417-Jun-16PWS 3.1 states: “There is no GFP to be provided under the scope of this contract.” 3.2 states: “The Government shall provide items considered to be incidental to the place of performance located on government installations”a. At all locations, will the Government provide desks, chairs, tables, etc that are required to accomplish the requirements in the PWS or are these to be contractor furnished?a. Yes, the Government provide desks, chairs, tables, etc that are required to accomplish the requirements in the PWS.
1517-Jun-16PWS A1.4.1.4a. Is MTC Scenario development included in the provided TIC File hours?a. Yes, MTC Scenario development is accounted for in the table provided TIC File hours.
1617-Jun-16PWS 4.1.5.6 indicates that Security is a dedicated position at Langley AFB with duties IAW Appendix 5.a. Since the instructional workload at Langley has decreased significantly compared to the 2011 PWS, would the government consider allowing MTC Security to be an additional instructor duty rather than a dedicated position as is allowed at the other locations?a. The Security position at the Langley F-22 MTC is indeed a Full Time Position. Note:
1717-Jun-162011 PWS Version 1.8 added “Average Lesson Length (hrs)” to the CWD Table as shown below. 2016 PWS , A1.5.4.1 Seymour Johnson AFB CWD Workload Table does not show the “Average Lesson Length (hrs)” column . Is this an oversight? Seymour Johnson AFB CWD Workload FY 12-FY16a. Please confirm that the Base Year and All Option Years average lesson length deliverables per ICW/CBT, Instructor Led Lesson, Flying Phase Brief and CT Lessons are calculated at 1 hour/lesson.a. Current CWD workload tables did not include average lesson length as they are all different. The previous 12-16 table was an attempt to alleviate calculation issues. To help clarify it, this information can be made available during a courseware review period at the preproposal conference where you will be able to get an idea of the total CWD by syllabi.
1817-Jun-16Ref 29 Feb 16 Question 7: a. References require more files developed than reviewed. Is this accurate? For instance at SJ we develop 50, review 30, then put 80 in the library. Should it be develop 50, review 50, put 50 in the library? ANSWER: Correct. Developing 50 plus revising 30 equals 80 put in the library. Para. A1.4.1.1 explains this. Other tables will be corrected to incorporate the same math so they add up vertically. To computer required hours, table A1.4.1.4 needs to be applied to the numbers.a. We understand that ‘Developing 50 plus revising 30 equals 80 put in the library’. However, if the contractor developed 50, they would also need to all be reviewed (50). We understand after a REVIEW of 100 TIC Files, not all them would necessitate (re)verification and updating the library. Is PWS Table A1.4.2.1 Seymour Johnson TIC File Workload Base Year and All Option Years shown below correct? b. Seymour Johnson NEW REVISE REVIEW Develop 50 150 100

Verify 30 30 15 Update Library 80 180 115 Or should it reflect the following :

Seymour Johnson NEW REVISE REVIEW Develop 50 150 100 Verify 50 150 15

Update Library 50 150 15a. The tables add up vertically so as in your example if 50 new are developed and 30 are verified then a total of 80 will be added to the library annually. Since these TIC file tables are contractor support hours to assist in the development if you apply A1.4.1.4 TIC/Mission File Workload Estimates to each respective base’s table then a total number of hours maybe derived.
1920-Jun-16RFP Section 7.5.C. Provide a table of past performance contract reference and ensure each section is tabbed/labeled (to include each performance reference) for easy identification.a. Can the Government please clarify what information they would like to see depicted in the table required by RFP Section 7.5.C? b. Is the reference to tabbing / labeling in reference to the Past Performance Volume overall, or is this a different instruction? Does the content requested in 7.5.E/F belong in the Summary portion (7.5.D) of the response or in the table requested in 7.5.C?a. Section 7.5 (A) is requesting a table of contents listing all PPI references within the Past Performance volume. Section 7.5 (C) is a continuation of 7.5 (A). b. It is in reference to the Past Performance Volume. Yes, the information requested in 7.5. E/F belongs in the Summary portion of 7.5.D.
2020-Jun-16PWS 1.2.3.6.1a. As the requirement is for software that will be the same price for all bidders, the Government may find it useful to make the purchase of the Success Factors a cost-reimbursable CLIN/NSP in order to best compare all offers. Would the Government consider this change to the RFP?a. The government will discuss the possibility of turning the requirement into a cost reimbursable CLIN.
2120-Jun-16PWS Generala. Please verify when due dates are provided as "45 days after contract award" (example PWS 1.2.2.8) or "30 days after contract award" (example PWS 4.1.3) this reference is to working days, not calendar days.a. This reference is referring to calendar days.
2220-Jun-16PWS 1.2.1.3 (14)a. Please provide an estimate of hours to meet the requirement that CSMEs shall "Attend flight safety meetings, commander’s calls, intelligence briefings, and other aircrew meetings as required by the Government."a. The govt does not have a historical record of how many times the contractors have been required to attend these types of meetings nor do we have the ability to determine if all contractors were required to attend each and every one of them. The majority of these meeting are usually attended by the site manager and he will intern brief his employees on import info since they are usually training students.
2320-Jun-16PWS 1.2.2a. Please verify the Media Selection and Syllabus report required per this section is the same as the Objectives and Media Analysis Report required per PWS Attachment 2.a. PWS 1.2.2 statement is missing a comma and should read "but is not limited to, the following: objectives hierarchy, media selection, and syllabus report, lesson format guides, student training materials, and ICW lessons.
2420-Jun-16PWS 1.2.2.8 and A1.5.1.3a. Per 1.2.2.8 the CDS is for CWD that will occur during the next fiscal year. Per A1.5.1.3 the CDS is for CWD to occur during the next contract year. Since funding for the base period of performance is expected on 1 Feb 2017, FY and contract year are not equal. Which is correct?a. Since this contract will be based on a contract year and not FY PWS 1.2.2.8 should read contract year.
2520-Jun-16PWS 4.1.3a. The PWS has duplicate para 4.1.3, one detailing the Program Manager requirements, and one detailing Site Manager requirements.a. Correct. There are duplicate numbers and the paragraphs will be renumbered…
2620-Jun-16RFP 4.2.1 and PWS Attachment 10a. The PWS Attachment provides a list of information required in the ISDMP, however to meet the RFP evaluation criteria, the contractor is required to spread the ISDMP content over a variety of Aspects. Will the USG consolidate ISDMP content post award or does the contractor need to resubmit a consolidated plan?a. The attachment 10 information should be addressed in the body of the ISD section of the contractors proposal and will be required to be consolidated into a contractor ISDMP prior to contract start.
2720-Jun-16PWS 4.3.6 and 4.3.7a. Per PWS 4.3.6 "The contractor shall apply for appropriate personnel security clearances within 10 business days after receipt of the facility clearance, or within 5 business days after award of the contract if the contractor possesses a facility clearance." However, per PWS 4.3.7 "The contractor shall request applicable security clearances (Submit Clearance Paperwork to the Office of Personnel Management) for personnel requiring access to classified information within 15 business days after receiving a facility clearance or, if the contractor is already cleared, within 15 business days after contract award." Which is correct?a. PWS 4.3.6 is correct; "The contractor shall apply for appropriate personnel security clearances within 10 business days after receipt of the facility clearance, or within 5 business days after award of the contract if the contractor possesses a facility clearance."
2820-Jun-16PWS 4.7.3a. Please provide additional details regarding the AFWAY Purchase plan mentioned in this PWS section. There is no mention of this plan in the cross-referenced PWS para 4.7.a. The AFWay system enables customers to order Information Technology (IT) hardware, software, services and solutions and obtain the necessary approvals to make an IT purchase. If the contracotr is required to purchase IT equipment not provided by the govt it will need to check the plan to see if suitable replacements are listed.
2920-Jun-16PWS A1.5.4.1a. The contractor is to provide workload hours for CWD Administration. When totaling project hours for Seymour Johnson AFB Project Manning Chart, should CWD Administration hours be included in the CWD line item or the Administrative line item?a. CWD Administration hours should be included in the CWD line item or the Administrative line item
3020-Jun-16PWS A1.5.4.1a. Should the contractor include administration functions and workload hours associated with CAT administration activities in the CWD Administration table?a. Any CAT administration activity hours should be addressed in an overall contractor estimated admistrative hour table.
3120-Jun-16RFP Section 5.5 Electronic Copies. (Also Section 9.0 Instructions with Proposal Volume III). Proposal Electronic copies shall be submitted on CD-ROM, CD-R or DVD using Microsoft Office 97 through Microsoft Office 2013 or Adobe PDF Version 8 or earlier, except for proposal Volume III Price, Section 3 of the RFP. Section 3 of the RFP shall be submitted in Microsoft Excel format only...a. Please confirm that the government is seeking, in addition to hard copy requirements (1 CD included in Volume 1, 2 CDs included in Volume 2, and 1 CDs in Volume 3) for a total of 4 CD submissions, each CD containing only one file (1 PDF for Volume 1, 1 PDF for Volume 2, and one Excel file for Volume 3). b. RFP Section 9.0 instructs the offeror to include Reps & Certs as well as the SF1449 in their Volume III proposal, but Section 5.5. requests that only an Excel file should be contained on the CD submission for that Volume.
Would the government like only the Excel file on the CD, or would the Government prefer two files on the CD (one PDF of the complete Volume III accompanied by a file in Excel of the required price spreadsheet)?a. The government is requesting (1) CD to be submitted with each hard copy volume of the proposal using Microsoft Office 97 through Microsoft Office 2013 or Adobe PDF Version 8 or earlier, except for proposal Volume III Price, Section 3 of the RFP. Section 3 of the RFP shall be submitted in Microsoft Excel format only. Each volume shall be in a single searchable, editable file and stored in a folder that corresponds to the proposal volume it represents. b. IAW RFP paragraph 9.3, offerors may either complete the required Representations and Certifications and submit a complete copy in the Price Proposal or indicate if the information is contained in the System for Award Management (SAM) so the government can retrieve the information. If the offeror chooses to submit a completed copy, do no include the Reps and Certs on the CD.
3220-Jun-16Hill AFB CBAa. The Hill AFB CBA states that the employer would not be required to pay any of the healthcare and have to pay the CBA employee all of the dollar values in the cash in lieu table but the new government stipulations that are currently in place state that we as the employer have to pay a minimum of 50% of the employee only coverage which is a significant cost.

(Paying both the 50% minimum in addition to the cash payment, the payment would no longer be in lieu of, but as a result, in addition to some costs already incurred by the offeror.)

Will costs incurred under provisions of the Affordable Care Act be able to go towards the cash in lieu payment, therefore reducing "cash in lieu" amount? a. Article 19 of the Hill CBA, Group Benefits, states that the employer will provide cash-in-lieu of benefits in specified amounts, which is acceptable IAW the Service Contract Act. Offerors are reminded of the successorship obligations of section 4(c) of the Service Contract Act with regards to wages and benefits. Enforcement and compliance with the terms and conditions of the Affordable Care Act are another matter altogether, and are not within the authority of the USAF. That aside, offerors are advised to carefully read and comprehend Department of Labor (DoL) All-Agency Memorandum #220, found at http://www.wdol.gov/aam/aam%20220.pdf, which addresses DoL's policy and thus enforcement positions regarding the interactions between various federal labor laws and the Affordable Care Act. Offerors are advised to pay particular attention to paragraphs 3 and 4."
