| Question Number | Date | Solicitation Reference # | Offeror's Question | Answer |
5-Jul-16 | PWS para 3.3. and reference Amendment 0003, Current CWD Software Used at F-15E FTU. | a. Do we need to price licenses for the CWD software you specified last week as does replacing/upgrading this software during the PoP should it become necessary. | a. Yes. The information regarding software licenses was to provide prospective contractors an example of programs currently being used to produce courseware at the FTU. Per PWS paragraph 3.3., The contractor shall identify all equipment (i.e., computers, software, printers, servers, copiers, CD/DVD Burner, etc.) to be purchased in performance of this requirement. A list of this equipment shall be submitted concurrently with the contractor's proposal and shall be directly priced and submitted in the contractor's price volume.
5-Jul-16 | PWS 4.2.2.1. FTU F-15E instructor training requirements require a mix of at least 40% IP's and 60% IWSOs. | a. Can the government please provide clarification for the requirement of providing "at least" 40% IPs as well as providing "at least "60% IWSOs? | a. The FTU 40%/60% ratio for Pilot/WSO per 4.2.2.1 is an "at least" requirement which is based on crew and flight lead MTC training requirements.
5-Jul-16 | Seymour Johnson CBA, Article 15, Job Titles "Basic Level Instructor" and "Fully Qualified Instructor." | a. It is unclear how the different job titles (i.e. Basic Level Instructor vs. Fully Qualified Instructor) are utilized within the PWS workload estimates. Can the government please provide additional information on the importance of the two distinct CBA job titles and how they are currently being utilized? | a. The Basic Level Instructor is a new hire. At Seymour Johnson, a full up SME is one who has been checkout to operate the MTC IOS (console), IATs, teach his assigned academic lessons, and fly in the MTC as an FTU instructor who writes grade sheets. Per the CBA Section 15.8 "All newly hired SME/Instructors are placed into the Entry Instructor/SME job. Upon certification by the Site Manager or 6 months from the date hired, whichever is less, they will be promoted to the Certified Instructor/SME job. To maintain the Certified Instructor/SME pay, they must maintain their instructor qualifications.
5-Jul-16 | Questions 11/13 from the Advance Pre-proposal Conference Q&A. | a. Is the Government going to continue to provide the computers as GFE at the FTU? Will the Government also provide computers at the five bases? Will the Government also provide printers? | a. Yes the Government will provide the computers as GFE at the FTU. Also, per PWS paragraph 3.1.4.1.2 the Government will provide at least one NIPR computer and printer and also provide classified (SIPR) Government computers or access for contractor use at operational sites. The contractor will need provide any additional computer equipment and printers they feel necessary for employee use.
6-Jul-16 | PWS 4.2.2.1. FTU F-15E instructor training requirements. Mathematically, to meet the needs of the 40%/60% the manning make-up would have to be in increments of 5 as any other number would not meet both the 40% and 60% requirement. For example, an instructor cadre of "8" would come out to: 3.2 IPs and 4.8 IWSOs utilizing the 40%/60% requirement. And, rounding down would not meet the "at least" requirement and rounding up would change the original 8 planned. | a. Could you please provide additional clarification? | a. When considering instructor manning, all the instructor CAT and CWD SME workload needs to be considered along with any additional indirect time the offeror deems necessary. The 40/60% ratio "at least" mix is required due instructors performing flight lead, console operation, and other P/WSO crewmember duties when performing student training in the simulators. If there is a fractional number, it will be up to the offeror to determine the best way to apply that fraction of a man-year in their computations by either rounding or employing other potential manning resources. The offeror will need to fully substantiate their recommended Instructor P/WSO manning in their proposal.
23-Jun-16 | Reference Amendment 0003 - Q&A Generated During the Preproposal Conference - Question #3. | a. Are you going to turn the purchase of Success Factors into a Cost Reimbursable CLIN? | a. Thank you for the recommendation however, the TMS/LMS will remain Fixed Priced.
27-Jun-16 | Reference Amendment 0003 - Q&A Generated During the Preproposal Conference - Question #11. | There was discussion concerning the number of different bidding teams that would be contacting SAP (SuccessFactors) to obtain license and setup information. My own experience, it took more than a week for SAP to return my calls and at that point I was not talking to a representative that could answer my technical questions. To simplify this process and still meet the proposal submission timelines, we recommend the following course of action by the Government POC: a. Obtain a price quote for SuccessFactors as implemented in the current baseline (e.g. 500 user license, recurring maintenance, etc.). b. Obtain technical specifications for the preferred server setup (e.g. Memory, processor speed, storage, etc.) to run the current baseline software and database. c. Ask how long will SAP support the current (non-cloud based) version of SuccessFactors out into the future (used to determine future migration pat of TMS/CMS after award). d. Provide bidders a cost reimburseable software/hardware ODC CLIN to be use during transition to set up the TMS/LMS (bidders would still bid the staffing required to transition and maintain the TMS/LMS). | a. Thank you for the recommendation. However, offerors were provided a SuccessFactors POC to contact for information at the Preproposal Conference.
27-Jun-16 | Reference Amendment 0003 - Q&A Generated During the Preproposal Conference - Question #12. | a. Recommend the Government take the approach of migrating the TMS/LMS, as is, at time of transition to the new contractor. Then, after award, negotiate with the new contractor they direction forward for TMS/LMS capabilities that will fully meet FTU requirements. At this time, there is not sufficient time to fully evaluate and propose a solution that is in the best interest of the Air Force which could be sticking with SuccessFactors or migrating to a different platform/capability. We believe the PWS already contains language that will support the scope of this recommendation. Similar to the Government adding new training platforms (F-35) or sites (F-22A); the Government can work with the winning bidder after award to determine the best value path forward, which would include negotiated staffing and pricing requirements depending on the Governments final detailed requirements. | a. Thank you for the recommendation. Please see revised PWS dated 12 July 2016 which incorporates a revised Attachment 14.
27-Jun-16 | Reference Amendment 0003 - Q&A Generated During the Preproposal Conference - Question #13. | a. Please identify which functional requirements listed in Attachment 14, will not be in the current baseline at time of conversion. | a. Please see revised PWS dated 12 July 2016 which incorporates a revised Attachment 14.
