Evaluation Factors Three Factors:
Past Performance Technical
3. Price
Past Performance Past performance is evaluated to appropriately consider each offeror’s demonstrated record of contract compliance
Prime Contractor, up to 3 recent and relevant past/present performance references Sub-Contractor (as applicable), up to 3 references for each proposed sub-contractor, teaming arrangement or joint venture Evaluation will consider each offeror’s demonstrated record of contract compliance concentrating on those aspects of the instant acquisition most critical to overall success Past performance is judged based on the whole record and not solely on the number of records
Past Performance Recency Government will be assigned a rating of “Recent” or “Not Recent” for each Past Performance Information (PPI) contract reference.
Recency is defined as active contract performance (minimum of twelve (12) months) during the three (3) years preceding the date of issuance of this solicitation. References for contracts with less than twelve (12) months of performance will not be considered.
Relevancy Government will assign a rating of “Relevant” or “Not Relevant”.
Relevant performance for this acquisition is to have effectively managed an aircrew training program that consists of academic or simulator instruction or courseware development which utilizes an Instructional Systems Development (ISD) model where cost, schedule, and performance were measured/evaluated.
Past Performance
| Table C-2: Past Performance Evaluation Ratings | |
| Rating | Definition |
| Acceptable | |
| Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. | |
| Unacceptable | |
| Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort. |
Technical Technical: Four Subfactors Manning Requirements and Analysis Training Management and Approach Courseware Development Approach, Instructional Systems Development Management Plan (ISDMP) All Other Plans and Contractor Furnished Equipment
All subfactors are equal in importance in regards to technical acceptance
Technical Technical Rating Reflects the degree to which the offeror’s proposal meets or does not meet the Government’s minimum performance or capability requirements Focus is on the ability of the offeror’s proposal to meet the minimum requirements of the PWS Proposals will be assessed a rating of "Acceptable" or "Unacceptable" at the subfactor level; an overall factor level rating will not be assigned To be eligible for award, offerors are required to receive an “Acceptable” rating in each technical subfactor; proposals that exceed the evaluation criteria will not receive higher ratings In assessing the acceptability of each subfactor, weaknesses or deficiencies will be noted; proposals that receive a deficiency or a weakness in a subfactor will receive an “Unacceptable” subfactor rating
Technical Table C-1: Technical Acceptable/Unacceptable Ratings
| Rating | Description |
| Acceptable | Proposal meets the requirements of the solicitation. |
Unacceptable Proposal does not meet the requirements of the solicitation.
Price Evaluation Price will be evaluated using techniques established in FAR 15.404-1 to ensure the Government receives a fair, reasonable and balanced price.
There is a great expectation of competition for this requirement; thus offerors are cautioned to present their best price proposal up-front.
The Government will evaluate offers for award purposes by adding the total price for all CLINS to include phase-in, basic period option years and fifty percent (50%) of the last option period price to cover the option to extend services IAW clause 52.217-8.
Evaluation of the option periods shall not obligate the Government to exercise such options.
Price Evaluation Supporting Price Back-up Data—See Instructions for Volume III—Price Proposal, paragraph 9.4 Supporting data is requested to verify that pricing is balanced per FAR 15.404-1(g) Supporting data should explain the methodology used in developing proposed CLIN prices Supporting data shall be provided in a table format, to include, at a minimum:
Breakdown (by CLIN) of labor (labor category, number of positions and productive hours and rates used) Breakout of Other Direct Costs (ODC), Direct and Indirect Rates, and Subcontract Costs Submitted in a format selected by the offeror, but must address the information requested and should not exceed 3 pages Government reserves the right to request additional pricing information
