AERIAL TARGETS II O&M RECOMPETE
SOLICITATION FA4890-14-R-0012
On 1 Aug 14 ACC AMIC posted a draft RFP and requested questions/comments from Industry.
Below are the questions received from Industry and the Government responses.
1. Reference: M-3.1.1.3 Transition, Appendix G, PWS 2.3.1 and CDRL A004. There is a disconnect in the requirements for submission of Operating Instructions and
Procedures.
a. New M-3.1.1.3 subpara (c ) requires “an effective plan for implementation of
Contractor’s Operating Instructions and Procedures no later than 15 days prior to contract start.”
Government Response: This is true, the operating instructions and procedures are due NLT 15 days prior to contract start date. CDRL A004 has been changed to reflect this requirement.
b. Appendix G states: “The contractor’s comprehensive QMS shall be in place and performing NLT 30 days after contract start date, as identified in Section X and X of the contract (to include Operating Instructions, Site Operating Procedures, Work
Instructions, etc. required to meet contract requirements).
Government Response: The statement, “as identified in Section X and X of the contract (to include Operating Instructions, Site Operating Procedures, Work
Instructions, etc. required to meet contract requirements).” has been removed from
Appendix G. The contractor’s comprehensive QMS will be in place and performing NLT 30 days after contract start date.
c. PWS para 2.3.1 References CDRL A004 which in Block 16, requires submission of
“first drafts” of Operating Instructions “exactly 60 days after commencement of contract start.” However, PWS states “Contractor OIs/Ops will be reviewed and accepted by the Government prior to implementation.” Is the Government stating the procedures and Operating Instructions should be in place 15 days prior to contract start per Section M, or 30 days IAW Appendix G, but not submitted for review until
60 days into contract operation? Please clarify these four seemingly different requirements.
Government Response: The Draft CDRL A004 has been changed in the Final
CDRL A004 to state “Contractor's Operating Instructions items -01 through -11 shall be initially submitted NLT 15 days prior to contract start”. Appendix G does not cover Operating Instructions and Procedures. See question 3 for answers concerning Appendix G dates.
2. Reference: CDRL submissions. The Draft RFP CDRLs show most reports due xx days “after contract start”. Please clarify that is after start of performance, or is that to mean start of the Transition Period.
Government Response: All CDRLs due dates are based on “after contract start date” unless otherwise specified in the instructions in DD Form 1423-1, block 16.
However, CDRL A004 Operating Instructions requires the documents due to the
Government NLT then 15 days prior to contract start.
3. Reference: Appendix G. Appendix G states: “Draft Quality Manual and the six mandatory procedures are due to the Government 30 days after the start of the transition period. The final Quality Manual and procedures are due to the Government on the last day of the transition period. A desktop review will be accomplished by the Government. “
a. Please clarify what are the six mandatory procedures?
Government Response: The Appendix G requires the contractor to be compliant with AS9110B. AS9110B states the QMS documentation includes a Quality
Manual. The Quality Manual shall include the documented procedures established for the QMS. There are 6 areas in AS9110B that state "A documented procedure shall be established". These include: Control of Documents, Control of Records, Planning and Conducting Audits, Control of Non-Conforming Product, Corrective
Actions and Preventative Actions. You must refer to AS9110B for specifics.
b. Do these correspond to the CDRLs? If so, which ones.
Government Response: Per Appendix G, the contractor must have a Quality
Management System (QMS) that is compliant with AS9110. The Quality Manual is a part of the QMS requirements per AS9110; therefore, no CDRL was developed specifically for the Quality Manual or the related mandated procedures.
c. There is no CDRL called “Quality Manual.”
Government Response: The Quality Manual is not part of a CDRL (see answer to question b). Appendix G states the first draft of the Quality Manual is due 30 days after transition start. The final Quality Manual and procedures are due to the
Government on the last day of the transition period.
The QMS will be in place and performing NLT 30 days after contract start.
4. Does the Combined Synopsis/Solicitation under solicitation number FA489014R0012 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government?
Government Response: The Combined Synopsis/Solicitation under solicitation number FA4890-14-R-0012 contains requirements similar to the current contract.
The current contract number is FA4890-09-C-0004. The Combined
Synopsis/Solicitation under solicitation number FA4890-14-R-0012 is not a new requirement for the government.
