Final RFP Questions from Prospective Offerors and Government Responses

Aerial Targets RFP FA4890-14-R-0012

The QF-4 aircraft will start the new contract with varying amounts of flight hours remaining on each airframe. In order for bidders to understand the scope of the maintenance requirements, bidders need to know the number and types of phase inspections that will be required for the last year these aircraft are in service.

1. Will all QF-4s have minimum service life hours remaining (i.e. below 200 or 300 hours like the regenerated QF-16 aircraft)? If so, what is the maximum hours the QF-4s will have on each aircraft at contract start?

Government Response: All manned acft remaining at contract start will be on a 300hr service life. We predict there will be 10 manned flyer QF-4Es at contract start. The number of acft available at contract start is dependent on acft kill/utilization rates and customer requirements. This is not a flying hour program; therefore, predicting maximum hours on each acft at contract start is not easily or accurately predictable.

All QF-4 Aircraft have an hourly and calendar service life. There are 2 categories;

restricted and non-restricted. All current manned flyers are considered unrestricted and the service life is 300hrs or 48months. At the start of the contract, the remaining manned flyers will be based at Holloman AFB. The following are the expected tails along with current hours as of 10 Dec 14. The estimated average acft utilization rate is 3.0 hours per month per aircraft:

2. Please provide the estimated number of QF-4 phase inspections that will be required for the remaining timeframe these aircraft will require SP maintenance support.

Government Response: We anticipate there will be no QF-4 acft remaining at Tyndall

AFB at contract start. At Holloman AFB, we anticipate there will be approximately 10 manned flyer aircraft that will have potential for HPO inspections during the remainder of their service life. This is an estimate and subject to change based on acft utilization.

Please use the table in previous question to estimate potential aircraft that would require phase inspections.

Aircraft placed in the NULLO line-up will have sufficient hours remaining to be utilized as a NULLO mission aircraft. HPO inspections will not be applicable for these acft;

however, a service life extension inspection IAW the 1F-4(Q)C-6 would be required to extend the acft calendar service life for NULLO use.

3. Please provide historic and/or estimated workload data for annual FSAT unscheduled maintenance at both TAFB and HAFB.

Government Response: Attached is unscheduled maintenance historical documentation from IMDS. The data includes QF-4E unscheduled history at Holloman AFB and QF-4E

& C and some F-16 data at Tyndall AFB. It includes direct labor only. IMDS is a historical repository of maintenance actions; however, it’s not a manpower historical tool.

FY13_FY14 Unsched MX History

Government response dated 2 Oct 2014 to number 16c states:

“Government Response: The service life is IAW the 1F-16(Q)A-6. Below is an excerpt:

SERVICE LIFE: DEFINED AS THE POINT AT WHICH, BY PERIODIC OR

ISOCHRONAL CYCLES, AN ENGINEERING AUTHORITY HAS DETERMINED

AN AEROSPACE VEHICLE HAS REACHED ITS OPERATIONAL LIMIT AND

NEEDS TO BE DISPOSED OF OR EXTENDED THROUGH HISTORICAL DATA.

BLOCK 15 AIRCRAFT ARE REGENERATED FOR A 200 HOUR SERVICE LIFE.

BLOCK 25 AND BLOCK 30 AIRCRAFT ARE REGENERATED FOR A 300 HOUR

SERVICE LIFE.”

“All applicable hourly (and calendar) inspections IAW T.O. 1F-16A-6-21 & 1F-16(Q)A-

6 up to 200 hours apply for the block 15s. All applicable hourly (and calendar) inspections IAW 1F-16C-6 & 1F-16(Q)A-6 up to 300 hours apply for the block 25s. All applicable hourly (and calendar) inspections IAW 1F-16C-6-11 & 1F-16(Q)A-6 up to

300 hours apply for the block 30s. See PWS, Appendix I, Fig 2, Typical FSAT

Maintenance Flow: Block 15s will be configured for NULLO at about 50 hours prior to reaching the end of its 200-hour service life; Block 25/30s will be configured for NULLO at about 50 hours prior to reaching the end of its 300-hour service life.”

4. Please clarify that the work to regenerate the aircraft if done by an entity other than the

SP for this contract.

Government Response: All aircraft for the Aerial Targets program are initially regenerated at Aerospace Maintenance and Regeneration Group (AMARG), Davis-

Monthan AFB, AZ. Regenerating the aircraft is not part of the Aerial Targets Operations

& Maintenance contract.

5. Please confirm that each new aircraft added to the program will be a regenerated aircraft with all inspections completed as part of the regeneration process.

Government Response: Confirmed. All aircraft are initially regenerated at Aerospace

Maintenance and Regeneration Group (AMARG), Davis-Monthan AFB, AZ and all applicable/required scheduled inspection will be brought current as part of the regeneration process. The Aerial Targets Operations and Maintenance contractor

(service provider) shall accomplish all continued hourly/calendar/special inspections as applicable in the dash -6 T.O. to maintain the scheduled maintenance currency.

6. Will the Government allow access to Service Provider web-based application (for functions such as recording employee time and labor) from Government computers?

Government Response: Yes. Government computers can be used to access web-based applications for conducting activities related to this contract. You must be made aware that certain websites may be automatically blocked by the installation network if they don’t meet established network guidelines/requirements.

7. Please provide man-hours expended per year from workload data for each major functional area.

Government Response: Approximate average man-hours expended annually in each major functional area from most recent two year period. Reflects direct O&M man-hours only and does not include management, site leads/supervision, & administration. Man-hours based on historical approximate average and may not reflect actual workload to successfully accomplish all contract requirements.

TAFB FSAT = 142,750 approx avg mhrs

HAFB = 43,547 approx avg mhrs

SSAT = 52,730 approx avg mhrs

RIS = 43,642 approx avg mhrs

8. Please provide the Job Descriptions for each CBA.

Government Response: Job descriptions are not included in the CBAs. Job descriptions are currently developed and maintained by DS2 (incumbent). The government is not in possession of any CBA job descriptions for this acquisition.
