Final RFP Questions from Prospective Offerors and Government Responses
The final Request for Proposal (RFP) was issued for Aerial Targets solicitation FA4890-14-R-0012 on 12 Nov 14. In addition, a Pre-Proposal Conference/Site Visit was held at Tyndall AFB on 20 Nov 14. Below are RFP questions from prospective offerors and government responses.
1. Section H of the RFP dropped several items which were part of the DRFP. Was it the Government’s intent to eliminate the following?
a. Accounting System – adequate accounting system
Government Response: See Section G – DFARS 252.242-7004. See Section I – FAR 52.230-2, FAR 52.230-6, and DFARS 252.242-7006. See Section K – FAR 52.230-1 (full text) and FAR 52.230-7 (full text).
b. Data Rights
Government Response: See Section I – FAR 52.227-14, FAR 52.227-14 Alt III, FAR 52.227-17, DFARS 252.227-7013, DFARS 252.227-7027, DFARS 252.227-7030; DFARS 252.227-7037, and FAR 52.227-23 (full text).
c. Required Insurance
Government Response: See Section I – FAR 52.228-5, FAR 52.228-7, and AFFARS 5352.242-9000 (full text).
d. New Mexico Gross Receipts Tax
Government Response: See Section I – FAR 52.229-10.
2. Final RFP, Appendix A – Definitions, Background, Abbreviations & Acronyms, dated 02 Sept 14, Page A-3 the definition of “Days after Contract Start (DAC). On Page A-3 of Appendix A it says “DAYS AFTER CONTRACT START (DAC). Days after contract start of 1 Apr 09” This is the same wording that was in the draft Appendix A. Date of first submission for CDRLs are due as per Block 12 of the DD 1423. Many of the CDRLs in this RFP have listed in Block 12 the requirement of “X” number of days DAC. It is critical to know what date is Contract start date for CDRL planning purposes, for Transition Timeline, and to ensure sufficient staff is available to meet delivery dates. Please provide an exact date for the Contract Start Date that is referred to in may Block #12 of the DD1423.
Government Response: Contract start date is 1 Oct 15. Revised App A, dated 26 Nov 14, Page A-3 has been updated to reflect the change and was posted to FedBizOpps on 26 Nov 14.
3. CBA’s for both Tyndall and Holloman were not included in the Final RFP. Please provide.
Government Response: Both Tyndall and Holloman CBAs were posted to FedBizOpps on 24 Nov 14.
4. During the recent Tyndall Aerial Targets site visit we were able to view the Contract vehicles for type, condition and age. Since we are not going to attend a Holloman site visit will the Government provide data on the Holloman contract vehicles including type, age, mileage and condition for analysis for replacements?
Government Response: Yes, the government posted a list of contract vehicles with type, age, mileage or hours, and condition on 1 Dec 14.
5. Appendix F, page 6, para 5.1.2 shows that the SII incentive is not additive to the PI incentive portion. It appears that the SII portion in actuality becomes another element of the PI calculation when SII is exercised. It would seem that if the Government really wanted to make the SII an incentive it could be calculated as a percentage of PI but would then be additive to the PI incentive not become part of what was already earned.
In the example shown, the already earned $200K remains the same except that a portion ($40K) is now retitled as SII vice PI. In other words, the SII does not offer additive incentive.
Please clarify that the SII earned fee really becomes another element of the PI calculation when exercised vice a separate element that allows the contractor to earn additional incentive on top of the PI earned incentive.
Please clarify the total available for each year.
Total = PI [$360K] + SII [$72K ($360K x 20%)] + PII [$100K] = $532K OR Total = PI [$360K] + SII [$0K (this is pulled from PI value)] + PII [$100K] = $460K
Government Response: If an SII is used, the amount allocated will come from the PI earned for that specific six-month period of performance. Since an SII is a requirement, but an area needing emphasis, “fail” rating results in the loss of amount allocated. The total available for each six-month period will be $460K.
6. Can F-16 aircraft perform banner tows?
Government Response: Not at this time; however, an effort is underway to develop the process and procedures as well as obtain Seek Eagle approval.
7. Will pilots become contractor employees or will they stay as government employees?
Government Response: Pilots will remain government employees.
8. Is the dispatcher position a government position?
Government Response: There is a Dispatcher position listed in the Tyndall CBA. The Operations Desk position at Tyndall AFB is a government position. These two positions are separate positions.
9. Are job descriptions included in the CBAs?
Govt Response: Job descriptions are not included in the CBAs. Job descriptions are currently developed and maintained by DS2 (incumbent). The government is not in possession of any CBA job descriptions for this acquisition.
10. When does Holloman's CBA expire?
Govt Response: Holloman's CBA expires 1 May 15. The government expects an updated Holloman CBA on/about that date; however, the government does not have a relationship with the union, only DS2 (incumbent) has a relationship with the union, so prospective offerors should plan accordingly when preparing their proposal.
11. Who is responsible for filling the propane tanks?
Government Response: The propane tanks are serviced/filled by the government.
