Source Selection Procedures
Lowest Price Technically Acceptable (LPTA)
• Source selection will be conducted using the LPTA source selection process IAW DoD Source Selection Guide (1 Jul 11) and AFFARS MP 5315.3 (27 Mar 13)
• Award will be made to the offeror who is deemed responsible in accordance with FAR part 9, whose proposal conforms to the solicitation requirements, is the lowest evaluated price with an “Acceptable” rating in all technical subfactors and past performance
• FACTORS –
• FACTOR 1 – Technical
• FACTOR 2 – Past Performance
• FACTOR 3 – Price
Evaluation Criteria
FACTOR 1 – TECHNICAL
• Subfactor A: Program Management
• Aspect 1: Management and Integration
• Aspect 2: Human Resources
• Aspect 3: Transition Plan
• Subfactor B: Operations and Maintenance
• Aspect 1: Aircraft (FSAT/FSAT) Maintenance Management
• Aspect 2: Range Instrumentation System (RIS) O&M
• Subfactor C: Organization Conflict of Interest Mitigation Plan
• Aspect 1: Organization Conflict of Interest Identification
• Aspect 2: Approach to OCI Plan
Evaluation Criteria
FACTOR 2 – PAST PERFORMANCE
• Past performance will be assigned a rating of "Acceptable" or "Unacceptable“
• Recency (3 years, minimum of 12 months performance)
• Relevancy (only rated on recent references)
• Relevant - Past performance effort involving O&M and technical services similar to the size, scope and complexity of the Aerial Targets program
• Not Relevant - No experience with any of the above
• Quality of performance (only evaluated on recent references)
FACTOR 3 – Price
• Price/cost will be evaluated using techniques established in FAR 15.404-1 to ensure the Government receives a fair, reasonable, and balanced price
• Review proposal against subfactor criteria in RFP to assess whether proposed approach meets technical requirements:
Meets … Evaluation Criteria (PWS)
Does Not Meet
• Document individual evaluation assessments
Why proposal meets or does not meet
• Assign Acceptable / Unacceptable Rating to Subfactor
Any subfactor rated Unacceptable will result in an overall
Unacceptable rating at the Factor level
Proposals that exceed the evaluation criteria will not receive higher ratings
Technical Evaluation Process
Subfactor Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
DoD Source Selection Procedures, Table A-1
Technical Evaluation Ratings
Obtain Past Performance Information on Each Offeror and Determine Recency
Determine Relevancy for Each Recent Contract
Review PPI Quality for Each Recent & Relevant Contract
Assign Offeror’s PAST PERFORMANCE FACTOR
Acceptable/Unacceptable Rating
Past Performance Rating Process
Rating Description
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of Acceptability/Unacceptability, “Unknown” shall be considered “Acceptable”.
Past Performance Ratings
Past Performance Questionnaires
Past Performance Questionnaires (PPQs) are for
Government use only. Offerors should not send PPQs to references for completion and submission to the
Government. PPQs will only be used by the
Government if there are no CPAR records available in
PPIRS.
PPQs are included in the RFP only for transparency to offerors.
• Price reasonableness will be determined based on a comparison of each offeror’s total overall evaluated price
• Conduct Cost/Price Analysis – determine fair and reasonable
Fair and reasonable is normally established by Adequate Price
Competition which is the FAR preferred technique and is when:
Two or more responsible offerors, competing independently;
Submit priced offers that satisfy Government expressed requirement;
Award made to offeror whose proposal represents best value (LPTA);
and
No finding that price of successful offeror is unreasonable
• Determine if prices are unbalanced
Exists when price of one or more CLINs is significantly overstated
(despite acceptable total evaluated price)
Mathematically unbalanced – offer is based on nominal prices for some work and enhanced prices for other work
Price Evaluation Process
Pricing of 6-Month Extension
Offerors shall include pricing in their proposal for the
6-month extension option period which shall be 50% of the last option period. The last option period is represented by the 600X-series CLINs for performance period 1 Oct 2021 – 30 Sep 2022.
Example: CLIN 6001 = $12.00
CLIN 7001 = $6.00 calculated by ($12.00)(0.50)
This 6-month extension option amount will be included in the Government’s overall evaluation of the lowest-priced proposal.
See Section L-9.1 of the RFP.
Total Overall Evaluated Price
• The Total Overall Evaluated Price will be determined by adding the total price for all CLINs, including Transition/Phase-In, basic period, option years, and extension period (700X series CLINs).
• The Total Overall Evaluated Price will include amounts that have been pre-established by the government and identified in the solicitation for CLINs X010, X011, X012, and X013.
• The Total Overall Evaluated Price will also include the Fixed Price for one Unit (Aircraft or Sortie) multiplied by the maximum quantity (i.e., 50, 10, 25, 10) multiplied by 12 months (or 6 months for the 700X series CLINs; maximum quantity 25, 5, 13, 5) for
CLINs X004, X005, X006 and X007.
See Section L-9.3 of the RFP.
Important Information
Based on Initial Evaluation Activities, CO must decide to either:
• Recommend SSA Award Without Discussions (AWOD), OR
• Establish Competitive Range (CR) and Enter into
Discussions
• AWOD is the desired approach (submit best proposal with original submission)
• Offerors notified if entering Discussions and if eliminated from the competitive range
• If eliminated, can request pre- or post-award debriefing
