FA4890-13-R-0126 C2, CAT, CWD, DL Re-compete Q&As from the Presolicitation

Questions Answers

1. PWS Page 9, Section 1.3.4.2.1.5. States, “The LMS shall support custom reports to provide the Government with specific data formats that go beyond the currently available LMS standard reports.” What are examples of custom reports desired that go beyond current capability?

The Government believes most custom reports that users require have already been developed and currently reside in the LMS library.

The LMS must retain the capability to develop additional reports if they are required. It is not possible at this time to predict the parameters for unit-specific reports not currently in the LMS library which may be developed in the future.

2. PWS Page 17, Section 1.5.5.2, second to last sentence states, “Provide STTS support personnel to assist all Command and Control (C2) personnel in use of Distant

Learning Architecture (DLA).” What other STTS support personnel are required?

(Appendix 1 shows only one FTE—1,880 hours).

There are two STTS positions required. They are found in Appendix

1, para A1.4.3 (funded by the BCC); and para A1.4.6. (funded by

ACC/A3CO).

3. PWS Page 34, Section 4.2.15. EA personnel qualifications. Do EA training personnel require instructor qualifications similar to or the same as those listed in

PWS Section 4.2.1?

No. The EA training personnel must meet the qualifications in PWS para 4.2.15 and be able to accomplish the EA Training requirements per PWS para 1.3.6.

4. PWS Page 12, Section 1.3.6.2. States, “Create new and revise EA scenarios and presentations with the latest EA technologies, EA tactics, and EA counter technologies.” Is there a workload definition expressed in NLEs for EA scenarios and presentations?

No. Ref PWS para A1.2.2.3. There are 5 four-hour EA training events accomplished on each site visit by the EA trainer. Per PWS para 1.3.6. the content of the training will be coordinated with

ACC/A3CG. The scenario supports mission-oriented training and is not developed as courseware or quantified in NLEs.

5. PWS Page 12, Section 1.3.6.5. States, “Plan, develop, coordinate, and present various

PowerPoint briefings on basic radar principles, basic Digital Radio Frequency

Memory (DRFM) and tactical jammer tactics, classified and unclassified foreign intelligent information." Is there a workload definition expressed in NLEs for these

PowerPoint briefings?

No. Ref PWS para A1.2.1.3. There is 1 three-hour EA academic event accomplished on each site visit by the EA trainer. Per PWS para 1.3.6. the content of the training will be coordinated with

ACC/A3CG. These briefings are similar to a pre-mission briefing and are not developed as courseware or quantified in NLEs.

6. PWS Page 12, Section 1.3.6.8. States, “The contractor is responsible for transporting the MADJAM-PJ to the site…” How much does the MADJAM-P weigh?

The jammer itself weighs approximately 18 pounds. To perform the

Electronic Attack training mission the total equipment required is as follows: 1 RF Signal Source, Spot Noise, 55 lbs.; 1 Oscilloscope, 15 lbs.; 1 Spectrum Analyzer, 25 lbs.; 2 Barrage Jammers, 36 lbs.

(total); Miscellaneous Cables, Extension Cords, RF equipment, approx. 45 lbs.; Spare Parts, Amps, Adaptors, approx. 25 lbs.;

Equipment, Tripods, Antennas, Shipping Cases, 125 lbs.

Estimated Total weight: 326 lbs.

7. What are the current Learning, Content, and Knowledge Management Systems used? Per PWS para 1.3.4.1.1. the current DLA uses the Oracle 11 database and Success Factors software for the Evaluation Database.

8. Is there any classified expected to be used with any software? If so, where will the servers need to be located?

The DLA is an unclassified system. Classified lessons will be used only on appropriate Government systems per PWS para 1.3.3.7. and

1.4.3.

9. Does the Government have a preference in where the server(s) reside? No.

10. What SCORM version is currently being used? SCORM 2004 as per PWS para 1.3.3.

11. PWS Section/Reference 1.3.3.5.1. What SCORM version is the current courseware developed to?

SCORM 2004 as per PWS para 1.3.3.

12. PWS Section/Reference 1.3.3.5.1. Is the current Computer Based Training (CBT) courseware uploaded to and run from the Air Force’s Advanced Distributed Learning

System (ADLS)?

No. CBTs are accessed through the contractor-provided Distance

Learning Architecture per PWS para 1.3.4.4.

13. PWS Section/Reference 1.3.3.5.1. If the current CBT courseware is not run from the Air Force’s ADLS, where is it located and run from?

CBTs are accessed through the contractor-provided Distance

Learning Architecture per PWS para 1.3.4.4.

14. PWS Section/Reference 1.3.3.5.1. If the current CBT courseware is not run from the Air Force’s ADLS, what are the specifications and features of the servers it is run from?

The servers are contractor furnished equipment per PWS para 3.6.2.

The server specifications are determined by the contractor. Any proposed servers must comply with PWS requirements, i.e. para

1.3.4.; 3.5.6.; 3.6.1. and 3.6.2

PWS Section/Reference 1.3.3.5.1. What software/course development tool is the current CBT courseware developed with?

The specific development tools are part of the incumbent’s courseware development plan. Any “Flash” or “Java” compatible software can be used for CBT development.

16. PWS Section/Reference 1.3.4. Is the government’s current Distance Learning

Architecture (DLA) based on Commercial-Off-The-Shelf (COTS) Software or is it customized?

Per PWS para 1.3.4.1.1. the current DLA uses the Oracle 11 database and Success Factors software for the Evaluation Database.

17. PWS Section/Reference 1.3.4. If the current DLA is COTS, what are the brands/specifications of each component?

18. PWS Section/Reference 1.3.4. If the current DLA is customized, what are the programs/specifications that each component is based on?

Per PWS para 1.3.4.1.1. the current DLA uses the Oracle 11 database and Success Factors software for the Evaluation Database.

19. Appendix 1. Are all courses blended training (combination of CBT coursework and

Instructor-Led Training [ILT]?

Yes.

20. Appendix 1. If all courses are not blended training, please identify which courses are blended, which courses are CBT only, and which courses are ILT only.

All courses are blended training.

21. Appendix 1. Please break out the hours of CBT and ILT for each blended course. The total number of ILT and CBT hours in a given syllabus is not germane to preparing a proposal for this solicitation. Appendix 1 contains the workload the contractor is responsible to provide classroom instructors to perform (para A1.2.1.2) and the workload the contractor courseware team will develop in CBTs.

22. A1.2.1.2. Please define an “Event” in a course. In the table at A1.2.1.2. an event is a syllabus-directed lesson taught by a contract instructor. Also see PWS para 4.4.19, definition of

“Direct Time”.

23. A1.2.2.1. Please clarify “# of SIM Required per Class” (Column B) as it relates to

“No of Events Per Course (Column J)”

In the table at A1.2.2.1 Column B is “No. of Events Per Course”.

This is the number of syllabus events supported by the contractor under the specified syllabus. Column J is “# of SIM Required per

Class”. This is the number of contractor simulator support iterations required to accomplish the events at the required instructor/student ratio, i.e. a 1/1 ratio with 6 students will require 6 support sessions per event.

24. PWS Section/Reference 1.3.2.1. Will instructors be required during exercises or

“live-fly” events in addition to classroom/training device instruction? If so, could the

Government provide expected workload for these events?

The contractor will only perform the work specified in the PWS.

25. PWS Section/Reference 1.3.3. What level of classification is required for existing courseware, new courseware development? Would the Government break down the amount of courseware development that is classified in nature?

The highest classification for courseware is Secret. Less than 10% of CRC courseware is classified. BCC has no classified courseware at this time, but classified lessons could be required in the future.

26. PWS Section/Reference 1.3.3.3. Will all source files for existing courseware be available to contractor upon award?

Yes, per PWS para 1.4.3 all the master files for courseware are property of the Government and will be furnished to the contractor per PWS para 3.4.

27. PWS Section/Reference 1.3.3.6. A CDS is required for each weapon system (CRC, BCC, and AOC) identified in Appendix 1. Is PACAF CWD the AOC portion of this requirement?

Yes.

28. PWS Section/Reference 4.1.4 Section 4.1.4 says that minimum security clearance requirement is SECRET, but 4.1.4.1 says, “In support of this contract, the contractor shall require access to classified information up to TOP SECRET.” Please confirm that only one BCC MAJCOM Operations Specialist II at Langley will require

TS/SAP access.

Yes. If the BCC Optional Staff Support CLIN is exercised, the

MAJCOM Ops Specialist II is the only position that requires Top

Secret clearance. If this optional CLIN is not exercised then Secret will be the highest clearance required, as all other positions in the

PWS require a Secret clearance.

29. PWS Section/Reference 4.2.2. Is it required that ALL CWD/SMEs have both 4)

Seven years experience as a Theater Air Control System (TACS) Operator; and 5)

Three years experience with AN/TYQ-23 ( V.5) operations?

Yes. Candidates for any position should meet all the “required” qualifications to be considered for that position. PWS para 4.1.3.1.

does allow a candidate who does not meet a specific required qualification to be submitted with a corrective plan of action, however the Government is not obligated to accept such a plan.

30. PWS Section/Reference 4.4.64 & A1.2.2. Please define “instructor of record” The “instructor of record” is the individual responsible for conducting the training event in accordance with the appropriate syllabus, evaluating student performance, completing student gradesheets and who signs the gradesheet.

31. PWS Section/Reference A1.4. Confirm that this workload breakdown is only for

Staff Support Personnel. Can the Government provide a historical workload breakdown for other contract requirements, i.e. Instructors? (May not want to ask – pretty clear in A1.2.1 that they want us to calculate.)

PWS para A1.4 workload breakdown is only for Staff Support

Positions. Historical FTE in other positions is the result of the incumbent’s proprietary manpower calculations; the Government will not provide this information. CAT positions will be calculated by the offeror using the “direct time” from PWS para A1.2, “indirect time” as defined in PWS para 4.4.28, and “ancillary time” as defined in PWS para 4.4.4. in accordance with the offerors Training

Workload Management Plan (ref PWS para 1.7.). CWD positions will be calculated using contractor courseware development processes as defined in your Instructional System Development

Management Plan (ISDMP) ref PWS para 1.3.3.2.; and “ancillary time” as defined in PWS para 4.4.4.

32. Are any contractor positions designated as “Key Personnel”? Are any Qual

Summaries/resumes required for submission of the proposal?

No. “Key Personnel” are defined by the offereor. No resumes are required with the proposal.

33. PWS Section/Reference 4.1, 4.2, Appendix 1. Ref 4.1, 4.2 Draft PWS: only mentions CAT CWD DL Support staff & requirements /Appendix 1; work load estimates. With this data only 8 Core FTEs and 10 Optional FTEs are derived as
