SECTION 1

DESCRIPTION OF SERVICES

1.1. Scope of Work. The primary objectives of this contract are: 1) Maximize operational effectiveness and combat capability; 2) Preserve Air Force personnel and material resources.

1.1.1. The Command and Control (C2) contract provides contract academic training, courseware development, distance learning services, training system support/mission system interface, and staff support services to the

Control and Reporting Center (CRC), Battle Control Center (BCC), Air Operations Center (AOC) missions at various locations in ACC, AETC, USAFE, and PACAF; and for ACC/A3CG at Langley AFB, VA.

1.1.2. Except for the property and services specifically stated as Government-furnished in Section 3 of this

Performance Work Statement (PWS), the contractor shall furnish all personnel, equipment, tools, materials, supervision and all other items and services that are required to perform C2 Contract Academic Training

(CAT), Courseware Development (CWD) and support Distance Learning (DL).

1.1.3. Force structure changes may require performance of these services at locations other than those currently listed in this contract. If the Government requires a change in place of performance, a modification to this contract will be accomplished. The contract may be modified in the future to include additional labor category positions and training if the mission requirement dictates.

1.1.4. Estimated workload for CAT/CWD/DL services is specified in Appendix 1. This contract is scheduled for one base year (1 April 15 to 31 March 16) followed by four option years. A phase-in period is planned for 1

February to 31 March 2015.

1.2. STRIKE MITIGATION PLAN. If all or part of the workforce performing under this contract is or becomes unionized, the contractor will prepare a Strike Mitigation Plan. The Strike Mitigation Plan shall include the contractor’s identification of risks associated with personnel labor disputes, proposed mitigations and their plan to ensure continuation of services in the event of a strike. This includes provisions for members recalled to active duty under Title

10 USC. This plan will be submitted to the Contracting Officer (CO) within 30 days of the date that the Collective

Bargaining Agreement is signed by all parties.

1.2.1. At a minimum, the plan shall address:

(1) Alternate sources of manning to replace the striking workforce.

(2) Detail priority actions in the event the contractor cannot cover 100 percent of the requirement.

(3) List time phased actions to allow for ramp up of manpower, clearances, etc.

(4) Draw clear lines of authority.

(5) Identify the contractor’s personnel to be responsible for coordination with the CO, contracting officer’s representative (COR), local Government Subject Matter Experts (SMEs), and Base Leadership, both prior to and during a strike.

(6) How the contractor plans to maintain security.

(7) Acknowledge the company’s responsibility of timely notification/communication and coordination with the CO from the time a known problem may exist.

1.3. GENERAL INFORMATION. The specific tasks for this contract are divided into five categories: 1) MAJCOM/Unit

Staff Support (includes Distributed Mission Operations), 2) CRC Contract Academic Training, 3) Courseware

Development, 4) Distance Learning Services, and 5) Training System Support/Mission System Interface.

1.3.1. MAJCOM/Unit Staff Support (includes Distributed Mission Operations): HQ ACC/A3C requires on-going operational services to improve organizational policy development, program and/or project management and administration, provide technical and analytical tools, and improve the operation of systems supporting the mission. In rendering the foregoing services, outputs may take the form of information, training, and other professional, technical, and program management support services to complement the government’s technical expertise in accomplishing its mission. The nature of this work will at times demand that the contractor be capable of quick response to stringent deadlines. Deadlines may require a response within 24 hours from receipt of the tasking.

1.3.1.1. Staff support tasks will include the following (specific tasks by position are located in para 1.5):

1.3.1.2. Developing plans, programs, and procedures to include but not be limited to: mission area plans, test plans/procedures, logistical support plans, effectiveness measurement plans, concept of employment/operations documents, strategic plans, training plans, and AF instructions/handbooks/reference materials.

1.3.1.3. Making recommendations on organization policy/directives; conduct data analysis; develop lessons learned; draft reports; provide reviews/evaluation/recommendations on subject matter expertise.

1.3.1.4. Conduct coordination efforts with program sponsors, management and technical personnel, support organizations, and outside agencies.

1.3.1.5. Engineering and technical services for Distance Learning Architecture. Advise and recommend technical solutions to achieve user requirements. System capabilities may include, but not be limited to, operating with a Non-secure Internet Protocol Router Network (NIPRNET) making materials available to those with proper access and a need to know; and provide designated units personnel access to the DL architecture IAW established / approved access protocols.

1.3.2. CRC Contract Academic Training (CAT). The contractor shall conduct academic and training device instruction in support of formal course syllabi, training plans, event lesson plans, and training device instruction for course students at the Control and Report Center (CRC) formal training unit (FTU), 607ACS, Luke AFB, AZ. Academic instruction shall be accomplished during the hours of operation as specified in

Section 4. Academic instruction will include platform training, remedial training, and monitoring of computer-based and self-paced instruction periods. Likewise, the training devices (to include any Part-Task

Trainer (PTT), etc.) shall be used during the hours of operation as specified in this PWS. The contractor shall exercise flexibility in scheduling to provide maximum training opportunities.

1.3.2.1. Standard of Performance for Instructors. The standards of performance for instructors shall be equivalent to completion standards of the applicable Instructor Upgrade Training Course and the

Classroom Instructor Course (CIC). The contractor shall provide academic and training device instruction to allow students to achieve the learning objectives associated with applicable syllabi or training plans. In general, accomplishment of learning objectives shall be evaluated by written tests and training device events (simulated or live-fly). Deficiencies in student academic objective achievement identified by test trend analysis shall be presented at the Curriculum Reviews (refer to

Section 1, paragraph 1.4.4.1.). The contractor shall provide measures to correct identified trends.

Contract instructors shall have a working knowledge of all applicable publications listed in Appendix

2 of this PWS and use these publications, as required, while providing instruction. Air Traffic

Control service and radio calls used shall be in accordance with the most current edition of the

Federal Aviation Regulation (FAR) Handbook 7110.65 and local directives. The Government shall provide controlled access to all required classified manuals.

1.3.2.2. Academic Instruction. The contractor shall perform academic instruction using Instructor/Lesson

Guides to accomplish required lesson tasks. The contractor shall perform the following tasks:

1.3.2.2.1. Assist in the development and production of an academic training schedule for academic sessions, lessons, and training device events. The training schedule shall be delivered IAW

LOP (Local Operating Procedures).

1.3.2.2.2. Prepare classroom for instruction.

1.3.2.2.3. Issue lesson-related student materials.

1.3.2.2.4. Perform academic instruction as required by the applicable syllabi and/or training plans.

1.3.2.2.5. Monitor self-paced and computer-based instruction providing academic instruction as required.

1.3.2.2.6. Ensure students properly use equipment.

1.3.2.2.7. Report equipment problems IAW LOP.

1.3.2.2.8. Provide remedial student training in accordance with the appropriate syllabus or training plan. Remediation shall be scheduled IAW LOP. Remedial training shall be scheduled to allow continued normal progression in the syllabus or training plan.

1.3.2.2.9. Review lesson objective with students preparing for examination.

1.3.2.2.10. Administer, score, and debrief student examinations IAW established policy.

1.3.2.2.11. Review and respond to the Government training subject matter expert (T/SME) and

Government courseware subject matter expert (CW/SME) issues surfaced during end-of-block, end-of-course critiques, and Graduate Evaluations. Coordinate all student comments critiques and courseware corrections, to include errata sheets, with the

Government prior to use in the classroom.

1.3.2.2.12. When required, perform as Subject Matter Experts (SME) for courseware development and at courseware review meetings to include the Syllabus Review Conference.

1.3.2.2.13. Manage academic programs (e.g., configuration control) to comply with Air Force

Instructions (AFIs), handbooks, etc.

1.3.2.2.14. Develop and maintain instructor continuity folders and student grade books, as required

1.3.2.2.15. Operate academic equipment (e.g.: projectors, televisions, computers, CBT, Smart-board, etc.).

1.3.2.2.16. Maintain academic courseware reference material (e.g.: T.O., reference notes, publications, etc).

1.3.2.2.17. Assist in training upgrading military instructors as required by 607 ACS/CC.

1.3.2.3. Training Device or Part Task Trainer Instruction Specific Tasks. The contractor will perform training device or part task trainer missions/events using event lesson plans to accomplish required event tasks. The contractor will perform the following tasks:

1.3.2.3.1. In support of academic and training device events, instruct Weapons Director service and radio calls in accordance with current edition of the Federal Aviation Regulation

(FAR), Handbook 7110.65, AFI 11-214, and local directives.

1.3.2.3.2. Review each student's grade book prior to brief of training device instruction.

1.3.2.3.3. Conduct briefings covering required items before and after training device events, in accordance with the approved pre-briefing and de-briefing guides. This includes use of software tools as appropriate.

1.3.2.3.4. Accomplish 100% of the specified event tasks during the training device or part task trainer period, unless student progress or maintenance problems will not allow completion. Non-effective training device events shall be rescheduled.

1.3.2.3.5. Instruct students in techniques and corrective actions to help students avoid repetition of errors.

1.3.2.3.6. Record student performance on individual event grade sheets in accordance with current directives and courseware control documents.

1.3.2.3.7. Provide Air Force and maintenance personnel with event data required to build training device events into software formats.

1.3.2.3.8. Document all training IAW AFI 13-1 BCC, AOC, or CRC Vol. I.

1.3.2.3.9. Conduct instructor upgrade training and conduct instructor certification evaluations.

1.3.2.3.10. Assist in training government personnel as instructors IAW local operating procedures.

1.3.2.3.11. Assist with development of courseware and support material for FTU instruction.

1.3.2.3.12. Provide support for training device (simulator) instruction events IAW para 4.4.64.

and workloads in Appendix 1..

1.3.3. Courseware Development. Contractor personnel will produce, update and revise classified and unclassified

Control Reporting Centers (CRC), Battle Control Centers (BCC), and/or Air Operations Centers (AOC) courseware to support academic and training device instruction, and crewmember duty/mission generated training requirements IAW the workloads in Appendix 1. The use of instructors as CWD SMEs and CWD

SMEs as instructors is encouraged. The contractor will develop all courseware using the current, updated model of Instructional Systems Design (ISD) as defined in AFMAN 36-2234, Instructional System

Development; AFH 36-2235, Volumes 1-13, Information for Designers of Instructional Systems; AFM 36-

2236, Guidebook for Air Force Instructors; ACCI 36-2250, ACC Operations Training Development

Program; ACCI 36-2252, ACC Formal Operations Training Publications; and AETCI 36-2221, Flying

Training Course and Special Publications Development. Contractor shall also employ Department of Defense

Instruction (DoDI) 1322.20, Development and Management of Interactive Courseware (ICW) for Military

Training. The contractor shall use the current version of Advanced Distributed Learning (ADL) Network, Sharable Content Object Reference Model (SCORM) standards for all on-line training (SCORM 2004 at time of solicitation). Courseware materials may support formal course programs, Initial Qualification Training

(IQT), Mission Qualification Training (MQT), and Continuation Training (CT) programs and operational support programs, and may be used for resident and non-resident training. Changes in Command and Control hardware, software, tactics, local course rules, flight information publications and safety publications will affect courseware materials.

1.3.3.1. The contractor shall:

(1) Analyze, develop new, and revise/review all scheduled courseware and related materials.

(2) Analyze test items and cumulative data for trends for all courseware (as defined in AFM 36-2234 and

AFH 36-2235, Volume 2). Maintain analysis results in the corresponding lesson’s production folder.

(3) Pursue the use of current technology, teaching tools and techniques that are compatible with

Government media systems.

(4) Maintain and revise developed courseware and PTT materials to support IQT, MQT, and CT programs.

(5) Following the contractor’s quality control measures, submit products to the Government via standardized electronic media and provide hard copy when requested. The contractor and Government shall schedule the products for review IAW the approved Courseware Delivery Schedule (see para 1.3.3.17.

below). After the Government accepts a product, they will either approve it for delivery as written or reject it with identified errors for contractor correction. For rejected items the contractor shall correct any errors and resubmit the entire product for delivery both in electronic and hardcopy (if requested) IAW the Style Guide timelines after the acceptance date.

1.3.3.2. Instructional System Development Management Plan (ISDMP). The contractor shall develop, produce, and provide an ISDMP. This plan shall describe the ISD activities to be performed during the analysis, design, development, and implementation of the training materials. The principal uses of this plan are to provide the Government a basis for evaluating the contractor’s methodology for applying the ISD process to the PWS required products and to provide a reference for use by the

CWSMEs during contract execution. This plan shall be submitted with the offeror's proposal.

1.3.3.2.1. Review/Modification Process and Acceptance of the ISD Management Plan. After contract award the contractor will submit the ISDMP as a stand-alone document. The

T/SME and CW/SME will review the ISDMP and submit proposed changes to the contracting officer’s representative (COR) for approval. Not more than 30 calendar days after receipt of the plan, the Contracting Officer and COR will notify the contractor of either the acceptance of, or required modifications to the ISDMP. After initial acceptance, the ISDMP shall be updated as required by changes in the contractor’s ISD process or as directed by the Government during the contract performance period.

1.3.3.2.2. Content. The ISDMP shall include the following sections:

1.3.3.2.2.1 Executive Summary. This section shall summarize the purpose and scope of the ISD and associated support effort. It shall address the program and technical management objectives, quality control methods and procedures for courseware, and the standards used to establish the organization, structure, manning, and skill levels of the CWD team. This section shall also describe how ISD organizational functions, responsibilities, and support requirements are implemented in each weapon system. Summary scheduling information and program phasing of major CWD task breakouts shall be included. Program tasks shall be correlated with key ISD tasks or events that can be observed, measured, and verified. Lastly, this section shall summarize the total magnitude of the ISD effort for each weapon system in terms of the overall work effort, time required, impacts, expected results, and products.

1.3.3.2.2.2. Technical Approach. This section shall describe the specific technical approach, methods, and procedures used to apply the ISD process to the training system (refer to AFH 36-2235 for guidance). This section shall describe the built-in mechanisms used to control and manage the technical requirements for the ISD process (e.g., requirements creep). This section shall also describe how ISD principles and practices are incorporated into the design and development of the courseware.

ISD tasks shall be correlated with the completion of deliverable products (i.e., data, courseware, and software). Work units shall be identified with the technical requirements of the training program.

1.3.3.2.2.3. Program Management. This section shall describe how the ISD effort is managed for each weapon system. Special emphasis shall be given to ISD management of the training system by functional areas of: Management, Administration, Delivery, Evaluation, and Support (refer to AFH

36-2235, Volume 3). Functional areas of the ISD process shall be grouped by ISD phases as follows:

Analysis, Design, Development, and Implementation (refer to AFH 36-2235, Volume 3).

1.3.3.2.2.4. Program Constraints and Assumptions. This section shall describe constraints (i.e., limiting factors) to, and assumptions of, the ISD effort. This section shall also describe any impacts these constraints and assumptions could, or will, have on the overall training program. Lastly, this section shall describe any new or revised procedures, which could affect the Managerial, Acquisition, or Technical aspects of the program as a result of applying ISD constraints and assumptions.

1.3.3.2.2.5. Risk Management. This section shall describe the systematic approach used to identify and manage the risks associated with the application of the ISD process for the courseware development (CWD) effort. This section shall also include a description of the technical performance measures (i.e., metrics) used to evaluate the effectiveness of applying ISD principles and practices to the training over its life cycle. Technical performance measures shall include criteria to measure the quantity, quality, and timeliness of performance parameters selected for surveillance of the ISD effort

(e.g., hours required per hour of computer-based instruction) and validating courseware effectiveness.

1.3.3.2.2.6. Milestones. This section shall identify milestones and time phasing of the development, review, revision, and delivery of courseware the contractor will use to track courseware development progress.

1.3.3.2.2.7. Organization and Staffing. This section will describe the organizational structure that will meet the ISD requirements of the training program. The extent of authority delegated to each element for accomplishment of the ISD effort will be clearly defined. Organizations participating in the management of, or contribution to, the ISD effort will be identified and their specific roles, responsibilities, functions and interactions will be delineated and displayed in a functional matrix.

1.3.3.2.2.8. Coordination and Communication. This section will describe the plans for ensuring effective communications among all ISD participants (contractor and Government). The processes and procedures to be used for coordination of the ISD effort and data exchange between agencies, and within the chain of authority, will also be described.

1.3.3.2.2.9. Acquisition and Utilization of Resources. This section will describe how resources will be acquired and utilized for accomplishment of the ISD effort and the Distance Learning Architecture.

It will also identify and describe the quantities and types of resources required for the total ISD effort.

Resources include manpower, personnel, equipment, materials and facilities. Long-lead items and critical items such as those that may affect concurrence of the training system with the parent system will also be identified. Lastly, this section will identify resource problem areas, which could affect scheduling, funding or personnel loading and will describe feasible solutions to these problem areas.

1.3.3.2.2.10. Other Considerations. This section will contain any ISD considerations that are not addressed in other sections of the contractor’s ISD management plan.

1.3.3.3. Existing Courseware. All existing classified and unclassified courseware is Air Force property, and will be transferred to the contractor in its current condition. Courseware will not be destroyed or disposed of without knowledge and consent of the CW/SME (Det 9/Luke AFB for CRC CW; 1

AF/AFNORTH/A3T, Tyndall AFB for BCC CW; and PACAF/A3XY for AOC and PACAF locally-developed BCC CW). The Government shall transfer existing courseware to the contractor during the phase-in period on a noninterference basis.

1.3.3.4. Courseware Deliverables/Materials. The contractor shall develop and produce the classified and unclassified courseware materials in the format prescribed and agreed to in the Style Guide and IAW workloads in Appendix 1 of this document. Courseware in any medium, once delivered may be reproduced in whole or part for use by the Government. The courseware includes the following:

Unit Lesson Strategy Report, Course Syllabus, Syllabus Review Report, Lesson Overview, Lesson

Plan, Lesson Package, Lesson Study Guide, Test Package, and Courseware Revision Summary

Report, TTLs, etc.

1.3.3.5. Courseware Development Standards. The contractor shall apply the following standards and objectives to develop courseware:

1.3.3.5.1. Advanced Distributed Learning (ADL) Network, Sharable Content Object Reference

Model (SCORM). The version shall be updated as needed. Courseware interchange and run time requirements shall allow flexibility of content use and deployment of the courseware.

1.3.3.5.2. Employ metadata characteristics including a listing of commonly defined fields for each learning object. These fields shall adhere to an accepted set of rules. Creating, handling, and storing the data and electronically transferring the information shall use common standards of operability.

1.3.3.5.3. Unless approved by the Government, all training material must be developed to run on the current and future Air Force Network Integration Center (AFNIC) approved products list

(APL) and standard desktop configuration (SDC) compliant computer hardware and software configurations. The contractor shall build to government approved configurations.

1.3.3.5.4. All training materials must be designed to use a mouse or trackball with interchangeable keyboard controls; example: Enter for next screen, Backspace for previous page, and up, down, left, and right arrow controls.

1.3.3.5.5. Graphics will not exceed 1024x768x16 million colors. The contractor shall recommend screen resolution and bit depth configurations to optimize courseware performance. The contractor shall build to the Government approved computer configuration.

1.3.3.5.6. Third-party software tools must be on AFNIC’s approved products list (APL), royalty-free and be included in the release version of the current version available for distribution. This includes but not limited to QuickTime, Flash Player, Shockwave Player, PowerPoint viewer, etc.

1.3.3.5.7. New features to include moveable text box, text scroll, and pause shall be added to all courseware delivered IAW this PWS.

1.3.3.6. Courseware Delivery Schedule (CDS). The contractor will develop, coordinate, and produce a definitive CDS for each weapon system with courseware workload in Appendix 1 (CRC, BCC, and

AOC) that will identify the milestones and time phasing of courseware delivery that will occur during the next fiscal year. The CDS will be formatted IAW the Style Guide. Special emphasis will be given to milestones at which key ISD tasks or events produce deliverable data or intermediate products of the courseware delivery process. The contractor will provide the initial CDS to the

CW/SME no later than 45 days after contract award. For subsequent option years, the contractor will provide the CDS to the CW/SME annually no later than 30 calendar days prior to the beginning of each fiscal year in which it is to be effective. The CW/SME will have 15 calendar days to notify the contractor of any required modifications to the CWD schedule prior to delivery. The CDS must be delivered at least one day prior to the start of each fiscal year. The CDS will be updated as necessary to accommodate out-of-cycle or urgent action courseware development. Status updates will be documented in the monthly C2 Contract In-Progress report. Contractor courseware deliveries are scheduled and developed by the quarter, and are expected to be evenly flowed throughout the year to prevent excessive deliveries at year-end. The acceptance period provided to the Government is based upon a relatively steady flow of deliverables from the contractor. The contractor shall turn in as a minimum, 50% of the quarterly deliverables by the end of the second month of that quarter. Waiver of the CDS delivery timeline shall be at the discretion of ACC TRSS/DET 9 Courseware SME for

CRC CDS; 1 AF/AFNORTH/A3T Courseware SME for BCC CDS; and PACAF/A3XY Operations

SME for PACAF CDS.

1.3.3.7. Classified Lessons. The contractor shall develop, maintain, and store on appropriate media, and mail classified lessons IAW with current base/office classified operation policies. No classified lessons will be stored or accessed from unclassified DL Architecture.

1.3.3.8. Courseware Review, Revision and/or Survey. Courseware materials are reviewed, revised and/or surveyed on scheduled, out-of-cycle and urgent requirements. The contractor will review, revise and/or survey courseware materials as stated in Appendix 1.

1.3.3.9. Scheduled Review, Revision and/or Survey. Scheduled review, revision and/or survey occurs during the normal 24 month revision cycle. The “survey” category is only used for PACAF and is an evaluation of courseware produced by other agencies to determine if courseware can be used “as is’ or if changes are required for use in PACAF. Work required is approximately 1% of that to produce a new item (see para 4.4.38 for definition of “new courseware”). Review during the normal cycle is assigned a review rate of 0.1 unit (work required is approximately 10% of that required to produce a new item) and is intended to evaluate the courseware for further revision and/or to incorporate minor courseware changes. Revision during the normal cycle involves a more substantial work effort and is assigned a higher revision rate of 0.50 unit (approximately 50% of work required to produce a new item). As a minimum, all courseware materials and lessons will go through the review/revision/survey process once every other year.

1.3.3.10. Out-of-Cycle Changes. These are minor in nature and occur outside the normal review and/or revision cycle. The contractor will update existing academic and training device courseware in response to formal syllabus, T.O., equipment modification, AFI or Tactics, Techniques and

Procedures changes which affect the content of the lesson. The CW/SME or the T/SME will notify the contractor of the requirement for the change and will furnish all required event details. The revised courseware will be completed by the contractor within 14 calendar days of notification, or completed and approved by the CW/SME or the T/SME prior to instruction (whichever is later).

1.3.3.11. Urgent Action Directive (UAD). The contractor will develop new courseware or revise existing courseware in response to each UAD issued by MAJCOM HQ on an as-required basis. The

CW/SME or the T/SME will furnish all required event details. New or revised courseware will be completed within 48 hours after notification by the T/SME, or completed and approved by the

CW/SME or the T/SME prior to instruction (whichever is later).

1.3.3.12. Equipment/Software Changes. The contractor will develop new courseware or revise existing courseware/syllabi in response to CRC, AOC, and BCC equipment or software changes. The government will furnish all required event details, timelines, and all required technical data to the contractor as soon as it is available. The contractor is required to develop the new or revised courseware within 60 days after all information is provided. The Courseware Development Schedule

(CDS) will be updated to reflect the change as agreed to by both the Government and the contractor.

1.3.4. Distant Learning (DL) Architecture The contractor will provide the most effective DL architecture required to deploy, manage, and assess a web-based training environment in both synchronous (real time, on-line) and asynchronous (on-demand, off-line) delivery systems. DL architecture shall meet all DoD and AF requirements to include Service Oriented Architecture (SOA) compliance. DL architecture should provide net-centric means to cross flow data/information among other AF Command and Control training databases

(At a minimum this capability should work with Eastern Air Defense Sector (EADS), Western Air Defense

Sector (WADS), 552 ACW, PACAF, HIROC, Alaska ROC and USAFE training data bases). The current DL architecture consists of sub-areas (major categories / aspects) to include: (1) a Learning Management System

(LMS), (2) a Knowledge Management System (KMS), (3) a Content Management System (CMS), (4)

Evaluation Database (ED), and (5) a DL assessment system. Component aspects shall be designed with object-oriented (OO) development and to open standards promulgated by recognized industrial standards

(such as Instructional Management System (IMS), Aviation Industry Computer-Based Training Committee

(AICC), and Advanced Distributed Learning (ADL). The contractor shall develop a training program for authorized users of the DL architecture.

1.3.4.1. The contractor shall:

1.3.4.1.1. Ensure all data, files, records, lessons, reports, etc. from the current DL architecture

(Oracle 11 database; Success Factors software for ED) will transfer to any proposed DL architecture without loss of data.

1.3.4.1.2. Maintain and sustain the DL architecture software, attend meetings, assist and advise with customization, provide training as requested, and provide consultation.

1.3.4.1.3. Provide services to assist in the use of the LMS advanced features to expand the use of the

LMS.

1.3.4.1.4. Provide training for all software releases, management of content objects, use of supporting documentation, and methods to employ the applications to supporting the DL architecture.

1.3.4.1.5. Customize the LMS and student interfaces with an Air Force defined logo and color scheme.

1.3.4.1.6. Assist in the design of a potential interface between the LMS and AETC’s technical training management systems (TTMS).

1.3.4.1.7. Provide continuous access (available 24/7) to DL Architecture to support C2 operations world-wide. Any proposed DL architecture system/equipment must be in place and fully functional at the end of the phase-in period, with any proposed upgrades or enhancements functional no later than the end of the base year.

1.3.4.1.8. Provide help desk support. Contract personnel will assist USAF personnel in use of the

DL architecture and learning management system (LMS). Help desk will be accessed via e-mail, 1-800 phone number or via commercial phone lines. Help desk personnel shall provide all new user training and any follow up training required to educate USAF users.

See para 1.5.5.16.

1.3.4.2. Learning Management System (LMS). The LMS encompasses sub-systems that manage, control, and support the functions relevant to student administration, faculty administration, course and curriculum (development and execution) management, catalog management, resource management, record management, event tracking, security, and other management services associated with A3C

C2 operations and AOC training records. The LMS shall be logically independent from client systems, supporting all standard protocol and methods of content delivery, as well as event tracking.

It shall be hierarchical, retrievable, and re-useable. Standards based content providers, such as

Sharable Courseware Object Reference Model (SCORM), shall have Application Programming

Interface (API) support to affect the appropriate data interchange and course structures. Full open database connectivity (ODBC) compliance for connecting data to data stores is essential. LMS shall extend to legacy training investments currently in use, such as instructor led classes, CBT, and other management tools. LMS shall support a dispersed architecture that allows for incremental growth in system management without stress on application logic. The system shall have fidelity to produce collected data in a variety of reports that may be tailored to the various levels having access to the data (unit and MAJCOM). Contractor will provide services to ensure proper configuration of the

LMS to permit management of students assigned to multiple locations and MAJCOMs. Contractor will support the LMS integration with Knowledge Management System (KMS), Content

Management System (CMS), and Evaluation Database (ED). Where the LMS application can support the requirements of the KMS, CMS, and ED, the LMS will be configured to support these requirements.

1.3.4.2.1. LMS general tasks are:

1.3.4.2.1.1. Build upon the systems configuration established during the initial contract period. The LMS configuration will continue to be refined to implement additional functionality expected in update version releases and logical expansions of the LMS to support an expanding student population and course catalog.

1.3.4.2.1.2. Users shall be able to accomplish on-line updates with immediate feedback indicating success or failure of the update. Internal server response shall be less than two seconds. System response to user input commands are consistent with bandwidth limitations.

1.3.4.2.1.3. System design shall interface with the emulator providing for the capability to record student events.

1.3.4.2.1.4. The Government will validate and verify the system design and configuration.

If the Government review identifies system deficiencies with the upgrade or configuration supporting the upgrade, the contractor shall have 15 working days to reconfigure the system in preparation for additional testing.

1.3.4.2.1.5. The LMS shall support custom reports to provide the Government with specific data formats that go beyond the currently available LMS standard reports.

1.3.4.3. Knowledge Management System (KMS). The KMS shall interoperate with the LMS and allow other C2 applications to access its database via net-centric means. The KMS manages, controls, and supports the functions relevant to personnel data: record management, resource management, event tracking, and other data associated with C2 operations. The KMS shall automatically record, compile, and analyze personal data for all assigned C2 personnel IAW AFI 13-1 BCC, AOC or CRC

Volumes 1, 2, and 3. Minimum requirements associated with this development include:

1.3.4.3.1. Provide record recording and data sorting of information noted on AF Forms 4141, 4142, 4143, 4144, and AF Form 623 (on-the-job training records) data, but not limited to: AFSC technical school training, initial qualification training, mission qualification training, continuation training, evaluations, certifications, professional military education, ancillary training, and other AF and civilian school. The contractor will provide technical consulting to the government to advise them how to employ the existing configuration or enhance the configuration to support OJT and evaluations. Every effort will be made to use existing data bases for individuals’ information such as AFSC, last 4 SSN etc.

1.3.4.3.2. The user interface shall be user friendly and intuitive enough to allow first time users to access and input data into the system with a minimum amount of instruction. Help features shall be available. The LMS help system that is provided with the commercial application may be supplemented with contractor developed job aids.

1.3.4.3.3. Data entry shall be standardized to the maximum extent possible; system shall allow non-standardized data (e.g.: free form text) via keyboard entry for defined fields. Additionally, once data is entered it should not require re-entry for use by the system, creating a single data entry point for reducing man hours dedicated to data entry.

1.3.4.3.4. Several data entries shall require authentication by senior unit personnel. Automatic prompts are needed to ensure authentication. System shall send messages to authentication official as notification to complete actions. System shall record name, rank, and date of authorization. Requires a password and authentication to enter and manipulate data.

1.3.4.3.5. Personnel record transmission between units shall require a transfer and receipt accounting notifications.

1.3.4.3.6. Provide a configurable alert generation capability. Definitions shall be in-line with management processes outlined within AFI 13-1 BCC, AOC OR CRC Vol. 1, 2 and 3

(e.g.: member exceeds max training time; fails a test).

1.3.4.3.7. Protect records IAW the Privacy Act-1974 as amended, IAW DoD 5400.11R, AFI 33-129, and it is For Official Use Only (FOUO). Personnel at the unit level may access information on personnel in their unit. Personnel at the MAJCOM level access the personnel in their MAJCOM. Individual viewing records must acknowledge Privacy Act provisions; and, shall only be allowed to enter or manipulate data to their functional area

(e.g.: operations training personnel may only enter training data, Stan/Eval only evaluation data).

1.3.4.3.8. Users shall be able to accomplish on-line updates with immediate feedback indicating success or failure of the update. Internal server response shall be less than two seconds.

System response to user input commands are consistent with bandwidth limitations.

1.3.4.3.9. Capable of sorting and producing pre-defined printable reports for the units and

MAJCOM’s to include all reports currently available:

1.3.4.3.9.1. Training Report – Lists personnel in the various phases of training to include individual blocks of IQT training, IQT, MQT, and CT.

1.3.4.3.9.2. Qualification Status Report – Lists personnel in the various qualification statuses (BQ, BMC, CMR, NBMC, NCMR, etc). Qualifications reports shall be structured to determine an individual’s status towards the qualification.

The status will indicate complete or incomplete. For members that are incomplete on a qualification, the LMS will provide details on the unsatisfactory or incomplete requirements within the qualification.

1.3.4.3.9.3. Training Requirements Report – List of personnel who have/not accomplished monthly, quarterly, look-back, and annual training requirements. Monthly, quarterly and look-back training may be entered into the LMS. Core capability of the LMS will provide lists of individuals who have completed or need to complete the training. The information may also be listed within structured qualifications.

1.3.4.3.9.4. Evaluation Requirements Report – List of personnel who are required evaluation (IQE, MQE, RQE).

1.3.4.3.9.5. Individual Record Report – Data entered, recorded for each individual. To support specific data formats that are not covered by the standard LMS reports, the LMS will be capable of building a custom report under using approved customer defined formats.

1.3.4.3.9.6. User Definable Report – select from up-to 10 fields of available fields in the database for ad hoc reports.

1.3.4.3.9.7. User’s accounts will be structured to permit execution of LMS standard reports. User can print each report and or generate system files for electronic transfer. The LMS standard reports are available in a PDF format.

1.3.4.3.9.8. User can extract specified fields for import into office management software such as MS Excel or MS Word. Extracted data format shall not be unique to any product.

1.3.4.3.9.9. Provide the MAJCOM the capability to lock and unlock individual, unit, or

MAJCOM records not allowing further updates.

1.3.4.4. Content Management System (CMS). The CMS shall interoperate with the LMS and allow other

C2 applications to access its database via net-centric means. The CMS shall provide courseware content that can be pulled, pushed, and reused to facilitate training thru the LMS. The courseware content shall be hierarchical, retrievable, and reusable. The Government will provide the contractor a copy and available documentation for the current Oracle ISD Courseware Database. The contractor shall provide recommendations to incorporate the courseware (data) into another like system or expand the current Oracle courseware database.

1.3.4.4.1. The courseware database shall support the current media and shall be capable of including other instructional media such as but not limited to text, audio & video content, images, computer-based interactivity and power-point presentations.

1.3.4.4.2. Full open database connectivity (ODBC) compliance for connecting data to data stores is essential. Courseware shall operate in an “open format” environment and shall not be formatted within proprietary systems/content. Distribution of courseware is without prejudice to the end-user.

1.3.4.4.3. Courseware developers shall have full access to modify the LMS CW database as required.

1.3.4.4.4. The contractor shall provide initial and follow on training to Government personnel as required. Training should include management of content objects, definition of training programs, use of supporting documentation, and methods to employ the LMS application to support courseware and training program revisions.

1.3.4.5. Evaluation Database (ED). The ED shall interoperate with the LMS and be SOA compliant so that other EDs can access its data base in a net-centric manner. The ED shall provide evaluation courseware content that can be pulled, pushed, and reused to facilitate evaluation thru the LMS. The

Government will provide the contractor a copy and available documentation for the in-use ED. The contractor shall:

1.3.4.5.1. Provide recommendations to incorporate the courseware (data) into another like system or expand the current ED courseware.

1.3.4.5.2. Provide simultaneous on-line testing for multiple users IAW AFI 13-1 BCC, AOC or CRC

Volumes 1, and 2. The primary use of this effort is to measure, report, and analyze student performance by comparing student knowledge to the instructional objectives. It shall allow students to take the tests regardless of location, records results, collect, and collate required data.

1.3.4.5.3. Give assigned users the capability to randomly generate tests.

1.3.4.5.4. Score and analyze test question responses resulting in a comprehensive summary of individual, class, and group performance using criterion-referenced and using norm-referenced evaluation methodologies. Process shall include reports for rank-order grades, percentile rank grades, and percentile-group grades. Refer to AFMAN 36-2236 for guidelines.

1.3.4.6. DL Assessment System. Contractor shall provide customer support services for the delivered DL architecture to include performance monitoring and software configuration. Specific software configuration support is required for delivery system that uses plug-ins, applications or other techniques to extend system software and browser.

1.3.4.6.1. Contractor shall establish procedures to notify Government users of unscheduled and scheduled down time. Scheduled down time shall be coordinated with the Government users and approved prior to taking the system off-line for maintenance.

1.3.4.6.2. System architecture shall have redundant measures and or equipment to achieve an operational performance measure of 95 percent reliability. Down time response shall be less than three hours from notification.

1.3.4.6.3. The system shall contain redundant master file system(s), back-up procedures and equipment to prevent any loss of data in case of catastrophic events (i.e., hardware and/or software failure, server malfunctions, fire, flood, electrical failure, etc).

1.3.4.6.4. Software upgrades require off-line testing and validation prior to upgrading the on-line system of record. Contractor shall back-up the system of record prior to any software upgrade to ensure zero data loss.

1.3.5. Training System Support/Mission System Interface: The CRC has come to depend upon distributed mission operations (DMO) as an essential mission ready training capability. The DMO Simulations Systems of the CRC in an Air Control Squadron (ACS) consists of an AN/USQ-T49 Battlefield Tactical Trainer and associated Distributive Mission Operations Network Portal and related crew mission training equipment consisting of AN/TYQ-23(V)5 Operations Modules (OM), AN/TSC-147 Joint Tactical Interface Distribution

Systems (JTIDS) Modules (JMs), AN/TPK-1(V) Surveillance Radar, Non-Organic Radar Access (NORA) system, Joint Range Extension (JRE) Transparent Multi-Platform Gateway (TMPG) Equipment Package

(JTEP), and related communications, support, and test equipment. This set of equipment is a very unique and in some cases consists of proprietary hardware, firmware and software. To obtain optimal use of DMO capability a training system support/mission system interface position is needed. The contractor shall perform the following tasks:

1.3.5.1. Focal point for scheduling squadron DMO operations (small team, inter-team daily training, recurring war fighter focused large force employment (LFE) events, and virtual exercises) and the primary interface between operations and maintenance personnel supporting simulator and DMO activities. Additionally, act as the primary unit liaison with the GTACS SPO (AFMC

AFLCMC/HBZIBB, Hill AFB, UT), DMO SPO (677 AESG/TO, Wright Patterson AFB, OH), the

DMO lead at ACC/A3C, Langley AFB, VA and USAFE/A3C CRC functional managers.

1.3.5.2. Serve as expert technical advisor for the CRC DMO/CSP (AN/USQ-T49), DMO Portal simulation systems and interface to associated mission training systems (AN/TYQ-23, AN/TSC-147, AN/TSQ-

235, and AN/TPK-1).

1.3.5.3. Assist and provide guidance in troubleshooting DMO/CSP system problems and anomalies. Identify and document any system or software support problems that are beyond local ability to resolve.

1.3.5.4. Monitor, assess and advise on system modifications and upgrades.

1.3.5.5. Develop and conduct training on the DMO/CSP system and interface to crew mission systems.

1.3.6. Electronic Attack Training: The USAF Multi-Band Advanced Digital Radio Frequency Memory (DRFM)
