SECTION A
DESCRIPTION OF SERVICES
1.0 SCOPE OF WORK
1.1 Mission.
The Mobile Air Surveillance System (MASS) mission is to provide air and maritime surveillance, communications, and command and control support for United States (US) and
Partner Nations' counterdrug efforts. MASS provides radar surveillance supporting US and
Partner Nations' common operating picture. MASS also supports air sovereignty, search and rescue, and regional cooperation missions.
1.2 Vision.
Provide surveillance capability to Combatant Commanders and Partner Nations to assist in the performance of counter narco-terrorism missions.
1.3 Scope.
The contractor shall provide personnel, equipment, facilities, supervision, training and materiel as necessary to provide program management, operations and maintenance, and mission support to meet the MASS mission requirements. The contractor shall provide sufficient personnel at each location to maintain equipment IAW equipment reliability and operational availability standards and to provide technical support to Partner Nations IAW established agreements.
Unless otherwise stated, all requirements in this PWS are firm fixed price.
2.0 PROGRAM MANAGEMENT
The contractor shall provide and maintain comprehensive, pro-active, integrated program management that focuses on meeting or exceeding government requirements and ensures compliance with all mandatory, statutory, and regulatory requirements.
2.1 Resource Management.
2.1.1 Program Support
2.1.1.1 The contractor shall provide management, supervision, personnel, depot, and technical and logistical support functions in support of MASS O&M and technical responsibilities.
2.1.1.2 Procedural Conflicts: Report any procedural conflicts, logistical or otherwise, to the
Contracting Officer (CO) and Program Manager (PM) as soon as the conflict is discovered.

2.1.1.3 PMO: The contractor shall provide a Program Management Office (PMO) within the
Continental United States (CONUS) available to respond to government inquiries on twenty-four hours a day/seven days a week (24/7) basis.
2.1.1.4 Equipment and Circuit Reliability: The contractor shall ensure O&M of US maintained equipment achieves the MASS Operational Reliability (Or) and Operational Availability (Ao) standards in accordance with (IAW) Appendix B. The contractor shall monitor Partner Nation maintenance activities and recommend improvements (based on contractor’s trend analysis) to support the Partner Nation’s MASS Or goal IAW Appendix B.
2.1.1.5 Configuration Control: The contractor shall perform configuration management for all
Government Furnished Equipment (GFE), program data, prime mission equipment, facilities, Civil Engineering, communications-electronics (C-E), communications and information systems installation records (CSIR), logistics, and changes to the Partner Nation manned sites. The contractor shall develop a configuration control management plan.
2.1.1.5.1 Civil Engineering configuration control shall incorporate the use of AF Form 332 and as-built drawings.
2.1.1.5.2 C-E Equipment: The contractor shall submit all requests to modify C-E equipment through the CO using an AF Form 1067, Modification Proposal, IAW AFI63-131 Modification
Management, Attachment 2. Proposals shall contain detailed technical data and associated test plan(s) for modified equipment. When possible, proposals shall include photographs, drawings, diagrams, and charts to aid in describing the purpose and recommended solution. (CDRL A006)
2.1.1.5.3 Communications and Information Systems Installation Records (CSIR) and drawings that detail equipment layout and interconnectivity shall be maintained and updated
IAW TO 00-33A-1001, General Communications Activities Management Procedures and
Practice Requirements, paragraphs 7.2.1 thru 7.2.7.
2.1.1.6 Quality Management System (QMS): The contractor shall implement a comprehensive higher-level QMS compliant with current ISO 9001 standard.
2.1.1.7 Warranty Management. The contractor shall establish a warranty program to manage active warranties. Contractor shall assume the burden of fees or charges incurred due to mismanagement. Incorporate warranty of equipment/RPIE into the preventative maintenance program and ensure it is entered into the Warranty Management Information System per
Paragraph 2.1.1.8.6.
2.1.1.8 Management Information System (MIS): The contractor shall maintain a secure web-based system for accessing program management information, management reports, maintenance tracking, program data and document repository. The contractor shall perform webmaster duties to include maintaining the repository, uploading corrected/updated configuration data, and supporting users of the repository and the data and documents contain therein. The contractor shall provide remote system access to government-authorized users and provide training, as requested by the government, on how to access and retrieve data. The contractor shall

3 Oct 13 coordinate approval of all content and format data with the government. All data shall be maintained for the life of the contract. The government will retain ownership of all records generated in the performance of this contract, and the contractor shall provide the data to the government at the end of the contract. The primary MIS shall be maintained within the CONUS.
Backup or mirror copies shall be maintained within the CONUS, MASS locations, or locations under direct control of the MASS contractor. Data repository information shall be centrally managed. However, storage of information shall be at the discretion of the contractor. The government Contracting Officer Representative (COR) shall have full access to the MIS with no seat limitation.
2.1.1.8.1 The contractor shall provide a Computerized Maintenance Management System
(CMMS) for work order status and tracking, maintenance history, preventive maintenance and metrics that can be accessed from the web-based system. The system shall support ad-hoc queries executed by the government providing details or summaries of maintenance activities.
The system will be linked to the Material Management Accounting System so that queries can be executed to obtain information on purchase orders established for item maintenance. The government shall have a minimum of five seats to access the CMMS system.
2.1.1.8.2 The contractor shall provide a Material Management Accounting System (MMAS) for supply management, asset management, inventory control, and purchase orders and metrics that can be accessed from the web-based system. The system shall support ad-hoc queries executed by the government providing details or summaries of logistics activities. The government will have a minimum of five seat access to the MMAS system.
2.1.1.8.3 The contractor shall provide a Program Management Information System (PMIS) that can be accessed from the web-based system and provides access to CDRLs, operation instructions (OIs), quality control/quality assurance documentation (QMS, audit schedule, audit checklist/reports), training records, and official contractor PMO letters and government CO letters.
2.1.1.8.4 The contractor shall provide a Document Management Information System (DMIS) that provides access to all documents in the Master Library that can be accessed from the web-based system. The system shall support ad-hoc queries executed by the government providing details or summaries of change activities to documents and for location of documents.
2.1.1.8.5 The contractor shall provide for an electronic exchange of information and delivery of data items to the government. All electronic exchanges shall be compatible with existing
Headquarters Air Combat Command (HQ ACC) preferred software (currently Microsoft
Office). Electronic exchanges shall be maximized via electronic mail (E-mail), unless the CO gives prior approval for receipt of hard copy data.
2.1.1.8.6 The contractor shall provide a Warranty Management Information System (WMIS) that can be accessed from the web-based system and provides information on all warranties. The system shall support ad-hoc queries executed by the government providing details or summaries of warranties and change activities to warranties.

2.1.1.8.7 The contractor shall establish and maintain a web-based Configuration Management
(CM) repository for documenting CNT Prime Mission Equipment (PME). The CM repository shall be populated with CNT PME configuration data gathered by the contractor or US
Government representatives. The contractor shall perform webmaster duties to include maintaining the repository, uploading corrected/updated configuration data, and supporting CNT users of the CM data.
2.1.1.9 The contractor shall provide a warehouse facility in the CONUS, and an OCONUS warehouse/repair facility to support MASS O&M requirements twenty-four hours a day/seven days a week (24/7) under the FP portion of the contract.
2.1.1.10 Hours of Operation: The contractor shall perform the services required under this contract 24/7. The Bogotá, Colombia Host Nation Control Center (HNCC) Satellite
Communications (SATCOM) terminal shall be manned on a 24/7 basis.
2.1.2 Human Resources: The contractor shall provide a qualified workforce to support the
MASS mission. The contractor shall develop a human resources management plan including job descriptions (skill sets), organization structure, site manning levels, and training concepts that affect contract operations. The contractor shall have 100% certified coverage of radar, communications, and power production equipment tasks by contract start date and 200% task coverage after 90 days.
2.1.2.1 Program Manager: The contractor shall provide a program manager who shall be responsible for the performance of the work. The manager and alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The name of this person and an alternate or alternates who shall act for the contractor when the manager is absent shall be designated in writing to the CO.
2.1.2.2 Contractor Employees: The qualified workforce shall include key personnel. Key personnel shall include, at a minimum, PMO management personnel, the Security Coordinator
(SC), site (Key West and Bogota SATCOM) managers, and rapid response technicians.
2.1.2.2.1 The contractor shall maintain a current listing of employees. The list shall identify the name, nationality, date of birth, job title, security clearance, date of clearance, and clearance agency, of all personnel in each labor category at each site of performance, and shall identify changes in personnel assignments since the last report. The list shall be validated and signed by the company Facility Security Officer (FSO) and provided to the CO. An updated listing shall be provided when an employee’s status or information changes (CDRL A013).
2.1.2.2.2 Contractor personnel shall be subject to the laws, regulations, and directives of the appropriate Partner Nation in the jurisdiction where the personnel serve. The contractor shall remove employees identified to the contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation or its population.

2.1.2.2.3 Personnel functioning under the terms of this contract shall be identified by displaying picture badges as contractor personnel.
2.1.2.2.4 The Key West and Bogota SATCOM site managers and rapid response personnel shall be US citizens. The contractor shall provide a US citizen technician on standby during non-duty hours for recall within one hour for Key West SATCOM location.
2.1.2.3 Employee Training: Training OIs shall be submitted to the CO for acceptance IAW
CDRL A003.
2.1.2.3.1 The government will provide initial training to the contractor on new and upgraded commercial or military equipment. The government will reimburse the contractor for all travel and per diem costs for approved, government-directed training. The CO will approve training and reimbursement IAW Section H of the contract.
2.1.2.3.2 Individual training records shall be maintained in the PMIS and individual work locations.
2.1.2.3.3 The training OI submitted in accordance with paragraph 2.1.2.3 shall define which personnel receive what training by position and, when accepted by the government, shall establish the positional training requirement. The following training shall be completed as appropriate and as defined in the training plan:
2.1.2.3.3.1 Provide Resource Protection Security Training IAW AFI 31-101, Air Force
Installation Security Program.
2.1.2.3.3.2 Provide Annual Cardiopulmonary Resuscitation (CPR) and First Aid Training
IAW 29 Code of Federal Regulations (CFR) 1910.269 App B, First Aid and CPR Training and
Air Force Occupation Safety and Health (AFOSH) Standard 91-50, Communications Cable, Antenna and Communications-Electronics (C-E) Systems.
2.1.2.3.3.3 Provide Fire Prevention Training IAW AFI 32-2001, Para 3.3, Fire Emergency
Services Program.
2.1.2.3.3.4 Provide Special Purpose Vehicle Operator Certification Training IAW AFI 23-
302, Chapter 3, Section 3B, Para 3.14 Vehicle Management.
2.1.2.3.3.5 Provide Hazardous Materials/Waste Training IAW CFR Title 49, Part 173 and the
International Air Transport Association (IATA).
2.1.3 Financial Operations: The contractor shall document financial information that reflects current and previous fiscal year contract cost data, projected funding requirements and site-specific expenditures IAW CDRL A001.

2.1.4 Travel: Travel shall be in accordance with FAR Part 31.205-46, Travel Costs, and all routine travel shall be part of the FP of the contract.
2.1.4.1 Meetings: The contractor shall support meetings and conferences convened at the direction of the CO. The contractor shall be available to coordinate with Air Combat
Command’s Acquisition Management and Integration Center (AMIC) within two hours of an
AMIC request. This two hour response can be accomplished telephonically. The government will reimburse the contractor for any government directed travel requirements to support conferences, meetings and reviews outside of the Langley AFB commuting area. Cost reimbursable travel shall be reimbursed in accordance with PWS paragraph 2.2.4.
2.1.4.2 Foreign Travel: All contractor personnel traveling overseas in support of the MASS shall comply with all local, state and national (US and Partner Nation) laws concerning travel to applicable country. All contractor personnel traveling overseas in support of the MASS shall obtain a foreign clearance authorization IAW Appendix M. Submit request for clearances to
ACC AMIC/PLGT & PSUR a minimum of 35 days prior to the travel date.
2.1.4.2.1 The contractor shall register by contract start in the Synchronized Pre-deployment and Operational Tracker (SPOT) database at https://spot.altess.army.mil. All contract personnel operating in the USSOUTHCOM Area of Responsibility (AOR) for periods anticipated to exceed 30 consecutive days shall be registered in SPOT and possess a SPOT-generated Letter of
Authorization. Authorization for personnel to enter the USSOUTHCOM theater will not be granted until this requirement is met. Information on SPOT resources and training is at http://www.resource.spot-es.net. Personnel within the SOUTHCOM AOR shall comply with
FAR clause 52.225-19.
2.1.5 Transition Plan: The contractor transition plan shall become Appendix T of the PWS
(refer to PWS Section D).
2.1.5.1 Existing Conditions: The contractor shall identify and report substandard conditions or incomplete work to include: environmental, safety, health, facilities, inventory, vehicles, incomplete work, and maintenance conditions. The findings shall be documented and provided to the CO within 90 days after the contract start date. The report shall be separated into individual sections by site. Section one shall list conditions that are covered under the FP portion of the contract and shall include the estimated completion date for correcting the condition. Section two shall list conditions the contractor feels are not correctable under the FP portion of the contract. Contractor recommended corrective actions shall be provided for conditions reported in section two IAW PWS Section A, paragraph 2.3.1. At the sole discretion of the government, correction of the conditions found to be outside the FP portion of the contract may be performed as special projects. Existing conditions not identified to the CO in the report shall be considered new conditions and may be corrected as a special project, see paragraph
2.3.1. The contractor shall perform corrective actions for all identified existing conditions that are covered by the FP portion of the contract.
2.1.6 Special Reports: The contractor shall provide up to ten technical reports per year as requested by the CO as part of the FP. The format and content of the report will be detailed at https://spot.altess.army.mil/ http://www.resource.spot-es.net/

3 Oct 13 time of request. These reports shall include current and accurate data and identify methods, and areas of research IAW CDRL A002. Special reports requiring sub-contract support, upon approval by the CO, are CR, exclusive of fee.
2.1.7 Drug Testing. The drug screening process, collection facilities, and laboratories shall be documented in an OI. The contractor shall identify collection facilities for each site that are available for testing within 24 hours CONUS and 72 hours OCONUS of a mishap and that implement procedures to prevent alteration or substitution of specimens. Only certified laboratories, that meet the Department of Health and Human Services minimum standards to engage in urine drug testing for federal agencies, shall be used for the drug testing program.
Random and Mishap Drug Testing is cost reimbursable (CR) exclusive of fee (See Appendix F –
DODI 1010.16, Enclosure 4). The contractor shall:
2.1.7.1 Random Testing. Establish a random drug testing program applicable to all employees who perform, or who could be tasked to perform, O&M operations, training, or repair functions.
Testing shall capture ten percent of the total identified population annually. Results of the tests shall be provided to the CO within 15 calendar days after the drug test accomplishment date.
2.1.7.2 Mishaps Testing. Submit employees to drug and alcohol testing following all Class A and B mishaps automatically, and Class C mishaps or other safety related incidents when directed by the Government PM. Individuals shall be tested within 24 hours CONUS and 72 hours OCONUS after the mishap. Results of the tests shall be provided to the CO within 15 calendar days from the drug test accomplishment date.
2.2 Administration.
The contractor shall provide the procedures, publications and forms required to ensure accomplishment of all contractual and operational responsibilities applicable to this PWS.
2.2.1 Directives Nesting Requirements: The contractor shall adhere to any references nested within the applicable portions of a referenced directive. The contractor shall notify the PM of any conflicts or confusion that arises.
2.2.2 Records Management: The contractor shall provide a central standardized administrative system for control, distribution, filing and suspense of all maintenance reports, technical publications and correspondence.
2.2.3 Master Library: The contractor shall maintain a current master library at the PMO, utilizing the DMIS, containing copies of all contractor/government prepared or acquired
Technical Order(s) (TOs), publications, manuals, OIs, commercial publications, as-built drawings, computer programs, software, computer program documentation, training materials, and other documentation used or created for performance of this PWS Master Document List. A master TO account shall be obtained through the CO for the Technical Order Distribution Office
(OC-ALC/TILUB) at Tinker Air Force Base, OK, 73145-5979. The contractor shall maintain a current list of all items in the master library. The contractor shall implement a method of

3 Oct 13 controlling master library items that ensure the identification of obsolete, superseded or missing publications.
2.2.3.1 Commercial Publications: With CO approval, the contractor shall acquire commercial publications required to meet PWS requirements on a cost-reimbursable basis.
2.2.3.2 Publications and Forms: The contractor shall provide a publications account, a publications library, and a forms library. The contractor shall requisition publications and forms necessary to meet PWS requirements.
2.2.3.2.1 Publications and forms can be obtained through the Internet at http://www.e-publishing.af.mil or by establishing a requirement with the Publication Distribution Office
(PDO) for the Air Force Electronic Publication Library (AFEPL) Compact Disk – Read Only
Memory (CD-ROM).
2.2.3.2.2 The contractor shall ensure all necessary publications and forms are maintained.
2.2.3.2.3 The contractor shall implement revised publications within 30 calendar days of receipt. The contractor shall notify the government prior to implementation if this would result in any additional costs.
2.2.3.2.4 The contractor shall provide the Partner Nations for which they provide technical support with one copy of any TO/manual changes for the Partner Nation’s equipment. The contractor shall also provide one copy of the TO/manual for any new equipment provided by the
U.S. government to a Partner Nation’s site.
2.2.3.2.5 The contractor shall identify errors, recommend improvements, and recommend changes to the CO for all publications, including commercial manuals, used on the MASS mission.
2.2.3.3 Operating Instructions (OIs): The contractor shall develop, implement and maintain site-specific and technical OIs delineating contractor policies and procedures to fulfill PWS requirements. OIs shall be considered an integral part of this contract and, as such, are subject to acceptance by the CO. OIs shall not contain proprietary data and its use shall be controlled IAW
Government Purpose License Rights. Upon written notice of non-acceptance, the contractor shall address CO comment(s) and resubmit subject OI for further government review. OIs shall be directive in nature and will be used by the government to validate PWS compliance, and shall be IAW CDRL A003.
2.2.3.3.1 Interim Message Change (IMC) to OI. The contractor shall submit all critical changes to OIs directly affecting support of the MASS mission as IMC requests to the CO. The government will review the IMC request and accept or reject the proposed change within five business days.

2.2.3.3.2 The contractor shall distribute accepted IMCs to its manned sites and the government for implementation within three business days of acceptance by the CO.
2.2.3.4 Historical Records: The Air Force Technical Order (AFTO) Form 95, Significant
Historical Data, or commercial equivalent, is a document for maintaining a permanent history of significant maintenance actions on end items of equipment. This information should describe those conditions that could have a bearing on future maintenance or tracking of the equipment and / or component. The Contractor shall update the AFTO whenever significant changes are made to an end item of equipment. The contractor shall perform, at a minimum, annual reviews for content and accuracy of all AFTO Form 95s for Partner Nation- and US-owned MASS Prime
Mission Equipment (PME).
2.2.3.5 Joint Plans: The contractor shall abide by the Joint Plans IAW Appendix O, Partner
Nation Agreements.
2.2.3.6 Reports: The contractor shall follow all reporting requirements as listed in the CDRLs.
Appendix R lists reports and the applicable CDRL reference. In addition, Appendix K contains the data fields required for logistical materiel management reports.
2.2.3.7 Contract Manpower Equivalent (CME) Reporting Requirements: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September.
While inputs may be reported any time during the FY, all data shall be reported no later than 31
October of each calendar year. Contractors may direct questions to the CMRA help desk.
2.2.3.8 New procedures: Any new procedures developed under this contract shall become the property of the Government and be added to the Master Library.
2.2.4 Government Reimbursement and Approval Levels: Except for those items or services specifically stated as Government furnished in this PWS, the contractor shall furnish and provide support as needed to meet the terms and scope of this contract. The contractor shall use the
Government supply system to maintain Government Furnished Equipment (GFE) and Facilities
(GFF) to the maximum extent possible to economically meet mission needs. For those services not required under the fixed-price portion of this contract, reimbursement shall be on a case-by-case basis. See Table 1 below for a summary of reimbursable costs and the respective thresholds for Program Manager (PM) and Contracting Officer (CO) approval. The contractor shall not split requirements to circumvent the dollar thresholds.

2.2.5 Functional Libraries: The contractor shall maintain a functional library at contractor-manned locations. Each functional library shall contain publications, TOs, commercial manuals, OIs, safety directives and other data required for PWS compliance.
2.2.6 Automated Data Processing Equipment (ADPE): The contractor shall provide, as
Contractor Furnished Equipment (CFE), all required computer hardware and software equipment to support the MASS mission. Unique software requirements may be purchased as a cost-reimbursable item with CO approval. Software paid for by the government will be considered

2.3 Future Optional Requirements.
The potential exists for the government to have future and optional requirements that will be negotiated separately. These future optional requirements could consist of any of the following options:
2.3.1 Special Projects: Support special project work requested by the government. Special project work will be within the general statement of work of the PWS, but not covered by specific requirements assigned to other Contract Line Item Numbers (CLINs). Special project
Request for Proposal(s) (RFPs) will be issued at the sole option of the CO. Special projects will be negotiated separately, on either a FP and or CR basis.
2.3.2 Site Additions: The potential exists for the phase-in of the following during the performance period of the MASS contract.
2.3.2.1 O&M of up to two satellite earth terminals co-located with HNCC at TBD locations.
2.3.2.2 The integration of radar data from up to 10 Partner Nation and US radars into the
MASS network. O&M responsibilities shall include support of all equipment and services required to integrate the required radar data and communications circuits and comply with
Memorandum of Understanding (MOU) and implementation of combined operational plans covering the integration of the applicable Partner Nation radar sites.
2.3.2.3 O&M of one additional TADIL site at TBD location.
2.3.2.4 O&M of one additional Joint Interagency Task Force-South (JIATF-S) communication site
2.3.2.5 The annual integration of up to eight US deployed ground mobile radar sites into the
MASS communications system for display at JIATF-S, Air & Marine Operations Center
(AMOC) and other Command Centers as required.
2.3.2.6 Deployment, setup, and O&M of one deployable TPS-70 radar at any time for periods of from six months to two years.
2.3.2.7 Provide depot level and logistical support for Partner Nation TPS-70 radar assets.
2.3.3 Site Transfer: The potential exists for government sites to be transferred to a Partner
Nation during the performance of the MASS contract.
2.3.4 Site Relocations: The potential exists for the relocation or expansion of sites during the performance period of the MASS contract. There may be no relocations or up to two relocations in any one year.

2.3.5 Site Closure: Site closures will be handled as a de-scoping of the contract for the convenience of the government.
2.3.6 Partner Nation Training: During the performance period of this contract, changes in policy and/or funding limitations may require the government to formalize and define Partner
Nation Training program requirements. The implementation of the program will require revision of the Partner Nation agreements for each country in which the training will be provided, along with the development of country specific training implementation plans. When tasked by the CO, the contractor shall submit a Partner Nation training plan for each country in which a training program is needed. The plan for each country shall support the government responsibilities and the Partner Nation self-sustainment goals defined in the applicable training implementation plan.
The contractor shall ensure that training plans and materials provided to the government are not proprietary and become the property of the government.
2.3.7 Sustainment and Integration:
2.3.7.1 Contractor shall provide technical assistance of new equipment integration into the
MASS program, which shall include installation, testing, documentation, maintenance and training.
2.3.7.2 Contractor shall provide support to government in incorporating future remote radar monitoring capabilities of Partner Nation and deployed US radar systems.
2.3.7.3 Perform reverse engineering on MASS equipment and systems when tasked by the CO.
2.3.7.4 Perform depot-level radar and communications systems reconditioning when tasked by the CO.
3.0 OPERATIONS AND MAINTENANCE
The contractor shall follow all technical data and TOs listed in the Master Document List
(Master Library). Any procedural conflicts or confusion between documents, including references nested in these documents, shall be reported to the Contracting Officer as soon as the situation is discovered.
3.1 General Maintenance.
The contractor shall provide a Maintenance Control Plan (MCP) for all government equipment, support equipment, communications-electronics (C-E) equipment, real property (RP), real property installed equipment (RPIE), and real property similar equipment (RPSE). Perform all scheduled and unscheduled maintenance on all equipment IAW TOs and commercial manuals.
Perform inspections, equipment modifications, repairs, and identify maintenance problem areas.
Circuit Or standards shall be IAW Appendix B. Monthly Maintenance Schedule Reporting shall be IAW CDRL A005.

3.1.1 Maintenance Control Plan: The contractor shall develop and implement a MCP OI. The contractor shall administer MCP policies and procedures, assisting in the implementation of the plan at each contractor-manned location. The MCP shall identify the procedures used to record, schedule, track status, and execute all maintenance, repair and logistics related tasks required to ensure facilities and equipment are operating as intended in order to meet the Or for standards and goals specified in Appendix B. A copy of this OI shall be maintained at each MASS manned location and the PMO. The contractor shall provide the Partner Nation with a PMI schedule for Partner Nation PME equipment and TMDE re-calibration.
3.1.1.1 Corrective Maintenance (CM): CM covers all unscheduled maintenance actions not previously identified as preventive maintenance. CM shall include all efforts necessary to correct a deficiency and shall include all repair and/or replacement tasks, alignments, adjustments, and other actions necessary to correct the deficiency. CM shall be subdivided into emergency and routine CM.
3.1.1.1.1 Emergency CM: The contractor shall execute corrective actions and repairs to preserve mission capability and to protect and preserve all PME and associated support equipment, and correct life threatening conditions. Initiate emergency actions immediately upon notification.
3.1.1.1.2 Routine CM: The contractor shall execute corrective actions for all other conditions.
Routine maintenance is classified as scheduled and unscheduled maintenance actions performed to restore normal operating conditions. Initiate routine actions within five days of notification and alleviate condition within 30 days (excluding material delivery) unless a waiver has been obtained from the CO.
3.1.1.2 Preventive Maintenance Inspections (PMIs) shall be based on manufacturer recommended maintenance practices or as local conditions dictate for each item, unless the manufacturer or other governing regulation specifies a more stringent standard is acceptable to maximize equipment reliability.
3.1.1.3 The MCP shall include a master listing of all PM tasks and task references for applicable MASS C-E equipment, RP, RPIE, RPSE, and vehicles, as well as an annual schedule of when the work is to be accomplished. All proposed revisions and/or amendments to the master PM list shall be submitted and approved by the CO prior to change implementation. The contractor shall extend and comply with the maintenance schedule in place from the previous contract until the initial submittal of the MCP IAW CDRL A003.
3.1.1.4 Preventative maintenance tasks, inspections, frequencies, standard hours and material requirements shall be derived from the manufacturer’s recommended maintenance procedure(s), TOs, commercial manuals, or appropriate government regulation(s) as defined in the specific maintenance sections.
3.1.1.5 All proposed revisions to the annual PM schedule shall be submitted and accepted by the CO prior to change implementation.

3.1.1.6 The MCP shall include procedures for scheduling and performing CM.
3.1.1.7 The MCP shall include procedures for performing and documenting Time Compliance
Technical Order (TCTO) and government-approved modifications.
3.1.1.8 In the development of the MCP for the maintenance of government-furnished vehicles, the contractor shall adhere to the following:
3.1.1.8.1 TO 36-1-191 or commercial O&M manuals.
3.1.1.8.2 Establishment and maintenance of a permanent and transitory historical records file on each vehicle that exceeds a replacement cost of $6,000.
3.1.1.8.3 Retention of all vehicle WOs for the current and previous government fiscal year.
3.1.1.8.4 Preparation and retention of an accident repair work order in the vehicle permanent records file for each government vehicle involved in an accident.
3.1.1.8.5 ACC AMIC/PLGT and CO approval prior to exceeding the one-time vehicle repair allowance in accordance with TO 36-1-161, figure 5-1 One-Time Repair Computation

3.1.1.8.6 CO approval prior to purchasing vehicle assemblies or subassemblies if the unit cost of an item exceeds $5,000.00 or the extended cost of the line items exceeds $5,000.00
3.1.1.8.7 Obtain CO approval prior to overhaul or replacement of any vehicle transmission or engine assemblies.
3.1.1.8.8 Obtain CO approval prior to modifying or cannibalizing any vehicle.
3.1.1.8.9 Preparation and retention of the Air Force Technical Order (AFTO) Form 91, Limited Technical Inspection or applicable commercial maintenance safety and technical inspection work order for all vehicles.
3.1.1.9 The MCP shall contain corrosion control procedures to minimize corrosion development and damage to equipment through proper identification, isolation and eradication.
3.2 Communications-Electronics.
3.2.1 General Operations Requirements: The contractor shall ensure safe operation of all C-E systems, resolve safety related matters concerning system/equipment operation, and comply with
JIATF-S directives and requirements when they are not in conflict with the terms and conditions of the contract.
3.2.1.1 The contractor shall operate the system equipment as specified by applicable TOs and or commercial manuals. The contractor shall follow the verbal or written instructions from the

Commercial Satellite Contract Initiative (CSCI) satellite Bandwidth Management Center (BMC), and the Radar Data Quality Monitor. JIATF-S will be the final authority on the system/equipment operational configuration and performance. Any change to equipment operational settings and parameters shall be noted in the Site Logs.
3.2.1.2 The contractor shall report all suspected or observed Electromagnetic Interference
(EMI) incidents IAW AFI 10-707 Spectrum Interference Resolution Program.
3.2.1.3 Communications Circuits:
3.2.1.3.1 The contractor shall ensure each MASS site has connectivity to the appropriate command and control centers. All circuits and peripheral equipment shall be data conditioned and sufficient to ensure 99.50% circuit OR within the designated demarcation points IAW
Appendix D.
3.2.1.3.1.1 The contractor shall coordinate and assist outside organizations with troubleshooting efforts at site locations to eliminate downtime. Document all circuit and system information throughout mission restoration efforts. This documentation shall be cataloged and retained throughout the life of the contract. For outages isolated outside the demarcation point, the provider shall be notified within 15 minutes. The contractor shall follow-up with outside agencies to ensure all outages have been resolved.
3.2.1.4 Equipment Maintenance.
3.2.1.4.1 SATCOM Operation and Maintenance: The contractor shall:
3.2.1.4.1.1 Provide O&M of the MASS Primary Downlink Satellite Terminal at JIATF-S
Key West, FL and HNCC Satellite Terminal at Bogota, Colombia.
3.2.1.4.1.2 Provide O&M of the MASS Alternate Downlink Satellite Terminal, to include the terminal’s back-up generator, located at Davis-Monthan (DM) AFB, AZ. Provide a 24-hour response time to correct equipment deficiencies. The response efforts may include: dispatching a technician; troubleshooting the problem remotely; or instructing/guiding a government representative. The contractor shall visit DM monthly to perform preventive maintenance on equipment identified in the MCP.
3.2.1.4.1.3 Corrective maintenance of backup generators and Environmentally Controlled
Unit (ECUs) shall be accomplished on a cost reimbursable basis or as separately negotiated by the CO. PMI procedures and schedule shall be incorporated in the Maintenance Control Plan and approved by the government.
3.2.1.4.1.4 Provide engineering solutions and services to sustain the communications terminal and associated equipment. This includes communications improvement, network design and integration, and tests of new systems. Assist in establishing new communications circuits, as required. This work shall be accomplished on a CR basis or as separately negotiated with the CO.

3.2.1.4.2 DM Equipment Repair/Replacement: The contractor shall:
3.2.1.4.2.1 Repair/replace parts necessary to support all furnished equipment. This includes parts required for periodic maintenance of all equipment, all ancillary systems associated with the terminal. Parts repair/replacement shall be on a CR basis.
3.2.1.4.3 Communication Enhancements: The contractor shall on a CR basis or as separately negotiated:
3.2.1.4.3.1 Develop/implement an equipment upgrade program for the MASS link equipment when directed by the CO.
3.2.1.4.3.2 Design, acquire, install, and test new equipment for the SATCOM and MASS link equipment. This integration and installation shall provide voice transmission & reception, remote control capability (PTT & Frequency control), radar data, and TADIL connectivity.
3.2.1.4.3.3 Document the installation, testing, and operation of all affected communications equipment and develop/update CSIR and as-built drawings.
3.2.1.4.3.4 Assess site requirements, design, and installation of all acquired equipment.
3.2.1.4.3.5 Repair and maintain links and affected equipment of radar feeds as identified in
Appendix D.
3.2.1.4.4 TADIL Maintenance. The contractor shall maintain the TADIL and associated radio equipment located in Tres Esquinas, Colombia and Cerro Azul, Costa Rica.
3.2.1.4.4.1 Tres Esquinas, Colombia. The contractor shall maintain and operate the TADIL and associated radio equipment. Perform preventive maintenance to coincide with routine site visits. Respond to equipment outage notifications IAW Addendum 1, Paragraph 3.1.1
3.2.1.4.4.2 The TADIL and radio equipment located in Cerro Azul, Costa Rica, shall be maintained IAW paragraph 4.1.2.4.
3.2.1.5 Emergency Cutover: The contractor shall:
3.2.1.5.1 Perform emergency cutovers of circuits from Key West to DM to maintain critical connectivity of MASS digital/voice communications and sensor data within the United States
Southern Command (USSOUTHCOM) Area of Responsibility (AOR) as directed by authority established in the Implementation Plan. The cutovers shall be performed as described in the
Alternate Downlink at Davis-Monthan Air Force Base Combined Air Operations Center Cutover
Plan. Completion of cutover shall not exceed 36 hours, starting from the time the contractor acknowledges cutover notification. Contractor shall acknowledge within 30 minutes of notification. Labor costs associated with the cutover event shall be CR in accordance with paragraph 2.2.4.

3.2.1.5.2 Validate and implement cutover procedures to operate for 24 consecutive hours as the primary downlink for MASS circuits on an annual basis. Revise the Alternate Downlink at
Davis-Monthan Air Force Base Combined Air Operations Center Cutover Plan as required and include in Master Library. The annual cutover will be a scheduled event implemented by the contractor in coordination with all stakeholders described in the Implementation Plan. The contractor shall plan and implement all monthly PMIs to coincide with the annual cutover.
3.2.1.5.3 Provide a one hour response time for DM when operating as the primary downlink facility for MASS circuits and culminating with cutover of circuits back to Key West.
3.2.1.5.4 Perform cutover and return primary operations to SATCOM terminal at Key West as instructed IAW the Implementation Plan.
3.2.1.6 Communications Management: The contractor shall provide and perform all communications support and services necessary to meet contract requirements.
3.2.1.6.1 The contractor shall establish and maintain system diagrams, circuit routing, and technical specifications for both new circuits and changes in existing circuits.
3.2.1.6.2 The contractor shall maintain in the Master Library a listing of all authorized operating frequencies at each site.
3.2.1.6.3 The contractor shall submit new operating frequency requirements to the PM. Any modifications, replacements, and additions of equipment that result in changes to established site
Radio Frequency (RF) operating characteristics shall be delivered to the PM.
3.2.1.6.4 The contractor shall ensure all RF devices are operating within authorized parameters. The contractor shall not purchase or operate RF devices without prior government approval.
3.2.1.6.5 The contractor shall prepare frequency requests IAW AFI 33-118, Radio Frequency
Spectrum Management.
