DEFINITIONS
100% Certified Task Coverage: A 100% certified task coverage is having one person qualified 100% on all tasks in one site.
200% Certified Task Coverage: A 200% certified task coverage is having two persons qualified 100% on all tasks at each site.
24/7: Contractor support provided twenty-four hours per day, seven days per week.
Acceptance Sampling: A form of sampling used to determine acceptability of a lot based on surveillance of selected samples from the lot. A procedure that gives a specified risk of accepting lots of a given quality.
Activity: A work process. An activity uses inputs to generate outputs.
Administer: That stage of the contracting cycle in which the CO makes sure that the total contract is being performed according to its terms, makes necessary changes, and ensures progress toward contract completion.
Alternate COR: A functionally qualified person who assists the Chief, senior or COR in performance of COR activities.
Amber (PMC) - System or equipment functioning is such a way that it can perform at least one, but not all, of its missions/functions. (Impaired but usable.) Equipment must be at least amber (MICAP-P) when you order parts.
Analyst: A person charged with the analysis of a function for the purpose of developing contract requirements and administration documents.
As-built: Civil Engineering term to denote drawings of a facility as it currently exists.
Attribute: A characteristic of a service that is used to determine the quality of performance of that service.
Attribute Sampling: A form of acceptance sampling that determines the quality of a service based on a sampling of specified attributes of that service.
Awaiting Parts (AWP): A request for materiel to repair unserviceable repair cycle items returning them to a serviceable condition.

Bidders Library: A repository of DOD and USAF administrative publications, technical orders, and special and commercial publications applicable to the MASS operation as determined by the government.
Central Control Point (CCP): Primary continental United States delivery point and warehouse facility for all assets acquired by the contractor or provided by the Government in support of this contract.
Chief, Contracting Office: The individual responsible for operating the contracting office if the organization is not designated as a contracting squadron. For purposes of this document it is used interchangeably with “Contracting Squadron Commander.”
Communications and Information Systems Installation Record (CSIRs): Maps, drawings, plans, specifications and supplemental and related data necessary to adequately reflect the true installed plant configuration. Includes instructions, procedures and manuals for installation, operation, repair, maintenance, inspection, testing and any quality program documents. Includes all such data provided directly as GFP to the contractor and all such data generated by the contractor pursuant to the contract and work specification requirements, in any authorized format, including publications and ADP software. Drawings include C-E reproducibles and copies of manufacturer's drawings, technical data acquired and maintained, pursuant to the contract, and real property reproducibles and copies.
Communications Data Circuit Reliability (CDCR): Measure of possessed time, including excused outages that any data circuit is in service.
Consumable Item: Items which are either consumed in use or which lose their original identity during periods of use by incorporation into or attachments upon another assembly.
Contract Manager/Specialist: The individual within the contracting office who performs the day-to-day administration of the contract.
Contract Discrepancy Report (CDR): A Government generated document used to document contractor discrepancies and for the contractor to report corrective actions.
Contract Officer’s Representative (COR): The individual functioning as the “eyes and ears” of the CO, monitoring technical performance and reporting any potential or actual problems to the CO. Formerly known as QAEs.
Contracting Squadron or Office: The Air Force contracting squadron or office responsible for award or administration of service contracts.
Contracting Squadron Commander: The individual responsible for operating the contracting squadron. For purposes of this document it is used interchangeably with "Chief, Contracting Office.”

Contractor-Acquired Property: Property acquired or otherwise provided by the contractor for performing a contract and to which the Government has title.
Contracting Officer (CO): The person with the authority to enter into, administer, and/or terminate contracts on behalf of the Government.
Control Item Code (CIC): Indicates the degree of security handling that a particular item requires. The controlled items can be classified, sensitive or pilferable.
Corrective Action Request (CAR): A formal request by the Government or their representative for corrective, remedial, and/or preventive actions to fix and prevent non-conformances.
Corrective Maintenance (CM): Maintenance and repair work required as a result of an unforeseen and/or catastrophic failure of facilities or equipment and/or their components.
Corrective maintenance is subdivided into emergency and routine work based on mission, life, safety and facility or equipment preservation impact.
Criticality: A critical application of an item is one in which the failure of the item could injure personnel or jeopardize a vital agency mission. A critical item may be either peculiar, meaning it has only one application, or common, meaning it has multiple applications. SDS items are critical. (Non-critical application is any other application. Non-critical items may also be either peculiar or common).
Customer Account Representative: That person or persons responsible for ordering forms and publications required to perform the assigned mission.
Defect: Any nonconformance with requirements specified in the contract. May be used interchangeably with “discrepancy.”
Defective Service: A service output that does not meet the standard of performance specified in the contract for that service.
Delay Code -An alpha code used to indicate why a piece of equipment has not been returned to an operational status.
Demand Data: Average quantity of an item that is used over a given period of time.
Demarcation Point: That point at which operational control or ownership of communications facilities changes from one organizational entity to another.
Depot Level Maintenance (DLM): Maintenance beyond the capability or not authorized to be performed by the unit or field activity.
De-scoping: The scaling back of a contract.

Direct Support Supplies: All items that affect the system and, in their absence, would render the system inoperative or preclude the system from performing the assigned mission.
Director: The person or their designee that manages the organization responsible for the installation or activity having service functions contracted. Generally is the organizational supervisor of the FD. The exact title or position varies depending on the organizational structure and the particular service in question.
Documentation: (Used interchangeably with the terms, records, technical data, material, documents - documentation is the currently preferred term for Air Force use) Includes software, papers, maps, firmware, operating instructions, publications, drawings, etc., photographs, or other materials preserved (or appropriate for preservation) by the Air Force as evidence of its organization, functions, policies, decisions, procedures, operations, maintenance, history, inspections, or other activities.
Downtime: When equipment is not performing at or above specification as outlined in applicable equipment manuals, system specifications and directives.
Downtime Code - An alpha code used to indicate why a piece of equipment is not operational.
Electromagnetic Interference: Any electromagnetic disturbance that interrupts, obstructs, or otherwise degrades or limits the effective performance of electronics/electrical equipment.
It can be induced intentionally, as in some forms of electronic warfare, or unintentionally, as a result of spurious emissions and responses, intermodulation products, and the like.
Emergency Corrective Maintenance/Repair: Immediate repair or replacement work required to restore/replace real property and equipment damaged by fire, explosion, natural disasters or unforeseen incidents in order to preserve mission capability and to protect and preserve real property or/and personal safety.
End Item: A final combination or assembly of end products, component parts, LRUs, and or materials that is ready for its intended use, e.g., radar, IFF, or aircraft. Item on which the next higher assembly will be used.
Engineering Overhead: All nonproductive work performed by civil engineering personnel which includes engineering administration, supervision, allowed time, indirect labor, leave and benefits, etc.
Engineering Site Operations: Work done by permanent site personnel employed to operate site buildings, utilities and RPIE such as pumps, generator units, etc. Work shall also include predetermined requirements which recur periodically but for which resources cannot be accurately estimated such as water and sewage haul, POL operations, roads and grounds maintenance, janitorial and custodial services, etc.

Equipment Impact Code - A code used to indicate a degraded equipment condition (A-
Amber) or non-operational condition (R-Red).
Error Rate: The frequency at which defective service occurs.
Expendable Item: Items which are consumed while in use or which lose their original identity during periods of use by incorporation into or attachment upon, another assembly.
Facility: A building, structure, power substation or other above ground improvement to real property.
Fire Hazard: An existing condition or situation, which, if not corrected, could result in undesired ignition and subsequent fire, possibly causing personal injury or loss of life and
Fire Protection Deficiency: Any condition in a facility, which could contribute, to the rapid and uncontrolled spread of fire within defined limits or result in a life safety hazard or extensive loss of property from fire.
Full Mission Capable (FMC): All system equipment is properly configured; operationally available, and fully functional to meet mission objectives.
Functional Area: The organization having responsibility for the actual performance of a given service whether it is performed in-house or by contract.
Functional Area Chief (FAC): The director or commander of any functional area where a contractor is utilized for some or all of the workload to include responsibilities for monitoring actual performance of the given service performed by a contractor, providing program management, acting as a technical representative, and for budgeting.
Generic Documentation: All drawings, manuals, PMI, software, firmware, photographs
(positive and negative, still and motion), graphics, performance data, informational brochures, computer data (hard disk, floppies, and CDs), and other information, regardless of form and/or format, needed to operate, maintain, engineer, fabricate, and perform training and orientations on HRS systems.
Government Furnished Property: The property in the possession of, or acquired directly by the Government and subsequently delivered or otherwise made available to the contractor.
The title to this property remains with the Government.
Green (FMC) - Equipment or system functioning as required in T.O. specifications/ commercial manual and capable of supporting its mission requirements.

Host-Tenant Support Agreement (HTSA): A documented agreement between the
MAJCOM or MAJCOMs base having jurisdictional control over land and other real property facilities and a USAF organization, unit, or activity which occupies real property facilities under its own jurisdictional control but requires support from another USAF installation.
Indirect Support Supplies: Items that do not adversely affect the prime mission, but are required for the effective operation of the system.
Input: Anything put into a system or process, or expended in its operation to achieve a result or output.
Installation: A separately located and defined real property interest.
Interchangeable Item -- Item equal in performance, reliability and maintainability that can be used without alteration or selection for fit and performance of it or adjoining items.
Interface: A boundary or point common to two or more similar or dissimilar command and control systems, sub-systems, or other entities against which or at which necessary information flow takes place; a common boundary between two organizations or activities.
Intermediate Maintenance: The level of maintenance tasks that are not or cannot be effectively accomplished on or at the weapons system or end-item of equipment but requires the removal of the components to a shop or facility for repair. These tasks are normally performed using resources of the operating command at an operating location or at a centralized intermediate repair facility.
Job Analysis: The act of looking at a job as it is being done to determine what actually results. Job analysis looks at organization, workload, performance values and resources.
Line Of Sight: Terminology used when determining if obstructions exist between emitters
(radars, SATCOM dishes, etc) and the equipment to which they are transmitting.
Logistics Support: Support which, upon determination of requirements, shall consist of supplies; equipment; materials; equipment transportation; packaging, handling and support includes Government-furnished support to the contractor, as well as contractor-furnished support as outlined within this Statement of Work.
Lot: The total number of potential service outputs in a surveillance period.
Lot Size: The number of service outputs in a lot.

Master Document List: A list encompassing all publications regardless of location including commercial software and firmware required in the performance of this contract.
Material listed in the master index is considered property of the Government.
Master Library: A repository of at least one copy of each publication listed in the master index.
Master TMDE Listing: A listing of all TMDE used to support HRS by owning work center regardless of location.
Major Defect: A defect that adversely affects mission, safety of personnel and/or equipment, schedule, costs, and increases risk to the Government.
Materiel Deficiency Report (MDR): Report of a deficiency that limits or prevents the use of materiel for the purpose intended.
Mean Time Between Failures (MTBF): Measure of maintenance effectiveness; average time between failures of equipment from the component level to the system level.
Mean Time To Repair (MTTR): Measure of maintenance effectiveness; average time required to repair any particular component.
Minor Construction: Reference AFI 32-1032.
Minor Defect: A defect that does not adversely affect mission, safety of personnel and/or equipment, schedule, costs, and is low risk.
Mission Capability (MICAP): A condition that indicates that the end item is not mission capable and that the requirement cannot be satisfied using available resources.
Mission Impact Code - A code used to indicate a degraded mission condition (A-Amber) or non-operational condition (R-Red).
Next Higher Assembly: An item/assembly which is comprised of subassemblies. It is the item on which the requested item will be used, but may not be the end item.
Non-conformance: Non-fulfillment of an intended usage requirement or reasonable expectation, such as regulatory, statutory, or including one concerned with safety.
Non-expendable Item/Equipment: Items, which are neither consumed nor have their identity lost during periods of use and normally are capable of performing a function independently.

Non-Mission Capable, Other: The reason systems or subsystems are not able to provide acceptable surveillance capabilities as required if other than a reason specified in the
Statement of Work.
Not Mission Capable Supply (NMCS): The number of hours per month the system was not mission capable due to lack of required supply parts (chargeable downtime only).
Operational Availability (Ao): The time the system is operationally available to the users to meet mission requirements (See APPENDIX B).
Order and Shipping Time: Indicates the average number of days between the initiation and receipt of stock replenishment requisitions.
Organizational Maintenance: The level of maintenance tasks that are or can be effectively performed on or at the weapon system or end-item of equipment using the resources available at that location.
Output: The amount of something produced by a system or process during a given time period.
Partially Mission Capable Supply (PMCS): The number of hours per month the system was partially mission capable due to lack of required supply parts (chargeable downtime only).
Peace Panorama II: Colombian military project for surveillance of the Colombian country.
Performance-Based Quality Assurance (PBQA): A government owned software program used for documenting contractor surveillance, award fee, and past performance programs.
Performance Indicator: A measurable characteristic of an output of a work process, generally synonymous with attribute.
Performance Requirement: The point that divides acceptable and unacceptable performance of a task according to the performance requirement summary and the Inspection of Services clause. It is the number of defectives or maximum percent defective in the lot that is deemed acceptable. Any further defectives will require the Government to affect the price computation system.
Performance Value: A composite of a standard and a performance requirement that describes the quality of an output of a work process.
Performance Work Statement (PWS): A document that accurately describes a service in terms of output requirements and the required quality level or standard of acceptable performance of those outputs.

Preventive Maintenance: Also known as recurring work is defined as a predetermined and scheduled recurring procedure that prolongs the useful life of facilities and equipment and allows for the early detection of unforeseen maintenance requirements. The scope of the recurring work program (RWP) is based on the site facilities and equipment inventory, manufacturer’s recommended maintenance and historical maintenance data.
Program Manager: The individual delegated specific contractual tasks by the FD.
Quality Assurance: Those actions taken by the Government to assure services meet the requirements of this PWS. (AFMAN 11-1)
Quality Assurance Evaluator (QAE): Government individual(s) responsible for surveillance of contractor performance or a functionally qualified person who performs quality assurance functions for a contracted service. Now known as CORs
Quality Assurance Evaluation Program (QAEP): The plans and procedures developed to implement and administer quality assurance requirements of the SOW for an installation.
Quality Assurance Manager (QAM): The individual appointed by the unit director to assist in the development and management of the squadron Quality Assurance Evaluation
Program.
Quality Assurance Surveillance Plan (QASP): An organized, written document specifying the surveillance methodology to be used for surveillance of contractor performance.
Quality Control (QC): Those actions taken by a contractor to control the production of goods or services to comply with contract requirements.
Quality Deficiency Report (QDR): Report of a deficiency that is attributable to errors in workmanship, nonconformance to specifications (initial failure), drawing standards, or other technical requirements.
Random Number Table: A table of numbers arranged in random fashion. This table is used to select random samples.
Random Sampling: A sampling method where each service output in a lot has an equal chance of being selected.
Rapid Response Team: Contractor team that is able to deploy from Bogota out to FAC sites to support emergency maintenance repairs.

Real Property: A separate building, structure, roadway, utility system, or other real property improvement to which a specific six-digit real property category code has or can be assigned IAW AFR 86-2, Volume I or II.
Real Property Installed Equipment (RPIE): Those items of Government owned or leased accessory equipment, apparatus and fixtures, which aid in the function of the real property and are permanently attached to, integrated into, built in or on Government owned or leased
Real Property Similar Equipment (RPSE): Non-RPIE structures and equipment deployed or permanently assigned to an installation as facility substitutes that support the mission.
RPSE will not be considered real property, as accountability will be in the control of the user.
Examples are uninterruptible power supplies and tactical shelter systems.
Record/As-Built Drawings: Drawings and maps that reflect the current complete physical configuration of a real property facility. Those drawings and maps must be contained on durable reproducible material. Construction as-built drawings are used to update record drawings.
Recurring Services: Services that are required regularly and or repeatedly.
Red (NMC) - System or equipment doesn’t meet the T.O. or commercial manual specifications; therefore, cannot accomplish its assigned mission or function. Unusable
(neither in use nor available for use). The equipment must be red (MICAP-N) when you order parts.
Reparable Item. An item of supply subject to economical repair and for which the repair (at either depot or intermediate level) is considered in satisfying system requirements.
Requisition: An authoritative request or demand for supplies directed to an appropriate agency or source of supply.
Requisitioning: The process of supplying, monitoring and managing supplies and equipment through requisitions.
Routine corrective maintenance: Repair or replacement work required to restore/replace real property or equipment to a serviceable condition. These are activities that do not affect mission capability or personal safety.
Safety Level -- The level of supply needed to ensure continuous operations in the event of minor interruption of normal replenishment or fluctuations in demand.
Sample: A sample consists of one or more service outputs drawn from a lot. The output or outputs are used in quality assurance surveillance.

Sampling Guide: The part of a surveillance plan that contains all the information needed to perform surveillance of the service outputs.
Sampling Plan: A plan that indicates the performance requirement, the number of units from each lot that are to be inspected, and the criteria for determining the acceptability of the lot (acceptance and rejection numbers). The sampling plan is used to develop the sampling guide.
Senior Contracting Officer’s Representative (SCOR): A functionally qualified person having total responsibility for field quality assurance functions within a functional area or for one or more specific contracts. This responsibility is exercised through supervision and assistance in the performance of quality assurance evaluation activities of other CORs. A
Senior COR would be appropriate when there is more than one COR assigned to a specific contract at a location separate from the organization maintaining surveillance responsibility for a specific contract.
Senior Director (SD): On-duty representative for the sector commander and is responsible for the conduct of all air sovereignty/air defense operations, training and emergency actions within the sector during the duty shift. This position is located at each of the sector operations control centers.
Shelf-Life Code: Indicates the number of months a new item may remain unused in storage before it must be reconditioned or condemned.
Shelf-Life Item: An item of supply possessing deteriorative or unstable characteristics to the degree that a storage time period must be assigned to ensure that it will perform satisfactorily in service.
Significant Incident: Any abnormal occurrence, which could, or does, adversely affects capability of the HRS to perform its mission. Some examples are: explosion, fire, flood, major malfunctions or any other incident that could cause equipment degradation. All accidents, injuries to personnel, and violations of security requirements are also reportable as significant incidents.
Statement of Work (SOW): A document that describes a service in terms of actions or tasks directed in order to obtain required outputs and the required quality level or standard for acceptable performance.
Special Publications: Publications listed in Section III, part D as special publications, and publications, which are published by the contractor to ensure accomplishment of contractual responsibilities when commercial, or Government publications do not exist, or existing publications are inadequate.
Special Purpose Vehicle: Vehicles with a passenger carrying capacity of 20 or more passengers or a weight capacity of 2.5 ton. Example; Bus, 2.5 ton Truck, High Reach, Forklift, Front End Loaders, Tractors Water Trucks and Dump Trucks etc.

Standard: An exact value, a physical entity, or an abstract concept, established and defined by authority, custom, or common consent to serve as a reference, model, or rule in measuring quantities or qualities, establishing practices or procedures, or evaluating results. A fixed quantity or quality. For purposes of this document, a defined measure of comparison.
Standards of Work: Uniform procedures established for use as guidelines for the performance of operations, maintenance and support (OM&S) activities or processes.
Standards of work for OM&S activities or processes are usually derived from Government, or original equipment manufacturers recommended procedures, and are normally provided in the body of Special Publications, directives, or Operating Instructions.
Stock Level: Quantity required to support anticipated operating requirements using both usage and requirements data (based upon past user demands).
Surveillance Plan: An organized written document used for quality assurance surveillance.
The document contains detailed procedures to ensure contractor compliance with the SOW.
System: Any organized assembly of resources and procedures united and regulated by interaction or interdependence to accomplish a set of specific functions. For purposes of this document, any group of interacting, interrelated, or interdependent elements forming a collective entity.
TEMPEST: Compromising emanations or unintentional intelligence-bearing signals, which, if intercepted and analyzed, would disclose the national security information transmitted, received, handled or otherwise processed by any information-processing system.
TPS-70: The Westinghouse (now Northrop-Grumman) AN/TPS-70 3-Dimensional phased array radar is a single-channel, search and secondary mobile system that provides the operator with the capability to track 500 targets, displaying target range, height, azimuth, Identification Friend/Foe (IFF) information from an altitude of 0 to 100,000 feet to a maximum range of 240 nautical miles. The TPS-70 radar can provide both raw (plots) and processed (tracks) data. Radar data processing involves the acquisition of raw and processed data from the radars, clutter filtering, track filtering, and sensor data fusion for a multi-radar version. The TPS-70 tactical radar provides reliability, sensitivity, and accuracy, even in the face of jamming and high-clutter conditions.
Traffic Management Office: Traffic management office personnel, transportation agents and others appointed by the TMO, engaged in the shipment or receipt of material. Organize, program and manage transportation resources. Approve on-base commercial carrier accounts and pick-up points. Obtain obligation authority and obligate funds for authorized material movements. Must comply with appropriate law, DOD and Air Force policy, official agreements, guidance, direction, established procedure and sound business practices.

Trainee: Personnel enrolled in the contractor's training program.
Tree Diagram: A visual representation of the major functions performed by a system that shows its parts and subparts.
Trend Analysis: The analysis of non-compliance to requirements that may indicate a systemic problem or adverse trend toward a systemic problem, thus increasing risk to the customer.
Vehicular Equipment Unit: Non-powered vehicles such as: Trailers, Water Tanks, Mobile
Communication Trailers or any non-powered piece of equipment mounted on wheels that cost $6,000.00 or more.
