APPENDIX O
HOST NATION AGREEMENTS
1.0. HOST NATION AGREEMENTS. The contractor shall operate, maintain and where applicable provide technical support to the Mobile Air Surveillance System (MASS), formerly known as the Hemispheric Radar System (HRS), and provide services consistent with all current and future Memorandums of Understanding/Agreement (MOUs/MOAs), Operational Employment Plans (OEPs), Joint Plans, Host-Tenant Support Agreements (HTSAs), and Letters of Agreement (LOA), including amendments to any of the above documents. Copies of all agreements will be provide by the Government and shall be available in the Bidders Library.
1.1 Assure all government services provided to the contractor by these agreements are efficiently utilized.
1.2. Any revisions, modifications or changes to existing agreements or incorporation of new agreements will be subject to the changes clause.
2.0. AGREEMENTS:
2.1. Memorandums of Understanding (MOUs)/Memorandums of Agreement (MOAs)/Coordinating Arrangements:
2.1.1. MOU between the Government of Colombia and the Government of the United States of America, signed 31 August 2009.
2.1.2. MOU between the Government of Jamaica and the Government of the United States of America, signed 19 May 2011.
2.1.3. MOU Between the Government of the United States of America and the Government of the Republic of Costa Rica, signed 27 August 2008.
2.1.4. Coordinating Arrangement Between the U.S. Government and the Dominican Republic Concerning the Cooperative Sensor and Information Integration (CSII) Program, signed 1 April 2013.
2.1.5. Draft MOA between Headquarters, Air Combat Command and Headquarters, United States Southern Command for the Operations and Maintenance of CSII Equipment and Network Architecture.
2.2. Operational Employment/Implementation Plans:

MEMORANDUM OF AGREEMENT
BETWEEN
HEADQUARTERS, AIR COMBAT COMMAND (ACC)
AND
HEADQUARTERS, UNITED STATES SOUTHERN COMMAND (USSOUTHCOM)
SUBJECT: Memorandum of Agreement between the Program Manager (DAO) for Headquarters, Air Combat Command (ACC) and the Designated Authorizing Official for Headquarters, United States Southern Command (USSOUTHCOM) for the operation and maintenance of Cooperative Situational Information Integration (CSII) equipment and network architecture.
1. PURPOSE. This Memorandum of Agreement (MOA) identifies responsibilities for the operation and maintenance of ACC supported CSII sensor integration networking equipment and sensor feeds.
2. BACKGROUND. ACC is the USAF force provider to AFSOUTH who is the executive agency for the USSOUTHCOM Counterdrug (CD) Command, Control, and Communicaitons (C3) Survellance Architecture. Under the auspeces of the Architecture, ACC maintains, operates, acquires, and integrates surveillance sensors to populate and expand the USSOUTHCOM/JIATF-S CD Common Operating Picture (COP). To enhance CD operations with Partner Nations and build capacity, USSOUTHCOM implemented CSII to allow Partner Nations access to the COP. USSOUTHCOM and ACC have agreed to support the operation of CSII, which includes ACC providing a one way sensor data feeds to the CSII server located in HQ SOUTHCOM. Provision of that feed required the installation of a firewall and router within
HQ SOUTHCOM.
3. SCOPE. In accordance with DoDI 8510.01, DoD Information Assurance Certification and Accreditation Process (DIACAP), a MOA shall be accomplished between responsible authorized officials when an information system requires connectivity to a separate information system outside the boundary for which it is accredited.
4. Responsibilities:
A. ACC/A3OH will:
1. Inform the USSOUTHCOM DAO of any changes in the security posture of ACC managed sensor network that could effect the accreditation and secure operation of CSII.
2. Ensure no information classified higher than UNCLASSIFIED/FOUO is sent from ACC to the CSII server.
3. Coordinate with USSOUTHCOM to facilitate the integration of additional sensor

feeds to the CSII server. Work with USSOUTHCOM to improve information assurance of CSII and the ACC network feeding CSII.
4. Provide budgetary forecasts to USSOUTHCOM at least one year ahead of time for any HW/SW requirements that USSOUTHCOM may need to implement to ensure receipt of ACC provided sensor data.
5. Provide normal business hours support to SOUTHCOM J6 in the event of any problems with ACC data feeds to CSII.
C. USSOUTHCOM DAO will:
1. Ensure the HQ SOUTHCOM network meets all applicable DoD information assurance guidelines.
2. Ensure no information classified higher than UNCLASSIFIED/FOUO is placed on the CSII server that is connected to the ACC radar feed.
D. SOUTHCOM/J6 will:
1. Procure funding necessary for the life cycle of firewalls and routers installed at HQ SOUTHCOM in support of CSII which are needed to receive sensor data feeds.
2. Budget for and maintain use of commercial internet service with public IP addresses to sustain connectivity.
3. Ensure compliance with Information Assurnace Vulnerability Managemnt (IAVM) Program for CSII systems to include maintaince of assets within the Vulnerability Management System (VMS).
4. Provide the Executive Summary Package, to include System Identification profile, DIACAP Implementation Plan, Scorecard, and Plan of Action and Milestones (POA&M) in accordance with (DIACAP).
5. Ensure configuration management for Information System (IA) software is maintained and documented to include current software licenses and revisions were applicable.
6. Comply with technical aspects of one-way feed to CSII server.
7. Review and evaluate the effects on security of system changes, incuding interfaces with ACC and documents all changes.
a. Notify ACC in advance about any changes to the HQ SOUTHCOM network or physical facility which might impact the operations of the firewalls and routers.
b. Coordinate IP address and network addressing scheme changes with ACC at least 4 weeks ahead of planned changes.
5. EFFECTIVE DATE. This MOA is effective upon signature by all parties. The provision of this agreement will be initially reviewed and re-validated by both parties in two years within 60 days prior to the final signature date followed by a requirement for biennial reviews of this agreement by both parties. Once this agreement is approved by both parties it will remain in effect until terminated by mutual consent of both parties, or unilaterally providing 60 days advance notice, in writing, to the other party indicating the intent to terminate.

10. Acknowledgement and Agreement. By affixing my signature below I hereby acknowledge, and agree to abide by and enforce, all of the conditions contained in this memorandum. I further acknowledge and agree that failure to abide by all of the conditions stated in this memorandum may be cause for disconnection from USSOUTHCOM networks. This determination will lie solely with the SOUTHCOM DAO, and may be enacted without prior coordination, if conditions warrant.
