WORK MANAGEMENT INFORMATION
Appendix B - 1
11 Dec 2013
A - Power Failure of Prime Power: That time the system is incapable of performing its assigned mission due to an unstable power source or lack of prime power. Time charged against this downtime code shall include all recovery time expended because of a power failure. For sites experiencing commercial power failures, the downtime will be changed from G to A after thirty minutes.
B - Personnel or Program Error: Used to record those periods when the equipment is not performing its assigned mission due to contractor operations/maintenance error or program error
(i.e., incorrect switch or button activation, incorrect hardware or software configuration). Use this code to charge downtime for suspected software problems until the cause of the problem is determined. Use downtime code S after determining problem is due to inherent software deficiency and submitting a Problem Report (PR).
M - Equipment Malfunction: That time the system is incapable of performing its assigned mission due to component failure or maladjustment. This downtime code applies to all unscheduled outages caused by components or equipment maintained by the contractor under the requirements of the PWS.
X - Excess PMI/Training Time: Used to record that time the Communications-Electronics (C-E) system is not performing its assigned mission due to a sum of PMIs and Training downtime in excess of 10 hours per calendar quarter.

E - Preventive Maintenance 1, 2, 4
: Used to record that time the system is not performing its assigned mission due to
Preventive Maintenance Inspections (PMIs). When a deficiency is discovered which prevents the completion of the
PMI, a new work order will be opened to track corrective maintenance time using downtime code M. Reopen or reschedule the PMI following completion of the related deficiency work order.
T - Training 1, 2, 4
: Used to record that time the system is not performing its assigned mission due to training as approved by the appropriate directing authority. Required reporting comment: Directing authority.
F - Government Priority : Used only when directed by the government to shut down equipment due to personnel safety hazards, interference with other equipment, or higher headquarters requirements. Required reporting comment: Cause of shutdown (i.e., personnel safety hazard, document, or directive) and directing authority.
G - Commercial Power Failure: Used to record the time the system is incapable of performing its assigned mission due to an unstable commercial power source or lack of a commercial prime power source. Use this code only when commercial power is the normal source of prime power. However, use downtime code A when the reason for code G exceeds 30 minutes.
H - Modification or Relocation : Used when an active equipment item is removed from its assigned mission to comply with government-approved modification or relocation.
I - Depot Maintenance
: Used to record time the system is not operational due to scheduled overhaul and/or radome painting (not technical assistance). Reporting code records work accomplished by Engineering & Installation (E&I), Consolidated Repair Activity (CRA), or CONUS or in-country Depot Maintenance teams.
J - Jamming, Intentional or Non-intentional
: Used when a system experiences interfering electrical signals, preventing the system from performing its assigned mission. CAUTION: Do not enter classified information as comment.
K - Damage or Deterioration
: Used to record the time the system is incapable of performing its assigned mission due to uncontrollable equipment damage that is not the result of equipment malfunction and is beyond the contractor’s maintenance activity's control (i.e., natural disasters, vandalism, riot, battle damage). Required comment: Cause of condition.
S - Documented Software Error: Used to record the time the system is incapable of performing its assigned mission due to the occurrence of a documented software problem. Required comment: Date, Problem Report submitted by contractor.
W - Atmospheric Disturbance or Weather
: Used to record the time the system is incapable of performing its assigned mission due to severe weather or atmospheric conditions, such as anomalous propagation, high winds, or hurricanes. Use downtime code K in separate work orders to track all damage/failures caused under code W conditions.
Notes:
- Concurrent red time on these codes do not override chargeable downtime codes A, B or M, except as noted in Figure B1.
- The contractor is limited to a combined 10 hours of non-chargeable PMI & Training downtime per calendar quarter (Jan -Mar, Apr - Jun, Jul - Sep, Oct - Dec) for Bogota and Key West. Consider any additional E- or T-coded time in that quarter chargeable and document using downtime code X.
- Concurrent Red downtime on this code overrides all chargeable downtime for affected system(s).
4 - When the sum of total downtime per calendar quarter for preventative maintenance (delay code E) and training (delay code T) reaches 65 hours at any Deployed-Ground Based Radar (D-GBR) site, any additional time for training or preventative maintenance shall be chargeable, unless approved in advance by the Government.

A – Contractor chargeable Non- and Partial-Mission Capable (MICAP): These conditions exist when:
1. Spares provided by the government at contract start date for which the contractor is responsible for supply and repair, but are not currently available to support mission requirement; or,
2. Spares authorized and provided by the government after contract start date for which the contractor is responsible for supply and repair, but are not currently available to support mission requirement; and,
3. A maximum of 120 non-chargeable transportation hours are allowed to move assets within contractor supply and repair system from Central Control Point (CONUS) to final destination (i.e., country).
B – Tools, Test Equipment, or Tech Data Not Available: Used when tools, test equipment or technical data required to adequately accomplish maintenance tasks are not available at the maintenance facility.
C – Skills Not Available: Used when qualified maintenance personnel are not available to perform required field or organizational level maintenance.
E – Other delays, chargeable: Used when no other delay code is applicable. Required comment: specify delay details and reason it is chargeable delay time.
S – Single Shift Maintenance: Used when personnel are not available for maintenance actions because of single shift maintenance. This code terminates when standby personnel arrive. This code is inappropriate for maintenance functions manned 24 hours a day.

D – Transportation delay: The contractor is authorized a maximum of 72 non-chargeable transportation hours to move assets from the Bogota warehouse to Colombian destinations. Delay code D ends when the asset arrives at the
Colombian site. When delay code D time exceeds 72 hours, stop using the code and use delay code E instead.
G – Other delays, non-chargeable: Used when no other delay code is applicable. Required comment: specify delay details and reason it is non-chargeable delay time.
H – Government Non- and Partial-Mission Capable (MICAP): These conditions exist when circumstances are not applicable to delay code A (see Figure B3). Delay code H ends when the contractor receives the part. If the contractor receives the part at other than the requesting site, initiate delay code A to cover parts delivery to the site.
I – Government Priority: Used when an authorized Government authority directs the delay or does not release equipment for maintenance due to JIATF-S operational requirements. For instance, use this code if an outage occurs where either Selective Identification Feature or Search capability still exists yet both must be down for further repair actions, the contractor requests equipment release but JIATF-S denies release. Required comment: Specify unit and initials of Government POC issuing denial and estimated time of release for contractor maintenance.
K – Transportation delay: The contractor is authorized a maximum of 72 non-chargeable transportation hours to move assets from the CONUS warehouse to any D-GBR destinations. Delay code K ends when the asset arrives at the D-GBR site. When delay code K time exceeds 72 hours, stop using the code and use delay code E instead.
W - Weather: Used when weather delays maintenance actions. Required comment: Specify weather conditions.
Z - Customs Delay: Used when a supply item in a customs status delays maintenance. This delay code time starts when the vessel/aircraft containing the item arrives in-country and ends when the contractor is notified the part is released from customs.

Y Work Order Closed: Used to identify final closure of Amber or Red sequential work orders.
