Site Visit Questions and Answers

FA488722R0014 – Aircraft Wash Rack Services

1. What is the approximate tow time to reach the Aircraft Wash Rack?

The tow time ranges from a minimum of 15 minutes (closest spot) to 45 minutes (farthest spots from the Aircraft Wash Rack).

2. Can wash and lubrication be proposed in one CLIN?

The contractor can submit pricing with combined wash and lubrication if they choose. The contractor can submit pricing combining all aircraft types if the price is the same for both the F- 16 and F-35.

3. Are all supplies for the Aircraft Wash Rack located in the Aircraft Wash Rack area?

There are 4 bays in the Wash Rack and a storage cage for each bay. Additional supplies will be co-located in the building next to the wash-rack (bldg. 915). This will include tapes, scrubbing pads/sponges, nitrile gloves, trash bags, and other consumable items as well as any replacement supplies that are in the wash rack cages. The wash rack manager will be able to supply those items.

4. Are all supplies available and staged so that contract performance can begin each Saturday?

MXG POC will have all required supplies/consumables available at the wash rack. As mentioned on Ques 3, some items are stored in the support section in bldg. 915 which contractors will have access to.

5. What PPE is required to perform Aircraft Wash Services?

Safety goggles, face shields, gloves, boot covers, waterproof pants and jackets (if winter soap is used). We use summer version of the soaps currently which do not require the waterproof pants and jackets to be worn.

6. Will PPE be provided or is the contractor required to provide their own?

PPE will be provided as stated in question 5 however, this is shared equipment used throughout the week by the airmen so the contractor is welcome to bring their own gear so they don’t have to use the shared use items. Individual use items will not be provided.

7. Is there power to the Wash Rack facility?

Yes, there is power.

8. Is all work done in the Wash Rack (wash and lubrication)?

All work (wash/lubrication) is to be completed at the wash rack.

9. Who and when is Quality Assurance being performed?

The MXG POC / wash rack manager will act as quality assurance and oversee washes.

10. Is there any expected surge in need for more Aircraft Washes beyond the 6 per weekend (Saturday and Sunday)?

Not at this time. Any Aircraft Wash Services needs that may arise Monday-Friday will be addressed with active duty personnel. Due to this being a new requirement at Luke AFB, needs may change. Please ensure you submit pricing for the Overtime CLIN.

11. In the Questions and Answers attachment, question #2 states that there will not be a technical proposal required; however, in the July 18th updated solicitation amendment, it mentions the following, “Technical Acceptability – Technical acceptance is based on the proposal conforming to the overall specifications set forth in the performance work statement. The contractor should indicate that their proposal meets all specifications.” Per this statement, it seems that a technical write up may be required. If a write up is not required, how will a contractor be deemed technically acceptable?

This was answered in the Q&As posted in Amendment 0001.

Per question 2 of the Q&As a technical proposal is NOT required.

Per questions 4 of the Q&As, “What is an acceptable response to how the contractor should indicate their proposal meets all specifications.” An acceptable response should be “All elements of the Performance Work Statement have been reviewed and proposal submitted meets all requirements and specifications.”

12. The solicitation states that a DD 441 form will be issued once the contract has been awarded.

Does this mean the prime contractor will require a FCL prior to being awarded the contract, or will government sponsor the winning contractor specifically for this contract for SECRET clearance access?

There will be a 60 day mobilization period in order for the contractor to gain their clearances.

Contract award will not be delayed, however performance may be delayed pending clearances.

Further information will be provided once a contractor has been selected. The Government will not sponsor the winning contractor for Secret clearance access.

13. Will a DD 254 be issued for this contract?

Ref PWS Para 2.1, Para 23.4

The Government will provide the DD Form 254 to convey security requirement to the contractor for contract performance and access to classified information when the contract is awarded.

14. Is the number of personnel required to tow the same for both the F-16 and F-35?

Yes. When towing in open areas where tail and wing walkers are not required, there will be a minimum of 3 personnel (1 in cockpit, 1 in Tug, and 1 tow supervisor). When towing near obstructions / wash rack / hangars you will need 6 personnel. This adds two wing walkers and a tail walker if backing in. If pulling in, you only require 5 personnel.

15. Is a SECRET clearance required for all working crew members?

Ref. PWS Para 2.1, 23.1, 23.4 All contractor personnel must have a SECRET security clearance.

16. Are you able to access technical orders for both airframes using the same TUFF book?

No, F-16s and F-35s utilize different TUFF books with different forms of technical orders and instructions. You will need to have both on site when washing.

17. How many COR’s will be assigned to the contract?

One COR will be assigned to this contract.
