Question and Answers

FA488722R0014 – Aircraft Wash Rack Services

1. Is there an incumbent contractor or is this a new requirement?

This is a new requirement for Luke AFB.

2. Is a technical proposal required? What is the criteria?

No

3. Is there a page limit for the proposal?

No

4. PWS (page 61 of 62) 52.212-2 also states “The contractor should indicate that their proposal meets all specifications.” Please clarify what is an acceptable response?

All elements of the Performance Work Statement have been reviewed and proposal submitted meets all requirements and specifications.

5. PWS Paragraph 2.1 states “All washes will be accomplished on Saturday and Sunday.” Paragraph 4.2.2 states “All washes/lubrications work must be completed on the day they are started within the agreed upon weekend contractor work hours” Expectation is perform all washes during the weekend hours as agreed – please clarify the “agreed” hours?

Ref. PWS Para 2.1, Para 4.2.2 Once a contractor is selected, we will establish daily standard work hours for Sat-Sun within agreed upon work hours.

6. PWS Paragraph 4.3 Timeline/Work Schedules: states “The Contractor shall accomplish all scheduled work in conjunction with the agreed upon weekend wash schedule” Please clarify if the wash rack is operational 24 hours per day each weekend? Will there be a daily hours of operation in which the contractor will have to conform?

Ref. PWS Para 2.1, Para 4.2.2., Para 4.3 We are not planning on 24 hour weekend wash rack activities. Once a contractor is selected, we will establish daily standard work hours for Sat-Sun.

7. PWS Paragraph 4.4 Overtime: states: “If the aircraft is out of service for over 2 hours, the government may agree to utilize overtime funds to pay for additional costs. Overtime wage will only be charged for operating outside of these hours at labor costs. All overtime will be approved in advance by the COR/MXG POC not to exceed the funded amount.” Please clarify how the contractor shall request reimbursement, since no CLIN addresses this issue.

Ref. PWS Para 4.4, Appendix B A CLIN has be added to address overtime so that potential vendor’s can provide their hourly overtime rate.

8. PWS Paragraph 4.6 Exterior Wash Services: “The quantity and type of aircraft (F-16/F-35) to be serviced each weekend shall be reflected in the appropriate weekly maintenance plan issued to the Contractor. An estimated quantity of six to eight (6-8) aircraft washes may be scheduled each weekend. Therefore, the Contractor must be prepared to perform an estimated maximum of thirty-two (32) washes per month 4 weekends/to 8 jets). Normal scheduling will be accomplished two (2) weeks in advance.” How many wash spaces are available? Will the contractor be required to perform simultaneous washes, if so how many?

Ref. PWS Para 10.0, Para 4.2.2 There are 4 wash spots. All washes/lubrications work must be completed on the day they are started, within the to-be-determined agreed upon weekend contractor work hours. The need to conduct more than one wash/lube per day will be required. (3 per day, Saturday and Sunday)

9. PWS Paragraph 22.0 CONTRACTOR TEAM COMPLEMENT states “The contractor must provide qualified/trained employees to properly comply with the terms of this PWS.” What is the minimum staffing per aircraft wash that is acceptable?

Ref. PWS Para 4.2.1, Para 22.0 Should be a minimum of 4 people to wash a jet

10. PWS Paragraph 22.1 Contractor Labor Dispute Plan/Unrepresented Employees: “The Contractor is expected to continue performance in the event of a labor dispute involving Contractor employees that are not represented by a union, and therefore are not covered under a CBA.” Please clarify if a CBA is in effect?

Ref. PWS Para 10.0 There is no CBA in effect for this contract.

11. Please clarify if SPRS is the same as CPARS?

Ref Solicitation FAR 52.212-2 SPRS and CPARS are 2 different systems that utilize contractor performance reports and assessments in different ways.

The Supplier Performance Risk System (SPRS) is the authoritative source to retrieve performance assessments for the Department of Defense. SPRS uses 10 different identified risk factors and 3 years of past performance information data to calculate a Supplier Risk Score. The score is then ranked against one another in a 5-color rating system.

The evaluation of a contractor’s performance is reported and collected in the Contractor Performance Assessment Reporting System (CPARS). CPARS information is utilized for source selection officials and contracting officers to report contractor strengths and weaknesses.

While not the same, SPRS includes CPARS data.

12. Paragraph 4.2.2 of the PWS states: The need to conduct more than one wash/lube per day will be required. (3-4 per day, Saturday, and Sunday). However, paragraph 4.6 states: An estimated quantity of six to eight (6-8) aircraft washes may be scheduled each weekend. Can the government clarify the number of aircraft required to be washed and lubed per weekend?

Ref. PWS Para 4.2.2, Para 4.6 A quantity of six (6) aircraft washes will be scheduled each weekend.

13. PWS Appendix B, Aircraft Wash Data indicates a Projected number of washes per year to be 276 – 368.

However, RFP Supplies or Services & Prices or Costs indicates a quantity of 276. Since this is a Firm Fixed Price effort, how many washes per year is the contractor to price according to aircraft type?

Ref. PWS Appendix B These are approximate numbers based on current quantities of each aircraft type. The quantity may increase or decrease throughout the contract, however these changes would be minimal and would require bilateral modifications to the contract.

14. PWS paragraph 4.5 states: The contractor will contact the MXG POC and MOC for clearance prior to any tows and notify MOC upon tow completion. Will the government provide radios for the notifying of MOC?

Ref. PWS Para 4.2.1, Para 4.5 The MXG POC will call MOC for tow clearance or a radio will be provided.

15. Since the F-35 is a relativity new aircraft, can any of the T.O.’s or JTD’s be made available to review the process for pre-wash preparation and post was aircraft Lube’s?

Ref Solicitation Section J We cannot send TOs or JTDs for review, however we can provide a checklist for wash procedures. That has been added to the solicitation for both the F-35’s and the F-16’s as attachments in Section J.

16. Can you provide any guidance or requirements for our submission of the technical section of our proposal?

No separate technical proposal is required.

17. Given the difficulty for contractors to recruit and hire qualified technicians in the area due to the F35

Program, will the government allow the awarded contractor to hire active duty personnel, assuming zero conflict of interest would exist?

Ref PWS Para 17.0 “The project manager shall not employ any person who is an employee of the Government if employing that person would create a conflict of interest. The Contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the Contractor’s ability to perform; however, their absence at any time shall not constitute an excuse for non- performance under this contract.”

18. In our aircraft wash experience, the Government has always provided the gear lube in order to ensure only the required lube is used on such a high-value asset. Does the Government also intend to provide the lube under this contract?

Ref PWS Para 2.1

All required consumable supplies to include masking supplies, wash soap, lubricants, cleaning supplies, pads, rags, tape, trash bags, and any additional expendable supplies required to perform aircraft wash and wash preparation services will be provided by the government.

19. PWS 4.0 states: The Contractor shall establish a management and control system in coordination with Airfield Management, Maintenance Operations Control Center (MOC), the COR and the Maintenance Group point of contact (MXG POC) to perform aircraft wash services in accordance with the applicable T.O.

publications and this PWS. Will radios be provided for communication with MOC for tow clearance, age equipment, etc.?

Ref PWS Appendix C If radios are required, they will be provided.

20. PWS 5.1 f) indicates that All required consumable supplies to include masking supplies, wash soap, lubricants, cleaning supplies, pads, rags, tape, trash bags, and any additional expendable supplies required to perform aircraft wash and wash preparation services will be provided by the government. Will the contractor be responsible for ordering replacement consumables?

The contractor will NOT be responsible for ordering replacement consumables.

21. PWS 23.4 states: All contractor personnel must have a minimum SECRET security clearance. However, proposals are due on 22 July 2022 and PoP starts 01 Aug 2022. With such a short turn around, will the government allow individuals to be escorted until Secret clearances are granted?

Ref PWS Para 2.1 The current period of performance dates are estimates, as this is an unfunded requirement. When/if the government decides to fund this requirement a proper amount of time will be coordinated with all involved parties to ensure proper training and clearance are achieved for successful contract performance. A 60 day mobilization period will be allowed to give the contractor time to set up clearances for all personnel. The period of performance has been adjusted to reflect this 60 day mobilization period, however this is still an estimate and will be adjusted if/when this is awarded.

22. Appendix C indicates that 1 each Tow vehicle/tow bar will be made available for Joint use. However, depending on the actual number of washes required per weekend, 1 may not sufficient. Will the government consider making at least 2 tow vehicles/tow bars available?

Ref PWS Appendix C Quantity supplied will be as required.

23. Will there be a site visit?

Yes, if requested. Request for a site visit needs to be received by Friday, 22 July 2022 NLT 5PM PST. Send request to kelli.mcdonald@us.af.mil and jacqueline.aranda.1@us.af.mil. The date will be established after responses are received.

24. I see a reference to SECRET Clearance for Restricted Area and access to AC, but I don’t see a reference to a

DD 254. Is this going to be a SECRET Cleared Contract?

Ref PWS Para 2.1, Para 23.4 The Government will provide the DD Form 254 to convey security requirement to the contractor for contract performance and access to classified information.

25. Can unproductive time be billed or is the contractor only required to track it?

Ref PWS Para 4.3.1 Unproductive time is now referred to as work stoppage. Work stoppage is a delay in wash activities that are out of the contractor's immediate control. For instance, if the aircraft develops a hydraulic leak or will not accept external electrical power, and the contractor’s crew cannot perform any work until the problem is resolved, then that time shall be counted as work stoppage. The Government shall have 2 hours to rectify the problem. If the problem cannot be resolved within 2 hours after the notification, then the rest of that wash will be canceled, and the contractor will receive credit for the complete wash.

26. What are overtime funds?

Ref PWS Para 4.4 Government funding allocated for any overtime hours billed by the contractor. If the aircraft is out of service for over 2 hours, the government may agree to utilize overtime funds to pay for additional costs. Overtime wage will only be charged for operating outside of these hours at labor costs. All overtime will be approved in advance by the COR/MXG POC not to exceed the funded amount.

27. What day(s) prior to Saturday will the schedule be ready and how often does it change?

Ref PWS Para 4.2.1, Para 4.3, Para 4.6, Para 15.0 Approximately 80% of the washes will be F-35s and 20% F-16s. A quantity of six (6) aircraft washes will be scheduled each weekend. Contractors will not know specific tail numbers/locations until being briefed Saturday morning by the MXG/POC.

a. The number of aircraft washes is reflected as estimated quantities in the bid schedule, which are based on the projected number of washes identified in Appendix B, Aircraft Wash Data.

b. The Contractor should be prepared to support 6 washes per scheduled weekend.

c. Changes/Cancellations - If less than 6 jets are to be scheduled for the weekend, the contractor will receive notice by 1600 hours the prior Monday at no cost to the government. Exceptions: lack of wash facilities, inclement weather or acts of God. If the government cancels a wash with improper notice, it can be charged.

28. If the government cancels after 1600 (prior day of scheduled service), can the contractor bill for wash services or a cancellation charge?

Ref PWS Para 4.6 If less than 6 jets are to be scheduled for the weekend, the contractor will receive notice by 1600 hours the prior Monday at no cost to the government. Exceptions: lack of wash facilities, inclement weather or acts of God. If the government cancels a wash with improper notice, it can be charged.

The contractor may bill minus the listed exceptions.

29. Under section 2.1 “The Contractor shall provide all qualified personnel, equipment, tools, supplies, supervision, and other items necessary to perform weekend aircraft wash services at LAFB, Arizona.”

However, Under Section 5.1, (F.) the solicitation states, “supplies to include masking supplies, wash soap, lubricants, cleaning supplies, pads, rags, tape, trash bags, and any additional expendable supplies required to perform aircraft wash and wash preparation services will be provided by the government.” There seems to be some overlap in these two statements, Can you confirm which one is appropriate for this solicitation?
