DEPARTMENT OF THE AIR FORCE

LUKE AIR FORCE BASE, ARIZONA
SAMPLE PROJECT STATEMENT OF WORK (SOW)
NUEX10-1518, Isolate HVAC Between Post Office-Dining Hall Luke Air Force Base, Arizona 8 March 2017, Revision 1
NOTE: This SAMPLE project SOW is written to demonstrate the typical format of all project SOWs to be executed under the Mechanical IDIQ. Only submit items required by Section M.
1. OVERVIEW
This task will provide negative air pressures at the Post Office to prevent migration of airborne chemicals, biological, and radiological agents introduced into mail rooms from spreading to other areas of the facility.
2. DESCRIPTION OF WORK
2.1. This project includes all necessary demolition, construction and testing to perform work as listed in description of work below.
2.2. Performance Period: All work shall be completed within 180 calendar days after the Notice to Proceed is issued.
2.3. Hazardous Material Abatement: Asbestos is present in the ceramic tile underlayment in various parts of the facility. An Asbestos Report is available for review. Although testing was accomplished, the Contractor shall report any suspicious material immediately to the Contracting Officer.
2.4. Design Drawings: A concept design drawing is required in the sample project proposal. Costs associated with submittal of progress drawings and specifications at 65% and 95% and 100% completion shall be included in the sample project proposal. The actual drawings at 65%, 95% and 100% are not required to be submitted for the sample project in response to the IDIQ RFP. Allow at least two weeks from date of each submittal for AF representatives to provide review comments and approvals. Upon approval of the 95% drawings, the Contractor shall submit the approved drawings incorporating any comments as an “Issue for Construction” set.
2.5. Calculations: Submit all calculations to support design decisions at each progress design stage.
2.6. Phasing: The Post Office must remain operational during construction. Contractor shall be prepared to provide temporary cooling / heating.
2.7. General Construction:
2.7.1. Contractor to Design-build the Post Office area only to have Negative Air Pressure per UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings. See Standard 17, Mail Room and Loading Dock Ventilation additional guidance.
2.7.2. Verify the current capacity of the chilled water system can support the addition of new air terminal units. If the current chilled water system is inadequate, include a plan to increase the system capacity.
2.7.3. Provide door seal kits for all doors leading to the exterior of the building. The seals shall control enough leakage to be able to maintain the required 0.05 i.w.c. negative pressure with reference to adjacent interior space when all doors in the area are closed.
2.7.4. Existing AHU’s shall remain in place.
2.7.5. Remove the existing outside air supply penetration and patch air tight.
2.7.6. Disassemble ceiling grid and remove lights as necessary to install equipment in the ceiling space.
2.7.7. Install Exhaust Fans (EF), Dedicated Outdoor Air Units (DOAU), Air to Air Heat Recovery Units (HRU), Variable Frequency Drives (VFD), ductwork, piping, diffusers and dampers as needed.
2.7.7.1. All make-up air shall be conditioned to space design temperature (76°F) before being ducted into each AHU.
2.7.7.2. Utilize the appropriate amount of exhaust air to pass through an Air to Air Heat Recovery Unit to condition the make-up air.
2.7.8. Install a new roof penetration or wall penetration for outside air supply and/or relief as needed. If wall penetrations are used, they shall be a minimum of 10 feet above ground level.
2.7.9. Install two-position open/close dampers on the supply and return ducts of AHU-16 prior to the ducts leaving the post office area, and all other exterior penetrations to meet the leakage rate described in UFC 4-010-01.
2.7.10. Install an Emergency Power Off (EPO) switch in the Post Office to power down the following when activated.
2.7.10.1. AHU-16
2.7.10.2. RF-1
2.7.10.3. EF-13
2.7.10.4. EF-17
2.7.10.5. All new and/or existing AHU’s, MAU’s, EF’s, HRU’s provided in the design.
2.7.10.6. All dampers as described in paragraph 2.7.9.
2.7.11. Pressure test the supply and return ducts attached to AHU-16 and seal as needed along the sections interior to the post office area. Repair damaged insulation after duct has passed the leakage test.
2.7.12. Seal a small amount of openings in the walls that divide Post Office and Dining Hall including electrical boxes, pipe and duct penetrations, conduit penetrations, cabling, etc. (Contractor to provide a list of openings to seal after site investigation.)
2.7.13. Eliminate one Supply Air register inside the vestibule on the east side entrance. Cap the existing duct and patch ceiling as needed.
2.7.14. Repair/Replace Ceiling Tiles, Drywall, and any other damages resulting from construction activity.
2.7.15. Remove the existing control system associated with AHU-1, 2, 3 and 4. All existing and new equipment installed and/or reused under this contract to serve the Post Office shall be connected to a new Distech control system to include a new JACE and front end graphics.
2.7.15.1. Install new sensors as required by UFC 3-410-01, Appendix D, Minimum Points List.
2.7.15.2. Install a building pressure sensor mounted inside the Post Office to measure space pressure and display reading on front end. The reference point will be the adjacent room in the dining hall.
2.7.15.3. Place the new control panel inside the Post Office area. The panel must be in a conditioned space.
2.7.15.4. A new communications jack shall be installed near the new control panel.
2.7.15.5. A communications wire shall be ran from the new panel to the communication room located in the Post Office area. 56 Communication Squadron shall make the connection to the existing patch panel and program the port for operation.
2.7.16. Contractor to provide a list of information identifying exactly what the design-build will contain to ensure the Mail Room/Post Office is properly ventilated. This will be presented to the Government prior to starting the design.
2.7.17. Contractor to start construction after the Government have approved a 95% Design-build requirements to ensure adequacy of design documents and materials.
2.7.18. Provide As-Built Drawings according to Luke Mechanical Specifications.
2.7.19. Provide startup.
2.7.20. Provide training based upon Contractor-provided supplied Operations and Maintenance (O&M) Manuals.
3. GOVERNMENT FURNISHED INFORMATION, PROPERTY, OR SERVICES
3.1. No Government furnished equipment (GFE) or services.
3.2. The Government will provide electronic copy of Luke Mechanical Specifications. UFCs are available online, https://www.wbdg.org.
4. GENERAL INFORMATION
4.1. GENERAL
The contractor shall furnish all materials, equipment, and personnel necessary to design, manage, and accomplish the project. The Contractor shall thoroughly review the request for proposals for constructability and advise the contracting officer of potential problem areas prior to submitting a cost proposal. No alterations, additions or deletions shall be made unless prior written approval is given by the contracting officer. Under no circumstances is the Contractor to begin any work on the project until a Notice to Proceed is issued by the Contracting Officer.
4.2. SITE VISIT
A site visit will be held for this sample project. See Section L of the RFP. Attendance at this site visit is highly encouraged. Multiple site visits will not be held. The Contractor shall inspect the site where services are to be performed. This site review shall satisfy the Contractor’s need to identify all general and local conditions that may affect the cost of the contract.
4.3. MEETINGS
The contractor shall prepare and publish all meeting minutes following CO approval, track all action items assigned, and shall document all items discussed at a meeting, as well as each meeting’s attendees.
4.4. REQUIRED SUBMITTALS
4.4.1. Submittals are required for this project and are listed along with their due dates on the Submittal Register. The associated submittals are not required to be submitted as a part of the sample project proposal at this time, however, the Submittal Register is required to be completed and submitted in contractor’s proposal for sample project.
4.4.2. AF Form 3064, Contract Progress Schedule: Provide a legible, contract progress schedule, on AF Form 3064 in printed and PDF format, for construction services to include dates of anticipated work completion. Offerors shall complete and include a contract progress schedule that shows sufficient detail from project start to Government acceptance. Progress schedule shall reflect a critical path that accounts for long lead items, design time, government submittal review time, and project closeout using the performance period specified in this sample project SOW.
4.4.3. For all projects awarded against the Mechanical IDIQ, the Contractor Quality Control Reports are required to be drafted in accordance with Luke Mechanical Specifications, Section 01 45 00.56. Reports would be provided to the government project manager by COB of the first work day of the following week. The Quality Control Reports are not required to be submitted as a part of the sample project proposal at this time, however, the costs and timelines associated with Quality Control Reports should be included in contractor’s proposal for sample project.
4.4.4. A written Accident Prevention plan shall be submitted prior to work start in accordance with Luke Mechanical Specification, Section 01 35 26. The Accident Prevention Plan is not required to be submitted as a part of the sample project proposal at this time, however, the costs and timelines associated with Accident Prevention Plan should be included in contractor’s proposal for sample project.
4.4.5. When required per Submittal Register, Contractor shall submit on an AF Form 3000 all product, material, shop drawing and designs to include Safety Data Sheets (SDS) to the Contracting Officer for approval before any and all items are brought to or installed on project sites at Luke AFB.
4.4.6. Contractor shall submit on Luke AFB Form 317 Contractor’s Reporting Environmental Entry Form all products used on this project. These items will be tracked monthly and reports will be turned into Hazmat office.
4.4.7. Demolition List: The Government reserves the right to salvage any/all equipment or materials prior to construction start. The Contractor shall submit a list of equipment to be demolished for Government review. A list of all items with delivery instructions will be provided in return to identify items for Government salvage. All other items will be the Contractor’s responsibility to dispose.
4.4.8. Provide Operation and Maintenance manual in accordance with Luke Mechanical Specification, Section 01 78 00 and 01 78 23.
4.4.9. The government reserves the right to request submittals on any product or service for duration of the contract at no additional cost.
