Questions & Answers 3
1. SOW Article 1.2 & 4.2.6. “The Contractor will be required to furnish all materials, equipment, and personnel necessary to design…..” “All costs of editing the specifications shall be paid by Contractor and included in his contract coefficient.” Is it correct to assume that Design Staff or costs should be included in the Contractor’s Coefficient?
ANSWER: Yes, that is a correct assumption.
2. SOW Article 5.2.2 “The QCM shall be someone other than the Project Manager or Superintendent.” Can the Project Manager serve as the Project Superintendent and SSHO?
ANSWER: There are 5 key personnel, meaning 5 separate people, 5 seperate resumes, the resumes should use attachment 24, but can elaborate 4 pages beyond that to equal 5 pages total. I am assuming the SSHO is the Safety Officer, and no all positions require a separate person per position.
3. SOW Article 5.4 & 5.4.1. “Percentage of work to be completed by contractor in house according to FAR 52.219-14.” “General construction. The contractor will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.” Will 15% be the cap of self-performed work regardless of what FAR states?
ANSWER: Please view the ammendment posted on June 24th. This clarifies your question specifically.
4. Is there a matrix of permit costs, which may be required, which can be accessed to use in formulating our coefficient?
ANSWER: No that is not something included in this solicitation, it is up to the contractor to formulate those costs to attribute to their coefficient.
5. Attachment #15 of the RFP is an accumulation of numerous specification sections that have no order. For instance Section 010110 Summary of Work page 014000-32 Article 1.03 states “1. Replacing all existing HVAC systems and installing two fifty ton chillers with Air Handling units……” Will specifications be edited to reflect actually what is required for this project or SOW?
ANSWER: That is the Luke Base Master specs, those specs are for everything on the base. I have incorporated the specs in its own package for the sample project with the first Questions that were answered posted on 18 June 2015.
6. Pg 47 of 61, indicates that “Volume 1, Technical proposal page limitation is 24 single sided or 12 double sided.” Pg. 49 and 50 of 61 indicate page limitations for each subfactor. The pages only add up to 17. Please advise if there are more page numbers allowed to equal 24 total pages?
ANSWER: It is allowable to go up to 24 pages if you need to. It is a cap for the Technical volume all inclusive of all technical requirements.
7. Page 49 of 61 “Subfactor 2 – Key Personnel, all submitted resumes on no more than five pages, will only be accepted on Resume Template (Attachment 24). Please confirm that an individual’s resume shall not be submitted, and only subject information on Attachment 24 is to be filled out.
ANSWER: Use attachment 24, but it is allowable to include 4 other pages explaining further qualifications.
8. Attachment 21 – Financial information and Attachment 22 – Bonding Information, information on the forms indicate the financial/surety company are to email directly to the contracting officer. In the attempt of this it was said to submit with the proposal. Please advise where these attachments should be located within the proposal submission.
ANSWER: If they were emailed to me, then you don’t have to put them in the proposal. If you want to put then in the proposal towards the beginning is good.
