GENERAL CONDITIONSPRIVATE
PART 1
CONTRACT DOCUMENTS
1.01
DEFINITIONS:
A.
C.O. ‑ Where the term “Contracting Officer” or “C.O.” appears in the specifications, it shall be understood to mean “Contracting Officer or his/her Authorized Representative”.
B.
USER ‑ Where the term “USER” appears in the specification, it shall be understood to mean the occupant of the building or area of the contract. All changes, deviations, or deletions shall be made by the Contracting Officer or his/her Authorized Representative NOT the USER.
1.02
EXECUTION, CORRELATION AND INTENT:
A.
In cases of discrepancy concerning quality and application of materials and non‑technical requirements over materials, the Specifications shall take precedence over the Drawings.
B.
Work shall be executed as per the Contract Documents. No changes shall be made therein without first having received written permission from the C.O.
C.
If the Contractor observes any errors, discrepancies or omissions in the Contract Documents, he shall promptly notify the C.O. requesting clarification. If the Contractor proceeds with work affected by such errors, discrepancies or omissions, without having received such clarification, he does so at his own risk. Any adjustments involving such circumstances made by the Contractor, prior to approval by the C.O., shall be at the Contractor’s risk and the settlement of any complications or disputes arising therefrom shall be at the Contractor’s sole expense.
D.
All work and material shall be the best of the respective kinds specified or indicated. Should any workmanship or materials be required which are not directly or indirectly called for in the Specifications and/or shown on the Drawings but which are necessary for proper fulfillment of the obvious intent thereof, said workmanship or materials shall be the same or similar parts that are detailed, indicated or specified, and the Contractor shall understand the same to be implied and provide for it in his tender as fully as if it were particularly described or delineated.
PART 2
CONTRACTOR:
2.01
LABOR AND MATERIALS:
A.
When requested by the C.O., the Contractor shall deliver to the C.O., prior to final acceptance of the work as a whole, signed certificates from suppliers of materials and manufactured items stating that such items conform to the Contract Documents.
B.
The Contractor, immediately upon Notice to Proceed (or where shop drawings, samples, etc., are required, immediately upon receipt of approval thereof) shall place orders for all materials, work fabrication, and/or equipment to be employed by him in that portion of the work contracted for. The Contractor shall keep all materials, work fabrications and/or equipment specified and to advise the C.O. promptly, in writing, of all orders placed and of such materials, work fabrications and/or equipment which may not be available for the purposes of the Contract.
C.
Mechanics whose work is unsatisfactory to the C.O. to be careless, incompetent, unskilled or otherwise objectionable shall be dismissed from work under the Contract upon written notice from C.O.
2.02
SHOP DRAWINGS, PRODUCT DATA, SAMPLES AND COLOR BOARDS:
A.
Submission of Shop Drawings, Samples and Color Boards to the C.O. is required of only those items specifically mentioned in the Specification Sections. If Contractor submits Shop Drawings for items other than the above the C.O. will not be obliged to review them. Contractor shall be responsible for the procuring of Shop Drawings for his own use as he may require for the progress of the Work.
B.
The term “Shop Drawings” as used herein also includes but is not limited to fabrication, erection, layout and setting drawings, manufacturer’s standard drawings, descriptive literature, catalogs, brochures, performance and test data, wiring and control diagrams, all other drawings and descriptive data pertaining to materials, equipment, piping, duct and conduit systems and methods of construction as may be required to show that the materials equipment or systems and the positions and layout of each conform to the Contract requirements. As used herein the term “manufactured” applies to standard units usually mass-produced and “fabricated” means items specifically assembled or made out of selected materials to meet individual design requirements. Shop Drawings shall establish the actual detail of all manufactured or fabricated items; indicate proper relation to adjoining Work; amplify design details of mechanical and electrical equipment in proper relation to physical spaces in the structure; and incorporate minor changes of design or construction to suit actual condition.
C.
Samples: Following Contractor’s review and approval, he shall submit to the C.O. samples of all materials in quantities and sizes determined by the C.O. If a sample is rejected, one sample noted so will be returned to the Contractor. If a sample is marked “Approved Except As Noted”, one sample so noted will be returned. Corrected samples shall be resubmitted for approval as per the original submittal.
D.
Color Boards: Following Contractor’s review and approval, he shall submit to the C.O. Color Boards consisting of all interior and exterior finish material samples, a finish schedule, floor plan, and interior elevations if needed to explain finishes. Consolidated Color Boards should be submitted within 30 days of Notice To Proceed. Piecemeal submittals are not acceptable. All Color Boards should be submitted in 8 ½” by 11” card stock in a three‑ring binder. Contractor must certify availability of items at this time. Color Boards shall be submitted in accordance with Section 1300 ‑ Submittals.
E.
Brochures: Following Contractor’s review and approval, he shall submit to the C.O. four (4) copies of all manufacturer’s catalogs or brochures as required by the C.O. If a brochure is stamped “Approved Except As Noted”, one (1) copy will be returned. If stamped “Rejected as Noted”, one (1) marked copy will be returned. Corrected copies shall be resubmitted for approval as per the original submittal.
F.
Equipment Lists: Following Contractor’s review and approval, he shall submit to the C.O. four (4) complete lists of all major items of mechanical, plumbing, and electrical equipment and materials, within fifteen (15) calendar days after award of contract. Submit all items at one time in a neat and orderly manner. Partial lists will not be acceptable. Submittals shall include the manufacturer’s specifications weights space requirements, physical dimensions, ratings of all equipment and supplemental information requested by the C.O. Performance curves for all pumps and fans shall be furnished. Where a submittal sheet described items in addition to that item being submitted, the submitted item shall be clearly marked on the sheet and superfluous information shall be crossed out.
G.
Manufacturer’s Instructions: Where any item or work is required by Specification to be furnished, installed or performed in accordance with a specified product manufacturer’s instructions, Contractor shall procure and distribute the necessary copies as specified on the Schedule of Material Submittal to the C.O.
2.03
CUTTING AND PATCHING OF WORK:
A.
In all cases exercise extreme care in cutting operations, and perform such operations under adequate supervision by competent mechanics skilled in the applicable trade. Openings shall be neatly cut and shall be kept as small as possible to avoid unnecessary damage. Careless and/or avoidable cutting damage, etc., will not be tolerated, and the Contractor will be held responsible for such avoidable or willful damage.
B.
All replacing, patching and repairing of all materials and surfaces cut or damaged in the execution of the Work shall be performed by experienced mechanics of the several traders involved. Such replacing, repairing or patching shall be done with the applicable materials, in such a manner that all surfaces so replaced, etc., will, upon completion of the Work, match the surrounding similar surfaces.
PART 3
ADDITIONAL INSTRUCTIONS:
3.01
SCAFFOLD, STAGING, PROTECTION, ETC:
A.
The Work under each Section of these Specifications shall include providing, installing, and maintaining all scaffold, staging, trestles, and planking necessary for the work under each Section in strict conformity with all applicable laws and ordinances, and maintenance of same so as not to interfere with or obstruct the work of other trades.
B.
All Scaffolding shall comply with OSHA Safety and Health Standards (29 CFR 1910), paragraph 1910.28.
C.
Additionally, the work under each section of these Specifications shall include providing all forms of protection necessary to preserve the work of other trades free from damage.
D. These provisions shall be considered as though repeated under each separate Section of these Specifications.
3.02
SPECIFICATIONS:
A.
In the preparation of these Specifications, an effort has been made to segregate the various branches of the Work under headings by trades. This is done only for convenience and shall not relieve the Contractor of the responsibility of furnishing each item indicated or specified whether properly segregated or not.
B.
Specification arrangement is in accordance with the “Construction Specifications Institute (CSI), Manual of Practice, Specification and Writing Techniques, Chapter one, Section Format Outline”.
C.
No responsibility will be assumed by the Government or the C.O. for omissions or duplications by the Contractor in the completion of the Contract due to any alleged error in the arrangement of the material in these Specifications nor shall any such segregation or work and materials operate to make the C.O. an arbiter in defining limits to the agreements between the Contractor and his subcontractors or suppliers.
D.
The misplacement, addition or omission of any letter, word or punctuation mark shall in no way damage the true spirit, intent or meaning of these Specifications.
E.
The words “shown”, “indicated”, “noted”, “scheduled” or words of that effect shall be understood to mean that reference is made to the Drawings accompanying these Specifications.
F.
Where reference herein is made to colors or finishes “as selected”, the reference is to the C.O.
3.03
APPROVED APPLICATORS:
A.
Where specific instruction in these Specifications requires that a particular product and/or materials be installed and/ or applied by an “approved applicator” of the manufacturer, it shall be the Contractor’s responsibility to insure that any subcontractors used for such work be approved applicators.
3.04
WATERTIGHT ‑ WEATHERTIGHT:
A.
Anything in the Contract Drawings notwithstanding, the Contractor accepts the responsibility of construction of a watertight, weather tight project.
3.05
DELIVERY AND STRORAGE OF MATERIALS:
A.
Deliver all manufactured materials in the original packages, containers or bundles (with the seals unbroken) bearing the name or identification mark of the manufacturer.
B.
Deliver fabrication in as large assemblies as practicable and where specified to be shop‑primed or shop‑finished; they shall be packaged or crated as required to preserve such priming or finish intact and free from abrasion.
C.
Store all materials in such manner as necessary to properly protect same from damage, as materials or equipment damage by handling weather, dirt or from any other cause will not be acceptable.
D.
Store materials so as to cause no obstructions, stored off sidewalks, roadways, and underground services. The Contractor shall be responsible for protecting all material and equipment furnished under the Contract.
3.06
WORKMANSHIP:
A.
Where not more specifically described in any of the various Sections of these Specifications, workmanship shall conform to all of the methods and operations of best standards and accepted practices of the trade or trades involved, and shall include all items of fabrication, construction, or installation regularly furnished or required for completion (including any finish), and for successful operation as intended.
B.
All work shall be executed by mechanics skilled in their respective lines of work.
C.
When completed, all parts shall have been durably and substantially built and shall present a neat, workmanlike appearance.
3.07
EARTH MOVING PERMIT
A.
Contractor shall apply for and obtain an Earth Moving Permit from:

B.
Contractor shall pay for all fees for Earth Moving Permit and Application.
C.
Permit is required for all Earth Moving, Soil Disturbance, and Dust Generation.

SECTION 01010PRIVATE
SUMMARY OF WORK

1.02
DEFINITIONS:
A.
Any reference throughout this specification to “Architect ‑Engineer” should be understood as a reference to “Contracting Officer.”
B.
Any reference throughout this specification to “Owner” should be understood as a reference to “The Government.”
C.
Payment provision contained in any portion of the referenced specifications and standards are to be disregarded.
1.03
WORK COVERED BY CONTRACT DOCUMENTS:
A.
The following is a summary of work for Project No. NUEX 970505 located at Luke AFB, Arizona. The project shall include but is not limited to Exterior electrical distribution.
B.
The above description of work is for the purpose of general information only and is not intended to include and describe every feature or item of work or to define the scope of work.
1.04
USE OF PREMISES:
A. During the entire contract performance period, the facility will be occupied.
B. Coordinate and cooperate with the using personnel in scheduling operations to minimize conflict and to facilitate government usage.
1.05
UTILITIES:
A. Water, gas, and electricity will be furnished to the Contractor by the government from the Government’s existing system outlets.
B.
Utilities will be furnished at no cost to the Contractor, except for telephone.
1.06
“AS‑BUILT” DRAWINGS (RECORD DRAWINGS)
A.
Maintain at the jobsite two sets of full size contract drawings, marking in red to show all variations between the construction actually provided and the requirements indicated or specified in the contract documents, including buried or concealed construction.
B.
Where a choice of materials or methods is permitted or where variations in scope from that of the original contract are authorized, mark the drawings to define the construction actually provided.
C.
Use standard drafting practices to represent such changes and include supplementary notes, legend, and detail as necessary to clearly portray the as‑built construction.
D.
On completion of the work, deliver to the Contracting Officer both sets of marked drawings for approval and acceptance.
1.07
SUBMITTALS
A.
“AS‑BUILT” DRAWINGS (RECORD DRAWINGS). On completion of the work, deliver to the Contracting Officer both sets of marked drawings for approval and acceptance.

SECTION 01031PRIVATE
INTERFACING OF NEW AND EXISTING WORK
PART 1
GENERAL
1.01
SCHEDULING:
A.
Work items shall be scheduled to avoid or minimize interference between the various trades involved.
1.02
ACCESS AND FINISH:
A.
Cut, move, or remove items as necessary to provide access or to allow alterations and new work to proceed. This includes:
1.
Repair or removal of hazardous or unsanitary conditions.
2.
Removal of items and items serving no useful purpose, such as abandoned piping, conduit and wiring, unless otherwise indicated.
3.
Removal of unsuitable or extraneous materials not marked for salvage, such as abandoned furnishings and equipment, and debris such as rotted wood, rusted metals and deteriorated concrete.
4.
Cleaning of surfaces and removal of surface finishes as needed to install new work and finishes.
B.
Patch, repair, and refinish existing items to remain to the specified condition for each material with a workmanlike transition to adjacent new items of construction.
1.03
ALTERATIONS, CUTTING, AND PROTECTION:
A.
Assign the work of moving, removal, cutting, and patching to trades qualified to perform the work in a manner to cause least damage to each type of work, and provide means of returning surfaces to appearance of new work.
B.
Perform cutting and removal work to remove minimum material necessary and in a manner to avoid damage to adjacent work.
1.
Cut finish surfaces such as concrete, tile, gypsum wallboard, plaster, wood rails, or metal surfaces in a straight line or at a natural point of division.
C.
Perform cutting and patching as specified in Section 01045.
D.
Protect from damage by adjacent work all existing structural members, finishes, facility systems and equipment that are to remain. Also provide temporary enclosures, waterproofing, heating, or other means to protect remaining existing work and new work from damage by weather or temperature/humidity extremes.
E.
Provide temporary enclosures as specified in Section 01500 to separate work areas from existing building and from areas occupied by Government, and to provide weather protection.
PART 2
PRODUCTS
2.01
SALVAGED MATERIALS:
A.
Do not incorporate salvaged or used material in new construction except as indicated or with approval of Contracting Officer.
2.02
PRODUCTS FOR PATCHING, EXTENDING, AND MATCHING:
A.
Contractor work shall:
1.
Provide same products or types of construction as that in existing structure, as needed to patch, extend, or match existing work.
a.
Generally, Contract Documents will not define products or standards of workmanship present in existing construction. Contractor shall determine products by inspection and any necessary testing. Workmanship standard shall be determined by use of the existing as a sample for comparison.
2.
Require that patching, extending, or matching be performed as to the extent necessary to make work complete and consistent with identical standards of quality.
PART 3
EXECUTION
3.01
PERFORMANCE:
A. Patch and extend existing work using skilled mechanics who are capable of matching existing quality of workmanship.
B. Quality of patched or extended work shall be not less than that specified for new work.
3.02
ADJUSTMENTS:
A.
Where partitions are removed, patch floors, walls, and ceilings with finish materials to match existing.
1.
Where removal of partitions results in adjacent spaces becoming one, rework floors and ceilings to provide smooth planes without breaks, steps, or bulkheads.
2.
Where extreme change of plane of two inches or more occurs, request instructions from Contracting Officer as to method of making transition.
B.
Trim and refinish relocated or existing doors as necessary to clear new floors.
3.03
DAMAGED SURFACES:
A.
Patch and replace any portion of an existing finished surface which is found to be damaged, lifted, discolored, or shows other imperfections with matching material.
1.
Provide adequate support of substrate prior to patching the finish.
2.
Refinish patched portions of painted or coated surfaces in a manner to produce uniform color and texture over entire surface.
3.
When existing surface finish cannot be matched, refinish entire surface to nearest intersections.
3.04
TRANSITION FROM EXISTING TO NEW WORK:
A.
When new work abuts or finishes flush with existing work, make a smooth and workmanlike transition. Patched work shall match existing adjacent work in texture, color, and appearance so that the patch or transition is invisible at a distance of five feet.
1.
When finished surfaces are cut in such a way that a smooth transition with new work is not possible, terminate existing surface in a neat manner along a straight line at a natural line of division, and provide trim appropriate to finished surface.

SECTION 01045PRIVATE
CUTTING AND PATCHING
PART 1
GENERAL
1.01
REQUIREMENTS INCLUDED:
A.
Requirements and limitations for cutting and patching of work.
1.02
RELATED REQUIREMENTS:
A.
All required safety and fire permits shall be completed prior to construction start.
1.03
DESCRIPTION:
A.
Execute cutting, fitting, and patching to complete work and to:
1.
Fit the several parts together, to integrate with other work.
2.
Uncover existing work to install new work.
3.
Remove and replace defective and nonconforming work.
4.
Remove samples of installed work for testing.
5.
Provide openings in nonstructural elements for penetrations of mechanical and electrical work.
1.04
SUBMITTALS:
A.
Submit written request in advance of cutting or alteration which affects:
1.
Structural integrity of any element of project.
2.
Integrity of weather‑exposed or moisture‑resistant element.
3.
Efficiency, maintenance, or safety of any operational element.
4.
Visual qualities of sight‑exposed elements.
5.
Work of Government.
B.
Shop Drawings: Submit Shop drawings showing intent of cutting and above information.
C.
Include in request:
1.
Identification of project.
2.
Location and description of affected work.
3.
Necessity for cutting or alteration.
4.
Description of proposed work, tools, equipment, and shoring to be used.
PART 2
PRODUCTS
2.01
MATERIALS:
A.
Same material as original installation, unless specifically indicated otherwise in the drawings and technical sections of specifications.
B.
For any change in materials, submit request for substitution in accordance with Section 01300.
PART 3
EXECUTION
3.01
INSPECTION:
A.
Inspect existing conditions, including elements subject to damage or movement during cutting and patching.
B.
After uncovering, inspect conditions affecting performance of work.
C.
Beginning of cutting or patching means acceptance of existing conditions.
3.02
PREPARATION:
A.
Provide supports to assure structural integrity of surroundings. Also provide devices and methods to protect other portions of project from damage.
B.
Provide protection from elements for areas which may be exposed by work.
3.03
PERFORMANCE:
A.
Execute work by methods to avoid damage to other work, and which will provide proper surfaces to receive patching and finishing.
B.
Restore damages with new products in accordance with contract requirements.
C.
Refinish surfaces to match adjacent finishes. For continuous surfaces, refinish to nearest intersections. Refinish entire unit when the surface is part of an assembly.

SECTION 01070
SAFETY REQUIREMENTS
PART 1
GENERAL
1.01
GENERAL:
A.
This Section specifies the health and safety requirements to be enforced during the performance of the Work specified herein.
B.
Refer to Section 01080 for Fire Prevention.
1.02
SUBMITTALS
A.
Safety Program: The Contractor shall submit a Safety Program in accordance with paragraph 1.07.
1.03
RESPONSIBILITY:
A.
The Base Ground Safety Officer or his representative will attend pre-construction conferences to brief contractors on pertinent safety regulations and to provide guidance for safe operations during contract performance. Local safety guidance will be furnished to the Contractor for briefing his personnel.
B.
It is the responsibility of any person who discovers a safety violation to report it immediately.
C.
The Contractor shall perform whatever work is necessary for safety and shall be solely and completely responsible for conditions of the job site, including care and safety of all property and safety of all persons whether or not employed by the Contractor during the Contract Period.
1.
This requirement shall apply continuously and not be limited to normal working hours and shall apply to all activities both directly and indirectly associated with all work covered by the Contract.
2.
These requirements do not supersede, but are in addition to any federal, OSHA, state, or local regulations.
3.
If a conflict occurs between these requirements and current regulations, the more stringent shall apply.
D.
The Contractor shall at all times provide proper facilities for safe access to the Work by authorized government officials.
E.
It shall be the responsibility of the Contractor to be familiar with the required health and safety regulations in the performance of this work.
F.
It is the Contractor’s responsibility to ensure that:
1.
Safety equipment is available for Contractor personnel and is properly maintained.
2.
Use of personal protective equipment and clothing by personnel entering the site in enforced.
3.
Communication with all Contractor Personnel, the Contracting Officer, and other personnel regarding safety matters is maintained.
4.
Corrective actions are implemented in the event of an emergency or unsafe condition.

1.05
EMERGENCY AND FIRST AID REQUIREMENTS
A.
The Contractor shall prearrange for emergency medical care services at a nearby medical facility and establish emergency routes.
B.
The Contractor shall establish communication links with health and emergency services to inform them of any emergency situations that may arise.
c.
In the event of any emergency associated with or resulting from Work at this site, the Contractor shall without delay:
1.
Cease Work activity on the site
2.
Take diligent action to remove or otherwise minimize the cause of the emergency
3.
Render full assistance to Local authorities to remedy any impact on local residents or property.
4.
Alert the Contracting Officer and Government.
5.
Institute whatever measures are necessary to prevent any repetition of the conditions or actions leading to or resulting in the emergency.
1.06
PERSONAL PROTECTION EQUIPMENT
A.
The Contractor shall provide all on-site Contractor and Subcontractor personnel with appropriate personal safety equipment.
1.07
SAFETY PROGRAM
A.
The Contractor shall provide no later than five days after receiving Notice of Award, four (4) copies of his safety program to the Contracting Officer for review and approval. No construction shall commence until the Contractor’s Safety Program has been approved.
B.
The Safety Program shall include detailed description of the Contractor’s Safety Organization, responsibilities, method of program implementation and description of methods for corrective measures.
C.
The Contractor shall not deviate from the approved Safety Program.
D.
All Subcontractors shall follow the Approved Safety Program.

FIRE PROTECTION
PART 1
GENERAL
1.01

1.02
RESPONSIBILITY:
A.
The Base Fire Chief or his representative will attend pre‑construction conferences to brief contractors on pertinent fire regulations and to provide guidance for fire safe operations during contract performance. Fire prevention guidance will be furnished to the Contractor for briefing his personnel.
B.
It is the responsibility of any person who discovers a fire to report it immediately, even when it is extinguished without the aid of the Fire Department. To do this:
1.
Sound the alarm locally by activating the installed fire alarm or by shouting to notify the occupants.
2.
Report the fire by dialing Base emergency number.
3.
Give the Fire Department the following information: Building number, name of person reporting the fire, type of fire (building, grass, automobile, etc.), and exact location of the fire in the building (north end, south end, etc.).
1.03
FIRE PREVENTION RULES:
A.
Smoking:
1.
Cigars, cigarettes, matches, or mechanical lighters will not be used in the Building, except in areas specifically designated as “Smoking Area”.
2.
Smoking will not be permitted within 50 feet of repair dock, paint and dope shops, gasoline storage and dispensing areas, and motor maintenance shops.
3.
Smoking materials will be disposed of in special noncombustible receptacles at the close of business or upon cessation of operations each day. These receptacles will be removed from the building and the contents properly disposed of.
4.
Smoking will be prohibited in any facility or area wherein any painting operation is being accomplished. Smoking permitted at designated areas only, verified by contracting officer.
B.
Heating: Non-explosion proof heaters and all open flame heaters will be prohibited for use in any facility or area where volatile vapors are present or may accumulate.
C.
Electrical:
1.
During Fire Prevention inspections conducted by the Luke Air Force Base Fire Department, all appliances deemed unsafe and connected to an electrical distribution system will be disconnected from the electrical system and not be reconnected until approved by the Contracting Officer. The Base Fire Department will perform periodic inspection to verify compliance.
2.
Only vapor‑proof type drop cords will be used in hangars, sewage plants, and buildings where volatile liquids are used or stored.
3.
All flexible cords used on appliances will be used in continuous length and be in good condition without splice tape.
D.
Housekeeping:
1.
Trash will not be allowed to remain in any building overnight.
2.
Only noncombustible trash containers and waste paper containers will be used.
3.
Trash will not be allowed to accumulate on the floors, in attics, or underneath stairwells of buildings. Attics and areas underneath stairwells will not be used for storage without prior written approval of the Base Fire Chief.
4.
Outdoor trash receptacles will be located at a reasonably safe distance from buildings. In no instance will trash including scrap lumber be stacked less than 15 feet from any building.
5.
Rags will be kept in a metal container with metal lid. Containers will be properly marked, stating contents.
E.
Flammable Liquids:
1.
Flammable liquids will only be stored in buildings designated and approved for that purpose. “Flammable” and “No Smoking” signs shall be prominently posted.
2.
Gasoline will not be stored in the building without approval from the Base Fire Chief.
3.
A supplemental supply of flammable liquids kept on premises will be limited to the amount necessary for one day’s use. This supply will be kept in approved safety cans which will be stenciled with the name of contents and the word “FLAMMABLE”.
4.
All paint storage sheds will be at least 50 feet from any building.
5.
All spray painting will be done in compliance with established safe practices.
6.
Blow torches or any type of open flame will not be used for removing paint or tile from any type of surfaces.
F.
Liquid Fuel Powered Equipment:
1.
Adequate ventilation will be maintained in all areas when power equipment is to be used and where an accumulation of explosive gases is likely to occur from the use of power equipment.
2.
Privately‑owned vehicles will not be parked in any building or structure other than those designated and approved for this purpose.
G.
Fire Hydrants: Water mains and fire hydrants will not be shut off, nor will any maintenance be performed that will interfere with the water supply on the Base without first notifying the Base Fire Department.
H.
Arc Welding, Torch Welding, Cutting, and Brazing:
1.
Welding, cutting, or brazing other than in approved welding shops, will require permission from the Base Fire Department and the issuance of a Welding Permit for open flame work.
2.
Only certified welders will operate welding equipment.
3.
All equipment will be inspected daily for damage, loose connections, or unsafe conditions. Repair or replacement must be made if required.
4.
Fire extinguishing equipment will be stationed near the welding location.
5.
No welding/cutting and/or open flame operations are allowed in facilities when automatic fire detection and/or suppression systems are out of service.
6.
Automatic fire detection and suppression systems shall be returned to service (if possible) during construction and renovation when the facility is unoccupied.
7.
Contractor shall post a fire guard for 24 hours (or certifies the facility fire safe) after welding/cutting and/or open flame operations sin facilities when fire detection/suppression systems do not exist or cannot be returned to service.
I.
During all floor finishing such as sanding or varnishing and any other work in which a concentration of flammable vapors or dust is likely, all open flames including gas pilots will be turned off and the building adequately ventilated. Further care must be taken to insure electrical circuits are not activated during any unsafe condition.
J.
Before drilling through masonry walls, the contractor will determine if there is insulation in the wall. The Base Fire Department or contracting officer will be notified and asked to inspect the area prior to any drilling in a hazardous location. Proper safety and fire precautions will be taken at all times.

1.02
PROCEDURES:
A.
Deliver all submittals to Contracting Officer within 10 days after the Notice to Proceed, unless otherwise specified.
B.
Transmit each item using AF Form 3000. Identify project, Contractor, subcontractor, major supplier; identify pertinent drawing sheet and detail number, and specification section number, as appropriate. Identify deviations from contract documents.
C.
Submit initial progress schedules in quadruplicate within 5 working days after commencement of work. After review by Contracting Officer, revise and resubmit as required.
D.
Government’s review will be limited to determination if submittals are in conformance with design concept and general requirements of the project. Approval by the Government shall not absolve the Contractor from his responsibilities for specific performance of the item or items submitted.
E.
Submittals shall be accepted only from the Contractor (not subcontractor or material supplier), who shall check submittals for completeness, accuracy for construction purposes, and conformance with contract requirements and shall indicate his concurrence on each submittal.
F.
Submittals shall be submitted in groups, i.e., all lighting fixtures, all paint schedules, all windows, all doors. Individual submittals not containing all the items in a group will not be accepted and will be returned for submittal with the group.
G.
In no case shall material be incorporated into the work unless prior approval is obtained from the Contracting Officer.
1.03
PROPOSED SUBSTITUTIONS:
A.
The Contractor shall submit proposed substitutions to Contracting Officer within 10 days after the date of Notice to Proceed is issued. Submit complete data including performance and chemical/physical makeup for both the specified and proposed item.
1.
Submit proposed substitutions relating to particular subcontract or trade at one time.
2.
List proposed items.
3.
State amounts for all cost variations. No addition cost to the Government will be allowed for substitutions. Additional cost for supply inventory not on hand must be included.
4.
Include Shop Drawings, product Data, and all information required to determine suitability of proposed product.
5.
Supply additional information if requested by the Contracting Officer.
B.
Approval or Rejection: Approval or rejection of substitutions is at the Contracting Officer’s discretion, whose judgment will be final. The Government reserves the right to determine equality. Factors for acceptability of proposed substitutions are as follows:
1.
Quality of materials, structural strength, and details of construction or fabrication.
2.
Performance and function.
3.
Appearance and finish.
4.
Impact on other work shall be identified.
5.
Compatibility with existing systems.
6.
Additional supply inventories for substitute materials.
7.
Additional maintenance training.
8.
Special tools, testing, and environmental requirements.
9.
Use of hazardous materials.
10.
Use of materials not available on Luke AFB, i.e., and refrigerant.
C.
Resubmission of Proposed Substitutions: Do not resubmit any previously rejected proposed substitutions.
D.
Compliance: Use of approved substitutions does not relieve the Contractor from compliance with the Contract Documents.
E.
Unauthorized Substitutions: If substitute materials are installed without prior approval, remove the unauthorized materials and install those indicated or specified, at no additional cost to the Government.
F.
Restrictions: Contractor shall note that for some items of equipment and materials, the names of selected manufacturers have been specified. Bids shall be based on use of product of one of the selected manufacturers, and only such products may be submitted for approval. No substitutions will be accepted.
G.
It shall be the Contractor’s responsibility to assure the equipment is consistent with the specifications. No extra compensation will be approved for revisions required for any different services, space, clearances, accessories, etc.
H. All approved substitutes must be compatible with existing systems and supply inventory.
I. Definition – Equal, Equivalent: With respect to products, these words are used synonymously in the contract documents to mean like degree of features, attributes, performances, or qualities deemed essential to the design indicated. Use of these words is not intended to imply equality or identity in all respects or qualities. Use of the term “or equal” or language of similar import is intended to mean that the Contracting Officer will consider substitution proposals for the product following guidelines and procedures in this specification.
1.04
COLOR BOARDS:
A.
Submission Schedule: Consolidated construction color boards should be submitted within 45 days of the NTP. Piecemeal submittals are not acceptable. All color boards are to be submitted in 8 ½” by 11” card stock in a three‑ring binder. Contractor is required to certify availability of items at this time.
B.
Material Matching: Construction color boards must match those approved during design.
C.
Material Samples: Use actual materials rather than catalogs or photographs or colors, materials, or samples.
D.
Color Board Format: Color Boards shall be prepared in the following format:
1.
Binders: Provide submittals in 8 ½ by 11 format. Use three‑ring binders.
2.
Sheet Material: Sheets containing samples shall be heavy, neutral colored (not white) illustration board capable of supporting a four inch by eight inch quarry tile without distorting binder release or sheet tear‑out due to hole failure.
3.
Mounting: Adhesives must be appropriate for the sample. For instance, white glue is appropriate for paper or cloth and construction adhesive is appropriate for masonry.
4.
Content. Color Board shall consist of all samples, a finish schedule, floor plan, and interior elevations if needed to explain finishes. Items other than material sample boards may be folded to 8 ½ by 11.
5.
Identification. Identify each sample by use, location, and manufacturer’s name.
1.05
SAMPLES:
A.
When required by individual specification sections, submit samples that fully illustrate functional characteristics of the product, complete with integral parts and attachments.
B.
Include identification on each sample, giving full information.
C.
Samples will be retained by the Contracting Officer except in those instances, where the specifications permit use of the sample in the actual work.
D.
Provide field finishes at project as required by individual specification sections. Install sample complete and finished. Acceptable finishes in place may be retained in completed work.

CONSTRUCTION PROGRESS SCHEDULE:
A.
The Progress Schedule shall consist of a minimum of one work element for each division of the specification except Division One. (AF Form 3064)

SHOP DRAWINGS:
A.
When required by individual specification sections, submit the number of opaque reproductions which contractor requires, plus three (3) copies which will be retained by the Government.
B.
Shop drawings shall be prepared by persons competent and experienced in the trade involved. Drafting skill is not a requirement but accuracy and completeness of Drawings shall reflect field measurements and conditions and shall show the relationship of the item to adjacent materials.
C.
“Shop Drawings” are defined as drawings, diagrams, illustrations, schedules, performance charts, brochures and other data prepared by the Contractor or any subcontractor, manufacturer, supplier, or distributor, which illustrates how specific portions of the work shall be fabricated and/or installed.
D.
Shop drawings are not part of the contract documents. Contract documents are prepared under the guidance of the design professional. Shop drawings by long standing tradition in the construction industry are usually prepared by trade’s people who are not registered architects or engineers.
E.
The purpose of shop drawings is not to depict or define design but it is to show how the construction document requirements are to be implemented.
1.08
PRODUCT DATA:
A.
When required by individual specification sections, submit product data that indicate compliance to listed standards.
1.
Data composed of manufacturer’s catalog cuts, brochures, circulars, specifications and product data, and other information in sufficient detail and scope to verify compliance with requirements of the contract documents shall be submitted. This shall include a description of the system operating characteristics and individual data sheets for each item of equipment indicating descriptive and technical data, operating temperature limits, heat dissipated, electrical requirements and mounting restrictions.
2.
If a data sheet covers several types of sizes of equipment, the sheet shall be marked to indicate the specific item provided.
B.
Mark each copy to identify applicable products, models, options, and other data; supplement manufacturers’ standard data to provide information unique to the work. Include manufacturers’ installation instructions when required by the specification section.
1.09
CERTIFICATES:
A.
Each certificate required by the Contract Documents shall be signed by an officer, agent, or individual lawfully authorized to execute the certificate and such authority shall be cited in the certificate by description, title, or other acceptable evidence.
B.
Certificates shall be sworn and notarized as to correctness and validity of the contents, and copies shall be notarized to be true copies. Deliver all certificates to Contracting Officer.
1.10
EQUIPMENT DATA SUBMITTALS:
A.
Equipment data submittals, including complete technical, performance, and catalog data, are required for every equipment item proposed for the Work, each submittal bound, indexed, and containing information and data as specified in Article 1.08, “Product Data”.
