3(1.1.1.b) Will the adjustments to the quantities be via Change Order?Upon final count by the contractor an adjustment will be made to either the number of fixtures replaced or the funding. This will happen post-award.
4(1.1.3) How many fixtures require the emergency battery back-up?Information not available; new installation shall meet code requirements for emergency lighting.
5(1.1.8) How much prior notification will be provided if an interruption is expected?Outage request must be submitted 15 days prior / be prepared for mission changes
6If there is any damage to walls or ceilings, is the contractor expected to do the repairs?Contractor is not responsible for pre-existing damage, however the Contractor is responsible for repairing any damage caused in the process of executing work under this contract.
7If ceiling tiles are damaged or need replacement during the installation, will the customer provide the replacements?No; Contractor is required to supply all material & labor to complete repairs due to contractor-caused damage. Repairs shall match the existing finishes and restore the damaged area to pre-damage conditions as a minimum standard.
8Does the base require any special permits for this project?No special permits are required, but Contractor must coordinate with the building occupants through the facility manager(s) prior to starting work on each building.

10Is there a deadline for the project completion?Yes, refer to contract documents.
11Are there floorplans available of the existing buildings?Floorplans are available but may not reflect existing conditions.
12Will we be able to perform work during daytime schedules?Yes, refer to contract documents.
13Will we be able to work during night time schedules if need be?Possibly, but must be requested by the Contractor and approved by Contracting Officer.
14Will we be able to work on weekends if need be?Possibly, but must be requested by the Contractor and approved by Contracting Officer.
15Will we have access to all areas during normal business hours?depends on mission, security and approval from facility manager and contacting
16Will there be lock down areas with minimal access per day or per week?Yes there are secure areas, which will require scheduling through project manger and facility manager(s) for escorts.
17Will the Voltages for the existing fixture types be disclosed, because 480-volt fixtures cost substantially more?Information is not available
18Are there any specialized lighting requirements for different building uses, e.g. highly detailed work areas?Yes, refer to contract documents.
19Are any of the fixtures going to be installed in HAZLOC for hazardous locations?Not available
20Are there any lighting control requirements?There may be areas where lightng control/occupancy sensors currently exist, however the Contractor is not required to install lighting controls where none currently exist.
21What are the existing lighting controls for each building?Primarily switches, but some dimmers and occupancy sensors.
22Do you use dimmers and occupancy sensors?In some cases you will find dimmers and/or occupancy sensors.
23The provided Lighting audit table indicates troffers however we do not know quantities of 1'x4', 2'x4', recessed vs. surface mount. So forth. Can copies of the 2016 and 2018 audits be made available?Yes - per contracting approval
24For bidding purposes are we to assume a percentage of emergency fixtures? Or will a quantity be provided?Assume or estimate
25Is there any asbestos abatement required?Assume no abatement is required
26Could you provide # of EM fixtures because there are significant # of EM fixtures identified during site visit and significant impact on the bid price?Assume or estimate
27How frequently we can invoice for the work done during the construction period, such as building by building or monthly?A: recommended biweekly or monthly.
28During site visit, there are a significant number of fixtures that require flat panel LED fixture. Do you permit to use flat panel LED instead of Troffer LED for the entire project?No, Government will not provide blanket approval of substituting flat panel LED for trouffers.
29Please confirm that we are to bid the fixture types and quantities as shown on Table 1 in the summary of work only.A: Yes
30Per 1.1.3 in the Summary of Work, All fixtures that incorporate a battery backup shall be replaced with the equivalent LED fixtures that include a battery backup. Due to site visit being only a sample of the types of installations we were unable determine quantities and locations of existing Emergency battery packs. 32During the site walk we only surveyed a third of the buildings in the solicitation. a. In order to meet this, it requires building management controls along with diming, switching, daylighting, etc. Please confirm we will only be providing a fixture swap out.Correct; contractor is only providing fixture replacement with new LED fixtures.

38The provided AF3052 form, does not match scope of work. Section M3.3.3. Completeness, states, "Price will be considered complete when the offeror has proposed a Firm-Fixed Price for all applicable items in the AF Form 3052. Price will be evaluated to determine whether the offeror provided complete data. Complete data means the offeror provided a proposal that contains a fully completed AF Form 3052. Incomplete offers may be deemed non-responsive and will be determined to be "Unacceptable"". a. 44.44) Specification "LED" 1.1.13 All fixtures must meet the AF lighting requirements for the work task being performed in each area of the building where fixtures are being replaced as required in UFC 3-530-01 and ASHRAE 90.1, 2016. A computer printout of that proves the lighting requirements are being meet in each work space in each building shall be provided.
45Please clarify what lighting fixtures are to be replaced in this scope of work? As stated above 1-3 there is lot more type fixtures than "Troffers and High Bay" Stated in 1.1.4?Only troffer and high bay fixtures. No wall sconces. No outside lighting

As the RFP requests a fixed, how does the contracting officer intend to handle these Variances? Will the change order process be applicable?
